Quinn III a TO 178 Old Farm Road South Windsor, CT 06074 RE: M-331-02 178 Old Farm Road South Windsor, Connecticut Dear Mr. Quinn: I have reviewed the referenced request for modification of Section 403.1, of the 1995 CABO One and Two Family Dwelling Code portion of the 1999 State Building Code, which states in part that all exterior walls shall be supported on structural systems extending below the frost line except that accessory structures 200 square feet or less in area are permitted to be installed above grade on a base of naturally durable wood, preservative treated wood, concrete, masonry or other approved material but shall be designed to resist or protect against movement from wind. It is my decision to approve this modification, as requested, to allow a 224 square foot accessory structure to be constructed without providing the required frost protection. This decision is based on Section 1805.2.1, of the 2000 International Building Code, which exempts structures 400 square feet or less from providing frost protection.
