Re: App. #07-16W- Review of the proposed Lots and More Site Plan. Plans dated 4/121/07.
I have reviewed the proposed plan with the following initial comments:
The proposed plan shows the location of the water quality swale being installed along the top of
the slope and graded into the slope in several places. The proximity of the large amount of
impervious surface to the top of the slope is a concern. I recommend that a minimum of 15 foot
non-disturbance area be left from the top of the slope to the water quality swale. This area
should be planted with habitat plantings to mitigate the large area of the lot that has been made
into impervious with reviews or approval by any Town land use Commissions.
A planting list must be submitted and placed on the plans.
A soil report has not been received showing soil types present on the site. This should include
both upland and hydric soil types.

Dear Mr. Valvo:
At the May 16, 2007 regular meeting, the Inland Wetlands Agency/Conservation
Commission approved with conditions application 07-17W for the construction of
additional outdoor storage, and stormwater structures for an existing commercial
building on property located on the northerly side of Sullivan Avenue easterly of Troy
Road. General Commercial (GC)zone.
This approval is subject to the following conditions:
1. One blueprint copy of the entire set of plans and this letter reproduced thereon,
must be submitted to this Commission. This must be completed within 65 days
of approval prior to any construction activity on the site. Plans submitted to
Planning & Zoning Commission shall be considered having met this requirement.
2. The application shall indemnify and hold harmless the Town of South Windsor
against any liability, which might result from the proposed operation or use.
3. The permit is valid for five years and shall expire on May 16, 2012. It is the
landowner(s)/applicant(s) responsibility to track expiration dates and notify the
Commission of a renewal request at least 65 days prior to expiration.
4. All approvals required must be obtained and submitted prior to any activity on the
site.
5. A contact person shall be identified on the plans.
6. We recommend a bond in the amount of$5,000 be submitted to the Planning &
Zoning Commission to ensure compliance with the erosion and sediment control
measures.
