I was born and raised in South Windsor and currently live here as well. I am a Licensed Clinical Social Worker and would like to provide my services to town residents and bordering towns. By witnessing the increased devastating events in our schools and communities, I feel the need for counseling services is a crucial necessity to enhance positive change. I am requesting to open up a home office to be used as a counseling office and as required by the town Planning and Zoning Commission, I am submitting this proposal for approval. I have an established part-time business, Youth & Family Counseling, LLC in South Windsor. My current lease is up towards the end of this year and would like to transition the business into a home office. I would like to be open from approximately noon-8pm, Monday-Friday with occasional weekend appointments to accommodate the client's schedules. I currently see approximately 3-5 clients daily. My clients are primarily children and adolescents and a family member will most likely be present for the duration of the session. Typically the same clients continue services long-term. This lessens the number of new clients coming in. My clientele are not people in need of immediate psychological assistance, which will ensure the safety of the neighborhood. In the possible event of a potentially unsafe occurrence, my protocol is to immediately call the proper authorities for assistance. I am requesting to use an existing room in my home that has a private entrance from outside and will be locked to the rest of the house. This room is facing the back of the house which is a wooded area with no homes in view. I plan to split up the room into an office and a waiting room; by having soundproof walls installed. There is an existing half bathroom right outside the office for clients' use using a 36" hallway from the office to the bathroom. The office space occupies approximately 486 feet out of the total 2,736 feet of the dwelling. This 18% of the floor area is well within the required 25 and under percentage. There is a sliding glass door in the room and a private entrance to ensure safety in case of an emergency. There will also be smoke alarms and fire extinguishers in the office area. There will be no outdoor client seating to ensure the continual peaceful and residential character of the neighborhood. Ample parking is available in the existing driveway and I plan to schedule sessions with enough time in between to ensure that only one client would be in the driveway at one time. Clients will be leaving the premises immediately after their session. There will be no business related vehicles and I plan on parking my personal car in the two car garage to allow clients to enter and exit the driveway safely. The current walkway from the driveway to the entrance of the office on the side of the house will be redone to ensure a safe and well-lit entrance (using motion sensor lights)with keeping in the residential feel of the neighborhood. I plan on setting up 1 clearly visible sign which will be in accordance with the Planning Department regulations. The 2'x1'sign will be displayed on a garden hook near client parking at the entrance of the walkway. Clear instructions of the office location will also be given prior to the first session for any new clients. This will ensure that they are in the correct location and will reduce the possibility of them going to the wrong address. Thank you for your consideration with this application. Please let me know if you have any questions. Someone must be present at the meeting to represent the application. One sign advertising the hearing must be posted on the property for ten (10) consecutive days prior to the hearing and must be clearly visible from a town street. The sign must be posted on Main Street by Friday, June 29, 2018. Signs can be obtained in the Planning Department. If you have any questions, feel free to call 860- 644-2511 Ext 253, Monday- Friday, 8:00 a.m. - 4:30 p.m. Sincerely, i Lauren Zarambo Planning Department Secretary Goodwin Major Home Occupation- Public Hearing 7/10/18 1. Request for a 5-year major home occupation to operate a youth and family counseling office on property located at 1512 Main Street, A-40 zone 2. The applicant is proposing to convert 486 sq ft of existing space on the first floor. There is a sketch of the floor area of the home occupation as well as a picture of the front of the existing house, driveway for parking and walkway to the proposed office. 3. The narrative indicates the business would be open from noon- 8PM, Monday through Friday, occasional weekends and would anticipate 3-5 clients daily. 4. The reasons for requiring PZC approval are to ensure that: • the home occupation is clearly secondary to the use of the building for dwelling purposes, • the home occupation is compatible with other permitted residential uses in the residential district, • the residential character of the dwelling and the neighborhood are preserved, and • all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 5.Performance criteria that must be met include: • Maximum of 25% of the floor area can be used for the occupation (propose utilizing 18%); • occupation cannot be visible from outside the dwelling unit; • dwelling must maintain the character of a single family dwelling; • no entrance or exit may be added solely for the occupation; • no more than one non-resident employee allowed; • the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; • all parking needs must be met on-site; and • the Commission may require screening of additional parking from the street and from adjacent residential properties. 6. The existing house is served by public sewer and water. 7. The parking requirement is being met in the existing driveway. The applicant does not anticipate the need for more than one car to be parked at a time. There is an existing walkway to the entrance behind the existing garage. 8. The applicant has been in touch with the building department and it has been determined that handicap accessibility does not have to be accommodated for this use in a residential house. 9.A two square foot sign is allowed, and a sketch of a proposed sign has been submitted. 1 O.If this application is approved, the applicant would also be required to return to this Commission for renewal upon expiration of the 5-year permit period. There are no engineering comments on this plan. t0y1N Sf4 - y F / 0 V/ O ci • w 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 fOsoINO TELEPHONE (860) 6442511 CERTIFIED MAIL #7016 0910 0000 98610264 July 12, 2018 Kate Goodwin Youth&Family Counseling, LLC 1512 Main Street South Windsor CT 06074 Dear Ms. Goodwin: Re: Appl# 18-34, Goodwin Youth&Family Counseling LLC Major Home Occupation We are pleased to advise you that the Planning &Zoning Commission voted on July 10, 2018 to approve the above-referenced application for a 5-year Major Home Occupation permit to operate a youth and family counseling office on property located at 1512 Main Street, A-40 zone.
