MEMORANDUM
TO: Pam Oliva, Zoning Enforcement Officer
FROM: Joseph J. Perna, Project Engineer

DATE: July 19, 2013
RE: 56 Brewster Road
Pam,
At your request, I have reviewed the plot plan submitted for the proposed building
addition at 56 Brewster Road and offer the following remarks:
1. The applicants Engineer should provide calculations for amount of impervious
coverage for the lot.
2. The plot plan and Town GIS topography indicate that the subject lot is graded to
drain to the southeast corner of the property and eventually onto the abutter to the
south (Kaminski). The proposed driveway extension and portion of existing
driveway should be graded to continue to drain towards the southeast corner - not
towards the existing house to the south as shown.
3. To limit the amount of runoff draining onto the property to the south, the roof
leaders should all be connected and discharged to a drywell on the property. The
drywell should be properly sized to handle a 24 hour storm duration.

Re: Application 13-31Z; In-Law Apartment
Dear Mr. Jorczak:
Attached please find a copy of your approved zoning permit for an in-law
apartment to be built at 56 Brewster Road. As part of this permit approval,
please submit an as-built drawing upon completion of the construction.
The South Windsor Zoning Regulations stipulate that an in-law apartment be
occupied by a family member or relative only. In addition, the regulations also
require that once the in-law apartment is no longer occupied by a family member
or relative, it cannot be considered a second dwelling unit. Instead, you will be
required to remove the kitchen and convert the living area into additional living
space for the main dwelling.
This permit is valid for five (5) years, and will expire on August 7, 2018. If the
use as an in-law apartment is to be continued, you will have to renew this
permit. This will be done through a letter from the Town Planning Department,
requesting reaffirmation of occupancy of the in-law apartment by a family
member or relative.
Any new building or alterations/additions to existing buildings requires a building
permit prior to the start of construction. If you have any questions, please call
me at (860) 644-2511, extension 251.
Sincerely,
Pamela A. Oliva
