TIME FRAMES AND PROCEDURES FOR SUBMITTING APPLICATIONS/PLANS 1 . All prospective applicants are urged to confer with Town Planning Department and Engineering Department staff prior to submission of any application to the Commission . 2. Plans are officially received only on the fourth Tuesday of each month at the Regular Meeting of the Planning & Zoning Commission (PZC) . 3. Three ( 3) sets of blueprints are required on the second Tuesday of the month for review by the Town Planning and Engineering Departments . This deadline must be met if you want to ensure that your application is officially received by PZC. These plans must be submitted as complete plans -- which includes application plus all required information contained on checklist. No plans will be accepted at the counter if checklist is incomplete. It is the applicant ' s responsibility to ensure that all information required on the checklist is submitted in one package at the time of submission -- including landscaping plans, architectural elevations , traffic report , etc . Planning Department staff will not accept checklists with blank spaces , or with "by others" in any space. 4. Town staff will notify the applicant with an-y changes required to make the plans in complete compliance with our Zoning/Subdivision Regulations . 5. All changes requested must be made and new, complete blueprints must be submitted . At this time six sets of plans must be submitted . If a Public Hearing is required ( or optional but likely) then seven sets are required . 6. Planning Department/Engineering Department staff will review plans only once -- if the resubmissions are not complete/correct , the Town Planner ' s report will reflect that revisions were not made as requested . URSULA MAZUR- EDWIN ROAD DAY CARE 1. Request for special exception to Article 4.7.2.8.m of ht industrial zone regulations to allow a day care at an existing site on the wes erly side of Edwin Road, I zone. It was my understanding that the site plan- before you was accurate regarding the existing site features -- this Commission recently agreed to accept an already-ffled site plan because of that representation--however, a visit to the site demonstrates th t there is actually a substantial difference between the si as its exists today and the site plan on file. I have made copie of the Town's 100-scale mapping and indicated the existing bu lding in blue, the actual pavement in orange. 2. The site is serviced by town water and sewer. 2. The outdoor play area proposed for this facility is in the front of the building in a 35, X 21 1/2, chain link fenced area. The owner has indicated that they will be placing sand on top of OX the flat, blacktop area and adding a playscape. This raises Vol s veral questions, such as: How much sand? How will the sand be kept in place? If by an enclosure, how will the enclosure be VL' drained? Also, the chain link fence will be slatted to provide a buffer from the surrounding area. The screening of the outdoor ' play area must a in conformance with buffer requirements; the alternate buffex standard does allow use of fencing to meet buffer screeninc requirements. 3. It is dif icult to determine the number of parking spaces which currently service the site, as they are not shown on the site plan and are generally not striped on the site. There is also additional parking on the site next to this one. It appears from a -site visit that adequate parking for events would be available. 4. Our regal tions require a school bus turnaround if any i children would brought in by school bus; however, as this is not a heavily t aveled street, a school bus could drop children off at the driv way. 5. The area urrently is a developed industrial area. we would like the pplicant to discuss requirements #6 and 7 under the Special exception criteria and how they are met. I would note th t this facility is subject to State regulations governing day c re centers. If this applica ion is approved, the planning department requests the following modifications: 1. This application is subj ct to all applicable local and State r gulations, including review by the Superintendent of Pollution Control. SULA MAZUR- EDWIN ROAD DAY CARE 1. Request for .special exception to Article 4.7.2.8.m of hte industrial zone egulations to allow a day care at an existing site on the westerly. side of Edwin Road, I zone. 2. The site -is serviced by town water and sewer. 2. The outdoor play area proposed for this facility is in the Ifront of the building in a 35, X 21 1/2, chain link fenced ar a. ,Y, ,The owner has indicated that they will be placing sand on top of the flat, blacktop area and adding a playscape. Also, this chain link fence will be slatted to provide a buffer from the surrounding area. 3. There are approximately xx parking spaces which currently service the site.' There is also a additional parking on the site next to this one. If there were ever an occasion when additinal parking would be needed, would be possible to obtain permission to park some cars in this lot? 4. Will there be any children brought to this site by school bus? If so, is there adequate room for a bus to turn around on the site? 5. The area currently is a built industrial area. There ar buildings on both sides of the street. What is the nature of the industries in that area. Are there any which may cause a threat to the children? If this application is approved, the planning department requests the following modifications: INDUSTRIAL ZONE (Cont'd.) . 4.7.2.8 (cont'd.) a. The Zoning Regulations require a school bus turnaround if any children are to be brought in by school bus; however, since this is not a heavily traveled street, a school bus could drop children off at the driveway. 6 . The area is currently a developed industrial area. The applicant is requested to discuss how Special Exception criteria #6 and #7 are met. - It should be noted that this facility is subject to State r gulations governing day care centers. If this application is approved, the Planning Department requests the following modification: - This application is subject to all applicable local and State regulations, including review by the Superintendent of Pollution Control. Mr. Murrin arrived. Mrs. Evans asked Ms. Banach to read Special Exc ption criteria #6 and #7 regarding non-threatening and r asonably pollution/noise-free industrial surroundings; after their reading, she asked Mr. Charbonneau to comment. Mr. Charbonneau said there should be no problem since half the building was leased to an eye care center with eight employees and the rest to the proposed day care facility. He said a construction company occupied the building about 100 feet to the north, and that there was no outside storage at that site. Mr. Castro asked why the playground was in front; Mrs. Mazur replied that it was due to parking lot layout. Mr. Hart asked how many children could be accommodated; Ms. Mazur said 48, and added that buses could pull in off the street to drop children off. In response to a question from Mr. Murrin, Ms. Mazur said she had applied for a State license. Mr. Pitts asked if the f nce was 36' from the street; Ms. Mazur answered yes. Mrs . Evans asked how the sand would be retained. Mr. Charbonneau said a large sandbox-like frame with a plastic liner on the bottom was proposed. Mrs. Evans and Mr. Charbonneau discussed aesthetics, durability, and sanitary aspects. After commenting on disparities between the approved site plan and the actual site, Mrs. Evans closed the public hearing of this matter. 1 -PLANNING AND ZONING COMMISSION 3 27 (LARCH 1990 r 2. Ia zetta, Town Engineer RE: Younger Generation Preschool On April 20, 1990 had a meeting with the principals involved in the Younger Generation Preschool to discuss the proposed playground area. As a result of this meeting the following r commendation is made. Th playground wil have a "Pea Stone" area to be utilized as a play area within t e playground. We recommended that the wooden nclosure for this "Pea Stone" area be notched at the bottom to facilitate drainag from the area. It is my understanding that th proposed, san x ' will not be implanted at this time. However, if at a. ater date it is decided to utilize a sandbox, it is recommend that weepholes be placed in the wooden nclosure surroun ng the sand with bags of "rock" on the insid i of the sand area a ainst the weep holes. I have discussed this with the applicant and they understand the recommendations. k I believe this should clarify the situation at this proposed v site. { 1 F k a k 4 i I, Chairman of the South Windsor Planning and Zoning Commissions\ hereby certify that on _ April 24 1990 the Planning and Zoning Commission granted to Ursula Mazur a Special Exception to Section 4.7.2.8 of the Zoning Regulations to allow: Operation o ' a day care center Property Identification: Assessor 's Map and Parcel Number: Address : More particularly bounded and described as follows: s (legal description from Deed or Mortgage) OWNER OF RECORD: Ane/ L.• r Ld P D e.Q Li Dated at South Windsor, Connecticut this 17tL day of 12Zael 19_g, CGS Section 8-3d Chairman, PLANNING & ZONING COMMISSION Received for record this _day of 19 at --- South Windsor, Connecticut .
