We will work with you and the fire marshal over the upcondng 111011ti --to solidgy ot::plans to finis, the 2"d and Yd Floors for r.Irmanert occupancy. Again, thank you for our guidance and patience as we endeavor to complete renovations to our home. Sincerely, Robert A.Tobin The Watson House Inn 1876 Main Street S.Windsor,CT 06074 RECEIV-ED fib 19 TO: Marcia Banach,Director of Planning MR VRPJSDR PIANNINI DIPTI FROM: John R. Collins, Chief Building OfficialJW- William R. Lanning,Fire Marshal RE: The Watson House, 1876 Main Street We met with Bob Tobin at 1876 Main Street on January 30, 1998, to discuss concerns we had with exiting from the second and third floor areas. There is some work to the rear stair that would have to be done prior to an approval for the use of these areas for apartments. He is aware of the requirements, and has stated that he will work to comply with Code requirements. We looked at the area to be used for weddings and parties. We found no problems with the use of these areas, provided the number of guest stayed at approximately forty people. The time of stay at the Bed and Breakfast does not impact the approved use as an R1 occupancy t MEMORANDUM To: Planning and Zoning Commission From: Bob Tobin,Manager,The Watson House Subject: Modifications to the Original Temporary and Conditional Permit for The Watson House Date: November 10, 1997 Since our meeting with you last month,we have decided to put down on paper all the ideas that we've had around potential business uses of The Watson House. Some of these are new ideas, some are ones we've discussed. I've organized them into one's that we'd like the commission to consider now,and those that we'd like to approach in the future. I though it prudent to get everything`out on the table'now, so that we can approach this properly, following a process that the commission approves. Thank you for considering the following: For Consideration Now: 1. Elimination of the 14 day time limit for overnight stays. We have found that flexibility in this area will provide a service in great demand by our corporate clients(i.e.accommodating longer term stays),while at the same time, not impacting the historic and residential character of the neighborhood. 2. Allowing weddings, parties and special events to be held at the inn. Approved parking would include the Inn's graveled lot and driveway areas and existing commuter parking along Main Street. We propose the maximum size for these events to not exceed 50 people. 3. Approval for permanently renting out the 3`d floor apartment. 4. Recognition that inn keepers will be hired to assist in the daily operations of the inn,and as part of their compensation, room and board may be providea. 5. Recognition that we are interested in converting the existing T&C to permanent zoning when it expires. We understand that an amendment that would address this is pending. Guidance on the necessary next steps to be considered for this is requested. 6. Signage change approval as follows: replacement of existing sign with lamp post(with the sign attached to the post-already approved by historic society),mail box sign, `B&B'sign added to the existing`John Watson'Bicentennial plaque on the house and a special events sign(displayed occasionally)on Route 5 by the Chamber of Commerce sign on the comer of Sullivan Avenue and Route 5. For Consideration In The Future: 1. Use of the carriage house for special events(it would be renovated to serve as a patio/gazebo)and eventual modifications for inn keeper quarters-subject to Historic Society approval. 2. Approval for allowing the consignment of antiques by dealers at the inn for purchase by customers. In addition, approval to add an insert sign to the main sign that reads'Antiques'. We would be happy to come to an upcoming PZC meeting to discuss this letter in detail,if necessary. Otherwise, please advise as to what our next steps should be. At this time I have concluded,in conjunction with the Fire Marshal, that I can not approve your building proposals,or support your request for a Code modification as you have prepared it. You have already exceeded the scope of your approvals granted by this office and the Fire Marshal with the development of at least one guestroom on the second floor, and a second living unit on the third floor. I have to say that this newest proposal appears to be creating even more guestrooms on the second floor. The Fire Marshal and myself have spent a considerable amount of time in efforts to aid you in your endeavor. I feel that we have been somewhat taken advantage of in these efforts, because areas that we could not approve for use have been created and occupied. I have forwarded your modification request to the Office of the State Building Inspector. At this time I am returning all of your permit applications and fees. Once there has been an approval from the State in the use of the new regulations,I will entertain a new proposal based on the full requirements of the proposed Bed and Breakfast regulations. Kitchen Fire rated sheet rock, type X,must be installed. Replace existing doors with exterior quality metal doors(the same doors used on the guest rooms). These doors must be self closing and self latching. Smoke Detectors An approved household fire warning system is required in accordance with NFPA 72. For our purposes this will mean the following: Installation of manual pull boxes on each floor. These are to be located near the stairway doors on the 2nd and 3rd floors and by the main exit, the rear door,on the 1 st floor. Installation of horns on each floor. A plan diagramming the installation of the above must be submitted to the town fire and building authorities prior to installation. This will occur through the permit process via our electrician. Stairways The stairway door from the 2nd to 3rd floor must be replaced with-an exterior quality metal door (the same type door used on the guest rooms). This door must be self closing and self latching. Lights in the stairwell must stay lit. This will be accomplished by removing the light switches and covering the boxes with solid plates to ensure that the lights cannot be turned off. Misc. We will place a floor plan with exit routes clearly indicated in each guest room. Larsen, Chairperson Planning and Zoning Commission cc: Zoning/Wetlands Enforcement Officer Chief Building icial Assessor Memorandum To: Kathy Brady From: Bob Tobin Subject: Application of Appropriateness Date: April 22, 2002 Per our conversation on the phone, I'm enclosing an Application for Certificate of Appropriateness to complete the painting of our carriage house. As I indicated when we spoke, I failed to realize that stripping the paint on the exterior of a building was under the Commission's jurisdiction- I assumed incorrectly that because painting is excluded, stripping would be as well. As background (and not as an excuse),we've had a very difficult time finding someone to paint and maintain the exterior of the house. Several companies showed up to do estimates and informed us that the house was too large and high for them to do the work. The company I was able to hire is quite experienced and when reviewing the job, felt stro4gly that in order to do a quality job, the carriage house required stripping (the earlier paint job done 3 years ago was peeling off the building). As we discussed, I know that because the building has already been completely stripped(via sandblasting),the Commission is confronted with several concerns: The siding and trim may have sustained damage • Future issues with Main Street residence may arise if they interpret that stripping historic buildings is allowed (because we've already done it). I understand these issues and apologize in advance. I'd like to offer the following, however: • The painter was careful and no significant damage appears to have been caused (some of the wood was already rotting) • I'm paying the painter extra to have the building sanded to smooth out rough areas I'll pay for a mailing from the Commission to residence of the Historic District, re- emphasizing that stripping requires a certificate of appropriateness and is generally disallowed. I'm not certain I'll be able to attend the meeting on May 14th (business travel may preclude this), thus the long explanation here. Please let me know the Commission's decision as soon as possible - I'd like to get the painting done quickly, so we don't expose my error to more residents of the district(and the longer I wait, I may end up losing this contractor -he was planning on completing the job in early May). We determined at our last meeting that you need torcease and desist any work on the building and come before the Commission with an Application for Certificate of Appropriateness. I have enclosed an Application for you. I would appreciate it if you would fill it out and return it to me as soon as possible, but no later than April 30, 2002. My address is: Kathy Brady 80 Northview Drive South Windsor, CT 06074 The reason for the cease and desist is that we suspect the building has been sandblasted. The Commission enforces the United States Secretary of Interior's Standards for Rehabilitation. We recently sent you and all residents of the Historic District a Resident Guideline booklet in which the Standards for Rehabilitation were summarized. On page 4, #7., sandblasting is addressed, "Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible." Date of Inspection Attest Building Inspector Dated: f May 17, 2002 Mr. Robert A. Tobin 1876 Main Street South Windsor, CT 06074 Dear Mr. Tobin, Thank you for appearing before the Historic District Commission on May 14th. Enclosed you will find two Certificates of Appropriateness: one for the stripping and painting of the carriage house. We noted that parts of the molding and several of the clapboards had rotted, and therefore we have added the stipulation that they should be restored and that any replacements match, in character and material, those already in existence. Edward Sunderland, of Sunderland Period Homes, has offered to replicate the necessary molding for the carriage house without charge and will look forward to hearing from you. The second COA is for the re-roofing of the main house, the privy and the carriage house, with shingles identical to those used on the red barn/garage. From our discussions with you, we understand that you will not install gutters at this time and that, should you decide to add them later, you will apply for a COA. Sincerely, Kathleen Brady, Chair South Windsor Historic District Commission v < c .1 • t+ 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 ~°soR•co'` TELEPHONE (860) 644-2511 To: Historic District Commission Date: z APPLICATION FOR CERTIFICATE OF APPROPRIATENESS Application is hereby made for issuance of a Certificate of Appropriateness under an "Ordinance Establishing an Historic District within the Town of South Windsor", Ordinance 151,for proposed work as described below and as shown on photographs and plans or drawings (where applicable), accompanying this application.
