In 2017 the South Windsor Planning and Zoning Commission approved application#17-07P for a±170,000 sf building expansion. Aldi is now requesting a site plan modification to allow for additional parking in two locations as shown on the enclosed site plans. For more information, please refer to the plans entitled"Aldi Distribution Facility Expansion, 295 Rye Street, South Windsor, CT"prepared by Design Professionals, Inc. and dated March 13, 2017 and revised through July 18, 2018. Pre-Development Site Conditions The subject areas are interior to the previously developed limits and are currently maintained grass lawns with an isolated stand of trees within the northern area of development. The northern development area is±1 acre. The southern development area is ±0.6 acres. Post-Development Site Conditions Both development areas are proposed to be graded to generally match existing conditions and to take advantage of existing catch basins and storm drainage pipe infrastructure. The northern development area is proposed to add±0.67 ac of impervious area. The southern development area is proposed to add±0.23 ac of impervious area and±0.04 ac of pervious area in the form of two landscape islands proposed where concrete currently exists. No changes are proposed to the detention basin at the rear of the site as the enclosed HydroCAD Report analysis shows that the existing basin has excess capacity suitable to accommodate the proposed increase in impervious area. For more information, please refer to the enclosed HydroCAD Report. Analysis of Results The pre-development and post-development conditions were analyzed using HydroCAD consistent with the National Resources Conservation Services (NRCS) hydrology methods. The pre-development and post-development peak discharge rates are below. 2- ear 10- ear 25- ear 100- ear PRE (cfs) 3.07 4.34 4.87 5.70 POST(cfs) 3.16 4.42 4.94 5.87 Change (cfs) +0.09 +0.08 +0.07 +0.17 No adverse impacts are expected from the nominal peak discharge flow rate increases. For more information, please refer to the enclosed Water Quality Volume Calculations. Conclusion The stormwater management system as discussed herein and shown on the referenced plans is appropriate for the proposed modifications on the subject site, is consistent with Town and State requirements, and should not pose significant detrimental impacts to the environment Aldi Distribution Facility Parking Expansion July 18, 2018 Water Quality Volume Calculations Per 2004 Connecticut Stormwater Quality Manual, Section 7.4.1: Water Quality Volume (WQV)=(1")(R)(A)/l2, where: R=unitless volumetric runoff coefficient=0.05 +0.009(I), where: I=percent impervious cover of drainage area=55% R=0.05 +0.009(I) R =0.05 +0.009(55) R=0.545 A= drainage area in acres=57.49 acres WQV= (1")(R)(A acres)/12 inches per foot WQV= (1") 0( 545)(57.49 acres)/12 inches per foot WQV= 2_6 acre-feet required Proposed Per the 2004 Connecticut Stormwater Quality Manual, a site's water quality basin should be sized so that 10% (0.26 acre-feet) of the water quality volume can be retained in the forebay& 100% (2.6 acre-feet) can be retained in the permanent pool volume. The existing basin is sufficient in its current state to maintain these requirements. The forebay provides 0.4 acre-feet of storage volume, exceeding the required 0.26 acre-feet. The basin provides 2.68 acre-feet of storage below the outlet, exceeding the required 2.6 acre-feet. The basin volume is shown in the enclosed HydroCAD Report. The forebay volume is shown in the enclosed HydroCAD stage-area-storage table.
