DOCUMENTS REVIE ED: Application form and site plans (dated 5/17/89 ) . COMMENTS: 1 . The wetlailds have been flagged by a Soil Scientist. A report should be submitted as part of the application to verify the findings . Of the 2 . 3 acres, . 2 acres (8. 7%) is wetlands . 2 . Proper di posal of "existing building to be removed" should be indicated on the plans, as well as disposal of "existing bit.pvmt. to be removed" . 3 . The propo ed building is approximately 40 feet from the "limit of wetlan s" . A small portion of the building does encroach into the 0 foot setback and would therefore constitute a regulated activity per 2. 1j of the regulations . 4 . A rip-rap discharge point does exist in the wetlands . A detail should be provided with dimensions, stone size, and gravel base in accordeince with Connecticut Guidelines for Soil and Erosion Control . 5 . The seque ce of activities on the site is included in the narrative on sheet 3 of 4 . 6 . The "existing tree line (typ) " and "proposed tree line (typ) " along the northerly property line appear to be the same. On site it would appear that trees will be cut. 7 . A drainagd and grading easement would be required for Gaetano property as noted on plans . 8 . Drainage ialculations should be submitted for review to evaluate the impact of the point discharge. 9 . This area typically has high ground water and surface springs . IF APPROVAL IS ONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1 . The building and pavement,**which are to be removed, should be removed f om the site. 2. Provide, on the plans, a detail for the rip-rap of the outlet proposed. 3 . Identify the sequence of construction which is included in the narrative 4 . The drain ge and grading easement for the Gaetano property must be submitted prior to any activity in that area. Iazzetta, Town Engineer RE: Webster 11laza We have reviewed the drawings dated 5-17-89 and drainage calculations for the propos d Webster Plaza addition and have the following comments pertair 'ng to wetlands concerns: 1 . History pf this site indicate that over the last 15 - 20 years, this area was filled in with an assortment of materials including sewer excavation waste, street sweepings, leaves, etc. The soils as indicated on the drawing are probably those underneath the "fill" material. With this, we recommend that test pit3 be dug in several locations selected by the Engineer' g Department and the results submitted to us for an evaluati . 2 . There is no detention proposed. The applicant's engineer states that since they are discharging into a wetlands area, detention is not required. This is an incorrect assumption. Applicant, has not addressed "zero increase in runoff" nor the impact uy n wetlands from this new point discharge.
