OVERVIEW: The project is a 22,000 sq. ft. multi-tenant industrial building on a 3.2541 acre parcel. The project site is located on lots 9 & 10 of the John Fitch Industrial Centre Subdivision, Phase I. The parcel is rectangular approximately 360' x 400' and generally flat. The northeast corner of the parcel falls away to a drainage Swale that enters a 54" concrete culvert that passes into the project's comprehensive storm water detention basin. SOIL TYPES; The south 80% of the parcel is well drained soil, (WVA- Windsor Fine Sandy Loam w/ 0-3• slope with a small area of NnA- Ninigret Fine Sandy Loam w/ 0-3% slope). The remainder of the parcel is fill material from previously granted permit (Made Land) . VBGETATIOI4; The parcel is generally open field. The Sullivan Avenue frontage contains a number of trees, (plotted on Conservation Plan), that are incorporated into the Landscaping Plan. The east side of the parcel contains various vegetation ranging from bushes and vines at the edge to 12" diameter trees farther into the woods. The site contains no wetland type soils and it is not located in a flood plain. However, as part of this site development, we are providing stabilization to the bed of the existing drainage swale. As part of the stabilization system we will be modifying the existing culvert system to provide for a reduction in stream erosion. B. SCOPE: This project consists of the construction of a 22,000 sq. ft. multi-user building area with its required utilities and storm drainage system on the 3.2541 acre site. Of the 3.2541 acre area in this parcel, this project will entail the disturbance of approximately 2.84 acres on 87%. Fill area shown is approximately 2,900 sq. ft. or 5% of the site. The area of tree and brush to be removed is approximately 8,900 sq. ft. or 15% of the site. I r.e. Mr. Murrin made a motion to table the application until December 4, 1990 - Mrs . Montana seconded the motion and the motion carried 4-0. 3 . Conditional approval requested; Subdivision previously approved. Rodney Morrison, a civil engineer from Lally Associates, asked that the application be moved to later on the agenda as his cli nt, Dr. Giorgio, had not arrived yet. 4 . Ray Alexander Re: JFI sidewalks. Ms . Lipe, Assistant Planner, referred to a topography map of the 23+ acres of land Mr. Alexander has offered to donate to the Town in .lieu of building 1200 feet of sidewalk on Commerce Way. Several people from the Town were asked to look at the property. She ref r nced Mel Stead' s, Sup't. of Streets report describing th property (Attachment ' Go TOWN OF SOUTH WINDSOR PLANNING AND ZONING COMMISSION Page 6 November 27,_ 1990 . 1 - On incorrect item pointed out by Ms . Lipe was the abandoned ehicles and trash on the property. Mr. Alexander clarified that .his tr&Sh was not on his property. However, one of the Town's oncerns is that this property could be used as a garbage dump or omeone could get hurt on the property and the Town would be •esponsible. Because of these potential liabilities, it was the ;taff 's f eling that the Town should not take this property. However, .hey felt it would be in the best interest of the Town that it be lonat d to the State for the Scantic River Park. .n addition, in the Town Plan of Development it is stated' that the 'own should acquire land within the 100 year floodplain. trs . Montana asked if we will be getting open space land from the ;hepard/Culbro Subdivision. Ms . Lipe responded that the 22.6 acres )f open space associated with that development was not a requirement )f the subdivision and that at the time the applicant`.had not _ndicated who would control the open space. Ms . Lipe stated that one )f the concerns of donating land to the land trust is that the land :rust does not have to provide access to the public- If the land goes :o the State, there will be public access provided if hiking trails ire ev r developed along the river. irs . Montana questioned the Town's plan was for open space in the 3cantic River area and how will it be managed. Ms. Lipe responded :.hat will be decided for each piece individually. If this piece was nore asily accessed off of Rye Street, the Town might feel iiffer ntly about it as far as developing their own park to get down zo the Scantic River. The way the Scantic River Plan is written, the foal is for either the Town or the State to try and acquire open space in this area. Ors . Montana foresees a problem with industrial dumping in this area. 4r. Murrin stated it would be lgss likely to get industrial clumping if th Town owns it rather than being privately owned. Mr. Alexander said that the trash that may be there was done a long time ago when it was being utilized and there were farm roads which do not exist anymor that went back into those areas. Mr. Alexander stated that as far 4s future dumping, it would be foolish for people who have Parcels that abut this, to dump stuff over an embankment where it could be identified. There would be very little opportunity for peopl to dump off of Rye Street. Mrs . Evans referred to penalties for do1jW so, whereas previously there were none. Mrs . Evans would like to see it preserved. Mrs. Montana feels if nothing lse, it provides for a very attractive barrier between the industrial areas . Mrs . Montana would like to have the Town acquire this pi ce of property and see what happens in the State's acquisition of the area. This is a natural preservation area. It TOWN OF SOMM WINDSOR PLANNING AMID ZONING COIMSSION Xinutes Page 7 November 27, 1990 should be preserved, but by whom, and what are the advantages and disadvantages of each entity owning the land. Mr. Murrin asked if the 1200 feet of sidewalk is required and do th feel they can do without that or is it to be provided in some other way. Mrs. Evans stated the argument presented was that industrial sites don't need that much sidewalk. Mrs. Evans sees this as a positive contribution on the part of South Windsor toward the Scantic River Park. Mrs. Montana asked what the pr cess was for donating the land to the state. Mr. Alexander noted th re is a specific procedure set up. Mrs. Montana made a motion to waive the sidewalks requirement until such time as the State accepts the open space land. At that time, sidewalks will no longer b required for this subdivision. Tom March seconded the motion and motion carried 4-1 . Voting with the motion to approve were Commissioners Evans, Montana, Castro and Marck. Voting against the notion was Commissioner Murrin. 5. Appl. #90-76P, Culbro Land Resourdes, Inc. , for a 16-lot subdivision of approximately 105.7 acres of property at 19 Rye Street, I Zone. Conditional approval requested; Subdivision previously approved. Dr. Giorgio, representative of Shepard/Culbro, was present to xpla the application. Culbro is applying for a conditional subdivision approval on the Rye Street parcel that the commission awarded final approval on one year ago. Reference was made to the unusual economi tim s . Because of the economic situation, the business and th tenants that Dr. Giorgio would be working with can't get the man y they need to expand. Dr. Giorgio continued on to say that the Rye Street project is a v luable project to the applicant and to the community. The conc Pt tbAt was approved makes sense and the applicant would like very much to do the project. In other communities, the applicant has been abl to file mylars with a note on the plans indicating that no building permits will be issued until the bond is posted or the improvements are concluded. This is not permissible under the South Windsor regulations. It has raised a problem in that after the Town did its ppraisal of what the improvements would cost for Phase I, they wer required to post a $435,000 bond. Posting this type of a bond is a prudent business decision at this point. Subsequent to this, new subdivision regulations were adopted which allow for a conditional approval as an alternative to posting the - bopd before filing the mylars . Under the conditional approval, th is a provision for a three year window to either post a bond or i 10 af'(( -awn O-P S-0 2v- 9 ` 1540 SULtIVAN AVENUE - SOUTH WINDSOR, CONN. 06074 c, tiosoR0N AREA CODE 203/644-2511 March 4, 1991 R.
