As a result of my field inspection, I have concluded that the property does not contain regulated wetlands or watercourses. The nearest off site wetland area is located across Nevers Road. The site contains well drained soils of the Agawam Series. If you have any questions, or require additional information, please call me at (860) 742-5868. Very truly yours, John P. Ianni M.S. The proposed work will disturb approximately 28,314 SF(0.65 acres) of the parcel. The proposed development will include construction of two new single-family homes (existing to remain) with an associated paved driveways, subsurface utilities, and landscaping. Refer to the site plan drawings, entitled—"Nevers Ridge, 655 Nevers Road, South Windsor, Connecticut, prepared by Design Professionals, Inc, dated October 05, 2018", as amended, for information regarding the proposed property development. 2.Pre vs Post Development Comparisons The surficial characteristics of the site can primarily be classified as woodland and grass areas that are common for residential properties. The entire site drains west to east across the parcel to the existing storm water catchment system in Nevers Road. In order to establish a hydrologic comparison between pre- and post-development conditions, an evaluation was performed to quantify the increase in stormwater volume of leaving the sites eastern boundary during a 10-year storm event. The Rational method as outlined in the ConnDOT Drainage Manual, was followed in predicting the peak rates of runoff and volumes. Hydraflow Hydrographs (version 2018) computer modeling software was used as application. Refer to Appendix A for the pre-developed conditions watershed computations. 3.Post Development Site Conditions The two new homes proposed by Horseshoe Lane Associates, LLC will slightly increase the impervious coverage on the parcel. In order to control increases in stormwater volume due to increased impervious coverage, two rain gardens are proposed to detain stormwater flows. The raingardens were sized to provide a total storage volume equal to the commutated increase in stormwater volume leaving the parcel for the 10-year storm. Our analysis demonstrated an increase of 331cft for this storm event. The proposed rain garden for the Lots 1 and 2 were sized to provide at minimum 252 cft and 106 cft of storage respectively, providing a total storage volume of 352 cft. All proposed drainage watershed analysis computations can be found in Appendix A. Stage storage reports for the two raingardens are also included in Appendix B. 4.Analysis of Results Hydraulic conditions related to storm drainage were evaluated for both proposed and existing conditions using Hydraflow Hydrographs (version 2018) computer modeling software to determine peak discharge rates of runoff leaving the developed site. Based on modeling from existing conditions, one discharge location was identified as a point of interest for assessing downstream effects. The following table contains the data generated from the Hydraflow software: TABLE 1 Peak Volume of Stormwater Discharge Runoff Volume Storm Pre-developed Post-developed Net Change Watershed Event Condition Condition Rate of Runoff Area Year ft3 ft3 fts DP#1—To Nevers 10 1,660 1,991 +331 Road 5. Conclusion It is our opinion that the proposed stormwater management design as presented herein and on the accompanying site plans, will not pose any significant detrimental impacts to the environment surrounding the site. MEMORANDUM To: Michele Lipe, Director of Plannning From: Jeff Doolittle, P.E., Town Engineer 0 Date: November 9, 2018 Re: App 18-54P Nevers Ridge Subdivision - 655 Nevers Rd I have reviewed the plan for the above application and I have the following comments: 1. Show iron pins to be set at all lot corners where they do not already exist. 2. A quit claim deed to the Town needs to be prepared for the land in front of these lots between the property line shown along Nevers Road and the center of this road. 3. The scale on sheet C-SP1 does not appear to be accurate and needs to be corrected. 4. The new driveways should be labeled as having Bituminous Pavement. 5. The proposed utilities, including sanitary sewer lateral for Lot 2 and foundation drains for all lots need to have proper separating distances from the existing well to remain on Lot 2, in accordance with the State health code. I believe the required distance is 75 feet for the sewer lateral but this can be reduced to a minimum 25 feet if the lateral is pressure tested. This would be simpler if the existing house on Lot 2 were to connect to the water main in Nevers Rd. 6. The proposed driveways on Lots 1 and 3 should be graded to 10% slope or less from the property line to a landing by the garage and this appears to be what is shown. 7. The Town standard for sanitary sewer laterals is 6" diameter SDR 35 PVC pipe at a minimum slope of 2%, with clean-outs every 100 feet and at bends. Revise the utility plan accordingly. 8. 1 appreciate the inclusion of new rain gardens on lots 1 and 3 and these seem to be sized ok. Details need to be shown for their construction including plants, soils, stone and any underdrains to be installed therein. 9. What are the soils like on these lots? What is the expected ground water level? Any soils test pit information available for these lots should be shown on the plans. 10.WPCA review and approval is needed for this subdivision. Request for approval of a three lot resubdivision to create two new building lots at 655 Nevers Road, A-20 zone. The site is about 2 acres and there is an existing house. 2. Minimum lot size required in the A-20 zone is 20,000 sf. Lot size proposed is 29,000 square feet for the existing house as well as for the two new lots. It appears that all other zoning requirements have been met. I The existing house has a driveway onto Nevers Road; one of the new lots will share the existing driveway and the lot to the north will have a new curb cut on to Nevers Road. There are sidewalks along Nevers Road across the street from this site. 4. There are no regulated wetlands nor watercourses on the property. 5. The site will be serviced by public water and sewers. There is an existing 20 foot sewer line easement along the northern property boundary. WPCA approval is required. 6. Street trees are shown along Nevers Road frontage for the southern two lots. Existing trees are proposed to remain for the northern lot. They should be protected during construction. 7. Rain gardens are proposed on the two new lots. As these rain gardens are proposed as an integral part of the storm water system, we would request an approval condition requiring a note stating: At the time of the building permit, details of the rain gardens, including the proposed plantings, shall be shown on the plot plan submitted. If this application is approved, Planning Dept requests the following: Key map show the proposed lots; Easement table should include all existing easements and proposed easements; addresses of 649 and 665 be given to the new house lots. OV1N Se O t- "j U S ' C 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 OSOR•CON TELEPHONE (860) 644-2511 CERTIFIED MAIL 70171450 00013280 5792 November 15,2018 Horseshoe Lane Associates, LLC Robert Urso 18-3 Arthur Drive South Windsor, CT 06074 Dear Mr. Urso: Re: Appl. 18-54P,Nevers Ridge Resubdivision We are pleased to advise you that the Planning & Zoning Commission voted on November 13, 2018 to approve with modifications the above referenced application for a three lot resubdivision to create two new building lots, on property located at 655 Nevers Road, A-20 zone as shown on plans prepared by Design Professionals, Inc., Project 4130 and dated October 5, 2018 as revised.
