WINDSOR PLANNING DE?T. Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Re: Proposed Zoning Amendments - Senior Residence Development Dear Marcia: Please consider the following during your deliberations for this much needed aspect of housing: 1. (d) 8. This list should include locations with proximity to shopping and direct service facilities that may be within walking distance. (d) 9. This regulation should not be site specific. Transportation is available to seniors but many are healthy, independent individuals who would find it beneficial to be near the same facilities needed by all age groups. 1. (e) Residents of this housing should not be expected to pay the cost for some units to be available for the moderate price Housing Program. Another program is available for this purpose and the expense incurred to make units available would be difficult to achieve in a small development. 1. (f) We have to be extremely careful when we restrict "owner- occupied" language. There will be children of senior parents who will buy the unit in their name for their parents. This will be especially true when passive loss restriction of IRS code is reversed. Financing is extremely difficult for this type of housing without State or Federal assistance (and all their regulations) , the age of many of these residents will discourage them from owning/buying and they would rather rent. As long as one entity is responsible for the "Common Interest Community" our fear of ownership should not be a problem. One very successful avenue of financing such a complex would be investors with a common interest of tax savings and for owners to buy into the concept with written regulations as to how units will remain affordable to them for extended time periods. These regulations should not be like the DRZ. We are talking about two directly different groups of people. Density should be used We Build Our Reputation to help make all units remain affordable to the residents. If we are looking at small parcels of land to build SRD, we should give serious thought to restricting twenty (20) residences as a maximum. A realistic cost factor to maintain the service required for the resident is difficult to spread amming 20 units. If you increase density and make restrictions on the affordability, you will put the burden of cost on the resident. One thing to remember is that these residents are not requiring school services, trash service, etc. , and we are building these units for people who, in most cases, are living on a fixed income. 1. (g) An ideal SRD location could very possibly be a mixed use with an office or retail operation. The frontage on a public street could very easily restrict a good development within walking distance of many of the services required. We ought to have this freedom within the regulations. 1. (h) If the building provides the necessary elevation, there should be no restrictions to one-floor elevations. The design of the building should be in conformity with its surroundings as decided by PZC. A "New England Inn" could be very pleasing to the eye and be advantageous to the site with more than one story. Some sites suitable for SRD would not permit basements. There should be a requirement for storage but not necessarily below ground. South Windsor needs this type of housing for this segment of our population. The intent is to build housing for people who do not qualify for existing senior housing; to attempt to build so residents can remain independent if they so choose, and to make the SRD fit into the surroundings. However, we must also make this affordable to build and, more important, to live in. We have to take into account that the cost to the Town is not in the same perspective as the cost of residents with school-age children and the saving should be to .the benefit of these residents for which we are designing the regulations. Sincerely, A&//C Richard S.
