Dear Marshall:
Re: Proposed Police/Ambulance Facility - Sand Hill Road
As you are well aware, the Public Building Commission has authorized

Accordingly, I am herewith referring the preliminary plan to your
Commission for a report, which we request you return to us as soon
as practicable.
Subject to a successful referendum, the Town will be applying to
your Commission for Special Exception approval per Section 4.1.8 h of
the zoning regulations, after November 1982.
Moreover, I request a place on the agenda of your regular June meeting

Dear Hap :
Re : Proposed Police/Ambulance Facility
Sand Hill Road
The Planning and Zoning Commission was very interested in
reviewing the preliminary plans for the proposed police/ambulance
facility on Sand Hill Road .
The overall plan generally appears to be in conformance with our
regulations , however , from an aesthetic point of view, concerns
were raised by several of the Commissioners regarding the
extensive parking areas in front of the building .
Furthermore , the Commissioners felt that consideration should be
given to installing sidewalks , not only on the proposed site to
connect the parking areas with the front entrance , but possibly
across Sand Hill Road so that the existing sidewalk is extended .
The Commission would also like to consider the possibility of a
pathway connecting this facility to the Town Hall and Library .
This subject can be addressed in more detail when the final site
plan is approved .
We very much appreciate the opportunity of reviewing this preliminary
plan at this early stage , and would like to thank you for your
consideration .
Very truly yours ,

Regular Meeting - November 3, 1082
Present : Chairman Fitts , Messrs. Archer, Lanza, Lyons and Stingle
Also Present : Chief Ryan, Councilman Streeter and Architect Lawrence
The regular meeting of the Public Building Commission was held at 7 :30 PY,
in the Friends Room of the South Windsor Public Library.
Chairman Fitts asked for approval of the minutes of Regular October 6th
meeting. A motion for approval was made by Mr. Archer, seconded b« Mr.
Stingle and unanimously approved . As there were no reports from special
committees the first order of business was to note the approval of the
$2,300,000. bond resolution for a Police/Ambulance Facility by the So.
Windsor voters with a 600 vote margin. The resolution won in all four
voting districts and Chief Ryan expressed delight and that of all department
members over the outcome of the referendum question.
A scale model of the proposed facility was available for viewing at the
meeting and Architect Lawrence discussed details of the model and answered
questions. Chairman Fitts told the group ' he . had asked Mayor Havens to
provide the PBC with formal instructions from the Town Council to proceed
with the project. He pointed out that even though the resolution was
passed we still need formal notification and the architect oannot proceed
with the next phase until such tima as he receives this from us . He said
this should take place within the next ten days and he assumes the council
will also want to instruct George Spring to proceed with the sale of the
bonds for the project.
Chairman Fitts said the only correspondence during the month was letter
of October 7th to Manager Sartor recommending payment of the architect' s
invoice in the amount of $7,000. for the schematic design phase of the
contract and a memo from Manager Sartor which forwarded this to the
Finance Dept. A Letter of October 14th concerned new date of hearing con-
cerning proposal to construct 1-284 in South Windsor on November 22nd at
the Timothy Edwards School at 8 PM.
Architect Lawrence said he had prepared a proposed time schedule for
the Police/Ambulance Facility for tonight' s meeting as requested by Chair-
man Fitts and each member was given a copy and it is also attached to
these minutes . He discussed with members the programming/Research and
Site Visits to recently built facilites with members of the Police Dept.
which will take place in November as will Building Systems Analysis and
Recommendations which will be brought back to our committee for approval.
He said the construction bidding would probably take place in early spring.
He spoke about working drawings and specifications during December during
which time slight changes could be made and remaining annrovals and re-
views from Town Agencies into January. Mr. Stingle suggested that he
add the Fire Marshall to this list in regard to Sprinkler Systems. Mr.
Lawrence said they would be very busy during these next few months with
the working drawings and would anticipate ground-breaking before t end
of April 83 with completion approximately one year after start of ie
Public Building Commission Page 2
Regular Meeting - November 3, 1082 Minutes of Meeting
construction phase.
Mr. Lawrence said there would be a change in the location of the Lawrence
Associates Offices during the first week of January when they expect to
move into the upper level of the old Buckland School in Manchester.
Chairman Fitts told Mr. Lawrence we would like to be tuned in closely
to the programming activities and Mr. Stingle said we would be looking at
costs for each phase . As Architect Lawrence explained features of the
model it was suggested this model should be set up in a place such as
the Public Library along with a fact sheet pointing out interior features .
Traffic control on Sand Hill Road was discussed and the reed for going
over this matter with Planning and Zoning Commission. Mr. Lanza said
in regard to the traffic control that some type of attractive unobtrusive
traffic light to be controlled from headquarters should be considered .
Chief Ryan said .that the public access to the facility will be from the
front door and this brought about a discussion of the parking for tiublic
at the front of the building as well as additional narking on the west
side of the building. Chairman Fitts said we would have to clarify our
reasoning to the Planning and Zoning Commission as we do not want to get
into the same kind of problem as there is at the Firehouse where there is
not adequate public parking. Mr. Archer and Mr. Lanza also mentioned the
need for adequate lighting in the parking areas. Mr. Lawrence said that
they would be concerned with good quality lighting on and around the
building to illuminate the sidewalks and parking areas .
The next meeting date would normally be Wednesday the 1st of December
but it was felt that it should be held December 8, 1982 the following
week in order to give the architect more time following the Thanksgiving
Holiday. Mr. Archer moved that the date of the regular PBC meeting be
changed from Wednesday, December 1st to Wednesday December 8th. Mr.
Lanza seconded the motion and it was voted approved.
The secretary presented a timecard from October 6th to November 3rd for
11 hours . A motion was made by Mr, Lanza to accept the requisition and
it was seconded by Mr. Stingle and unanimously approved .
The scale model of the library was left with Mr. Massey for z)roper display
and the meeting was adjourned at 4 PIf.
Respectfully submitted,
Kathleen L. Raffe y

PLANNING AND ZONING COMMISSION
Marshall Montana , Chairperson
Raymond F. Hallowell , Jr . , Secretary
Planning and Zoning Commission February 8, 1983
Public Hearing and Special Meeting South Windsor Town Hall
MEMBERS PRESENT: Norman, Montana, Conde, Sorosiak
ALTERNATES PRESENT: Gilligan (sitting for Hallowell); Mainelli (sitting
for Evans)
PUBLIC HEARING
1. Application of Richard C. Carabillo, for an open space subdivision
in an RR zone, consisting of 11 lots to be located on a cul-de-sac
street on the south side of Windsorville Road, west of its intersection
with Griffin Road.
Attorney William Grace spoke on behalf of the applicant and said that this
application had been approved a couple of years ago, but the applicant,
because of financial considerations, only proceeded with two lots. A
house had been built on Lot #14 and a foundation exists on Lot #13. The
applicant now wishes to secure approval of Lots #2 through #12. The
deed for the open space was delivered to the Town and is being held in escrow.
The intersection of Windsorville Road and Griffin Road will be repaired.
Lot #5 has slightly less than the 100' frontage required so that lot
will be the 10% variance permitted under the regulations. The prior
approval called for sidewalks on both sides of the cul-de-sac as well
as Windsorville Road, and the applicant is requesting relief from this
requirement. If possible they would like to install sidewalks only on
Windsorville Road, or perhaps on one side of the cul-se-sac street, so the
des can by sold for about $75,000 and qualify for CHFA financing.
Mr. DeMallie concurred with the applicant's attorney's comments. He said
he agrees that sidewalks are not required on both sides of the street as
well as Windsorville Road, and noted the name of the proposed street, Abar
Lane, should be shown on the plot plan.
Town Engineer Page reported that he is concerned with the cul-de-sac. The
driveways for Lots #5 and #10 should not start at the cul-de-sac, and
he would require the developer pave more of the cul-de-sac since it appears
to be too small.
No one in the audience spoke in favor of, or in opposition to this
application.
Commissioner Norman questioned the proposed sign, and was informed that it
is only temporary and would be removed after the lots are sold.
Mrs. Montana questioned the cost of the sidewalks, and Mr. Grace said that
it is about $15 to $16 a running foot, plus interest on the money borrowed.
He said the developer is trying to keep the houses in the $73-74,000 range.
Referring to Sheet #3, Mr. Conde asked who would own the land between the
cul-de-sac and property line, and Mr. Grace said it would be owned by the
Town. Mr. Page noted that in his remarks he mentioned the size of the cul-de-
sac and location of driveways, and when this development is built it is
likely this area would be paved.
Planning & Zoning Commission -2- 2/8/83
2. Application of Town of South Windsor/Public Building Commission for
a Special Exception to Section 4.1.bh for a police/ambulance complex
to be located on the south side of Sand Hill Road opposite Nevers
, Road, in an RR zone.
Mr. Howard Fitts was present, as well as the architect, Mr. Lawrence,
Mr. Fitts pointed to a model of the proposed complex, and noted that last
June they met with the Commission prior to setting a referendum date.
He said they tried to incorporate the Commission's suggestions in the final
plan. They have modified the parking in front of the building, and there
is no parking directly in front of the front door. There will be a sidewalk
on the west side of the building going to the back. It is anticipated
primary parking for the meeting facility will be in front of the building.
There will be an 80' transmission tower located in back of the building
and the 30' high building will screen some of it.
Mr. Lawrence said the facility will be connected by an extension of
the sewer line and they have received approval from the WPCA. They will
meet with Inland Wetlands next Monday, and there will be a small retention
pond to the rear to handle storm water.
The exterior of the building is almost all brick with bronze tinted frames
on the windows. The roof is metal and bronze colored.
Mr. DeMallie reported that maps-will have to be reduced in size and
will need an A-2 certification in accordance with the Zoning Regulations.
He said the RR zone to the east should be considered and it might be
desirable to install a buffer of trees. He noted this does not have to
be included in the contract, but perhaps an agreement could be worked out
so this is eventually accomplished.
Mr. Page said that all requirements have been met.
Mrs. Nancy Braender asked whether any solar heating will be used, and Mr.
Fitts said only passive solar methods since the windows are on the south
side:
-Commissioners Gilligan and Mainelli expressed concern with the line of
tight coming"east,"and waked if a traffic signal of some sort was necessary,
--in-view of =t2ieTact—that=ambulances and police vehicles might be leaving
'tbe"`building"'Ines li n"ry 7 Fitts said he thinks the line of sight is
gooa .and there is very.-tittle activity`,: from ambulances, and most police
cars are already'on the load- somewhere to respond to calls.
Mr. Mainelli noted the antenna is near the high-power lines and asked
if that would present a problem and was told the experts said it wouldn't.
He asked if there would be some type of vegetation or plantings on the
berm ' and Mr. Fitts said there would, and also a sign would be located
on the berm. He said the ambulance facility will not be..advertised because
they do not want to confuse -people who may be looking for the Ambulatory
Center at the intersection of Sullivan and Sand Hill Road and they do not
want people to be misled into thinking medical care is available.
Mr. Conde asked if the necessary easements for the sewer had been secured
and Mr. Fitts said they hadn't, but he did not anticipate any difficulty.
Planning & Zoning Commission -3- 2/8/83
Mr. Conde then raised a question about the public meeting room, and was
told by Mr. Fitts that it would hold about 75-100 people, and had a
small kitchen facility. Mr. Conde said he was concerned about the
parking, and Mr. Fitts said there is sufficient parking in back, and that's
why they have the sidewalk. Mr. Conde asked if parking on the side of
the building was considered, and Mr. Fitts said they didn't want to
interfere with the driveway, and that the staff would always park in
back leaving the front available for visitors.
Mrs. Montana said there should be a sign at the back informing people
that they had to go to the front door to gain entrance to the building.
Mrs. Montana said she and Mr. Hallowell questioned whether an ambulance
would be able to get onto Sullivan Avenue during rush hour and that perhaps
a controlling signal of some sort should be considered. Mr. Fitts
said he believed that was a police matter. Mrs. Montana noted that
matters such as this are usually resolved during the site plan approval
process.
Chief William Ryan stated that the ambulance hours are from 6 P. M. to
6 A. M. weekdays, and from 6 P. M. until Monday on weekends, and this
would not interfere with traffic on Sullivan. He added that he doesn't
anticipate a problem at the present time. Mrs. Montana said she's not
sure she agrees, and that the Commission has been very concerned with
the Sand Hill Road and Sullivan Avenue intersection for some time.
Mrs. Montana then asked if any serious consideration had been given
to installing sidewalks, and Mr. Fitts said they felt sidewalks would
be more appropriate on the other side of the street, and this facility
is pretty much a drive-in function.
Mrs. Montana noted the Town has been somewhat remiss in demanding sidewalks,
except within subdivisions. Sidewalks don't have to be of concrete,
but in some cases can simply be a path such as the one at Parkview South
Condominiums.
Mr. Fitts replied that it seemed more logical for sidewalks to be on the
other side of the street since there are plans for recreational facilities
on that side, and said there are budgetary restrictions and it would not
be cost-effective.
Mr. :Conde asked if they would be willing to grant a right-of-way or easement
for -sidewalks, and iIIr. Fitts said the area is there.
Mrs. Montana asked if they planned to leave a policeman on duty in the
Town Hall for security purposes since quite often there are meetings which
do not adjourn until very late. Mr. Fitts and Chief Ryan said there were
no plans for this, and Mr. Fitts noted there is a custodian in the building
until midnight.
Mrs. Sorosiak asked what the purpose of the parking area with a chain link
fence around it was, and Chief Ryan said it was for autos that had been
involved in crimes that should be secured. He noted at the moment there
are three of them in the parking lot, and they should be secured.
Planning & Zoning Commission -4- 2/8/83
Commissioner Norman asked if they had checked into the cost of sidewalks,
and Mr. Fitts said they hadn't. He suggested as a public service
that perhaps consideration should be given to installing the sidewalk
across the street. Mr. Fitts said that perhaps the Town could do it.
Mr. Norman noted that the Commission should not just toss out the idea
of installing sidewalks.-, ,,W. Fitts said that perhaps the Town Engineer
could contribute some money for sidewalks, and that he may have to the
same for the sewer on Neves Road after they go to bid.
Mrs: Montana said that she believes the buffer is very important and
should be taken care of now. The Commission is requiring developers
to do this and the Town shouldn't do less than a developer, and should
be setting an example.
Mr. Fitts said he agrees, but there are several different approaches they
could take. It could be left out of the contract, and it's possible
they could get donations or use Town materials.
Mr. 'Mainelli asked the cost of sidewalks, and Mr. Pag a said an asphalt
sidewalk would run about $7-8, and crushed stone would be about half of
that. Concrete would be double that figure.
Mr. Conde informed Mr. Fitts that once the plans are filed, anything shown
on the plans should be done.. 11r. Fitts said it would be done, but the
question is where the money will come from and they may have to go to
the Town Council for money.

PLANNING AND ZONING COMMISSION MARCH 8 , 1983
SPECIAL MEETING SOUTH WINDSOR TOWN HALL
MEMBERS PRESENT : Montana , Hallowell , Evans , Conde , Norman, Sorenson
and Sorogiak
ALTERNATES PRESENT: Morrison
PUBLIC PARTICIPATION
1 . Stebens Glass Company , Corner of Ellington and Chapel Roads
Mr . Edward Stebens was present and informed the Commission that he
was adding an addition to the building which would be approximately
1800 to 2 , 000 sq . ft . and he was wondering whether he would need
approval of an amended site plan . He produced a plot plan and
pointed out where the proposed addition would be built . Mrs . Evans
said she felt he should submit an application for an amended site
plan since the addition was quite large , and Mr . Norman said
he agreed that it would be a good idea for the Commissionto review
a site plan . The other Commissioners concurred.
2. App . #900 , Special Exception to Section 4 . 1 . 8h ,
Public Buildings Commission/Town of South Windsor , Police/
Ambulance Complex, Sand Hill Road
Mrs . Montana asked Mr . Fitts , Chairman of the Public Buildings
Commission , whether any changes had been made on the site plan
in view of the Commission ' s comments at the public hearing , and
Mr . Fitts said no , that they didn ' t think sidewalks were necessary .
He added that the tower will now be 100 ft . rather than 80 ft . high .
Mrs . Montana said the Commission is disappointed that they have done
nothing about the plantings and buffering . Mr . Fitts replied
that he was not sure what the Commission wants done , and he would
discuss planting outside of the contract butdoes not want to run
the contract up . He noted that before the job is done they would
put in some plantings .
Mr. DeMallie said that the adjacent area to the east is residential
and there should be a buffer , and the buffer can be part of the site
plan, and does not have to be included in the contract .
Mr . Hallowell said that if the buffering is not treated as part
of the site plan, it won ' t be done . Mrs . Evans noted that everything
that is going to be done should be shown on the site plan . Mr . Norman
asked Mr . Fitts if the site Plan is what the contract going out
to bid will be based on, and if he was concerned with the
requirements of this Commission being part of the bid . Mr . Fitts
replied no . Mr . Sorenson said that the applicant can include
whatever it wants in the contract that is going out to bid .
Mrs . Evans noted that the Commission can approve this siteplan , and
require the applicant to submit a landscaping and buffering
plan for approval .
Planning & Zoning Commission -2- 3 /8/83
Mrs . Montana read the Inland Wetlands approval letter , which
stated a conservation plan must be submitted . Mr . Fitts noted
that Inland Wetlands had asked that some trees be planted in
the detention area. He stated that people have offered to
donate plantings to the Town .
Mrs . Montana asked whether there would be any problem with
noise from vehicles leaving the premises , and Mr . Fitts said
that the ambulances do not turn on their sirens unless there
are traffic problems , and normally police vehicles respond to calls
while they ' re already on the road. Mrs . Morrison wondered if
the tower would interfere with televisions or radios in the area
and Mr . Fitts said they were informed it would not .
Mr . Hallowell said that plantings and buffering should be required
and a bond submitted to be sure the work is done . Mr . Fitts said
they will do the planting initially , and Town Engineer Page said
that he has been on a lot of sites and it is better to wait until
the equipment is off the site before plantings are installed and
Mr . DeMallie agreed. Mr . Fitts said he thinks a lot of the site work
will be finished before the winter season .
Mr . Hallowell noted that a lot of children walk on tie north side of
Sand Hill Road and Mrs . Evans agreed . He suggested that since the
Town owns the land, perhaps sidewalks should be put in on the
north side . Mr . DeMallie noted that it would begin where there
is no sidewalk, and end where there is no sidewalk, and the Town
would be be responsible for shoveling it . Mrs . Evans and Mr .
Hallowell didn ' t feel that should be a problem, and said
that there is an existing sidewalk at the top of the street near
Ellington Road where there are several houses , and a sidewalk
opposite the police site would eventually connect with the
existing one .
Mr . Hallowell raised a question about accidents on Sand Hill
and Chief Ryan said he believed only three accidents were recorded
there last year . Mr . Hallowell questioned whether there should
be a blinking caution light at the Sand Hill/Nevers intersection
and noted that when there is an accident on I-86 cars come through
Vernon and eventually onto Ellington and Sand Hill and a light
might slow drivers down and let them know there is an intersection .
Mrs . Montana said perhaps stop signs would be more appropriate ,
and other Commissioners disagreed and felt there were enough
stop signs in Town already. Chief Ryan said that it ' s been
his experience that people don ' t usually drive past a police
station at 40-50 m. p . h . and are quite cautious and slow down .
Mrs . Evans said she thinks the Commission should require the
sidewalk, and omit the traffic light .
Planning & Zoning Commission -3- 3/8/83
Mr . Fitts said he can ' t see the rationale of the sidewalk; it
doesn' t go anywhere , and the Commission didn' t require the
developer at the top of the street to put a sidewalk in.
Mr . Hallowell reminded him that the developer at the top of
the street was required to put a sidewalk in on the opposite
side of his site on Ellington Road , since there already is
a sidewalk on the north side of Sand Hill Road across the
street from the condominium site . Mr. Hallowell said the
Commission should require a sidewalk on the North side of
Sand Hill Road , from Nevers Road to the boundary of the police
site , and should also require a bond to be certain the
Town puts it in.
Mr . Fitts replied that this would raise hell with the budget and
the area across the street isn ' t even part of the property .
Mrs . Montana told him that everyone complains when they ' re
required to make improvements in Town, and that the people
in Town can ' t walk anywhere because of the lack of sidewalks .
Mrs . Montana said the Commission could specify that the sidwalks
will be installed on the opposite side and the Town Council can
work it out with the Building Commission .
Mr. Page asked the Commissioners what kind of sidewalk they
were talking about , and that regrading may be required , and it
usually costs much less to put sidewalks in subdivisions since
the equipment is there already . He said that it could cost
twice as much in a case like this . He further stated that a
concrete sidewalk would be about $15 a foot , and the area in
question from Nevers to the end of the site is about 500 feet .
Mr . Conde noted that at the public hearing Mr . Fitts said
they may bring the sewer to Sand Hill Road, and he feels they
definitely should do it now while the site is torn up . Mrs .
Evans said she would like an explanation of why a sewer
is needed on Nevers Road .
Mr . Page explained that the sewer comprehensive plan calls
for a sewer line from Ellington to the intersection of Sand
Hill and Nevers Road , and then down Nevers all the way up to
the intersection of Ayers and Nevers . The entire watershed
for this area drains into it , and they will be gravity flow
sewers . He further stated that he agrees that sewers should be
put in, but does not think it is necessary for them to be
included with the police facility . The Public Building Commission
was accommodating the Town and agreed to design the portion
to Sand Hill Road , but it was understood the Town might have to
fund it from somewhere else .
Planning & Zoning Commission -4- 3/8/83
The Commissioners noted that at the public hearing it was
stated that four "caged" parking spaces were not part of the
regular parking area, and that two spaces were in the
building. Therefore , a waiver permitting 66 spaces would be
required . Also, lighting should be shielded, and this Commission ' s
approval should be subject to the Inland Wetlands Agency approval .
Mr . Hallowell made a motion to approve this application, as
shown on the plans prepared by Lawrence Associates , dated
1/25/83, project number 1700 , subject to the following modifications :
1. The word "staff" shall be deleted from the plans , so that the
parking lot in front of the building is designated "Visitors
Parking" .
2 . The plans shall bear an A-2 certification in accordance with
the Zoning Regulations.
3. In accordance with Section 8 . 4 . 1 of the Regulations , a reduction
in the number of parking spaces to 66 is permitted . The data
block shall be amended to reflect this waiver .
4 . Sheet- L-2 shall be modified to show plantings and buffering along
the easterly side of the site , as well as any other plantings
contemplated on the site, including in the detention basin . The
modified planting plan is subject to approval of this Commission.
5. Concrete sidewalks, built to Town specifications in accordance
with Section 2 . 5 . 8 of the subdivision regulations , shall be
installed on the northerly side of Sand Hill Road opposite the
proposed police/ambulance complex , from Nevers Road to the easterl;
boundary of this site .
6 . A sanitary sewer shall be constructed from the proposed building
in a northerly direction to Sand Hill Road, as shown on the plans .
7 . Lighting of parking areas and driveways shall have the light
source shielded from residential areas and streets in accordance
with Section 8 . 7 . 3 of the Zoning Regulations .
8 . Consideration to noise levels shall be given when using police
and /or ambulance sirens on vehicles entering or exiting the site
in view of the nearby residential areas .
9 . Surety bonds , or other acceptable surety , shall be submitted
to this Commission, prior to filing the final plans , in the
following amounts:
$30 , 000 to ensure completion of the sewer line to Sand Hill Road ;
$7 , 500 to ensure completion of the sidewalk on the north side
of Sand Hill Road;
A bond to ensure completion of plantings and buffering , in an
amount to be determined when the planting plan is approved.
Planning & Zoning Commission -5- 3/8/83
10 . This approval is subject to the conditions of approval of the
Inland Wetlands Agency .
11 . No building permits will be issued until the final plans are
filed in the Town Clerk ' s Office .
12 . Black and white transparent mylars of Sheets L-1 and L-2 , reduced
in size to 24" x 36" , together with three paper prints, shall be
submitted to this Commission to be signed and stamped , so that
the final plans . are filed no later than June 6 , 1983 . The
letter of approval of this Commission , as well as the Inland
Netlands Agency , must be reproduced onthe mylars before filing
same .
Mr . Sorenson seconded the motion , and it was unanimously voted
in favor and so ordered .
2 . B . Lapuk, Trustee, Special Exception and Site Plan for
Indian Ridge Condominiums
Mr . DeMallie referred to the legal opinions dated February 3rd
and February 23rd from the Town Attorney stating that public
access to Mill Pond should not be permitted , and further
outlining the ramifications of acquiring open space adjacent to
the pond .
Mr . Hallowell said that the big problem with this development
is the density , and the fact that a portion of the site is
not connected to the remainder because of a natural phenomenon -
a ravine - but was used in the formula to determine density .
Mr . Conde questioned whether this portion could be substracted .
Mrs . Montana said architects take the entire area , and then
figure the number of units per acre . Mr . Hallowell said that this
project has a part which cannot be developed and that he thinks
that portion should not be counted when determining density .
Mrs . Montana noted that the regulations are not worded that way ,
and Mrs . Evans suggested that they could be required to move the
buildings around .
Mr . DeMallie said that if the field area was subtracted , it would
leave 8 . 8 units per acre on the remaining land if 284 units are
approved . Mr . Conde asked what the density for the condos on
Sand Hill Road is , as they give the appearance of continuous
housing , and Mr . DeMallie said they have 5 units per acre , including
the 4+ acres of open space. Excluding the 4+ acres , the density
is 7 . 07 units per acre . Mr . Conde noted that this development
would be worse .
Mr . Hallowell said that he thinks that if this application is
approved, the Commission should consider limiting the density
and just approve that number of units . Mr . Conde said he would
hope they redistribute the units if that is done .
Planning & Zoning Commission -6- 3/8/83
Town Engineer reported that both Inland Wetlands and the
WPCA have only approved Phase I , and this has never beendone
before . Inland Wetlands was concerned with the development
around the pond and wants the applicant to come back with an
erosion control plan, and the Sewer Commission was not happy with
the sewer system around the recreation area. Mr . Page added
that he does not believe there are any problems that can ' t be
solved.
a
Mrs . Montana read the letter of approval from Inland Wetlands ,
and from the WPCA. She noted the applicant could have trouble
with the financing if the PZC does not approve the entire concept .
Attorney Arnold Sbarge, who was present on behalf of the applicant ,
said that they agree with the Sewer Commission and are moving
the sewers, and that Inland Wetlands had a number of very precise
conditions , but those requirements will not really affect the
cost of the project . He said 284 units were approved with the
General Plan and Zone Change, and it called for 56 units in
Phase I .
Mrs . Montana noted that that was only a general plan , and the
Commission has the right to modify it . As the Town is
developed, and construction proceeding with condominiums , she
` noted the Commission is becoming more aware of density. She
asked Mr . Sbarge if there would be trouble at the bank if only
Phase I is approved, and he replied yes , but it could be resolved
by having the Commission approve the entire project , but not
letting them proceed beyond Phase I unless it was done according to
the Commission ' s requirements .
Mr. Hallowell recalled that there was trouble with Bryrewood
in this respect , and at one point only foundations were supposed
to be put in, but the builder went ahead . Mr . Sbarge stated
that he wasn ' t aware of that .
Mr . Conde noted that most of this Commission ' s approvals are
contingent upon the approvals of IWA and WPCA. Mrs . Montana
said that if the density is changed , then the layout would be
changed and that would affect sewers .
Attorney Sbarge said that if this Commission wishes to cut the
number of units , and he urges them not to do so , he would prefer
it be done now. Otherwise , it would be a vague approval and
they wouldn ' t be able to go ahead with financing .
Mrs . Virginia Massari was present and stated she owned the Podunk
Mill and the pond. Mrs . Montana told her that she would not be
allowed to make any statement since the public hearing had
been concluded, and Mrs . Massari said she wasn ' t advised of
the public hearing . She further said that this is beautiful
land and should be left alone . She asked if bonds would be
required, and Mr . Page advised her that bonds in the area of
$1 million would probably be required.

Re: Application 900 - Special Exception for Police-Ambulance
Facility
Dear Ms. Montana:
I have reviewed your Commission's letter of March 10, 1983 concerning
the referenced project which notified the applicant of an approval
subject to modifications. My review of the modifications has caused
me to forward this correspondence.
The requirement of enumerated paragraph 9 concerning surety bonds to
ensure that the Town of South Windsor will perform the modifications
ordered by your commission should be deleted. The responsible party
on any bond will be the taxpayers of the town of South Windsor and the
only result of the bonding requirement will be to increase the cost to
the taxpayers of the project. Since the bond will run from the Town
in favor of the Town, that expense is not only unnecessary but
constitutes an invalid requirement in my opinion.
The chairman of the Public Building Commission also questioned the
requirements to install sidewalks on the northerly side of Sand Hill
Road and the installation of the sanitary sewer northerly to Sand Hill
Road.
By a copy of this letter, I am notifying the Public Building Commission
that the required sidewalks are within the legal authority and sound
discretion of the Planning & Zoning Commission and are currently reasonably
related to the project. The sanitary sewer extension, however, to Sand
Hill Road may not be related to the requirements of this project and
perhaps your commission should consider that matter specifically.
I hereby request that the Commission reconsider its approval motion
and delete the surety bonding requirements of enumerated paragraph 9
and make a finding on the necessity of the sewer extension to Sand Hill
Road as being related to this project if that requirement is to be
maintained.
-2-
Please ensure that your reconsidered decision is rendered within 65 days
from the hearing date and that you cause a notice of decision to be
published within the 15 days required by statute from the date of your
reconsidered decision. The legal notice should read as follows: "Decision
upon reconsideration of motion for approval subject to modifications upon
request of Town Attorney: The approval is modified as follows. .".
If you have any questions concerning this matter, please do not hesitate to
contact me. I understand that the application is on the agenda for
March 22, 1983 and I will make every effort to attend that meeting in order
to answer any questions or discuss any concerns of your commission at that
time.
Thank you.

Mr . Sorenson seconded the motion and it was unanimously voted
in favor and so ordered .
8 . App . #909 - Prince Associates (Suburban Printers)
Site Plan, 388 Strong Road
Mr . Henshaw appeared before the Commission and explained that the
existing building is 2400 s. f . and they wish to extend it to the
rear so that they will have an additional 3 , 530 s . f . Some of
the parking area will be covered to accommodate this addition.
They have a total of 8 employees and this addition will accommodate
their stock rather than people . Within the next few years they
may have 9 or 10 people . The trash container will be on a
concrete slab with a 6 ' picket fence . Mr . Harris was also present
and noted that the contractor will use the siding from the rear
of the existing building and put it on the front of the addition
so it will match .
Mrs . Evans made a motion to approve this application for property
located at 388 Strong Road , as shown on plans prepared by Donald
A. Clerke , dated March 7 , 1983 , revised to March 21 , 1983 ,
subject to the following modifications :
1 . Lighting shall be shown on the plan and shall be in accordance
with Section 8 . 7 . 3 of the Zoning Regulations .
2 . The location of the overhead door shall be indicated on the
plan.
3 . The plan shall bear an A-2 certification in accordance with
the Zoning Regulations .
A 24" x 36" mylar , with this letter reproduced thereon, should
be submitted to this Commission to that it can be signed and
filed in the Town Clerk ' s Office prior to June 20 , 1983 .
No building permits will be issued until the final plan has been
filed .
Mr . Sorenson seconded the motion and it was unanimously voted in
favor and so ordered .
9 . App . #900 , Special Exception to Sec . 4 . 1 . 8h , Public Buildings
Commission/Town of South Windsor , Police/Ambulance Complex
Town Attorney Wayne Gerlt , Town Manager Richard Sartor , and Howard E .
Fitts , Chairman of the Public Building Commission were present .
Mr . Gerlt explained to the Commission in detail the procedure for
calling a bond, and referred to his legal opinion dated March 21 ,
1983 , which stated that the requirement concerning surety bonds should
be deleted from the approval . The Commissioners raised a question
as to how they could enforce modifications required on a site plan
if there was no bond , and Mr . Gerlt said there are several methods .
Planning & Zoning Commission -8- 3/22/83
One would be to withhold the issuance of a certificate of occupancy
until the requirements have been met . Another would be to complain
to the Mayor and Council .
Mr . Hallowell said he had conferred with the Town Attorney
and wished to make a motion to modify the approval granted on
March 8 , 1983 , to delete Paragraph #9 concerning surety bonds as
written, and to substitute the following paragraph :
"A Certificate of Occupancy shall not be issued until all
modifications to the site plan required by this Commission
are met . "
Mr . Sorenson seconded the motion , and it was unanimously voted infavor
and so ordered.
Mr . Norman noted that when people come before this Commission with
subdivisions or site plans , the Commission is looking to get a certain
number of things accomplished . When two Town agencies are involved ,
they might have the best intentions to accomplish these things ,
but Commissions come and go as well as Town agencies . Mr . Gerlt
replied that it would be possible to make it a condition of the
contract that it meet all the requirements of the Planning and
Zoning Commission.
Mr . Gilligan said that this Commission is concerned with the
completion of requirements that could affect the neighboring
properties , and Mr . Hallowell noted that the Town cannot exempt
itself from the Regulations . Attorney Gerlt said that there have
been cases where Towns have voted to exempt themselves .
Commissioner Conde stated that in most cases when a public building
is going up , the Commission looks at a preliminary plan and makes
suggestions . Then a Public Hearingis held and the Commission again
makes suggestions . Finally a work session is held and an approval
granted , and the suggestions are no longer suggestions , but
requirements . He noted that if anyone is going to set an example
for the builders in Town it should be the Town .
Mr . Richard Lawrence , the architect for the project , then went over
the modifications to the site plan outlined in the Commission ' s
approval letter dated March 10 , 1983 , and submitted a plan showing
the modifications . He stated that item ail has been complied with .
Item #2 requiring an A-2 certification will be met when the plans
are ready for filing . Items #3 and #4 have been complied with
and the data block has been revised and the plantings are now shown
on the site plan .
Mrs. Sorosiak made a motion to extend the meeting beyond 10 : 30 P . M.
Mr . Sorenson seconded the motion and it was unanimously voted in
favor and so ordered .
Planning & Zoning Commission -9- 3 /22/83
Mr . Lawrence went on to say that item #5 referred to the requirement
that concrete sidewalks be installed on the northerly side of
Sand Hill Road. Mr . Lawrence said if it is required they could
try to include the sidewalks .
Mrs . Evans reminded him that it is required . Mr . Conde said he
didn ' t think the issue of sidewalks would just be disregarded .
Mr . Fitts said the PBC feels the sidewalks are a unnecessary
requirement , and that he doesn ' t understand the desirability for
the community at large . The sidewalks would not connect to anything
else , and he feels they are of questionable value , and a burden
on the budget . Mr . Norman noted that at the public hearing Mr . Fitts
said if sidewalks had to go in they should be on the opposite side
of the street since there is a sidewalk already there at the top
of the street . Mrs . Montana told Mr . Fitts that this Commission
is requiring people all over Town to start putting in sidewalks
and perhaps the PBC should try to negotiate with this Commission
and an agreement could be worked out to put in a walk similar to
the one on Ellington Road .
Mr . Fitts responded that to the left of the site is St . Peter ' s Church
and in the other direction there are sidewalks on Ellington Road .
He said that sidewalks on this site will not serve the public ,
and he recognizes the fact there are sidewalks on the other side
of Sand Hill Road .
Mrs . Montana said that the Town Manager told her there were
plans to develop ball fields across the street , and wondered if
something less permanent than concrete would be better , such as
stonedust . She noted that if the area is going to be developed the
Town should not have to put in concrete now.
Mr . Hallowell noted that the sidewalks are only 8 to 10 feet from
the street grade and it is pretty level . Kelly Road is a poor example
of sidewalks , and Mr. Hallowell furthernoted that this Commission
received a lot of resistence to putting a walk in at Parkview South
and once it was in place everyone is using it and happy with it .
Mrs . Evans said she questioned if stonedust is practical in the
winter , and Mr . Hallowell said there are plans for future development
in this area and it is feasible .
Town Manager Sartor commented that the Town is not a private developer
and can install sidewalks whenever it wants to . Mrs . Montana replied
that if they ' re not installed now, it would be difficult for this
Commission to go to the Town in two years and try to get them installed
then . Mr . Norman noted that this is a brand new building that the
Town is supporting and it ought to be a showplace .
Referring to item #6 in the approval letter requiring the sanitary
sewer to be constructed to Sand Hill Road , Mr . Lawrence said that they
planned to get an alternate price , and if there was enough money
they would do it .
Planning and Zoning Commission -10- 3/22/83
Mr. Gilligan told him that the Commission is not interested in
what is in the contract , and just care that it gets done , and
would like some assurance these improvements will be made .
Mr . Sartor replied the sewer was designed in this manner at his
request , and they did not intend to put it on the plans and have
it built to the detriment of not getting the police/ambulance
complex done . He said that if funds are available they want to
construct the sewer , but that it is not part of the police project ,
and was shown on the plans as an alternate . At the Town Engineer ' s
request the depth of the sewer line to the police station was
dropped to about 12-15 ' so that this extension to Sand Hill
Road would be accommodated . Mr . Sartor went on to say that
since the sewer was lowered for approximately 1400 ' , the project
is more expensive than originally planned . He said the Town can
take care of the sidewalk and buffering but the requirement regarding
the sewer concerns him greatly .
Mr . Conde noted that if the sewer is not installed now, it won ' t be
done , and Mr . Hallowell pointed out that it must be expensive
to be constantly cleaning out the septic system at the high school .
Mr . Sartor noted that the police /ambulance complex was already paying
for a sewer system deep enough to access Nevers Road. Mr . Hallowell
replied that if the Town went into the bond issue originally with
the proper curve the bids should be coming in much lower . Mr . Gilligan
noted that if the sewer is put in now it will save the Town money
insofar as repaving and tearing up the site is concerned ,
and Mrs . Evans and Mrs . Montana agreed . Mr . Fitts said the extension
of the sewer to Sand Hill is really not part of the police project ,
and will not benefit the building .
Mr . Hallowell asked what other add-ons are included in the contract ,
and Mr . Lawrence replied that built-in furniture is one , and the
others are limestone trim and precast concrete .
Referring to items #7 and #8 , Mr . Lawrence said they will comply
will these requirements , and referring to #10 , he said they are
submitting an application to Inland Wetlands .
After further discussion, Mrs. Evans said she thinks the sidewalks
should remain, and the extended sewer be removed and not shown
on the plans , and she made a motion to further modify the approval
of March 8th as follows :
Paragraph #6 is deleted and all references to a sanitary
sewer from the proposed building in a northerly direction to
Sand Hill Road shall be removed from the site plan.
Paragraph #5 shall include the following words at the end of
the paragraph:
" . . . and shall be shown on the site plan . "
Planning and Zoning Commission -11- 3/22/83
Mr. Sorenson seconded the motion , and it was unanimously voted
in favor and so ordered.
Mr . Norman moved the meeting be adjourned at 10 : 50 P . M. Mr . Conde
seconded the motion and it was unanimously voted in favor and so
ordered .
Respectfully submitted,
Virginia S . Gr ne , Recordin Secretary
