Marcia Banach, AICP
Director of Planning
Town of South Windsor
1540 Sullivan Avenue
South Windsor, CT 06074
Dear Ms. Banach,
Due to the loss of our lease at Union School we are requesting a change of use at 1333
Sullivan Avenue to provide child care for children who will be two years old by December
31, 2003. We currently serve children ages 2.9 through 11 years of age. Our licensed
capacity is for 122 children at one time. Our enrollment policy is to enroll no more than a
total of 111 children. The attendance of these children is staggered during the day so that
we can have no more than 94 children enrolled between 7:00 - 9:00 A.M. and 4:00 - 6:00
P.M.
I understand that we were issued a waiver for two parking spaces. Parking space demand
will not be an issue because we will not be increasing the number of children we currently
serve. To serve eight two year-olds we will decrease the number of three year-olds from
sixteen to eight children. We will employ one more staff person.
We will not be serving anymore children than we currently serve so we will meet state
licensing regulations of thirty-five square feet per child and 75 square feet of outdoor
space per child. Our play areas are fenced in and secured with child locks. The children
will be on the main level and have direct access to the outside. Emergency vehicles have
direct access to the building with a driveway leading directly to Sullivan Avenue. The

i' building is handicap accessible. We meet town fire Marshall regulations. We passed our
last inspection by Robert Deptula of Public Health and he will inspect the building again
when we have completed the move from Union School. The building has two toilets and
sinks for every sixteen children under the age of six which exceeds the state regulation of
one per sixteen children. There is a separate toilet facility for adults.
I realize I am making this request to you with very little notice. I was unaware until last
week of the need for PZC approval for the change in use of the building. Our lease at
Union School ends on June 27. At that time our plan is to provide child care to eight of
the children currently in the building. Your immediate consideration of this request would
be greatly appreciated.
Sincerely Yours,
Elizabeth Zwick,Director.
