ACHIEVE . INSPIRE . June 18, 2018 Dear Resident, In March 2017, South Windsor residents overwhelmingly approved a referendum question to construct two new elementary schools, Eli Terry and Philip R. Smith, as part of Phase Two of the Board of Education's Ten- Year Elementary Facilities Master Plan. As you may recall, an informational session for abutting property owners of the Eli Terry and Philip R. Smith schools was held on December 6, 2017 to provide preliminary details regarding the projects. As part of our continuing efforts to ensure that neighbors and abutters to each campus have access to accurate information, we are offering a follow-up informational session on Wednesday, September 26, 2018 at 6:30 p.m. at TE in room aft 6. While the presentation is open to any member of the public, you are receiving this personal invitation due to your property's proximity to one of the school sites. The purpose of the information session is to provide updated information on the following topics: • Overall progress to date • Construction activity timelines Interior and exterior images of the schools ■ Site plans a Safety measures that will be in place during construction a New traffic patterns In addition to the project professionals, members of the Public Building Commission, members of the Board of Education, the Superintendent of Schools, school district staff and town staff will be present. We look forward to seeing you on the evening of September 26th, in an effort to keep you informed during this exciting time for the South Windsor community, Sincerely,, A4 Matthew Montana Craig Zimmerman Chairman, Public Building Commission Chairman, Board of Education 1737MAIN MEET,SOUTH WINDSORcr o6074-1028 *,(86o)291-1200 0,FAX. SMITH ELEMENTARY SCHOOL Project Narrative July 3, 2018 The site for the proposed new Philip R. Smith Elementary School is the existing site of the current Philip R. Smith Elementary School. The replacement of the school is an element of Phase 2 of the "South Windsor Public Schools Elementary Schools Master Plan" adopted by the South Windsor Board of Education on October 29, 2013 The current school building of 42,750 s.f. (exterior dimensions) will be replaced by a new building of 60,656 s.f. (exterior dimensions). The new school building will provide for contemporary standards for space provisions and teaching environments/technologies, as well as modern lighting, mechanical and plumbing systems. During construction, the school operations will be moved to the former Orchard Hill Elementary School building. This allows the site plan configuration to place the new building in part over space where the current building resides, while providing for separation of bus and automobile traffic and greatly enhanced parking and circulation patterns. The new building will face Avery Street with the primary academic areas, and common spaces sited in a wing facing south. When complete, the school will have increased parking capacity (from 63 to I I I spaces) and new game fields and playgrounds. Access to the site for automobiles and service traffic will be via a modestly relocated entrance drive from Avery Street. Parent drop-off activities will occur along the south side of the new building and all such traffic will exit back to Avery Street via the primary drive as they do currently. Bus access will be by way of new entrance drive at the northern edge of the Avery Street frontage, and allow for a separate loading and unloading zone on the east side of the new building. Buses will exit the property by way of the relocated primary drive to Avery Street. A paved firelane (doubling as a pedestrian and bicycle trail) circulates through the back of the school. During school hours, this drive will be gated off to prevent vehicular access. In addition to improvements for vehicular circulation, the property will also be served by walks and pedestrian/bicycle trails from both entrance drives off of Avery Street, and connect to existing trails and open space parcels north and west of the school property. This connectivity is consistent with the accessible route requirements throughout the school property. z:\landresourceconsultants\2017 jobs\17-2145 mpn sw philip r smith\docs\permitting\town\draft applications\pzc\prs special exception narrative 07-10-18.docx LRC Engineering&Surveying,D.P.C. Smith Elementary School South Windsor, Connecticut July 3, 2017 This traffic statement examines the traffic impact for the proposed expansion of the Philip R. Smith Elementary School in South Windsor, Connecticut. Summary ■ The school construction is expected to generate 101 and 48 new site trips during the respective weekday morning and afternoon peak hours of the school. ■ These new trips from the school expansion will be adequately accommodated by Avery Street. ■ During a three-year period of 2015-2017, no traffic accident was recorded for the segment of Avery Street between Talcott Ridge Road and Cornerstone Drive. ■ Adequate sight distances will be provided at the proposed two-way driveway on Avery Street for vehicles leaving the school. Trip Generation The existing and future site trips for the school were estimated using data for Land Use (LU) 520, Elementary School, from Trip Generation Manual, 10th Edition published by the Institute of Transportation Engineers (ITE). The manual provides trip rates based on number of students, gross building square footage, and number of employees. For the Philip R. Smith School, the estimates based on square footage generate the most new trips—the differences between the existing and future trips—and therefore were used in this exercise as conservative projections of new school trips. Table 1, 2, and 3 show the vehicular trips for the existing and the future conditions and the net increases resulting from the school construction. During the respective weekday morning and afternoon peak hours of the school, there will be 101 and 48 new vehicular trips using the school driveways when the project is completed. The hourly counts were collected in April 2010.The peak- hour volumes reached around 750 vehicles per hour for the two-lane road. With the addition of the new school trips (101 for the morning peak hour and 48 for the afternoon peak hour of the school), the peak-hour volume for Avery Street will increase to around 800 vehicles per hour, if the origins of the up to 101 new hourly trips are assumed to be evenly split between the north and the south directions. In traffic engineering, a rule-of- thumb roadway capacity for a two-lane road is a range of 1,000-1,400 vehicles per hour, larger than the projected peak-hour volume of 800 vehicles per hour. So the increased traffic from the school expansion will be adequately accommodated by Avery Street. Additionally, no school bus accident was recorded for Avery Street during the period. Driveway Sight Distances The posted speed limit on Avery Street is 25 mph. If the roadway design speed, or 85tn- percentile speed, is assumed to be 35 mph (10 mph more than the posted speed limit), the associated ConnDOT sight distance requirement is 390 feet for passenger vehicles. A plan prepared by the LRC Group has demonstrated that sight distances at the future two-way driveway will exceed 1,000 feet in both directions and therefore satisfy the ConnDOT requirement. Elementary schools are usually centrally located in residential communities in order to facilitate student access and have no student drivers. This land use consists of schools where bus service is usually provided to students living beyond a specified distance from the school. Both public and private elementary schools are included in this land use. Middle school/junior high school (Land Use 522), high school (Land Use 530), private school (K-8) (Land Use 534), private school (K-12) (Land Use 536), and charter elementary school (Land Use 537) are related uses. Additional Data Elementary school students generally used school buses more than regular transit and were dropped off and picked up more than high school students. who were apt to walk longer distances, ride bicycles, or, in some cases, drive to school. The percentage of students at the sites who were transported to school via bus varied considerably. Some sites experienced higher than average trip rates because many students did not utilize the available school bus service. Due to the varied transit and school bus usage at these sites, it is desirable that future studies report additional detail on the percentage of students who were bused to school and the percentage that were dropped off and picked up. The elementary schools surveyed exhibited significant variations in terms of facilities provided. Because the ratio of floor space to student population varied widely among the schools surveyed, the number of students may be a more reliable independent variable on which to establish trip generation rates. Time-of-day distribution data for this land use are presented in Appendix A. For the 11 general urban/ suburban sites with data, the overall highest vehicle volumes during the AM and PM on a weekday were counted between 7:15 and 8:15 a.m. and 2:15 and 3:15 p.m., respectively. The sites were surveyed in the 1980s, the 1990s, the 2000s, and the 2010s in Alabama,Arizona, British Columbia (CAN), California, Connecticut, Florida, Hawaii, Minnesota. Montana, New York, Oregon, Texas, and Utah. Smith (PRS) o Although we are very supportive of grounds beautification, the landscape plans as proposed will be difficult to impossible for our parks crew to maintain with our current staffing level. For safety reasons and to minimize damage to vehicles much of the necessary maintenance like trim mowing and weed-wacking can't be accomplished during the regular work day requiring unfunded over-time. Additionally, current State laws prohibit the use of any growth control products at public schools grades K-8 constraining us to laborious weeding and edging by hand. We respectfully request paring down the 105 deciduous trees, 42 Evergreens, 16 shrubs and 68 perennials/grasses to a more reasonable level. Parking lot islands are especially crowded and labor intensive. Perhaps the BOE should consider out-sourcing with a private landscape contractor. o What is the expectation of the commemorative paver/garden area? Again, a maintenance concern. o I did not see any detail regarding cabinetry/millwork in the cafeteria for our 4th R Before &After School program storage that was requested from the initial planning conversations. What we retro-fit at our expense at the new Orchard Hill School would be beneficial if done up front at PRS. 1 • Eli Terry (ET) o Once again, although we are very supportive of grounds beautification, the landscape plans as proposed will be difficult to impossible for our parks crew to maintain with our current staffing level. The curb radius in front of the SE corner of the school creates a sharp s curve by the intersection of the bus drop off lane. This radius should be made larger to soften the sharp right curve to the south side of the school. 2. The extruded concrete curb in the parking areas can be switched to bituminous curb. 3. The Town has not used Cast Iron Warning tiles on accessible sidewalk ramps. These should be the Town standard which are 2' x 3' panels in brick red color by ADA Solutions or Alert Cast by Alerttile. 4. Why is a Timber Guide rail shown on the east side of the bus drop off lanes? This does not appear to be necessary 5. The existing painted crosswalk across Avery Street by the driveway needs to be removed when the driveway and this crossing are moved north. 6. On Sheet C2.2, C3.2 and others, move the north arrow and scale if necessary to show grading and other features in this area. 7. Show more details where the new gas line will connect to the existing gas main in or by Avery Street 8. On sheet C3.1 the note for the water line connection to the existing line is not clear. 9. The 4 inch underdrains in the parking lot should be 6" or 8" diameter. 10.All drainage pipes, except underdrains should be 12" diameter or larger. 11.There are a few flat spots in the driveways and parking areas that need to be checked to be sure there is enough grade to drain and water does not pond anywhere. For example, along the double lanes on the south side of the building. 12.It seems CB12 could be connected to CB10 instead of CB16 which would reduce the drainage pipe needed. 13.What is the purpose of the drainage pipes along the south and east side of the building? Why does the east pipe run all the way from YD 17 to DMH 1 instead of tying into a closer structure? i 14.Each drainage structure, existing or proposed, abandoned or used, should have a unique label used consistently on the drainage plans, the drainage report and the construction plans. 15.1 am still reviewing the drainage report and will have questions. I would like to set up a time to discuss these with the Engineer. 16.On plan C3.2 structure TF, inverts, pipe lengths and pipe slopes are missing for the sanitary sewers. 17.The proposed sanitary sewers need to be shown connecting to the existing SMH in Sedgwick Circle. 18.Label all the YD, CB and other drainage structures. 19.A detail should be provided for the grease trap shown on plan C3.1, sufficient to accommodate the design flow, which should be provided, for both the kitchen flow and the overall building flow. 20.No phone or cable lines, existing or proposed, are shown on the utility plans 21.Check the plans for conflicts between storm drainage, sanitary sewer, water, gas, and other utilities where they cross. 22.Detail 1 and 2 for Bit. Conc.Pavement on sheet C5.1, should show 6" of subbase gravel under the processed aggregate, since these details are for the driveways and parking area with lots of traffic. 23.All Sidewalk details need to show 4,000 psi Class F concrete with air entrainment, expansion joints and dowels per Town Standards. 24.Check the landscape plan for conflicts between trees and drainage pipes, sewer pipes and other utilities. 25.WPCA review and approval of this plan should be obtained. Please let me know if you have any questions. 2 South • • , • Department Memo To: Henry Thomas From: Michele Lipe,Director of Planning Date: 8/2/2018 Re: Application#18-36P,TOSW Philip Smith Elementary School Following are review comments from the Planning Department. Please make appropriate revisions and submit seven complete sets to the Planning Department a week prior to the scheduled public hearing (scheduled for Aug 21). Engineering comments are attached. Jeff Doolittle has suggested that you may want to arrange a meeting to review his engineering concerns. General Comments 1. The plans are difficult to read with all of the layers turned on. I would suggest turning off the layer for the site plan and/or grading and utilities layer Key Map Driveway cuts for the houses on Avery Street should be shown Zoning Data Table 1. Smith School and Appl.18-37P, Town of South Windsor Eli Terry School I offer the following observations on behalf of the Parks & Recreation Department. • Phillip R. Smith (PRS) o Although we are very supportive of grounds beautification, the landscape plans although slightly revised from the original proposal will still be difficult to impossible for our parks crew to maintain with our current staffing level. Parking lot islands are especially crowded and labor intensive. We appreciate the effort to scale back, but the complexity of the landscaping plans at the new school and the magnitude of the man power required to properly and safely maintain has reached a level far beyond Parks & Recreation resources. We are already struggling to keep up with the current landscape design at the new Orchard Hill School. As such we recommend that the BOE acquire contracted landscape services. No. 17-2145 Dear Ms. Lipe, Please find below narrative responses to your comment letter of August 2, 2018 and Jeff Doolittle's comment letter of August I regarding the plans for the new Philip R. Smith Elementary School. Where requested and so noted in our response, modifications have been made to the drawings. In response to your comments, we offer the following: General Comments: I. The plans are difficult to read with all of the layers turned on. I would suggest turning off the layer for the site plan and/or grading and utilities layer. Response: We have turned off irrelevant layers wherever possible, and have cleaned up graphic many conflicts throughout the plan set We are happy to adjust any specific issues that remain and will continued to make improvements in the presentation of plan information. Key Map: 1. Driveway cuts for the houses on Avery Street should be shown. Response: Driveway cuts are not part of available mapping have not yet been added to the key sheet due to limitations in available time. These can be added using aerial photos as a reference should the information still be required. Zoning Data Table: I. The incorrect zoning data table is on the plans (it is Eli Terry data). Parking requirement in Table 6.4.3 B for educational uses is I space for 250 sf gfa. Please calculate required parking based on that formula. A request can be made to reduce the required number of spaces in accordance with Section 6.4.9. Documentation should accompany that request. Response: Zoning Data Table has been revised to include parking requirements per the calculation. The narrative for Special Permit has been revised to include a request to reduce the requirements. Site Plan I. Distance and bearings of all boundary lines and acreage of the site. Iron pins reacquired at all property comers. Response: The boundary data was prepared by other consultants and although it shows up in their paper copy of the survey, it was not included in the electronic cad file made available to the design team. We will investigate options for providing this information. 2. A LS seal should stamp the plan to certify location of elements on the plans. Response: This request relates to our response to the above comment and will require further research to determine the best manner in which to provide the required professional seal. LRC is not the surveyor of record. 3. Any easements on the site should be reflected in an easement table. Response: Easements are being developed but are not complete at this time to illustrate or to reflect in a table. This will be addressed in a subsequent drawing submittal. 4. A new tree line should be indicated in those areas that are presently wooded and disturbance is taking place. Any trees to be saved should be clearly identified on the plans and protection added if necessary. Response: A limit of disturbance has been added to the plan, and generally speaking there are few wooded areas affected within this line—the canopy line shown on plan typically represents the extent of existing tree canopy and not the locations of existing tree trunks. Additional clarification of individual trees to remain or be removed was not completed by the time of our drawing submittal, but will be addressed in subsequent plan resubmittals. 5. Details for the sewer easement to the property to the north should be shown on the plans - both the easement area and construction details. Response: Sewer easement is being developed but is not complete at this time to illustrate or to reflect in a table. This will be addressed in a subsequent drawing submittal. Landscaping Plan I. It appears there are several areas where the plantings are on top of utility lines. Response: Landscape plans have been revised to address many of those conditions, and we will continue to review for conflicts as utilities may be subject to adjustment during the permitting processes. Page 2 of 6 August 21,2018 iop Ms.Michele Lipe Response to Review Comments—Philip R.Smith Elementary School Page 3 of 6 2. A cross-section of the buffer is required to illustrate the growth at 5 years and then at maturity. (See Section 6.2.4.132 and b) Response. Plan sheet L1.3 "Landscape Buffer Sections"has been added to show representative sections through several locations of the landscape buffers. Lighting Plan: I. Lighting levels should be reviewed so that there are even, adequate lighting levels throughout the parking areas. Response: Light levels have been reviewed and 4 light pole locations added to ensure that required light levels are satisfied and that light trespass limitations are also satisfied. Poles will be sited so that neither fixtures nor poles are within the traveled way or an offset of 30"from face of curbs. Notes will be added to the plans accordingly. Sewer comments from Tony Manfre: I. Is manhole# I located in the street? Response: Yes, MH #1 is an existing manhole in Sedgewick Circle. In err, the layer containing this manhole and its data have been turned off in the site plan set This will be corrected in a subsequent submittal of plans. 2. No elevations are shown. Response: Elevations of structures and outlets are now shown excepting one manhole. This will be added to subsequent revised drawings. 3. The ladder rungs in the manhole can be removed from plans. Response. Our office will contact Tony Man fre on clarification of the review comment The plans will be addressed accordingly as required. 4. Trees are shown to be planted on sewer. They should be at least 10,away. Response: Response: Planting locations will be reviewed and adjusted when utilities are finalized through the review process. In response to Mr. Doolittle's comments, we offer the following: I. The curb radius in front of the SE corner of the school creates a sharp s curve by the intersection of the bus drop off lane. This radius should be made larger to soften the sharp right curve to the south side of the school. Response. The intent of the curve radius provided is to slow the vehicles entering the parent drop off f lane on the south side of the building. We will coordinate a meeting to discuss this further and revised plans accordingly as necessary. 2. The extruded concrete curb in the parking areas can be switched to bituminous curb. Response. The administrative and design team have a preference for the extruded concrete, but this can be further discussed to arrive at a mutually agreeable material selection. Page 3 of 6 August 21,2018 i p Ms.Michele Upe Response to Review Comments—Philip R.Smith Elementary School Page 4 of 6 3. The Town has not used Cast Iron Warning tiles on accessible sidewalk ramps. These should be the Town standard which are 2' x 3' panels in brick red color by ADA Solutions or Alert Cast by Alerttile. Response. The requirement for Cast Iron warning tiles has been removed and above noted products will be specified, however, dimensions for tiles will be as required to provide warnings for the areas so indicated. 4. Why is a Timber Guide rail shown on the east side of the bus drop off lanes? This does not appear to be necessary Response: Timber guide rail has been removed due to the some observation. 5. The existing painted crosswalk across Avery Street by the driveway needs to be removed when the driveway and this crossing are moved north. Response. Notation has been added to sheet C2.2 to indicate that removal of existing crosswalk is required. 6. On Sheet C2.2, C3.2 and others, move the north arrow and scale if necessary to show grading and other features in this area. Response: On the sheets noted and others, north arrow scale and notes or note boxes have been moved to eliminate areas where such items were obscuring plan data that needs to be seen. Matchlines and inset areas have been revised to increase the view area and reveal all related callouts. 7. Show more details where the new gas line will connect to the existing gas main in or by Avery Street Response: Extension of the gas main will be by the gas company, Eversource Gas, and brought to the site and to the building exterior including gas mains. As such, documentation of this utility off site is not addressed by the school design team. 8. On sheet C3.1 the note for the water line connection to the existing line is not clear. Response. Call outs on C3.1 for the water line connection have been clarified. 9. The 4 inch underdrains in the parking lot should be 6" or 8" diameter. Response: Underdrains have been upsized to 6"diameter. 10. All drainage pipes, except underdrains should be 12" diameter or larger. Response. Pipe sizing has been modified accordingly and any that remain undersized will be revised to 12"diameter. 11. There are a few flat spots in the driveways and parking areas that need to be checked to be sure there is enough grade to drain and water does not pond anywhere. For example, along the double lanes on the south side of the building. Response: Such areas will be reviewed and some have already been address in re-submitted plans. 12. It seems CB 12 could be connected to CB 10 instead of CB 16 which would reduce the drainage pipe needed. Page 4 of 6 August 21,2018 Ms.Michele Lipe Response to Review Comments—Philip R.Smith Elementary School Page 5 of 6 Response: The drainage system piping has been reviewed and adjustment made to reduce drainage pipe and still maintain the existing drainage flow patterns and runoff values. 13. What is the purpose of the drainage pipes along the south and east side of the building? Why does the east pipe run all the way from YD 17 to DMH I instead of tying into a closer structure? Response: The drainage pipe is provided to tie in the roof leader system and maintain existing stormwater runoff flow patterns and rates. 14. Each drainage structure, existing or proposed, abandoned or used, should have a unique label used consistently on the drainage plans, the drainage report and the construction plans. Response: Engineering Summary Report drainage area maps and site plans have been revised to provide clarifications suggested. 15. 1 am still reviewing the drainage report and will have questions. I would like to set up a time to discuss these with the Engineer. Response: Engineering Summary Report has been revised to provide clarifications suggested at a meeting held on 8-10-18. 16. On plan C3.2 structure TF, inverts, pipe lengths and pipe slopes are missing for the sanitary sewers. Response: Proposed sanitary sewer lateral and related data is shown on resubmitted sheets C3.0 and C3.2. 17. The proposed sanitary sewers need to be shown connecting to the existing SMH in Sedgwick Circle. Response: Connection and invert information for connection of proposed lateral to existing SMH in Sedgewick Circle was inadvertently left off the drawings but will be included in next plan resubmtta. 18. Label all the YD, CB and other drainage structures. Response: Additional labeling for all drainage structures has been provided. 19. A detail should be provided for the grease trap shown on plan C3.1, sufficient to accommodate the design flow, which should be provided, for both the kitchen flow and the overall building flow. Response: Grease trap details are being coordinated with the design team's MEP engineer. Details will be provided in subsequent revised drawings. 20. No phone or cable lines, existing or proposed, are shown on the utility plans Response: Phone and CATV services will follow proposed electrical services and linetype on the drawings has been revised accordingly. 21. Check the plans for conflicts between storm drainage, sanitary sewer, water, gas, and other utilities where they cross. Response: Will review and identify crossings requiring revision or protection. 22. Detail I and 2 for Bit. Conc. Pavement on sheet C5.1, should show 6" of subbase gravel under the processed aggregate, since these details are for the driveways and parking area with lots of traffic. Page 5 of 6 August 21,2018 Ms.Michele Upe Response to,ReWew Comments—PW R.Smith E1ementety School Page 6 of 6 Response. Drawing C5.1 submitted on 7113 for resubmittdl to IWA already indicated a greater depth of subbase for these details per the recommendations of the project's geotechnkal engineer — 1 " subbase for Detail l and 15"of subbase for detail 2. These sections are now shown similarly in the resubmitted Special Permit 1 Site Phan drawings. 23. All Sidewalk details need to show 4,000 psi Mass F concrete with air entrainment, expansion joints and dowels per Town Standards. Response. All sidewalk details have been modified accordingly. 24. Check the landscape plan for conflicts between trees and drainage pipes, sewer pipes and other utilities. Response; Numerous conflicts have been resolved, but drawings will be reviewed further for conflicts Jicts that may be due to the late timing of certain utility adjustments. 25. WPCA review and approval of this plan should be obtained. Response. It is our intent to pursue formal approval after a PZC approval action, However, informal discussions with the WPCA suggests their system is design to support the addition of the school to their system: Revised drawings which incorporate the responses noted above were submitted to the Department of Planning offices on August 14,2018, Please don't hesitate to contact us with any further questions that you may have. There is as existing pedestrian crosswalk on Avery St e"hat will be relocated north to accommodate the location of the new drive. ew are to proposed go along both sides the new driveways — 8 foot bituminous path network has been designed along the southerly side access drive that will tie into other sidewalks around the school and a sidewalk is being added along the bus/serviee vehie e entrance in consideration of potential students walking or biking coming from the neighborhoods to the north. 5. Other safety elements include two raised crosswalks along the student/car drop off area. Sidewalks with crosswalk have been provided throughout the parking area. 6. There are no established parking requirements specifically for this use. For uses not listed in the zoning regulations, the Commission determines the appropriate number of spaces based on similarity to the listed uses (1 sp per 250 sf or 259) and/or standards available from recognized authorities. The plan calls for 111 Lillparking spaces shown on the school site in the parking lots which is an increase j from the current 63 spaces at PRS now. The administration feels is adequate for the daily number of teachers/visitors anticipated. 7. In accordance with Section 6.4.9, they are requesting a reduction. The PZC can consider this reduction when it is demonstrated that: • The increase in stormwater run-off rate shall be held to a minimum by reducing the parking spaces, and/or • The applicant demonstrates through actual experience that a lesser number of parking spaces will suffice, and further that due to the nature of the building or business, future owners/occupants of the building are also unlikely to need to number of parking spaces required by the zoning regulations. 8. There is a 50' buffer requirement along the residential property boundaries to the north, south and western boundary. To the maximum extent possible, the buffers areas consist of existing vegetation and being supplemented with low maintenance landscaping. Buffer cross section have been provided. 9. There is also an extensive landscape plan including street trees and evergreens. The parking lot landscaping is requirement is being met with shade trees 2 r throughout the parking area. The arks and Grounds ivision have reviewed this plan and modifications have be%ertm."re de in attemp to ease some of the main nance requirements; howev is still a signi nt amount of new landsca ing. IO.Parking lot lighting consists of standard shoebox lights, full cutoff, dark-sky compliant fixtures. The lighting levels are relatively low and uniform across the site. 11. The Architectural and Design Review Committee reviewed this application on July 19t''. The Committee discussed with the architect and representatives the various aspects of the project and the material choices for the building. They did suggest that the brick color planned be considered to be a shade lighter to soften the building. At the August 9 meeting, the architects met with the Committee a second time to address brick colors. They were pleased with the project as modified. 12.There is proposed sign at the entrance at Avery Street and a sign is also permitted on the building. The proposed sign is in conformance with signage regulations. 13.South Windsor Police Department and the Fire Marshal have reviewed the plan and have worked with the Design Team. A fire lane is being shown around the perimeter of the building. During school hours this will be gated to prevent vehicular traffic. 14.The site will be served by public water and sewer. The sewer will be brought in from the existing sewer in the Avery Meadows development. Water Pollution Control Authority approval is required. 15.There are regulated wetlands on site. The application was heard by IWA/CC on July 18; the hearing was kept open and continued until September 1, so the PZC will need to keep this hearing open until IWA/CC has acted so that the wetlands findings can be entered into the public hearing record for consideration by this Commission. There are still a few outstanding Planning Department comments that we would anticipate being addressed with revised plans. In particular, getting existing trees to be saved versus removed identified; more information related to any proposed easements and maps LS stamps and property corners pinned as required. 3 LET `OF`-TRANSMITTAL Date: September 4, 2018 Re: Eli Terry& Philip R. The project team will arrange to have this documentation prepared for inclusion in the final document set 2. A LS seal should stamp the plan to certify location of elements on the plans. Response: This request relates to our response to the above comment and will require further research to determine the best manner in which to provide the required professional seal. LRC is not the surveyor of record. The project team will arrange to have required certification in the final document set 3. Any easements on the site should be reflected in an easement table. Response: Easements are being developed but are not complete at this time to illustrate or to reflect in a table. This will be addressed in the final drawing submittal. 4. A new tree line should be indicated in those areas that are presently wooded and disturbance is taking place. Any trees to be saved should be clearly identified on the plans and protection added if necessary. Response: A limit of disturbance has been added to the plan, and generally speaking, there are few wooded areas affected felled within this line—the canopy line shown on plan typically represents the extent of existing tree canopy and not the locations of existing tree trunks. To clarify improvements to remain or be removed, including trees, we are including Site Demolition Plans in the resubmitted plan set 5. Details for the sewer easement to the property to the north should be shown on the plans - both the easement area and construction details. Response: Sewer easement is being developed but is not complete at this time to illustrate or to reflect in a table. This will be addressed in the final drawing submittal. Landscaping Plan 1. It appears there are several areas where the plantings are on top of utility lines. Response: Landscape plans have been revised to address many of those conditions, and we will continue to review for conflicts as utilities may be subject to adjustment during the permitting processes. 2. A cross-section of the buffer is required to illustrate the growth at 5 years and then at maturity. (See Section 6.2.4.132 and b) Page 2 of 7 August 21,2018 Ms.Michele Lipe Response to Review Comments—Philip R.Smith Elementary School lop Page 3 of 7 Response: Plan sheet L 1.3 `landscape Buffer Sections"has been added to show representative sections through several locations of the landscape buffers. Lighting Plan: 1. Sewer comments from Tony Manfre: 1. Is manhole# I located in the street? Response: Yes, MH #1 is an existing manhole in Sedgewick Circle. In err, the layer containing this manhole and its data have been turned off in the site plan set. This has been corrected in the resubmitted plans. 2. No elevations are shown. Response: Elevations of structures and outlets are now shown on re-submitted drawings. 3. The ladder rungs in the manhole can be removed from plans. Response: Ladder rungs have been removed from manhole details. 4. Trees are shown to be planted on sewer. They should be at least 10' away. Response: We provided Mr. Doolittle with an AutoTurn test showing vehicle movements and he advised that the radii presently provided on plans was acceptable. 2. The extruded concrete curb in the parking areas can be switched to bituminous curb. Response: The administrative and design team have a preference for the extruded concrete, but this can be further discussed to arrive at a mutually agreeable material selection. 3. The Town has not used Cast Iron Warning tiles on accessible sidewalk ramps. These should be the Town standard which are 2' x 3' panels in brick red color by ADA Solutions or Alert Cast by Alerttile. Page 3 of 7 August 21,2018 Ms.Michele Lipe Response to Review Comments—Philip R Smith Elementary School Page 4 of 7 Response: The requirement for Cast Iron warning tiles has been removed and above noted products will be specified, however, dimensions for tiles will be as required to provide warnings for the areas so indicated. 4. Why is a Timber Guide rail shown on the east side of the bus drop off lanes? This does not appear to be necessary Response: Timber guide rail has been removed due to the same observation. 5. The existing painted crosswalk across Avery Street by the driveway needs to be removed when the driveway and this crossing are moved north. Response: Notation has been added to sheet C2.2 to indicate that removal of existing crosswalk is required. Response: Call outs on C3.1 for the water line connection have been clarified. 9. The 4 inch underdrains in the parking lot should be 6" or 8" diameter. Response: Underdrains have been upsized to 6"diameter. 10. All drainage pipes, except underdrains should be 12" diameter or larger. Response: Pipe sizing has been modified accordingly and any that remain undersized will be revised to 12"diameter. 11. There are a few flat spots in the driveways and parking areas that need to be checked to be sure there is enough grade to drain and water does not pond anywhere. For example, along the double lanes on the south side of the building. Response: Flat areas have been reviewed and minor revisions made in re-submitted plans. 12. It seems CB 12 could be connected to CB 10 instead of CB 16 which would reduce the drainage pipe needed. Response: The drainage system piping has been reviewed and adjustment made to reduce drainage pipe and still maintain the existing drainage flow patterns and runoff values. Page 4 of 7 August 21,2018 Ms.Michele Lipe Response to Review Comments—Philip R.Smith Elementary School 10k* Page 5 of 7 13. Response: Connection and invert information for connection of proposed lateral to existing SMH in Sedgewick Circle was inadvertently left off the drawings but will be included in next plan resubmittal. Response: Grease trap details and sizing calculation is now included in the resubmitted drawing set. Response: Drawing C5.1 submitted on 7113 for resubmittal to IWA already indicated a greater depth of subbase for these details per the recommendations of the project's geotechnical engineer — 12" subbase for Detail 1 and 15" of subbase for detail 2. These sections are now shown similarly in the resubmitted Special Permit/Site Plan drawings. Page 5 of 7 August 21,2018 Ms.Michele Lipe Response to Review Comments—Philip R.Smith Elementary School Page 6 of 7 lop 23. All Sidewalk details need to show 4,000 psi Class F concrete with air entrainment, expansion joints and dowels per Town Standards. Response: All sidewalk details have been modified accordingly. 24. Check the landscape plan for conflicts between trees and drainage pipes, sewer pipes and other utilities. Response: Numerous conflicts have been resolved, but drawings will be reviewed further for conflicts that may be due to the late timing of certain utility adjustments. 25. WPCA review and approval of this plan should be obtained. Response: It is our intent to pursue formal approval after a PZC approval action, however, informal discussions with the WPCA suggests their system is design to support the addition of the school to their system. Other modifications to the drawings based on our own review, comments received at the public hearing, and technical conversations with Town planning and engineering staff include the following. • Introduced a section of cast-in-place mountable curb on entry drive to allow for vehicle access on front yard natural turf area for use as overflow parking during school events. Net parking gained in event conditions is 71 spaces. See sheet C2.0 and C2.I. • Zoning data table on sheet R-I revised to reflect overflow parking provisions and revised building height computation. • A curb ramp has been added to the north end of the bus loading zone in front of the north end stair well. • Stormwater infiltration chamber details have been added to the plan set. See sheet C5.6. • A 4' bituminous conc. walking path from Sedgewick Circle over Avery meadows Common Open Space property has not been illustrated. This is off site and not part of the State authorization. It is recommended that this work be handled separately by the Town. • A maintenance strip has not been added to the perimeter of the building, however, such a provision is being reviewed by school facilities staff f Revised drawings which incorporate the responses noted above were submitted to the Department of Planning offices on September 4, 2018. Please don't hesitate to contact us with any further questions that you may have. (exterior dimensions) will be replaced by a new building of 60,540 s.f. (exterior dimensions) as originally submitted. In order to accommodate changes in enrollment expectation, the proposed building includes up to 3 classroom spaces as an add alternate to the project, which brings the revised total area of the building to 63,889 square feet. The additional classrooms would be constructed as on expansion of the second floor classroom bar, and would not increase the footprint of the school on the site. The new school building will provide for contemporary standards for space provisions and teaching environments/technologies,as well as modern lighting, mechanical and plumbing systems. When complete, the school will have increased parking capacity(from 63 to 111 spaces)and new game fields and playgrounds. LRC Engineering&Surveying,D.P.C. Land Resource Consultants,Inc. 160 West Street,Suite E LRC Engineering&Surveying,P.C. This connectivity is consistent with the accessible route requirements throughout the school property. PARKING: In regards to parking, the applicant is requesting modification or relief from the parking requirement of Table 6.4.3.6. Using the table's rate of 1 space per 250 s.f. of gross floor area for educational use, the proposed building would require 259 parking spaces. Such a requirement far exceeds the school day need for parking at the site, and beyond the environmental impact to the site and additional impervious coverage, it would be impractical to maintain and costly to construct over twice the amount of parking proposed by the current plan. Faculty and staff are projected to number 54 people, leaving 57 parking spaces available for use by visitors and parents during a typical school day—an increase of 48 spaces over existing conditions. These 57 spaces represent 50% of available parking spaces. The total permanent parking being provided is also a practical limit when balancing the siting of the building and program requirements such as play, recreational fields and services to the building, as well as considerations for the amount of impervious surface and the related stormwater quality management improvements that accompany parking. Overflow parking for large events both in the existing configuration and in the proposed use has been & will be on the existing front lawn area which is made accessible by means of a sloped curb profile at the upper end of the main entrance drive. This provides for at least a net of 71 additional parking spaces that can be available to accommodate event parking. The configuration of this area is conducive to delineation by traffic cones or post and ribbons put in place at the time of an event. 'f: SITE LIGHTING: Site lighting is provided by the use of high performance, full cut-off and low profile (small size) post mounted fixtures with LED lamp sources. The fixtures are mounted primarily at 12'height with some fixtures in the interior of the parking lot being set at 16'height. The nature of the fixture housing, optics and LED lamp source provides for very crisp control of the light patterns and sharp cutoff of back lighting where lights are located on the perimeter of parking areas and drives. Being full cutoff, fixtures are "dark sky" friendly and compliant with the zoning requirements. The LED lamps are specified at a color temperature of 3,000K(Kelvin) which is warm and closer to incandescent light temperature. On typical school days, pole mounted lighting will be turned on throughout the site at nightfall by means of light sensors, and with the exception of selected fixtures related to site securitv-that will remain lit but at rP.prryht our tput, po e ightingwilibe turneoff. The security fixtures will be ramped up to 100% " light output when so triggered by motion sensors, and those fixtures which had been turned off, ramped up to approximately 50%light output by the some sensor systems. Excepting lighting at the school's main entrance that may be ornamental in nature, all building mounted lighting associated with exit and entrance doors will be full cut-off in nature, design to cast light down onto walking surfaces, and fixtures will not have exposed lamp sources. Page 2 of 4 TRAFFIC CONTROL GATES: Two swinging pipe gates will be installed at either end of the firelane that runs around the north and west sides of the school with the intent of restricting traffic behind the school during school hours. These gates will be closed by school personnel before busses have arrived with students for morning arrival, and will remain closed until school dismissal and bus loading activities are complete. Gates will generally remain open evenings, nights and weekends to facilitate police patrols and service functions at the site before or after school hours. STUDENT LOADING AND UNLOADING: Buses will discharge students on the curbline along the east side of the school(facing Avery Street)as they arrive at the site. Students will be monitored and guided by school staff to ensure that students are kept out of the bus travel lanes, and that students walking to the site use the raised or delineated crosswalks at either end of the bus staging zone. After school student loading will occur when all buses are staged in same loading zone. When loaded and ready, the second line of busses will be released as a group. It is anticipated that school staff will be in the bus loading zone to facilitate safe student boarding and dismissal. Parents may discharge students directly to the sidewalk by means of the curbline on the west side of the school. Students will be monitored and guided by school staff to ensure that students are kept out of the travel lanes. Parents may also park and walk students to the front door area. SERVICE AND DELIVERY TRAFFIC: Trash Collection will be scheduled to occur before the bus loading period. Collection of general trash i anticipated to occur 3 times per week during the school year. Collection of recyclables trash is anticipated to occur no more than 2 times per week during the school year. Note that dumpsters are located on a heavy duty concrete pad and enclosed by a solid wood panel fence and gate. Food services and supply deliveries will be made to the school's loading dock before the bus unloading or loading period, and at specific times:7:30 am—8:00 am 9-10:30 am and 2-3 pm(this is designated by food services staff hours of operation and planned around arrival/dismissal and recess waves) Mail, UPS and Fed Ex deliveries which are typically made during the school day may utilize the bus drop off curbline and make deliveries to the Main Office via the school's main entrance. PERIMETER GATES AND PUBLIC TRAILS Improved bicycle and pedestrian trail or walk connections will be made to existing trails that occur in the area around and along Dart Brook. Presently, there are two openings in the existing fence that lead to these trails. In conjunction with the pavement improvements, a new 4'clear gate will be installed in these locations, with signage posted on the brook side of the gate indicati thchool grounds are closed toJha nublic during school hours. The existing gate on the northwest fenceline and into the woods wi ISe removed and the opening closed with new fence fabric. Page 3 of 4 In its current existing configuration, the use of trails and play areas by non-school occupants has not been a problem. As reported it is rare that parents bring kids to use the play areas during school hours and if so, they are asked to come back once school is out. There is no knowledge of anyone using the trails behind the school during school hours. The potential to use the new sewer connection route from the north end of the school site through to Sedgewick Circle has been considered. As this is not on school property, it is not thought to be a viable option for the scope of this project. z:\landresourceconsultants\2017 jobs\17-2145 mpn sw philip r smith\docs\permitting\town\draft applications\pzc\prs special exception narrative rev 09-06-18.docx Page 4 of 4 SDN 8f9 w 1540 SULLIVAN AVENUE• SOUTH WINDSOR, CT 06074 TELEPHONE(860)644-2511 HAND DELIVERED September 11, 2018 Matthew Galligan Town of South Windsor 1540 Sullivan Avenue South Windsor, Ct 06074 RE: Appl. #18-36P—Philip R. Food services and supply deliveries will be made to the school's loading dock before the bus unloading or loading period, and at specific times: 7:30 am — 8:00 am 9-10:30 am and 2-3 pm (this is designated by food services staff hours of operation and planned around arrival/dismissal and recess waves) Mail, UPS and Fed Ex deliveries which are typically made during the school day may utilize the bus drop off curbline and make deliveries to the Main Office via the school's main entrance. PERIMETER GATES AND PUBLIC TRAILS Improved bicycle and pedestrian trail or walk connections will be made to existing trails that occur in the area around and along Dart Brook. Presently, there are two openings in the existing fence that lead to these trails. In conjunction with the pavement improvements, a new 4'clear gate will be installed in these locations, with signage posted on the brook side of the gate indicating that the school grounds are closed to the public during school hours. The existing gate on the northwest fenceline and into the woods will be removed and the opening closed with new fence fabric In its current existing configuration, the use of trails and play areas by non-school occupants has not been a problem. As reported it is rare that parents bring kids to use the play areas during school hours and if so, they are asked to come back once school is out There is no knowledge of anyone using the trails behind the school during school hours. Page 3 of 4 The potential to use the new sewer connection route from the north end of the school site through to Sedgewick Circle has been considered. As this is not on school property, it is not thought to be a viable option for the scope of this project LANDSCAPE TREATMENTS: Landscape plantings shown on the plans are shown with the intent of compliance with the zoning regulations for Landscape and Buffers (Section 6.2) and Parking Lot Landscaping(Section 6.4.6 and table 6.4.6.A). Beyond those requirements, new tree plantings have been included for future shade benefits related to play areas, or for enhancing the school image/entrance experience, however, excessive new planting simply for ornament or decoration has been avoided, particularly around the immediate building perimeter. Plants have been selected for durability and hardiness, and are native or variations on natives to minimize or eliminate requirements for supplemental watering(once established). Proposed plantings are appropriate to the scale of a new public school project and are not excessive or rising to the level of landscape improvements on might find on commercial properties. zllandresourceconsultants12017 jobs\17-2145 mpn sw philip r smithldocs\permittingltown\draft applications\pzclprs special exception narrative rev 9-19-18.docx Page 4 of 4 ZONING DATA TABLE September 19,2018 Philip R.Smith Required(Existing) Proposed Net Increase Zone RR RR Parcel Size 15.1 Ac. 15.1 Ac.(658,600 s.f.) ACHIEVE . INSPIRE . September 21,2018 Planning and Zoning Commission 1540 Sullivan Avenue South Windsor, CT 06074 Dear Planning and Zoning Commission Members: As you are aware, the Board of Education adopted a Ten-Year Elementary Facilities Master Plan in 2013. Phase One included the construction of a new Orchard Hill School. We are proud of the success of that project and are looking forward to the execution of Phase Two which includes the construction of a new Eli Terry School and a new Philip R. Smith School. In response to issues raised during the August 215i and Sept 11th Planning and Zoning hearings regarding Phase Two of the Ten-Year Plan, we have outlined our feedback below. We hope the information regarding Philip R. Smith School is helpful and further clarifies the positions of the Board of Education and Public Building Commission, both of whom have a significant investment and strong commitment to the success of these projects. Parking In response to questions regarding the adequacy of the proposed parking,we offer the following: • Building principals who are most familiar with the daily operations of the school community have been heavily involved in these discussions and confirmed that the proposed parking is adequate for their needs. • The proposed parking provides a notable increase in capacity from current conditions. PRS will increase from 63 paved spaces to 111 paved spaces. The grassed area for overflow parking that is currently used successfully will provide approximately 70 spaces in addition to the paved parking area. Additionally, another 20 paved overflow spaces are available on the bus drive, but only when buses will not be on site. Please see the attached exhibits that further illustrate the proposed parking. • PRS Data Table • PRS SK-C2.Oa Event/Overflow Parking Parking Lot Lighting Current site lighting plan meets town regulations • Typical site light schedule in the school district: o Site lights turn on in the evening by photoelectric sensor and turn off by time clock at 11:30PM as the building use runs to 11:00PM. o Site lights turn on at 4:OOAM and are shut off by photoelectric sensor with increased daylight. o Light poles have been reduced at the site perimeter and the fixtures are dark sky compliant with light trespass cutoff. 1737 MAIN STREET,SOUTH WINDSOR,CT 06074-1028 • (860) 291-1200 0 FAX: (860) 291-1291 • Building fixtures can be zoned so some can stay on and others(such as the ones close to adjacent properties) can be dimmed or turned off. They can also be programmed to turn on (or up, if dim) by motion. These motion-activated lights are also adjustable to avoid false turn-on from animals or wind. • Pre-set schedules can be set up for things such as "Event Night"or"Non Event Night" in order to minimize disturbance. Concerns Raised By Mr. Favreau,Director of Parks and Recreation Maintenance of Grounds • All three project professionals(architect, construction manager, and owner's rep)have confirmed that the scope of the proposed landscaping does not exceed what is typical for a school project and,in fact, is even smaller in scope in comparison to some other school projects. • Despite the aforementioned confirmation that the plan is reasonable, Dr. Carter has informed the Board that she is following up on the Parks and Recreation Department recommendation that the BOE investigate contracting services for school grounds. She plans to go out to RFP to see if this is a feasible solution. Director of Facilities, Mr. Hankard, has assured the Superintendent that whatever unmet maintenance needs arise he will find a solution. The Superintendent has stated they have always had a very positive relationship with John Caldwell and they are confident they can work together to address the department's concerns if contracting services is not feasible. • We hope that long-term design decisions that will impact this school for the next 50 years will not be undermined by short-term staffing issues that can be addressed in other ways. o Specifically,we are opposed to the installation of a hardscape mow strip around the perimeter of the building. The Design team has advised against this. In their experience these types of hardscapes eventually become maintenance issues on their own. The paving will separate from the building, and ultimately become a maintenance issue as weeds will grow through the cracks and cause the need for weed-whacking anyway. In addition, the design team believes that it will have a negative impact on the aesthetics of the building. o We are also opposed to the installation of hardscape islands in the parking lots. The design team has advised against this for several reasons. Parking islands per town zoning regulations are required to satisfy minimum landscape requirements. The design team has also advised against this because it would require the recalculation of storm water management systems to account forthe increase in impermeable surface. In addition, the design team indicates that"green"islands are typical for school construction projects and that hard scape islands would undermine the aesthetics. Adding a Multi-Purpose Field to the PRS Proiect • The Educational Specifications are among several key required documents that must be filed to gain approval for State reimbursement of school construction projects. The Department of Administrative Services (DAS) takes these documents very seriously and requires that districts adhere to them. The Educational Specifications for Phase Two projects were approved by the Board of Education on October 13, 2016 and submitted to the State on May 19, 2017. It is important to note that the Ed Specs did not call for an additional multi-purpose field to be included in the project. • The project budget, which is driven by the Ed Specs, did not contemplate the cost of a multi-purpose field. • Because the field is not a requirement for the educational programming outlined in the Ed Specs, the State will not reimburse this expenditure. • The design team believes the presence of this field in the front lawn of PRS would have a negative impact on the aesthetics of this building. 1737 MAIN STREET,SOUTH WINDSOR,CT o6074-1028 9 (86o) 291-1200 0 FAX: (860) 291-1291 • The proximity to the road will require a chain link fence around the field as a safety measure. In addition to undermining the aesthetics and adding costs to the project, it will also result in increased maintenance, which as noted above has been identified by Parks and Recreation Department as a problem. • The addition of this field would impact overflow parking and reduce the capacity of that area. • The addition of this field would negatively impact current uses of the lawn by the school: PTO events, Field Day and other outdoor instructional activities. • We have made efforts to be transparent about the planning and have held community information sessions, published newsletters, and posted all information on the BOE website. We have never told neighbors that an athletic field would be in front of the school. • In short, we urge you to allow the concept of the multi-purpose field to be left as a recommendation for consideration. Dr. Carter would be happy to involve her staff in any long-term, thoughtful planning for additional recreation fields in town as part of master planning for the overall community. We believe it would be short-sighted to add a multi-purpose field to the PRS school construction project. Please accept our sincere appreciation for the opportunity to provide feedback on these matters. We would be happy to respond to additional questions if there are remaining issues we have not addressed. It is critical that Phase Two remain on schedule. Any significant deviation from the schedule outlined in the Ten-Year Plan would be extremely costly to the taxpayers of our community.Thank you again for your consideration of our feedback. re_C114,IXTEK Matthew Montana Craig Zimmerman Kate Carter,Ed.D.
