The Wood Memorial Library, built in 1927/8 served as one of the Town's Public Libraries for forty years.William R.Wood paid for the erection of the building as a memorial to his parents and provided a Trust fund to use for maintenance of the building, while the Town provided the funds to operate the library, covering books, staff and programs. Today the operations of the library are managed and funded by a nonprofit organization, the Friends of Wood Memorial Library&Museum, Inc., and have been for more than 45 years. Among other endeavors, the Friends provide educational field trips and similar programs for school-aged children about South Windsor's early colonial history and the late Woodland-period lifeways of Native American tribes in the central Connecticut River valley. We have an opportunity to greatly expand our educational programs, positioning The Wood, historic Main Street and South Windsor as a vibrant historical, educational and cultural destination in the region. PROJECT SCOPE In 2015,the Friends of WML&M, Inc. applied for and received a$75,000 "Good to Great" Grant from the Connecticut Department of Economic and Community Development for the creation of a Native American Village exhibit. This will be located on the land behind the library, which was deeded to the Friends in 2016. This lot has a right of way across to Main Street via the north driveway of Wood Memorial Library. We have also received written approval to use the parking area of the Bissell Post Office (831 Main Street). This includes parking for one bus during Post Office hours and the entire parking lot for off-hour programming. This project will enhance the educational experience students already receive at The Wood, by providing a new, realistic setting for learning. The proposed program will serve primarily elementary school students from the Greater Hartford Region throughout the year, but most likely be concentrated in the I pring and fall. These students would arrive by bus and be delivered on Main Street to the sidewalk in front of the library. Upon entering the building, they will receive an introduction to the program. Students will then move into the village to rotate through three or four different learning stations. Duration of the trip is estimated to be between three and four hours (c. 10:00 a.m. - 2:00 p.m.), occurring two or three days a week. Over time, occasional adult or family programs may be developed and implemented as well. Potential future programs include environmental sustainability, adaptive technologies, native crafts, and more. a ' The planned exhibit utilizes natural clearings already existing in the wooded area, providing various "classroom" sites that are not readily visible from Main Street or neighbors. These sites include a long house (large wigwam),a smaller wigwam, and a "three sisters"garden (corn, beans and squash), all built with traditional materials and via traditional methods. Based on advice from Environmental Officer,Jeff Folger, all structures would be securely anchored,as required, for some of the sites are included in the 100 year floodplain. A series of nature trails with indigenous plantings will join the sites. An area to explore archaeological techniques is also planned. Stockade fencing and plantings will provide both privacy and security along part of the northern boundary, the entire eastern end and part of the southern boundary. Several gates around the perimeter will provide opportunities for egress. Security cameras with lights will detect any unwanted visitors on two or four feet, as well as deer fencing (netting) in the rear (western) portion of the property. FURTHER EXPANSION PLANS Last year, the owner of 809 Main Street, Charles Rotenberg, contacted the Friends for the purpose of donating his house and barn to the Friends "for the enjoyment and education of the community." His late wife, Sandy, was a devoted volunteer at the Library and science teacher in the Springfield, MA schools. As an accessory use to our regular programs and activities, this property would serve as a perfect way to illustrate the contact period between the indigenous Native American population and the colonists who settled the area. We envision the first floor of the house being used as additional programming space (education, small-scale lectures, book discussions, etc.). The second floor would be available for staff offices and storage. After appropriate restoration and adaptation, the barn will contain small exhibits and gathering space as an introduction to both the Native American exhibit and our colonial-era educational programming. To implement our vision,we would seek to link the Rotenberg property across Vibert Road to the Native American Village (via rights of way across Maffucci and Vibert-Johnson property). We have also consulted with an architect and the Fire Department and understand that to make the property usable for assembly purposes,we will need to meet ADA,building and fire code requirements. June 15, 2018 Planning and Zoning Commission Town of South Windsor, CT To the Commissioners: This is a letter of support for the application by the Friends of Wood Memorial Library & Museum for a temporary and conditional permit for a change of use of the wooded parcel directly to the west behind the Library at 783 Main Street, for the future Native American Village exhibit. The Friends have successfully conducted educational programs for over 40 years at "The Wood," which is owned by the Wood Memorial Library Trust. One such field trip program utilizes the Native American exhibits on the second floor of the building. Students and teachers currently use the Wood's bathroom facilities and its meeting spaces, and they sometimes eat lunch in the building, etc. The expansion proposal of a Native American Village Exhibit on the wooded parcel (owned by the Friends) behind Wood Memorial Library is a natural progression to enhance and grow the educational opportunities at The Wood. We support this endeavor and welcome use of the Wood Memorial Library by students with the expansion of this program. The parcel, landlocked with no direct access to Main Street or Vibert Road, already has an existing 12' right of way from Main Street via the Wood Memorial Library property. This access is through the driveway on the north side of the building to an area near the north portion of the shared boundary (very close to a neighbor's house and through an existing fence). The WML Association is happy to permit access to the Native American Village Exhibit along any portion of the western boundary of the Library's property (e.g. an access gate closer to the southern end of the shared boundary), as long as the Friends operate programs at the Library. Thank you, &&V Jessica Glass, Secretary of the Board For the Wood Memorial Library Association 1837 MAIN STREET • SOUTH WINDSOR, CT • 06074 1 App. #18-32P NATIVE AMERICAN VILLAGE EXHIBITION T&C PH 6/26/18 1. This is a request for a two-year temporary and conditional permit for the Wood Memorial Library Native American Village Exhibition, on property located at E66 Main Street (westerly of Wood Memorial Library), A-40 and FP zone 2. The applicant has provided a map showing the improvements to be made which include: creating outside "classroom" sites including a long house (wigwam). A smaller wigwam, and gardens all built with native materials. The pathway shown is planned to be three feet wide. We recommend that it be five feet wide to accommodate two walking abreast on the path and any handicap visitors. 3. The narrative indicates that the program is designed to primarily to serve elementary school aged students from the surrounding area and will generally U.,2 viol elementary held in the spring and fall. Students will be dropped off in front of the Wood Library and it is estimated to that the program will run between 3-4 hours. a 3 Arrangements have been made to park the bus at the Bissell Post Office at 831 Main Street. 4. The property is immediate east of this property is the Wood Library and the facilities in the Wood would be available to any visitors to the site. A letter of support has been submitted from the Wood Memorial Board. 5. The building code limits the duration of temporary structures. The applicant will be responsible for obtaining a building permit and ensuring this temporary structure maintains a current building permit. They will also need to coordinate the fire pit location with the Fire Chief as he is the Town's "Open Burn Official" 6. There are regulated wetlands and 100 year flood plain on the property. 7. The regulations state that Temporary and conditional permits may be granted by the Commission for a period not to exceed 2 years. Such approval may be given after a public hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially served, and the appropriate use of neighboring property will not be substantially or permanently injured, and traffic and other hazards will not result from such use. If this application is approved, the Planning Department requests that he address of 779 Main Street be added on the plans for this property.
