A landscape plan must be submitted and is subject to approval / by this Commission . Additional buffering must be shown v between this site and the adjacent residential zone . 2 . Lighting shall be shown on the plans and must be in accordance with Section 8 . 7 . 3 of the Zoning Regulations . 3 . The front entrance of Building #1 shall be indicated on the plans . 4 . A three foot (3 ' ) wide sidewalk , built to Town specifications , shall be installed along Ellington Road , beginning at the flower shop and continuing in a westerly direction along the entire frontage of this site . A five foot (5 ' ) easement for said sidewalks must be given to the Town of South Windsor , and shall be in accordance with the policy adopted by this Commission for submitting deeds and easements (copy enclosed) , and must be approved by the Town Engineering Department and Town Attorney . 5 . Sheet #2 shall bear an A-2 certification . 6 . A waiver for three (3) parking spaces is hereby granted in accordance with Section 8 . 4 . 1 of the Zoning Regulations . 7 . A bond in the amount of 55, 000 shall be submitted to ensure completion of landscaping . This Commission will permit a Letter of Credit to be submitted in lieu of a surety bond . The Letter of Credit must be renewed on a yearly basis until completion of the development . If a new Letter of Credit has not been received within 30 days before the expiration date , the Commission , may at its option , call the Letter of Credit it is holding . 9 . This approval is subject to the conditions of approval of the Inland Wetlands Agency . 10 . Applicant may proceed to obtain a foundation permit as soon as the bond has been posted and Inland Wetlands approval secured . No building permit will be issued until the mylar has been filed , however , the landscape plan can be submitted after issuance of a building permit . No certificates -of— ' occupancy will be issued until the landscape plan has been approved by this Commission . Within 90 day of the date of approval (by 9/24/84) a black and white transparent mylar of Sheets #1 and #2 , with the letter of approval of this Commission as well as the Inland Wetlands Agency reproduced thereon, together with three blueprints , must be submitted to this Commission to be stamped and signed . This area was previously used for years for this purpose as well as having been leased by the Town of South Windsor for use as a Kindergarten classroom. A Nursery School of long standing in the Town of South Windsor has had to vacate their previous location and now needs to be re-certified by the State of Connecticut for its new location.
