There is no question in my own reind that the payment of the sewer Connection fee has nothing to do with planning and soninq. It is snforceabieot, however, by the Sower Commission and remains ----- an obligation of Mr. Winton. Rader the circumstances I advised lac. Minton to make parent of that sewer connection charge (since he knows it is owed# and since he intends to pay it) . Since the Town Counsel, Mr. Dennis, acts on behalf of the, Town itself and its various agencies, a practicing attorney is not authorised to ask for a formal opinion from him. However, you as the Building Inspector have the right to ask for such an opinion, and he would be obligated to render it on your behalf. I mould be interested in having you make this formal request but d not consider it an imperative item since Kr. Winton has been instructed by me to pay the bill anyway. Sincerely, rk/han Edward R. The Commission will met on October 23, 1973, and will be willing to discuss the matter with you at that time. Very truly yours, William E. Grace, Chairman Planning and Zoning Commission AEG/src 1 Town Hall, 1540 Sullivan Avenue, South Windsor, Connecticut 6 January 17, 1974 Mr: Peter Winton 100 Strong Road South Windsor, Connecticut 06074 Dear Mr. Winton: At the January 8 meeting the Commission discussed the problems related to the Tri-State Motors, Inc. trucking operation on your property located on John Fitch Boulevard. All members voted to have you take the following action: 1. Instruct Tri-State Motors, Inc. not to have the trucks use the south driveway and to have all their trucks parked in the parking positions as shown on the approved site p an. 2. Instruct Tri-State Motors, Inc. that they should keep the large box trailers parked as far from the fence as po sible, to eliminate visibility from the street. The Commiss on recommends a minimum of the first three parking space be used to park only the "low boy" trailers. The Commission would like to meet with you within 60 days to dis uss the results of the above action. Very truly yours, I William E. Grace, Chairman Planning and Zoning Comm ssion WEG/src MEMORANDUM TO: Paul F. Talbot, Town Manager FROM: J. E. Page, Planning-Coordinator SUBJECT: Peter Winton DATE: 4-22-77 In October, 1972, the Planning and Zoning Commission approved an addition to Nassau Furniture Company, in accordance with plans dated 10- 8-72. These plans do not include the approval of fill, but certain ar as were designated to be loomed and seeded. Mr. Winton has complained to me and the Planning and Zoning Commission in the past. The storm water problem that Mr. Winton is complaining about comes from the State Highway. The former Director of Public Works had the State meet with Mr. Winton. I do not know the results of that meeting, which was held almost four years ago. The letters between the own, State and Mr. Winton are included. I am unaware of any problems that were created through Town action at this site. The area there is re ltively flat, and it is difficult to pinpoint the exact cause of the pr blem without a surveyor taking accurate level measurements. Also, oi two separate occasions -- April 17, 1974 and June 21, 1974 -- I arranged meetings with Mr. Winton at the site. At both of these meetings, Mr. Winton failed to keep the appointment. What I would suggest at this point, if you wish to pursue this further, is for you to arrange a meeting between Mr. Winton, myself and you. At this meeting, this problem can be discussed further in a professional manner. A4, J.(y Page, Planni dordinator JEP/src cc: William E. Grace, Chairman Planning and -Zoning Commission Allan S.
