January 27, 1986 Dear Mr. D'Auria: Mr. Lin Addington has asked our commission for a Certificate of Appropriateness for some work on a property on Main St . Because of several inconsistencies in our regulations, Mrs. Kyc, Chair of our agency, will beosking the town counsel for his opinion. Mr. Rittenband may be several weeks or even months in dealing with our questions. It would be unfair to hold Mr. Addington up for that long a period. He has obtained a permit from you for pouring and filling around the foundation of a barn. We are asking you to permit him to proceed withthat phase of his work. Any further work which falls within our jurisdiction will require a Certificate of Appropriateness. Sincerely, v C4 c o.MM C y O C U 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 oR co January JODflY644-2511 CERTIFIED MAIL Mr. Linwood Addington 1648 Main Street South Windsor, CT 06074 RE: Investigatory Letter Wetlands violation at 1689 Main Street Dear Mr. Addington: It has come to my attention that extensive filling of the wetlands is taking place on your property at 1689 Main Street. Section 22a-42a of the Connecticut General Statutes and Section 5-1 of the South Windsor Wetlands Regulations requires that a permit be obtained prior to making alterations to wetlands and/or watercourses . The Agency has no record of a permit being issued for this work on your property. As such, the work that has already been done in the regulated area is in violation of the law and the Agency regulations . Therefore, you are instructed to cease any further work in the regulated area. To assist the IWA/CC in determining the proper course of action, please respond in writing to the following questions by January 9, 1989 . This will be discussed at their meeting scheduled for that night . 1 . Who did the work, filling, grading, etc . ? 2 . When was this work done? Over what period of time? Give approximate dates . 3 . Why was this work done? 4 . Is any further work planned? If yes, what is it? Please provide a diagram showing how this relates to the work already done and the wetlands and watercourses on the property. E 5 . Where is the current edge of fill in relation to your property boundary? Please diagram. 6 . What is the reason an inland wetlands and watercourses permit was not sought prior to doing the work in the wetlands and watercourses? Based on your response and bayed-upon existing conditions of the site, the Commission will determine if the wetlands and/or watercourse must be restored to their prior unaltered condition or if an application should be processed. If you fail to respond to this letter by January 9, 1989 we will be forced to take an enforcement action, including but not limited to the issuance of a cease and desist order or transferal of the matter to the Town Attorney for court action. Questions on this matter should be directed to John McCahill, Zoning/Wetlands Enforcement Officer, at 644-2511. Sincerely, yy ll- John E. Dear Mr. Addington: Reports from town staff confirmed by my personal inspection of the above-mentioned site reveal extensive dumping and filling of at least an acre of surface area (some 125 by 175 plus an extended roadway area of 25 by 125) at depths up to 20 feet. It appears that sev ral hundred truckloads of fill have been dumped and largely spread, visible materials include dirt, concrete and amesite construction debris, some brush and a Mitchell Trucking Company sign. You are hereby directed to cease spreading remaining piles and to prevent any further illegal dumping. At our January 9 regular meeting at 7 :30 P.M. , the Inland Wetlands Ag ncy/Conservation Commission of South Windsor will hold a Hearing to provide you an opportunity to be heard and show cause why this order should not remain in effect. The South Windsor Inland Wetlands Agency/Conservation Commission (hereafter cited as INA/CC) has the authority and resposibility to regulate inland wetlands and watercourses in South Windsor under Sections 22a-36 through 22a-45 of the Connecticut General Statutes (hereafter cited as CGS) and the Town of South Windsor Inland Wetlands, Watercourses and Conservation Regulations (hereafter cited as IWA,/CC Regulations) . These illegal dumping activities have occurred, continued and remain without the required permit (Section 22a-42a CGS, and IWA/CC Regulations, Section 6 . 1 through 6 . 15) and constitute a violation of the law, contrary to the public policy set forth in Section 22a-36 CGSm, and IWA/CC Regulations, Section 1.1 through 1.4 . This order was issued in accordance with Section 22a-44 CGS, and Sections 14 . 1 through 14 . 6 IWA/CC Regulations. Failure to comply with the provision of this Order will subject you to the penalties provided in Section 22a-441 CGS. Very truly yours, G John M. Venting and.Combustion Air All separated combustion, power vented units MUST BE equipped with both combustion air and exhaust piping to the outdoors. The ul'iique concentric adaptdr assembly supplied with this heater allows for both combustion air and exhaust piping with only one horizontal or vertical penetration hole in the building. Installation should be done by a qualified agency in accordance with these instructions. The qualified service agency installing this separated-combustion system is responsible for the installation. The systems illustrated in this manual are the only venting/combustion air systems approved for a Model SFT heater. Hazards of Chlorine-The presence of chlorine vapors in the combustion air of gas-fired heating equipment presents a potential corrosion hazard.Chlorine found usually in the form of freon or degreaser vapors, when exposed to flame will precipitate from the compound, and go into solution with any condensation that is present in the heat exchanger or associated parts. The result is hydro- chloric acid which readily attacks all metals including 300 grade stainless steel.Care should be taken to separate these vapors from the combustion process. This may be done by wise location of unit vent terminals with regard to exhausters or prevailing wind directions.Remember, chlorine is heavier than air. This fact should be kept in mind when determining installation location of these t heaters and building exhaust systems. WARNING:Do not use an existing venting system. This heater requires installation of the combustion airtvent system supplied with the unit.
