As of this date, we have two potential out-of-town customers which would fall under Zoning Regulations 4722 and 4723, both occupying said building, separated by a fire wall . It would appear that both tenants would look for immediate occupancy of said building in preparation for their start-up. Would we need to come before Planning & Zoning with these two potential tenants if we are changing said building from Warehousing only to Manufacturing, Processing and Warehousing? We look forward to your reply at your earliest possible convenience. Time is of the essence. Thank you. Very truly yours, HEPARD-POL, C., / . E. Shepa President JESIII:cpm .5291 Planning & Zoning Commission -4- 3/25/86 voted in favor and so ordered. 4. Mountainview Estates, Section III - Dart Hill Road The Town Engineer recommended the bond amount be set at $20 , 000 for the improvements to Dart Hill Road. Mr. Abell made a motion to establish a bond amount of $20 , 000 for such improvements, and Mr. Sorenson seconded the motion. It was unanimously voted in favor and so ordered. 5. Possible Drainage Projects Mr. Hallowell made a motion to table this item, seconded by Mrs. Montana and unanimously voted in favor. 6 . Zoning Amendment - Beverage Container Processing Operations in Industrial and Industrial Park Zones Mr. Hallowell said he doesn' t want this use permitted at all. Mr. DeMallie said the amendment would provide special exception permits with controls. Mr. Gilligan said the question is whether it is better to regulate this use, or prohibit it. Mrs. Rossi said the question originally was whether the Commission would permit this use in the General Commercial Zone, and to look at zones that already permit it so that the Commission can control this. Mr. Sorenson suggested that both issues go to public hearing. One amendment to prohibit the use in I and IP zones, and the other to control it by special exception. At this point, Mr. Kip Shepard, said he has 115 ,000 s. f . of his building on George Road which is idle. Part of the building is being leased to Moser. Mr.Shepard pointed out that Section 4 . 7. 2. 2 allows the manufacturing, processing, packaging, or assembling of components or goods. He said they are talking to Mobile Redemption as a possible tenant. He noted that the Planning Director has seen Mobile' s operation and East Hartford is being unjust to them. Everything Mobile does would be done inside the building, and it doesn' t make any difference what they do as long as it is going on inside the building. A discussion ensued, and itvas noted that an application had been submitted (item k) for a site plan approval. Mr. Shepard asked if it was necessary to update the site plan for this existing building. After a brief discussion Mr. Shepard was advised to submit a revised site plan. Mrs . Rossi said she would like a legal opinion from the Town Attorney as to whether this use can be prohibited. Mr. Hallowell made a motion to schedule a public hearing on both proposed amendments and to write to the Town Attorney for a legal opinion on whether this use can be prohibited. Mr. Sorenson seconded the motion and itwas unanimously voted in favor and so ordered. Planning & Zoning Commission -3- 4/22/86 in favor and so ordered. 6 . Rainbow Hills (Home Farm Partnership) Mr. Martel recommended a bond reduction from $280, 000 to $225 ,000. Mr. Sorenson moved that the bond in the above matter be reduced from $280, 000 to $225 , 000 . Mrs. Rossi seconded the motion and it was unanimously voted in favor and so ordered. 7 . App. #1135 - Shepard-Pola, Site Plan, North side George Road Mr. Kip Shepard was present. He said he submitted this site plan at the request of PZC because there was no site plan on file for this building. He said they plan to paint and fix up the exterior of the building. There are tires in the field west of the building which will be removed. Mr. Shepard questioned the necessity for installing eastern white pines as indicated on the plans. Mrs . Rossi said she agreed. Marcia Banach, Assistant Planner, reported as follows : This is an existing vacant building with 114 , 000 s. f. Applicant is requesting a primary use change from warehousing to multi-occupant industrial uses. The cul-de-sac illustrated on the plan does not exist, and the pavement of George Road terminates in the parking area to the west of the building. The site is completely surrounded by I zoned land and truck traffic is likely to utilize Route 5 to Sullivan Avenue to Rye Street, all of which is industrially zoned lane. Planning Department recommended the white pines to provide a visual screening to the north and west. There are woods to the east. The plans should contain a note indicating that the building use is "multi-tenant industrial facility for manufacturing, processing, packaging or assembling of components or goods; and warehousing. " After a brief discussion,' Mr. Hallowell made a motion to approve the site plan of development for property located on the north side of Geroge Road, in an I zone, as shown on a plan prepared by Gardner & Peterson Associates, dated 4-8-86 , Map No. 7674 , subject to the following modifications: 1. The Eastern White Pine trees shown on the plan may be deleted. 2. The site plan shall contain a note indicating the building use is "Multi-tenant industrial facility for the manufacturing, processing, packaging or assembling of components or goods; and warehousing. " A black and white mylar shall be submitted to this Commission to be stamped and signed, -together with three blueprint copies. The letter of approval of this Commission should be reproduced on the mylar, which will be returned to the applicant after it has been signed. The mylar must be filed in the Town Clerk' s office within 90 days after it has been returned to the applicant. Planning & Zoning Commission -4- 4/22/86 Mr. Abell seconded the motion and it was unanimously voted in favor and so ordered. 8. Comprehensive Plan of Development a. Draft of Future Land Use Map The Commissioners reviewed a draft of the future land use map and a brief discussion ensued regarding open space. b. Utilities Element The Commissioners unanimously endorsed the Utilities Element draft dated March 24, 1986 , a copy of which is attached hereto marked Exhibit A. C. Transportation Element - Highway Plan - Goals & Recommendations Copies of the attached draft Transportation Element (marked Exhibit B) were distributed to the Commissioners. d. Highway Plan - Major Reconstruction Copies of cross sections for minor arterial, major collector and minor collector roads were distributed to the Commissioners (attached hereto marked Exhibit C) . The Commissioners then reviewed the Highway Plan/Major Reconstruction map which has been revised through August 1984. They agreed to the following changes in reconstruction/realignment locations : Add the Clark Street/Pleasant Valley Road intersection; Delete the Foster/Ellington Road intersection because it has already been completed in connection with Strawbridge; Eliminate the Route 5/Newberry/Colony Roads intersections since this was recently completed by the State in conjunction with the Route 5 light synchronization project; Add the railroad crossing at Governor' s Highway due to increased traffic volumes and its relatively poor condition; Add the Troy Road/Brookfield Road intersection; Add the hairpin turn on West Road south of Sullivan Avenue; Add the Sand Hill Road/Ellington Road intersection due to the necessity of additional turning lanes to accommodate peak hour traffic volumes. The following changes were agreed upon in connection with the Priori- tized Reconstruction/Realignment Projects : Add the reconstruction and realignment, and possible widening of Route 30 between Pleasant Valley Road and five corners to the first priority list; Add to the first priority list the possible widening to four lanes of Sullivan Avenue between five corners and Route 5; A0 0_ soam ?&nd440t s v 1540 SULLIVAN AVENUE • SOUTH WINDSOR. Belleville, Assessor / P. DeMallie, Planning Director ✓ R. Martel, Town Engineer 10-27-86 Report on requested representation of Planning & Zoning at Town Council Meeting: Subject:Mobile Redemption Location and Activity. Minutes of P & Z meetings - pertaining to Mobile Redemption Location - were submitted to the Town Council for their understanding of the process of the P & Z Commission. n brief explanation of what the minutes contained and answers were given to both the Council and those persons in the public who asked questions, by this P & Z representative and by the building owner, Mr. Kip Shepard and one of the Mobile Redemption owner's, as well as Chief of Police, Ryan. In July, when Mobile Redemption was setting; up at it's location on Rye Street, the transit syst m employed by M. R. was incorrectly dropping M. R. employees at the Shell AM, PM location nt the corner of Sullivan and Rye Street. When Mr Shepard and the Mobile Redempt. owners were finally made aware o." this problem(as well as any other, they immediately took action to correct the problems. Mr Shepard had left his card with all telephone numbers with the owner of the AM/PM - -prior to the M. R. re-location - asking that he be contacted immediately if any problems occured. He was not contacted, by the owner as requested. The South Windsor Police reports were in Jiily. in response to complaints by the AM/PM ovmer, a motorist and an employee of Mobile Redemption. (the last one is still open) On October 6th, the owner of the AM/PM Shell Store made a complaint to the Town Council at the Town Council Meeting, as evidently suggested and supported by a group-active in that area-who are seeking solutions to problems of that particular area of Town. I strongly suggested that in the future, should any problem arise, t. P+ nontact be made to the Town Manager's Office, prior to the Town Council, as the Town Manager could direct the person or group to the proper town agency for a quicker and more positive response. (In this case, I believe, it should have been the Town Planner and/or the P & Z C. as it would have resulted in direct contact with the building owner and the business owner with a much speedier conclusion/solution.) Respectfully submitted, M. Rossi az4/"I rj, j 71 Lk
