I have reviewed the proposed plan with the following initial comments: The limit of clearing must be shown on the plans. A soils and wetland report must be submitted. Is the grass seeding type the same for the lawn area and the pasture area? The street number is shown as#27 Pierce Road. It appears that the numbering of the lots is an even number on that side of the road. Please check for the correct number. The wetland flagging must be re-established in the field adjacent to the proposed house site. CC. Town Engineer Director of Planning MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: August 21, 2007 Re: Appl#07-46W Review of the Miller house site, Pierce Road. Plans dated 7/19/07. The project is to locate a single family dwelling, barn and horse paddock on 3.5 acres. Regulated activities include clearing vegetation, building structures, and grading within the Upland Review Area(URA). Proposed activity within the URA is estimated at 29,724 sqft. Site: The 3.5-acre site is located in the Podunk River watershed. The site is lightly wooded with the river running along the eastern edge of the property. Presently, the site consists of a mixture mid successional trees with a very light shrub and forest floor layer. Relief on the site is gently sloping to the south and east toward Ellington Road. We have received an updated wetland delineation that differs from the initial site map submitted. I have field checked the modified wetland boundaries and I agree with the modified delineation. Regulated areas on the site include a mosaic of wetlands encompassing the southern 2/3s of the property and the Podunk River and floodplain to the east. The western wetland area would be characterized as forested wetlands with a moderate shrub understory. The eastern wetlands are riverine wetlands with the stream channel, floodplain marsh and shrub/scrub wetland types present. Main functions of this wetland system would be groundwater exfiltration, stormwater conveyance, wildlife habitat, attenuation of sediments and pollutants, and flood storage. The flood plan wetland adjacent to the river would act to attenuate pollutants and sediments to a large degree. The 100 year flood zone is present to the east of the proposed house site. Impacts: The soils within the house site area are mapped as Elmridge fine sandy loam 3 to 8% slopes. Erosion hazard is listed as moderate due to the fine sandy texture of the soil. A silty/clay component to the subsoil will require a barrier other than conventional silt fence along the perimeter. The limit of clearing along the southern pasture area should provide no less than a 25' non-disturbance area. The On-Site Soil Investigation Report supporting the wetland delineations is attached. An application for regulated activities is before the Town of South Windsor's Conservation Commission, authorized by Town Ordinance to act as the Town's Inland Wetlands and Watercourses Agency ("the IWWA", "the Agency"), pursuant to the provisions of the Inland Wetlands and Watercourses Act, Connecticut General Statutes Section 22a-36 Et. Seq., and the Inland Wetlands and Watercourses Regulations ("the Regulations") promulgated by the IWWA of the Town of South Windsor. Soil&Wetland Studies • Ecology • Environmental Planning&Management •Permitting 9 Ecological Restoration&Habitat Mitigation •Expert Testimony 1 South Windsor Conservation Commission RE:20 Pierce Road, South Windsor, CT September 13, 2007 . Page 2 1.0 EXISTING CONDITIONS The subject site is a 4.19 acre parcel of land located on the northeast corner of the intersection of Pierce and Ellington Roads, in South Windsor. The site is undeveloped and is composed of a mix of young woods, dense shrubby areas, and a small open field. The woody understory of the young woods was cleared sometime in the past 3 years. Also, some historical disturbance has taken place within significant portions of the site, except the floodplain to the Podunk River, through earth grading. The eastern property boundary is defined by the Podunk River, which flows southerly past the site to a culvert under Ellington Road (see Figure 1, attached). Five (5) distinct wetland areas have been identified and delineated on the overall parcel. The western four are wetland pockets that have experienced various levels of disturbance in the past, through excavation, grading and filling. Most of the activities are historic and date back many decades. The three smallest of these have limited or no woody overstory and are dominated by emergent plants, such as grasses, sedges, smartweeds, and goldenrods. Shrubs and trees include such species as arrowwood, spicebush, silky dogwood and red maple. All of these pocket wetlands are seasonally flooded to seasonally saturated and have formed on silt loams to very fine sandy loams. During larger rain events they drain over upland soils to the south and southeast, to wetlands associated with the Podunk River riparian corridor. The largest wetland unit on the site, which occupies nearly the eastern half of the overall property, is associated with the Podunk River. Wetland vegetative cover types along the riparian corridor include both forested and scrub shrub components, as well as emergent cover types along the river itself. The shrub thickets are exceedingly dense and include sweet pepperbush, dogwood, and arrowwood. Some of the areas delineated as wetlands here, include moderately well drained floodplain wetlands, particularly along the wetland's western edge. From a functional perspective, the Podunk River and its immediately adjacent wetlands confer the most functions and values and at least of moderate to moderate-high quality. The remaining smaller wetland pockets and areas were rated below average quality, but still provide some function, such as wildlife habitat potential and production export through the food chain. With the exception of the river itself none of the wetlands of the site are particularly sensitive from indirect physical impacts associated with typical development. P:11RES12007JOBS107-1270-SWN71-20PierceRDIWA-20 PierceRD-9-13-07.doc South Windsor Conservation Commission RE: 20 Pierce Road, South Windsor, CT September 13, 2007 Page 3 For instance, these are high-nutrient systems, accustomed to sediment deposition. The position of many of the site's wetlands, adjacent to roadways, which includes the busy Ellington Road, significantly reduces the ecological integrity and value of these regulated resources. 2.0 PROPOSED CONDITIONS Proposed activities would include the construction of a residence, stable, and a horse pasture. No direct wetland filling is proposed, but REMA would consider an alternative whereby the smallest wetland closest and to the south of the grading for the proposed house (Flags D-1 to D-5) be filled and mitigated elsewhere on the property, allowing for a more reasonable setback and gentler grades behind the house. This provides minimal wetland functions and values, and has been disturbed in the past. Mitigation could include wetland creation, restoration and enhancement, of which there are numerous opportunities on site, particularly in its southwestern section. The proposed pasture is to be placed close to the wetland boundary and in an area that is mostly cleared of mature woody vegetation. As long as proper drainage and best management practices are used, particularly for manure collection, and disposal/composting, no adverse or significant long-term wetland and/or watercourse impacts are anticipated from the proposal. In the future, the property owner should consider bringing is select sandy fill to elevate the proposed pasture to provide better drainage. While this would not provide significant benefits to the wetlands and watercourses, it could alleviate equestrian-related problems, particularly fungal infections of the hoof. Due to the fine textured soils on the site, erosion and sedimentation controls are very important. The proposed controls are more than adequate, but diligent monitoring and maintenance is the key to success in protecting downgradient resources during the construction phase. 3.0 CONCLUSION Based on our site inspections and review of the submitted plans, prepared by Design Professionals, Inc., it is our professional opinion that the proposal does not constitute a P:11RES12007JOBS107-1270-SWN71-20PierceRDIWA-20 PierceRD-9-13-07.doc South Windsor Conservation Commission RE: 20 Pierce Road, South Windsor, CT September 13, 2007 Page 4 "significant activity" per the Town IWWA Regulations, in that it does not pose a substantial risk to the regulated resources both during construction and post-construction. Long-term the proposal shall not result in adverse impacts to the regulated wetland resources, especially to the Podunk River. Please feel free to contact our office with any questions on the above.
