Cohan,Chairman Zoning Board of Appeals 65 Palmer Drive, South Windsor, Conn. Gentlemen: I am writing you now concerning Appeal #8062 which is on the agenda for the Sept.3,1970 meeting and also others which will come up in the future. The records reveal that a temporary and conditional permit was issued Sept.9,1968 , for the operation of a trailer and/or truck rental business pursuant to Appeal #676. The issuance of the permits approved the establish- ment of businesses which I do not believe was intended to be interpreted as this type of approval as spelled out in our zoning regulations, Section 10.4.1 article (d) . It is my opinion that the regulationt.was intended to be used for temporary situations rather than the establishment of a business, and to approve a renewal of a previous two year permit would be definitely placing a business in a permanent category. When the Board of Appeals approves a use which re- quires certain conditions placed on the approval, as are placed on the establishment of businesses it creates undue aggravation for this office. AS an example, when the Board approves a trailer and/or truck business , they have in essence created a dealer in the field, and the dealer is as a rule listed in the telephone direct- ory. The Board then stipulates a certain number of trailers and/or trucks that can be parked on the premises, then when a person comes into town with a truck and/or trailer and finishes with same, he then finds a dealer where he can drop the unit and therefore on many occasions the dealer is over the allotted number.
