The site is zoned RC and is completely surrounded by RC zone , including land across Ellington Road, with the exception of Church ' s Community Center. The proposed use is a permitted use in this zone . 2 ) . The architecture is quite compatible with recent development in the Wapping Center area, and is in fact very attractive for an outdoor shopping center of this type . 3) . The applicant has indicated his desire to exercize signage control within the shopping center , and has included proposed facade signs on the architectural elevations . The Planning Department feels very strongly that signage should be designed with restraint and with a careful eye toward continuing the attractive appearance which char- acterizes the Wapping Center area. The applicant is aware that he is permitted either one 12 s . f. free standing sign for the center or facade signs but must seek a variance to erect both, or to erect a larger free standing sign. 4) Traffic concerns for this site involve difficult turning movements onto both Buckland Road and Ellington Road. The applicant' s traffic report seems to accurately present the problems of congestion at the 5 corner ' s and the turning movement difficulties which would be ex- perienced as a result of this site development. The Ellington Road entrance to the shopping center is directly across from one entrance to Colonial Cornere, and a traffic signal at this entrance as;proposed would ensure that vehicles are generally able to enter and exit the site safely. Coodination of the two signal lights is critical . This traffic signal is of course, subject to approval by Conn. DOT. Should the signal not be approved by DOT, left turns onto Ellington Road will be extremely difficult (if not impos- sible) during much of the PM peak hour, and will be hazardous at best. We could use more information on the anticipated effects of a traffic light at that location, given the nature of the existing queing problems. The Buckland Road entrance, which will be shared with Burger King if approved, will be subject to difficult left turn movements at PM peak hour. In all likelihood, vehicles would exit the shopping center at the traffic signal on Ellington Road during traffic peak hours . The applicant has proposed a slight widening of Buckland Road northbound to provide a left turn queing lane for vehicles entering the site from northbound Buckland Road. The Town has already acknowledged that a serious traffic situation exists at the 5 Corners intersection and is currently in the process of addres- sing a solution through improvements to the intersection and Buckland Road. In the interim, the adequacy of safety measures proposed by the applicant to mitigate hazardous movements must be evaluated by the commission, but even moreso, the State D.O.T. has jurisdiction over this matter, and indeed has final say over all external traffic improve- ments. TOWN SHOPPING CENTER - RSK Page 2 5) . Internal traffic circulation appears to be adequate , with the exception that all parking spaces directly in front of the proposed building should be relocated to create a fire lane. Police Chief Ryan and Fire Marshall Bill Lanning concur with this , and the applicant has already agreed to relocate the spaces. Traffic control markings and signage are indicated on the plans where needed. 6) . A minimum of 400 parking spaces are required for retail buildings of greater than 50 , 000 s. f. , or six spaces for each 1 ,000 s. f. The ap- plicant is proposing 307 spaces and is requesting a waiver for 93 spaces. It is the applicant' s responsibility to justify the parking waiver. 7) . Landscaping plans are very well prepared and the end result should be quite attractive. The plans include about 18 Oak, Red Maple and Sycamore trees on the south side of the site in partial replacement for trees which have been removed from the site. There are over a hundred trees included in the planting plan, many of which are 13 ' -15 ' in height at time of planting. 8) . There is a very small amount of regulated wetlands on the site, adjacent to Ellington Road. The rest of the site is free of wetlands and is one of very few commercially zoned sites which does not have wetlands limitations. The application is scheduled to be heard at the June IWA/CC meeting. 9) . The applicant has made most of the modifications requested by the Planning Department, with the exception of the removal of parking spaces in front of the building. This should be addressed on the final plans. 10) . SUMMARY: a) . The architecture is very pleasing and in character with the area. b) . Sign control is very important to the appearance of the final project; c) . Traffic concerns, i.e. safe entering and exiting of vehicles , is of primary concern to this application; d) . Landscaping looks outstanding . V J. F page 2 quick resolve, and that the decision will be made some time this year. N ew Business A. Promotional Brochure : %Ir. AUTHORIZATION The study has been authorized by Mr. Richard Kelley, President of RSK-Kellco Corporation, the developer of the proposed project. II. SCOPE AND PURPOSE The proposed study was undertaken to assess the potential of the proposed development of the Town Shopping Center and RWR Office Complex to impact traffic operations in the vicinity of Wapping Five Corners. The study was to address both interior traffic operations and on-site circulation. The Scope of the study included supplementing data acquired for the Burger King study as necessary and the conduct of manual and automatic traffic counts with observation of peak hour traffic patterns. III. DEFINITIONS In order to clarify the meaning of the certain specialized traffic engineering terms used in this Report, the following definitions are offered: Trip is a one-way movement to or from a site. One car entering and leaving a site constitutes two trips. Traffic Generation is the actual number of vehicle movements which may reasonably be expected to be attracted by a specific development. Usually, traffic generation is expressed as a number of trips. Average Weekday Traffic is the total traffic generation of a development on a typical working weekday. 1 STORGH ENGINEERS Peak Hour Generation is the maximum traffic generation which may be anticipated during the highest volume hour for the particular development. This analysis parameter may vary as to the time of day, depending on the type of facility proposed. Office building normally generate peak volume rates which coincide with the peak volume rates of the surrounding roadway network, fast food restaurants have peak traffic during the Noon hour. Trip Distribution is the process of determining the proportion of the generated trips that can be expected to originate at any location. Traffic Assignment is the process of assigning the trips which have been distributed from the various points of origin to the roadway system which would provide the most direct route between the points of origin and destination. Capacity and Level of Service (LOS) are terms utilized to describe the ability of a roadway to handle its traffic assignment. IV. EXISTING CONDITIONS A. Site and Adjacent Roadway Descriptions The site of the proposed Shopping Center and Office Complex is located on two parcels of land adjacent to Wapping Five Corners. It is proposed that the Town Shopping Center has access drives to Buckland Road and Ellington Road (Route 30) . The RWR Office Complex would be served by drives to Ellington (Route 30) . The general location of the project is shown in Figure One with a site location map presented in Figure 2 and driveway locations shown for each development in Figure 3 (Town Center) and Figure 4 (RWR Office) . 2 a Ir' • i • 'w. . .fir • r Isom ..- 1 . • :. ,, -.= is 1i .i1r ki TOWN OFFICERWR • COMPLEX • - J AREA LOCATION MAP mo .1- J 7 i Q S pDp SaC'p Iv r 0°MD top qJ°D 04, l +; e r 8 i pq 5`p, Y[ q / / v D(C 4FIf Lp W O , rc` ~ l o 2 ¢ f • (10 ¢ O a ELLMGT M ROAD v Dqk CghD 'I a e/ 0 a a Oy *C)"FGQA i [r o SITE LOCATION pCMhG 4 O9 BAC 3 i f{ 0 TOWN SHOPPING CENTER RWR OFFICE COMPLEX SOUTH W+N-QSOR-, CT SCAM T.S. Roadway Conditions In the vicinity of the proposed development the various conditions of the roadways were noted as follows: Buckland Road is a two-lane highway some 36± feet wide with a straight and level alignment in the project area. The roadway is bituminous concrete and sight distances from the proposed driveway location were found to be adequate. Ellington Road (Route 30) is a two-lane highway varying from 36 to 40 feet in width. It is straight and level in the project area and sight distances measured from proposed driveways were adequate. Adjacent development is primarily commercial with Society Bank, SNET, Colonial Cornere, Post Office, and Town Hall located in the vicinity. V. TRAFFIC GENERATION The proposed development will consist of two separate sites and traffic generation for each was estimated separately. Town Shopping Center is proposed to contain 60,000 square feet of retail space and a separate 5,000 square foot Office Building. RWR Office Complex is proposed to contain 12,000 square feet of office space. Traffic Generation estimates are given in Table I . 3 STORCH ENGINEERS TABLE I Trip Generation Estimates I . This will add a maximum of 157 trips during the PM peak hour period. VI . TRIP ASSIGNMENT A general review of the type of retail use proposed was conducted. The Town Shopping Center will not serve as a regional magnet but rather will have a local clientel . In addition some transient business will be generated from passing traffic. It is not likely that the facility will generate large amounts of "new" traffic during the peak traffic periods . Trips were therefore assigned to the drives on the basis of approaching volume percentages. Traffic associated with the RWR Office Complex is assumed to be "new" traffic and the volume added to background traffic. VII. ANALYSIS The nature of the proposed development is such that it should not of its own right aggrevate traffic conditions by increasing volumes. The Town Shopping Center is not of sufficient size to be a major regional traffic attractor. Most of those drivers utilizing the Center driveway the critical evening peak would have been in the area in any event. Thus a major increase in volume is not anticipated. There will however be different turning patterns because of the new drives. The evening peak period shows marked increases in traffic congestion at the Wapping Five Corners intersection. F STORGH ENGINEERS Manual turning movement counts when compared to analytical estimates of capacity indicated the intersection possesses little ability to process more vehicles. Observations during the evening peak hour confirmed levels of congestion were occurring on all approaches to the Wapping Five Corners signal . Vehicle queuing was excessive on Buckland Road and Ellington Road (Route 30) . The duration of observed traffic congestion was for approximately one hour between 4 :30 PM and 5: 30 PM. This would be consistant with travel times from Hartford - the major employment center. During the above period queues were seen to extend from the Wapping Five Corners signal east on Buckland Road past the proposed drive and south on Ellington Road (Route 30) past the proposed drive to the Town Shopping Center. Thus the major concern in assessing the impact of the proposed developments is the ability of traffic to safely enter or exit the site. To obtain a thorough understanding of the noted conditions meetings were held with Town staff. At these meetings it was noted that the Town has identified the "Wapping Five Corners" problem and will soon execute a contract for design of traffic control improvements to the area . The concept being proposed includes a widening of Buckland Road to four traffic lanes in the project area and the relocation of Ellington Road (Route 74) to intersect Sullivan Avenue west of the Post Office. Thus the project would eliminate one "leg" of the Wapping Five Corners intersection. Our analysis of the traffic conditions confirms the need for these changes . 6 STORCH ENGINEERS Recognizing the Town was proceeding on this course and with the understanding that those improvements would most likely not be constructed for 4-5 years we concentrated our analysis on those measures necessary to provide workable traffic operations at the driveways of the Town Shopping Center until the final project is contracted. The major problem area encountered would be by motorists attempting to exit the site during the evening peak period. Right turners would likely have little problems . Left turners would encounter queues that block sight distance an also provide little opportunity to enter the traffic stream. The fact that Buckland and Ellington Road (Route 30) are two lanes in the driveway areas also provides for delay potential to vehicles attempting to turn left into the site. Traffic engineering methods are available to mitigate these problem areas and we recommend a specific program in the following sections. VIII . RECOMMENDATIONS AND CONCLUSION Based on the detailed analysis which was conducted for this project it has been found that certain remedial measures would be necessary to assure adequate traffic operations at site driveways pending completion of the widening of Buckland Road and construction of the Wapping Five Corners bypass road. A. Buckland Road Construct a minor widening to provide a westbound bypass lane so through traffic would not be delayed by traffic turning left into the center. 7 STORCH ENGINEERS B. Ellington Road (Route 30) Construct a minor widening to provide a southbound left turn lane into the Town Shopping Center. It is recommended that the drive to Ellington Road (Route 30) be considered for signalization with the signals tied to those at Wapping Five Corners. These would be operated to assure the ability to enter Ellington Road (Route 30) from Town Shopping Center or Colonial Cornere during heavy traffic periods. Upon completion of the Wapping Bypass Road signalization should be re-evaluated and if not warranted removed. Provided the improvements to the driveways are implemented as recommended we do not foresee a materially adverse effect in area traffic operations by the construction of the Town Shopping Center or RWR Office Complex. While area traffic conditions are currently congested during the evening commuter peak the improvements noted would mitigate any further deterioration and provide safe access to the proposed center. 8 APPENDIX SUMMARY OF TRIP GENERATION RATES Land Use/Building Type General Office Building ITE Land Use Code 710 Independent Variable—Trips per 10000 Gross Square Feet.
