We purchased all the material from Grossman ' s in Manchester who provided us with the print to build a 16 x 20 foot deck. We followed all specifications from this plan. Upon completion of this deck, Which was June lst . we were informed by Mr. John Hogan, of the building,,department, that we needed a building permit which we were not aware of . He also informed us that the balusters were incorrectly spaced. They should have had a 4" space but we had them with a 42" space according to the specifications . We are appealing to this board to help us come up with a suit- able solution to this problem. It would be a tremendous amount of work for us to remove 130 balusters, which are screwed in with 3 screws each. We would like to apologize to the building committee for neglecting to obtain the necessary permit for this work. We realize that ignorance is no excuse. Kirby Holcomb, John Merrill APPELLANTS PRESENT:Donald and Madeline Huot STAFF PRESENT: John R. Collins, Chief Building Official ITEM: New Business 1. Appeal of Donald and Madeline Huot to allow 4 1/2" spacing on deck rail instead of the maximum of 4". Discussion: Mr. and Mrs. Huot built a deck without realizing a Building Permit was necessary. The plan which they received with their deck supplies from Grossman's did not conform to the State Building Code with regards to spacing of balusters on the guard rail. Upon a complaint from a neighbor regarding this construction, the South Windsor Building Department investigated and confirmed the construction activity.
