Monroe Tractor intends to purchase the former Daniel's Electric building located at 6 Sandra Drive, along with the two unused parcels at 14 and 24 Sandra Drive and is seeking a Special Exception for `equipment sales, service, and rentals, including farm equipment' in the Industrial zoning district, and a Site Plan of Development for the improvements shown on the enclosed plans. Monroe Tractor is a family-owned and-operated business run by Janet Felosky, daughter of Henry Hansen who founded the company 67 years ago in 1951. With 12 locations in New York, Monroe Tractor recently expanded by acquiring two new locations in Massachusetts last year and is excited about moving into Connecticut this year, with this location to be managed by Craig Robbins. • Monroe Tractor sells and services new and used agricultural and construction equipment, machinery, vehicles, and parts. This location is expected to primarily serve the construction industry. Construction equipment could include loaders, crawler dozers, excavators, compaction equipment, road building equipment, and aggregate equipment. Agricultural equipment could include tractors, harvesters, planting equipment, tillage equipment, and hay equipment. Monroe Tractor offers in-house equipment service by certified,factory-trained technicians for regularly scheduled maintenance and repairs or in the field for emergencies. Hours of operation are anticipated to be Monday to Friday 7:30 AM—5:00 PM. Monroe Tractor looks forward to hiring seven employees at this location at initial opening, with the anticipation of hiring a total of ten employees within the first year. The subject site, comprised of the three parcels,is proposed to be improved to accommodate the proposed use. The two unused parcels 14 and 24 Sandra Drive are proposed to be developed into an equipment yard connected to the existing parking lot of 6 Sandra Drive. The modifications proposed to 6 Sandra Drive are limited to those necessary to accommodate the proposed connection. A loading dock and a 250-gallon above-ground double-walled diesel fuel storage tank on a concrete pad are proposed to the north of the connection between the yard and the parking lot. The equipment yard is proposed to be behind an attractive 4' tall white vinyl three rail fence backing a row of landscaping bushes and shrubs along the length of the street frontage of Sandra Drive. Similar landscaping is proposed in front of the eastern portion of the 6 Sandra Drive parcel that is proposed to be used for the storage of vehicles to be serviced. There are residential abutters to the west and the north. No site modifications are proposed along the northern boundary. The western landscape buffer was extended from the regulatory 50' to 75' by a previous land use approval (07-32P). The existing trees within the 75' landscape buffer will remain. Furthermore, a row of arborvitae is proposed along the western edge of the equipment : yard to provide additional screening. The proposed project complies with these buffer requirements as shown on the enclosed plan. Access to the equipment yard is proposed via two new curb cuts along Sandra Drive with one per parcel on either end of the yard in order to facilitate the delivery, off-loading, and handling of the equipment, as well as emergency services vehicles. The equipment yard is proposed to be constructed of millings, with a portion of the yard between the new northern curb cut and the connection to the existing parking lot proposed to be asphalt pavement because the western portion of the building will be used for customer-facing equipment and parts sales and service. The existing overhead door on the western portion of the building is proposed to be converted into a : double entry door. The center portion of the building will be used for offices. The garage in the eastern portion of the building will be used for equipment service which will be done inside the building. There will be 22 existing parking spaces remaining after the proposed modifications, not including the eastern row of existing parking spaces that is proposed to be used for vehicles to be serviced. The 22 parking spaces are anticipated to exceed the operational parking demand from employees and customers, though the zoning regulations require 23 parking spaces so one reserve space is shown within the parking area of the equipment yard as shown on the enclosed plans. A new wall sign is proposed above the door in the middle of the building, and the existing freestanding sign is proposed to be replaced, and sign permits will be sought. The site currently slopes from west to east and that condition is proposed to be maintained, with a stormwater management system that collects stormwater runoff from the equipment yard in a swale behind the fence on the eastern edge of the yard. This swale will act as a rain garden by retaining the water quality volume prescribed by the Connecticut Stormwater Quality Manual. The stormwater will then be routed through an outlet control structure and piped to the stormwater drainage system in Sandra Drive. No other utility improvements are proposed. Three new site lights with house side shields are proposed along the western edge of the equipment yard which are designed to illuminate the yard while being sensitive to the residential abutters. These lights are full cut-off fixtures on 25' poles. In keeping with the Town's Plan of Conservation and Development, this application is proposing to bring a new business to South Windsor, appropriately located in the Industrial zone. The enclosed plans meet the requirements of the zoning regulations and show that the land is physically suited to the proposed use and that no adverse environmental or traffic impacts or hazards will be created. The proposed project will have minimal impact on existing infrastructure. The existing P P P J P drainage pattern is being maintained so there will be minimal impact to the drainage system. Sandra Drive currently serves large trucks with regularity so there will be minimal impact to the roadways. Other uses in the area are similar industrial and business uses that will not be adversely impacted by the proposed use. Through the development of an attractive site, the surrounding : property values will be conserved and the character of the neighborhood will be improved. The proposed project serves the general welfare of the community by providing a needed service at a site located in an appropriate neighborhood, that does not involve any historic factors, and that is compatible with the surrounding development. We are excited to present this project and to bring a successful and growing company to the Town. We trust that the above and enclosed information is sufficient for the project to be evaluated and we look forward to working with the Commission and Town staff as this project moves forward. Stormwater Management Report Monroe Tractor 6, 14 & 24 Sandra Drive South Windsor, CT PC,yT 52 : Cr <IUEWS ITS 10NAI. Prepared by: Design Professionals, Inc. 21 Jeffrey Drive, PO Box 1167 South Windsor, CT 06074 March 20, 2018 1011aS Table of Contents Introduction Pre-Development Site Conditions Post-Development Site Conditions Analysis of Results Water Quality Conclusion Appendices FEMA Flood Insurance Rate Map (FIRM) NRCS Hydrologic Soil Group (HSG) Map Water Quality Volume Calculations Record plan entitled"Plot Plan, Lot 6 & 7, 40 Sandra Drive, South Windsor, Connecticut"prepared by J.R. Russo &Associates, dated September 18, 2002, revised through March 7, 2003. StreamStats Reports HydroCAD Report Drainage Area Maps Pre-Development Drainage Map Post-Development Drainage Map Introduction Monroe Tractor sells and services agricultural and construction equipment and is proposing to purchase the subject site comprised of three parcels located at 6, 14 &24 Sandra Drive to develop the two unused wooded parcels at 14 &24 Sandra Drive into an equipment yard to be connected to the parcel at 6 Sandra Drive that currently contains an existing building, parking lot, and associated improvements. For more information, please refer to the enclosed plans. Pre-Development Site Conditions The±3.5-acre subject site currently contains an existing building, parking lot, and associated improvements at 6 Sandra Drive including a stormwater management system that collects stormwater runoff from the parking lot via catch basins and from the roof of the existing building via roof drains and conveys it through pipes to the Town's drainage system in Sandra Drive. The two parcels at 14 & 24 Sandra Drive are wooded and drain uncontrolled from the western boundary to the east to Sandra Drive where stormwater runoff discharges over the existing curb and into the road gutter to be collected by the Town's drainage system in Sandra Drive via two existing catch basins along the frontage of the subject site. The enclosed Federal Emergency Management Agency(FEMA) Flood Rate Insurance Map (FIRM) shows the subject site is outside of any flood zones. The enclosed United States Department of Agriculture (USDA)Natural Resources Conservation Services (MRCS) Hydrologic Soil Group (HSG) Map shows the area of the proposed equipment yard as primarily Group C soils. For more information, please refer to the enclosed Pre-Development Drainage Map. Post-Development Site Conditions The subject project proposes to construct a+1-acre equipment yard on the parcels at 14 & 24 Sandra Drive. The drainage of the equipment yard is proposed to mimic the current drainage pattern of the existing site by sloping from the western boundary to the east toward Sandra Drive. A swale is proposed along the eastern boundary of the site to intercept the stormwater runoff from the equipment yard. A type C-L catch basin within the swale is designed to function as an outlet control structure by elevating the inlet grate above the ground surface of the Swale. The elevation of the inlet grate is designed so as to provide the required water quality volume below the inlet grate, while allowing the swale to drain during larger storms including the 100-year storm without overtopping into the equipment yard or street. Once captured by the catch basin, stormwater runoff is proposed to be piped into an existing catch basin in Sandra Drive to be conveyed to the Town's drainage system. For more information, please refer to the enclosed Post-Development Drainage Map. Analysis of Results The pre-development and post-development conditions were analyzed using HydroCAD consistent with National Resource Conservation Service (MRCS)hydrology methods. The pre-development and post-development peak discharge rates are below. 2-year 10- ear 25- ear 100- ear PRE cfs 0.72 1.71 2.30 3.41 POST cfs 1.69 3.04 3.70 4.85 Change cfs +0.97 +1.33 +1.40 +1.44 No adverse impacts are expected from the nominal peak discharge flow rate increases. As previously stated, stormwater runoff from the site in both the existing and proposed conditions discharges into the Town's drainage system in Sandra Drive. This drainage system routes to the southern cul-de-sac of Sandra Drive and through an easement on the parcel located at 40 Sandra Drive to a flared end where the stormwater runoff discharges to a wetland finger associated with Bancroft Brook. i The flared end discharge is located toward the tail end of the Bancroft Brook drainage area as it is downstream of 89%of the total drainage area(1.52 square miles of the total 1.7 square miles). Bancroft Brook travels±0.8 miles downstream from Sandra Drive to Stoughton Brook which then travels another f0.8 miles before discharging to the Connecticut River. The junction of Bancroft Brook and Stoughton Brook is located near the approximate hydraulic midpoint of the Stoughton Brook drainage area as it is downstream of 47% of the total drainage area(1.7 square miles of the total 3.6 square miles). It is preferential to allow an increase in peak discharge rates toward the tail end of drainage areas in an effort to move stormwater runoff from these areas through the receiving watercourse quickly and early, before the peak discharge of the overall drainage area. Detaining stormwater in these areas would delay the peak discharge to occur later and more closely in time to the peak discharge of the overall drainage area which would cause the peak discharge rate of the overall drainage area to increase proportionally. For more information, refer to the enclosed record plan and StreamStats reports. Water Quality The proposed swale and outlet control structure are designed to provide the required water quality volume below the inlet great as required by the Connecticut Stormwater Quality Manual. For more information, please refer to the enclosed Water Quality Volume Calculations. Conclusion The proposed stormwater management system as discussed herein and shown on the referenced plans is appropriate for the proposed development on the subject site, is consistent with Town and State requirements, and should not pose significant detrimental impacts to the environment. Hydrologic Soil Group—State of Connecticut Hydrologic Soil Group Map unit symbol Map unit name Rating Acres in AOI Percent of AOI 21A Ninigret and Tisbury C 1.2 67.3% soils,0 to 5 percent slopes 36A Windsor loamy sand,0 A 0.1 8.3% to 3 percent slopes 36C Windsor loamy sand,8 A 0.4 24.3% to 15 percent slopes Totals for Area of Interest 1.8 100.0% Description Hydrologic soil groups are based on estimates of runoff potential. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups(A, B, C, and D)and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate(low runoff potential)when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate(high runoff potential)when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly imperious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes. Monroe Tractor intends to develop the former Daniel's Electric building located at 6 Sandra Drive, along with the two vacant, industrial parcels at 14 and 24 Sandra Drive and is seeking a Special Exception for `equipment sales, service, and rentals, including farm equipment' in the Industrial zoning district, and a Site Plan of Development for the improvements shown on the enclosed plans. Monroe Tractor is a family-owned and-operated business run by Janet Felosky, daughter of Henry Hansen who founded the company 67 years ago in 1951. With 12 locations in New York, Monroe Tractor recently expanded by acquiring two new locations in Massachusetts last year and is excited about moving into Connecticut this year, with this 13th location to be managed by Craig Robbins. • Monroe Tractor sells and services new and used agricultural and construction equipment, : machinery, vehicles, and parts. This location is expected to primarily serve the construction : industry. Construction equipment could include loaders, crawler dozers, excavators, compaction equipment, road building equipment, and aggregate equipment. Agricultural equipment could include tractors, harvesters, planting equipment, tillage equipment, and hay equipment. Monroe Tractor employs certified, factory-trained technicians and offers in-house equipment service for regularly scheduled maintenance and offers service in the field for service of larger pieces of equipment and for emergency repairs. Monroe Tractor looks forward to hiring seven employees at this location at initial opening, with the anticipation of hiring a total of ten employees within the first year. e • e At this location, hours of operation are anticipated to be Monday to Friday 7:00 AM—5:00 PM with equipment deliveries generally between the hours of 8:00 AM—4:00 PM. During normal operations once the business is established, approximately 1-2 equipment deliveries are anticipated weekly. There will naturally be more deliveries initially as the inventory stock is established. During the slower Winter season, there could be periods of one to three days between deliveries. As outlined in the enclosed Monroe Tractor Equipment exhibit, equipment is stocked based on sales potential, with the majority of the local market driving demand for small equipment(±6'-8'). Only 5% of the inventory is anticipated to be taller equipment(±10-11.5'). The mix of equipment is estimated based on Monroe Tractor's forecasted sales. Occasionally customers will order non- standard equipment that will be on site for a limited time between being delivered and being picked up by the customer. Monroe Tractor has agreed to locate taller pieces of equipment toward the front of the yard in an effort to minimize visual impact to the abutting residential properties. • Once the equipment in stock has been delivered, it does not operate unless a customer is running it as a test before purchase. Noise due to equipment operation is not anticipated to be detrimental to the surrounding residential and industrial abutters. Noise due to truck deliveries is minimized by designing this site such that trucks can fully navigate through the site without backing up, which will reduce the use of back up alarms, which is often the largest contributing noise factor due to truck deliveries. While some noise is inevitable from any industrial activity, the noise level will not exceed the state-established permitted noise levels. The subject site, comprised of the three parcels, is proposed to be improved to accommodate the proposed use. The two unused parcels 14 and 24 Sandra Drive are proposed to be developed into an equipment yard connected to the existing parking lot of 6 Sandra Drive. The three parcels will be merged into a single piece or parcel of land after acquisition. The modifications proposed to 6 Sandra Drive are limited to those necessary to accommodate the proposed connection. A loading dock and a 250-gallon above-ground double-walled diesel fuel storage tank on a concrete pad are proposed to the north of the connection between the yard and the parking lot. The equipment yard is proposed to be behind an attractive 4' tall white vinyl three rail fence backing a row of landscaping bushes and shrubs along the length of the street frontage of Sandra Drive, with the exception of the access drives proposed. Similar landscaping is proposed in front of the eastern portion of the 6 Sandra Drive parcel that will be used for vehicles waiting for service. A residential zone exists to the west and the north. No site modifications are proposed along the northern boundary. The western landscape buffer was extended from the regulatory 50' to 75' by a previous land use approval (07-32P). The existing trees within the 75' landscape buffer will remain. Furthermore, a row of arborvitae is proposed along the western edge of the equipment yard to provide additional screening. The Aesion ' •i I existing overhead door on the western portion of the building is proposed to be converted into a double entry door. The 22 parking spaces exceed the operational parking demand from employees and customers, though the zoning regulations require 23 parking spaces so one reserve space is shown within the parking area of the equipment yard as shown on the enclosed plans. The : enclosed plans meet all requirements of the zoning regulations and demonstrate that the land is physically suited to the proposed use and that no adverse environmental or traffic impacts or hazards will be created. The proposed project will have minimal impact on existing infrastructure. The existing drainage pattern is being maintained so there will be minimal impact to the drainage system. Sandra Drive currently serves large trucks with regularity so there will be minimal impact to the roadways. Other uses in the area are similar industrial and business uses that will not be adversely impacted by the proposed use. Through the development of an attractive site, with significant additional buffering provided, the surrounding property values will be conserved and the character of the adjoining residential neighborhood will be protected. • roesioels V Tjo Mtn(' ROE TRACTOR we keep you working Monroe Tractor stocks equipment based on sales potential. Request for a Special Exception to Table 4.1.1A and site plan of development for equipment sales, service and rentals on property located at 6, 14 and 24 Sandra Drive, I zone 2. The applicant's narrative states the business includes sales, rental, service, repairs of new and used agricultural and construction equipment. The applicant narrative provides a list of potential equipment that could be on site including, but not limited to: loaders, crawler dozers, excavators, compaction equipment, tractors, harvesters, planting equipment etc. They have also provided a breakdown and percentage of types of equipment intended to be stored on site. 3. Equipment sales and service are permitted by Special Exception in the Industrial zone. Criteria for approval include: • The proposal is consistent with the goals and objectives of the Plan of Conservation and Development. • The application has met the requirements of the zoning regulations. • The land is physically suited to the proposed use. • Minimal, if any, adverse environmental impacts are created. • No traffic or other hazards will be created. • The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal. • There will be minimal or no adverse effects on existing uses in the area. • Surrounding property values will be conserved. • The character of the neighborhood will be maintained or minimally disrupted. • The general welfare of the community will be served. • There is a balance between neighborhood acceptance and community needs. • Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated. • The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. i • The architectural design is aesthetically pleasing and blends well into the surrounding area. The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above and/or within a particular use category are satisfied. 4. The applicant's narrative states hours of operation are to be Monday through Friday 7:00- am— 5:00 PM with equipment deliveries generally between 8:00 am and 4:00 pm. 5. The applicant is proposing to use the existing building for repairs. An overhead door on the easterly side of the building allows access into the warehouse area for repairs. The parking of equipment to be repaired is shown in front of that area. My understanding is that there will be equipment repaired outside, only within the building and would recommend a condition to that affect. 6. The equipment yard is proposed on the two parcels south of the existing building and is proposed to be behind a 4' foot high vinyl three rail fence with landscaping bushes and shrubs along the length of their frontage on Sandra Drive. Two curb cut are being added to allow for a one way pattern through the equipment yard. 7. These properties abut up to the A-40 residential zone and are subject to the buffer requirements. This situation is a little unusual in that when the original subdivision was approved in 1987, the developer offered a 75 foot buffer area in addition to the 25 foot rear yard. This plan complies with those setbacks and the applicant has proposed a row of arborvitae to accomplish the screening of the activities on site. 8. The parking requirement based on the uses on the building is 23 spaces. The applicant has provided 223 and has shown the additional required space in reserve. 9. The applicant is entitled to both a free standing sign and a building sign with the issuance of a zoning permit. IO.There are no regulated wetlands on the property. The applicant received IWA/CC approval for the erosion and sedimentation plan on 4/18/18 requiring a bond in the amount of$5,000 for installation and maintenance of erosion and sediment controls on the site; and a bond in the amount of$3,000 for installation of the stormwater system. 11.The Fire Marshal has reviewed the plans and does not have any concerns. 12.The site is serviced by public water and sewer. Water Pollution Control Authority approval is required for the change of use. 13.If this application is approved, the planning modification requests a condition requiring the properties to be combined by deed as the use is being approved as a single lot. 2 P.O.BOX 1167 21 JEFFREY DRIVE SOUTH WINDSOR,CT 060744 PHONE:860.291.8755 FAX:860..291.8757 www.designprofessionalstnc.com CIVIL S TRAFFIC ENGINEERS/ PLANNERS I SURVEYORS I GI•S ANALYSTS 1 LANDSCAPE ARCHITECTS 5esnrng Connecticut, 40550chowts, #Rhode tslsnd r s a • March 21,2018 s s s • s ar Re Monroe Tractor 6, 14, and 24 Sandra Drive Conservation Commission, and Planning and Zoning Applications Dear Abutting Property Owner: In accordance with Section 7.3.b of the "South Windsor Inland. We request that PZB deny the application outright due to the adverse impacts to our neighborhood, our welfare, the change in quality of our living conditions, the anticipated adverse effects of our property values and our lack of our confidence in ability to have any violation of any variances granted, enforced, especially as it relates to noise pollution. We feel that the PZB has this right as set forth in its Article 8—Zone Change,Special Exception&Site Plan Standards&Procedures-Section 8.4 Special Exception Standards and Procedures-Sub-section 8 Review Criteria (14 review criteria). Of the 14 Sub-Section B Review Criteria we present compelling facts that our concerns and information apply to the following criteria items#4,5, 8, 10, 11, 13. If PZB does not deny the application outright, the abutting property owners and neighbors have proposed plan modifications that we request the PZB to consider and adopt in total or with modifications before closing the public hearing on this application and proceeding with any applicant approval. These differences allow the PZ to make extraordinary decisions; preferably denial of this application or acceptance of this application after additional extraordinary application conditions are added that address our identified concerns. The differences I refer to regarding this application are: 1. that this application abuts residential housing and neighborhoods 2. the Type of business that Monroe Tractor will operate at this location will cause considerable: o NOISE POLLUTION o VISUAL BLIGHT o LIGHT POLLUTION ALL of which impacting our residential life and well-being and financial future due to adverse impacts to our property values. Monroe Tractor Business Operation Concerns We have the following grave concerns regarding the business operations that Monroe Tractor has shared in its application, what we have learned from Monroe's websites, and what has been observed at another Monroe Tractor location. Huge Equipment 1. Monroe Tractor sells and services new and used agricultural and construction equipment, machinery, vehicles, and parts. Primarily to serve the construction industry with construction equipment that can include loaders, crawler dozers, excavators, compaction equipment, road building equipment, and aggregate equipment. Agricultural equipment could include tractors, harvesters, planting equipment, tillage equipment, and hay equipment. 2. We are not talking about skid loaders and small consumer rental equipment, this is heavy duty large equipment. See Picture 1, Picture 2, and Picture 3 in the Picture Appendix for a sample of the equipment located at Monroe Tractor's Worcester location. 3. This is just a cursory list of equipment Monroe Tractor has listed in their Narrative Statement, in the future it could change to include more equipment and larger types of equipment similar to its other Construction equipment locations. Look at their websites at all of the equipment they have to offer. Don't let their narrative fool you, if there is demand, they will get the equipment. There is nothing to stop them,we have no enforcement rules. See Pictures 4.1 thru Pictures 4.10 in the Picture Appendix of a sample of equipment from Monroe Tractor's website. Their website and the following pictures depicts their offering of equipment that they will offer and as their narrative suggests may offer in the future at this South Windsor location. Page 2 of 6 Monroe Tractor website equipment references Construction Equipment • Loaders: http://www.monroetractor.com/find-equipment/?division=ce&cat=loaders • Crawlers: http://www.monroetractor.com/find-auipment/?division=ce&cat=crawler_dozers • Excavators: http://www.monroetractor.com/find-equipment/?division=ce&cat=excavators • Compaction Equipment: http://www.monroetractor.com/find- equipment/?division=ce&cat=compaction equipment • Road Building: http://www.monroetractor.com/find-equipment/?division=ce&cat=road building • Aggregate Equipment: http://www.monroetractor com/find-equipment/?division=ce&cat=aggregate Agricultural Equipment • Tractors: http://www.monroetractor.com/find-equipment/?division=ag&cat=tractors • Harvesters: http://www.monroetractor.com/find-equipment/?division=ag&cat=harvesters • Tillage: http://www.monroetractor com/find-equipment/?division=ag&cat=tillage equipment • Application: http://www.monroetractor com/find-equipment/?division=ag&cat=application Noise Pollution will be unbearable, don't believe their narrative, they want this location and will downplay our noise concerns. o Equipment will be started and turned over for routine maintenance o Equipment will have to be moved and loaded o Equipment will be maintained in the yard—change a belt, change the oil, change and drain the hydraulics, fix a flat, change a tire—you know basic maintenance stuff that will make noise esp.the repairs that require large air compressor tools and these tools make lots of noise. o There will be normal business operations generating noise o We personally visited their Worcester location for 50 minutes on two occasions. We observed deliveries and much yard activity- moving equipment & materials, and maintenance-that was generating noise. Noise that will be impactful to our homes. PZ must account for-0411 See Picture 5 in the Picture Appendix of an example of current yard maintenance being done o Customers will require large heavy duty trucks to haul rental equipment ■ Today idling trucks in the industrial park, which are much further away than this location, cause noise pollution impacting our family life. And with this application this noise will be in our back yard. Types of noise o The human ear, like all creatures, are attune to pick up unnatural sounds and cause our senses to react to this type of noise, even if the noise is not excessively loud or glaring. How many of us today pick up on a sound such as a branch lightly scratching at a screen or a low guttural, base sound, both of which are not glaringly high decibels, but they are out of the ordinary. We notice them and wonder where the noise is coming from. It is distracting. o I can assure you that the mechanical sounds that will be emanating from Monroe will be very distracting and impacting our daily lives. o ESPECIALY OSHA required BACKUP ALARM...this type of noise is piercing and designed to be heard even when wearing hearing protection. As neighbors to the industrial area, with today's current operations in the industrial park, this backup alarm noise is unbearable and this noise is emanating much further distance including the 75 ft. buffer. With this application this noise will maddening loud and pervasive. Page 3 of 6 o After all how many of us will have construction equipment operating and the large trucks to haul them away so close to their home. How would you like to have this noise in your backyard? The origination point of noise o Additionally the noise produced from much of the construction equipment will emanate from a very high point off the ground. This is very important as noise abatement mitigation plans will be difficult to abate noise that is generated at these heights. The noise will travel unattested. Property Characteristics and Concerns On the surface one may assume that the current 75 ft. buffer and that the lots involved are wooded would provide adequate buffering for the abutting neighbors and community. However on closer inspection it is clear that the wooded 75 ft. buffer zone is anything but adequate for this type of business operation for the following reasons. 75 ft. Buffer is Inadequate • What is really 75 ft. when it comes to large noisy brightly colored equipment? 0 75 ft. is less than the distance from home plate to first base 0 75 ft. is only 3 times larger than is room we are in 0 75 ft. is really nothing when it comes to buffering our neighborhood and abutting properties from this type of business o The 75 ft. buffer zone is comprised of mature trees with a high canopy, providing no noise abatement, limited visual blight abatement, and limited light pollution abatement ( See Pictures 6.1 thru*-.4-in the Picture Appendix that show how mature and sparse the buffer area is providing very limited visual blight abatement or sound abatement See Picture 7.1 thru 7.4 in the Picture Appendix that depict sight lines to and from the Monroe Tractor site from the Moore's and Grivers' Properties. These pictures depict how open the sight lines and how inadequate the natural buffer zone is in preventing NOISE POLLUTION,VISUAL BLIGHT, and LIGHT POLLUTION. Visual Blight and Light Pollution will Exist Equipment Colors and Size o Please notice the color and size once again of the equipment that will be stored, rented and serviced by Monroe tractor See Pictures 4.1 thru 4.10 in the Picture Appendix to see examples of the brightly colored equipment o This equipment is not painted in camouflage colors, much of this equipment is brightly colored—it is highly visible o This equipment will be VERY visible from the abutter's backyards and neighborhood properties. This equipment will be seen from our decks, our sunrooms, our bedrooms, etc. o As mentioned earlier the current buffer zone is too mature and will not offer adequate visual blight abatement o You try selling your house with a parking lot full of this hulking brightly colored equipment Equipment Storage and Unsightly Yards Page 4 of 6 o Many have heard that actions speak louder than words...Our research of other Monroe Tractors locations have shown that many Monroe properties use the rear of their properties to store equipment, looking old and worn and haphazardly stored, some equipment apparently broken down and used for parts, emulating the looks of junk yard. See Pictures 8.1 thru 8.4 in the Picture Appendix to see examples of storage yards that will be a visual blight o Despite what Monroe will tell us, how this won't happen here in SW at this site, their actions across their current sites speak volumes and it will happen here. o As abutting neighbors who wants to see an equipment graveyard or heap from their property. Light Pollution Will Exist o The Monroe plan indicates that three 25' poles with lights are to be installed along the western edge of the equipment yard with shielding for the benefit of the residential abutters. o However, let's not negate that light pollution will still exist due to the inadequate tree density of the buffer zone o Yes the light will not shine directly into our property, but the abutters will now see a glowing equipment yard full of brightly colored huge ugly equipment and not to forget the graveyard. How romantic for an evening on your backyard deck or by the fire pit. Plan Proposal for a line of Arborvitae Plantings The Monroe proposal outlines the planing of 4-5 foot arborvitaes along the west edge of the property at the 75foot buffer zone. We feel that this part of the plan is not sufficient for the following reasons: • The arborvitaes will not adequately abate noise that originates low to the ground or originates at a higher level • The arborvitaes will have poor chance of survival due to the lack of sunlight due to the mature canopy of trees • The arborvitaes will not grow high enough and quick enough to provide visual blight abatement Historical intent of the Charbonneau Industrial Property • I ask that the PZ Board also consider the historical intent of the property size for 14, 24 and 40 Sandra Drive • These lots were smaller in nature and were intended to support smaller front facing business such as located on 40 Sandra Drive or can be found at 701 Nutmeg Rd. This style of business has not impact on the western abutters • The 75 ft. buffer requirement is another indication that the properties of 14, 24,.apeI 40 Sandra Drive must be used for business with minimal impact to the abutters and the residential neighborhoods. • Mr. Charbonneau and Mr.Joe Bouffard, the developer of the Old Parish and Oxbow neighborhoods, made the deal long ago and knew that this had to be considered or else both would be having ongoing PZ arguments for a long time. • These properties were never intended for a business such as Monroe Tractor and its type of operation. Page 5 of 6 Other Monroe Tractor Locations Monroe may claim that they have never had complaints from their other sites • This probably is true and for good reason.... o all other Monroe locations do not have this close proximity to abutting residential neighborhoods o All but one locationts in industrial or farmland country with NO residential o Once location, Worcester, does have a neighborhood nearby, but the neighborhood location is over 450 feet away separated by heavy dense vegetation and separated by a large hill, acting as a natural earthen berm to abate noise pollution See Picture 9.1 thru 9.2 in the Picture Appendix that depict to Monroe Worcester sight and how its characteristics allow it to be in close proximity to a neighborhood. These characteristics do not exist at this SW location. We feel that our detail concerns presented have provided enough details and reasoning that the Planning and Zoning Board can adopt these plan modifications as is or with minor modifications ensuring our welfare and concerns are addressed. Modification Applicant's Proposal Proposed Change 1a Row of arborvitaes Four foot Earthen Berm and Eight foot fence atop of berm 1b Row of arborvitaes Eight Foot high natural color wooden stockade fence 2 Elevated Loading Dock Relocation of Elevated Loading Dock 3 Hours of Operation Revised Hours of Operation Modifications 1a& 1b: In regards to the current application listing the planting a row of arborvitaes, in replace of the proposed row of arborvitaes, we submit two possible solutions for adoption—option 1a and 1b in the table above and with details listed below. Our preference is option 1a, as it will provide the most sound and visual blight abatement. 1a. Earthen Berm &Fence Issue: The applicant is proposing to abut a residential neighborhood and has proposed arborvitaes. The proposed hedge line faces east and the proposed planting row would be under a mature canopy tree line that would not allow sufficient sun light to allow for growth. Arborvitaes would be stunted and would end up dying and not provide a solution. Solution: In place of the row of arborvitae along the 75' buffer landscape buffer line, construct a four-foot- high earthen berm with an eight-foot-high wooden stockade fence on top of the berm to be installed along the 75' buffer landscape buffer line for both the 24 and 14 Sandra Dr. properties. The transition into 6 Sandra Dr. would not require the earthen berm only the eight foot high wooden stockade fence. The fence is recommended to be made of wood, which will have improved noise abatement properties over plastic. The type or style should be a privacy style fence that has no gaps between the fence panel material, posts, and rails. It should be solid vs. a rail fence. The combined height of 4' berm and 8'fence of 12 feet will provide improved visual and noise abatement to address the applicant's equipment that is up to 12 feet in height. IF j Page 1 of 6 t 2. Loading Dock Relocate the loading dock to the southeast front corner of the proposed site. Issue: Having an elevated loading dock at the proposed location will allow the noise to carry further into the neighborhood. Solution: Moving the loading dock a further distance from the buffer zone and neighbor's property lines will reduce the noise impact of backup alarms and equipment engine noise. Also, place an additional eight foot stockade fence running south to north behind the loading dock to help reduce noise impact. The fence is recommended to be made of wood, which will have improved noise abatement properties over plastic. The type or style should be a privacy style fence that has no gaps between the fence panel material, posts, and rails. It should be solid vs. a rail fence. 3. Hours of operation Issue: Concern with noise during early morning hours Solution: Change to hours of operation to provide some early morning and late day reprieve from noise that is generated through applicant's business operations. Propose changing hours of operation to Monday through Friday 7:30 to 5:00. Equipment deliveries Monday through Friday between 8:00-4:00 No weekend or holiday business operations or deliveries in perpetuity Page 3 of 6 0 np ^1 L m C O U O X W QJ LL • • ziotann+us•0 a sin66L Mobis Location Berm d... s ,i r a t t f r Page 6 of 6 P.O.BOX 1167 21 JEFFREY DRIVE SOUTH 1MNDSOR,CT 06074 PHONE:860.291.8755 FAX:8onalsi ..corn www.designprofesslonalsinc.com CIVIL & TRAFFIC ENGINEERS / LAND SURVEYORS / PLANNERS / LANDSCAPE ARCHITECTS Serving Connecticut, Massachusetts, €Rhode is/and LETTER OF TRANSMITTAL To: Town Planner Michele Lipe Date: 5/16/2018 DPI Project NO. 4020 Town of South Windsor Re: Monroe Tractor Sandra Drive WE ARE SENDING YOU: ❑✓ Attached ❑ Under separate cover via the following items: ❑ Shop Drawings © Prints ❑ Renderings ❑ Specifications ❑ Copy of Letter ❑ Change Order ❑ • • COPIES DATE NO. In summary, the changes to the plans are as follows: • • The row of arborvitae has been replaced with an 8 foot high natural wood color stockade fence that will be placed just inside the 75 foot buffer line. This fence will be similar to the photo included in the neighbor packet submitted at the last hearing; • The 3-rail fence along Sandra drive has been switched from a vinyl material to natural wood in order to match the stockade fence. A sample photo is located below, although the wire mesh shown in the photo will not be included with this installation; • The above-ground fuel storage tank has been moved to the eastern portion of the property 4 next to the proposed dumpster. Additional service spaces are shown on the opposite side of the service bay doors to accommodate the spaces lost by the fuel tank and dumpster; • The proposed site lighting west of the storage and display yard has been removed. As such, the former sheet C-LT1 has been removed from the set. This will be described in more detail below. On May 14, 2018 at approximately 9:15 p.m., I visited the subject site to take readings of eksting light levels at the site. Light levels were measured using a Sper Scientific Light Meter Model 840021. The instrument was calibrated using standards and instruments which are traceable to the a o U.S.National Institute of Standards and Technology in accordance with ISO 10012-1 and MIL- ; STB 45662A. The calibration is valid until 8/23/2018. A total of four readings were taken: • 1.6 footcandles (fc)under the existing site light to the west of the main building entrance; : • 1.3 fc under the existing street light on Sandra Drive near the southeast corner of the • subject site; • 0.2 fc approximately 45 feet from the edge of Sandra Drive in the proposed southern access to the storage and display yard; • 0.2 fc at the edge of the existing woods south of the existing parking lot, or approximately 18 feet south of the edge of the proposed northern asphalt driveway. • There is a total of three street lights on Sandra Drive along the frontage of the subject site, all located on the side of the street of the subject site. At the time the readings were taken, only the southern light, near the southeast corner of the subject site, appeared to be fully functional. The middle light was on, but very dim, and the northern light was completely off. With the area of the storage yard being currently wooded, it is impossible to get accurate readings further away from Sandra Drive. Assuming all the street lights are restored to working order, the expectation is they will cast light further into the storage yard once the site is cleared. As such, the applicant has removed the proposed site lights in this area, as mentioned above. • Please review the attached information and let us know if you have any comments or questions. We gave them some of the history of Monroe Tractor, how the business operates in our various regions, and explained our vision for the South Windsor, Connecticut location. At the public hearing we presented some information on our anticipated stocking levels and inventory mix, we shared with them the data we used to come up with that forecast to help address concerns on what type and mix of equipment we hope to keep onsite. We reviewed their proposed modifications, the changes we were able to make, and the reasons we are unable to make some of the others. They had no questions for us and no feedback on the information we presented. At the Public Hearing there was discussion on some possible restrictions, I'd like to touch on a few of these and their impact. Regarding hours of operation - Our posted business hours are Monday through Friday 7:30am until 5pm with no weekends. Employees usually arrive a few minutes early for their shift. We don't anticipate a lot of activity prior to 7:30 but used lam on the application to be up front with this. This is not a construction site where the equipment will be in operation from open to close. Run times will be sporadic and generally short in duration. The new and used equipment in the yard is a static display. We intend to keep as many of the service machines as possible in the shop or on the eastern portion of the property to minimize travel and run time. We tell all of our vendors our shipping and receiving hours are 8am-4pm. There will be some situations in which we can't avoid working outside of these. A recent example: Last week we participated in a trade show in Wallingford. The show ended at 3pm and we had to remove the equipment from the site that day. With load and travel time would not have arrived back to the South Windsor store prior to 4pm. We do offer 24 hour service. From a repair standpoint after hours work is performed on the road, not at our shop. We will on occasion meet a customer at the shop after hours. The majority of the time this is for parts pickup and would involve two people in passenger vehicles, no truck or machine operation. On very rare occasions we may meet a customer to pick up a machine after hours. Machine pickups are not permitted overnight and when they do occur the machine runs for less than 5 minutes to drive it onto a trailer. We are a customer service driven organization. Our customers work varying shifts and we have an obligation to keep them working. After hours activities at the facilities are very low volume, probably once or twice per month with the majority of those being parts pickups. We expect after hours operations to have no impact on the surrounding properties, the majority of the time they will not even know we are there. While after hour's use of the facility will be very low frequency, low impact, and short duration it is a very important part of our business. Any type of restriction on operating hours would make it very difficult for us to provide the level of service our customers expect. Regarding Inventory There was a brief discussion on capping the amount of equipment which can be stored on site. We would have a very difficult time complying with any type of cap. We order equipment 4-8 months in advance. While we request specific delivery dates in actuality the equipment tends to show at all different times, sometimes far in advance and others very late. We also have to make assumptions on sales quantities and how many machines will be sold prior to the next shipment arriving. We incur costs for every machine and attachment in our inventory. Because of this we watch our inventory very carefully and try to keep it as small as we can while still keeping up with customer demand. Trying to precisely calculate sales and shipments 4-8 months in advance, neither of which we have direct control over would be very difficult. In our four state territory Monroe Tractor has vastly different markets. It is easy to understand the concern when looking at the types of equipment carried at some of our other locations. However, Connecticut is very different than both Massachusetts and New York. For scale, Connecticut represents the smallest territory. As pointed out at the public hearing our Worcester location has pretty heavy traffic on a daily basis. For comparison, the market that store serves had 2,811 machines sold in 2016 (all manufacturers). The market our South Windsor location will serve saw 758 machines sold in the same period(all manufacturers). Our New York stores carry some very large agriculture products. Agriculture is a much bigger industry in upstate New York. While there are a few large farm tractors in Connecticut it is overall a very small market with limited opportunity. While we will sell some agriculture related products from time to time we are not signing Connecticut up as an agriculture dealer through Case. The majority of our tractor sales will be focused on the smaller tractors used by municipalities in roadside mowing type applications. Our New York stores also represent the Wirtgen line of road milling machines and the Kleeman line of crushers and screens. Both of these lines already have a well-established dealer in Connecticut and we do not have the option of bringing those products here. We are excited to bring Monroe Tractor and Case equipment to South Windsor and look forward to developing a strong lasting relationship with the town and community. Modifications Regarding Monroe Tractor Application #18-15P May 22, 2018 The following table lists our revised plan modifications to the Monroe Tractor Application#18-15P. This revision replaces the document titled Proposed Plan Modifications that was presented on May 8, 2018. We feel that our detail concerns presented have provided enough details and reasoning that the Planning and Zoning Board can adopt these plan modifications ensuring the welfare and concerns of our neighborhood and community are addressed. Table summary of Plan Modifications. Details or each table item listed below. Modification Applicant's Proposal Proposed Change 1a Row of arborvitaes Four foot Earthen Berm and Eight foot fence atop of berm 1b Row of arborvitaes Twelve foot high natural color wooden stockade fence 2 Hours of Operation Revised Hours of Operation 3 Outdoor Site Lighting Outdoor Site Lighting Removal or Limited Hours of Operation 4 Visual blight Equipment Yard 5 Noise pollution Equipment yard and garage maintenance 6 Noise pollution Equipment demonstrations 7 Visual blight Equipment Overstocking&Storage 8 Visual blight Equipment height restriction 9 Agricultural Equipment Removal of Agricultural equipment from application 10 Property Maintenance Landscaping and Buffer area maintenance 11 Buffer Area Maintenance Prior notice for tree removal and trimming in buffer area Modifications 1a&1b: In regards to the current application listing the planting a row of arborvitaes, in replace of the proposed row of arborvitaes, we submit two possible solutions for adoption—option 1a and 1b in the table above and with details listed below. Solution: In place of the row of arborvitae along the 75' buffer landscape buffer line, construct a four-foot (4) high earthen berm with an eight-(8) foot-high wooden stockade fence on top of the berm to be installed along the 75' buffer landscape buffer line, running from south to north, for both the 14 and 24 Sandra Dr. properties. The Page 1 of 10 transition into 6 Sandra Dr. would not require the earthen berm only a twelve (12) foot high wooden stockade fence. The fence is recommended to be made of a sound preventive material such as wood of appropriate thickness, which will have improved noise abatement properties over plastic. The type or style should be a privacy style fence that has no gaps between the fence panel material, posts, and rails. It should be solid vs. a rail fence. Installed with the aesthetic side facing toward Old Parish Drive (west). Height: ( , The combined height of 12 feet(4 ft. berm and 8 ft.fence)feet ? will provide improved visual and noise abatement to address the applicant's equipment that is up to 12 feet in height and to address the high origination point of sound from larger equipment. Berms: The town has set precedent with earthen berms at various industrial sites throughout the town of South Windsor. These Example only berms reside on the property owner's sites. Listed below are some examples with pictures in the later pages of this document. 0 40 Sandra Drive location • Fedex Industrial location, Sullivan Ave • Aldi Industrial location, Rye Street • Mobis warehouse,Sullivan Ave Material for 4 foot Earthen Berm: The elevation gain from the street curb height to the western edge of the equipment yard will provide the material necessary for the creation of earthen berm. Concerns about drainage can be accounted for with a curtain drain to ensure runoff is properly routed. 1b. 12 Foot Fence Issue: The applicant is proposing to abut a residential neighborhood and has proposed a row of arborvitaes along the 75' buffer landscape buffer line. The proposed hedge line faces east and the proposed planting row would be under a mature canopy tree line that would not allow sufficient sun light to allow for growth. Arborvitaes would be stunted and would end up dying and not provide a solution. Solution: In place of the row of arborvitae along the 75' buffer landscape buffer line, construct a twelve (12)foot high wooden stockade fence to be installed along the 75' buffer landscape buffer line for all three properties (6, 14, and 24 Sandra Dr.). The fence is recommended to be made of a sound preventive material such as wood of appropriate thickness, which will have improved noise abatement properties over plastic. The type or style should be a privacy style fence that has no gaps between the fence panel material, posts, and rails. It should be solid vs. a rail fence. Height: The combined height of 12 feet will provide improved visual and noise abatement to address the applicant's equipment that is up to 12 feet in height and to address the high origination point of sound from larger equipment. Page 2 of 10 Y Option 1a &Option 1b: Fence Characteristics and Maintenance: A wooden stockade fence that is solid and has no openings between its panel materials, rails and posts. The fence is recommended to be made of a sound preventive material such as wood of appropriate thickness, which will have improved noise abatement properties over plastic. These characteristics will help reduce: • Visual impact • Will reduce some noise Color: Request the fence to be of a natural color to be less noticeable Maintenance: To be maintained in perpetuity 2. Days and Hours of operation Issue: Concern with noise during early morning hours or late evening/night Solution: Change to hours of operation to provide some early morning and late day reprieve from noise that is generated through applicant's business operations. Propose changing the following: • Hours of operation to Monday through Friday 7:30 to 5:00. • Equipment deliveries to Monday through Friday between 8:00-4:00 • No weekend or holiday business operations or deliveries 3. Outdoor Site Lighting Removal or Limited Hours of Operation of Site Lighting Issue: Concern with light pollution Solution: Removal of Site lights west of the storage and display yard Or Limited Hours: If the removal of the site lights cannot be accomplished or accepted; place the outdoor site lights on a timer to operate Monday thru Friday one hour prior and one hour post business operating hours. Page 3 of 10 t ' 4. Neat and Organized Equipment Yard Issue: Concern with visual blight due to an unorganized, "junkyard like "appearance of the equipment yard. Equipment Yard and Garage Bay Maintenance Activities producing Noise pollution Issue: Concern with noise generated from maintenance activities performed in the equipment yard and in garage bays. Solution: All work that can be done in the garage facility will be performed in the garage facility with bay doors closed to reduce the generation of noise. 6. Restrict Equipment Demonstrations to Eliminate Noise pollution Issue: Concern with noise generated from equipment demonstrations. Solution: Restrict equipment demonstrations. 7. Visual Blight of the Equipment Yard due to Overstocking and Storage of Equipment Issue: As seen at other Monroe locations via pictures shared today and at the May 8, 2108 PZC(Planning and Zoning Commission) meeting, we have a concern with visual blight due to an overcrowded equipment yard. Monroe previously shared with the PZC inventory statistics anticipated for this site. As stated for Monroe Tractor by Attorney Alter (see PZC notes from May 8th meeting) the equipment count will be 30 pieces and will be comprised of equipment of differing size. Restriction height of Equipment Issue: Concern with visual blight of large equipment stored on site. Solution: Restrict equipment greater than 12 feet in height. 9. Remove Agricultural equipment from Application Issue: Monroe representative, Mr. Robbins stated at the May 8,2018 PZC meeting and in meeting with Mr. Robbins and Mr. Miller in person, both indicated that this South Windsor location will NOT handle agricultural sales, service, rental of agricultural equipment. Solution: Since this has been communicated by Monroe Tractor, we request modification of the Monroe application to remove reference to agricultural sales, service, and rentals. Page 5 of 10 10. Maintenance of landscaping and Buffer Area Issue: To maintain a positive visual appearance and a wooded eco green buffer area. Solution: We request that the maintenance and buffer area be maintained in perpetuity 11. No removal or trimming of trees on all three properties without notice to all abutters Issue: 'To maintain an eco-green buffer and the preserve a natural buffer post site construction. Solution: We request that the removal of trees and trimming of trees in the buffer area for 6 Sandra Dr., and the parcels at 14 and 24 Sandra Dr. to be restricted and only performed with prior notice and approval from abutters. Review Criteria Industrial Zoned With Abutting Appropriate Type Businesses: 9. The character of the neighborhood will be maintained or minimally disrupted. The neighborhoods understand that they abut an industrial zone. However, as the industrial park has grown, the neighbors have not made complaints against the various types of businesses within the industrial park. Because they were appropriate businesses zoned for the industrial park on Kimberly Drive and Sandra Drive. An example of this is the multi-tenant building located at 40 Sandra Drive that was built in 2003 and directly abuts the Old Parish and Oxbow neighborhood. The building was designed for multiple small businesses. Its tenants include AV Solutions LLC, m.e.l.t. Workout, Precision Aero-Test and True Position Manufacturing LLC. These are businesses that fit into the Industrial Zone and have no impact to business neighbors or residential neighbors. The building sits down from the road and has a natural berm on two sides further shielding it from the abutting neighborhood. This is a perfect example and a precedent of how zoning was intended to work with an abutting industrial and residential neighborhood within the Town of South Windsor. Refer to pictures 17, 18.51 i Another example is the Daniels Electric business at 6 Sandra Drive which abutted Mr Boufffard's residential property at 50 Old Parish Drive and several properties at the end of Fitch Meadow. Daniels Electric was a business that was compatible with similar businesses abutting the residential neighborhoods. It Was a light industrial electrical business that did not have a negative impact upon the surrounding business or residential neighborhoods. Daniel's Electric went out of their way at their own expense to plant eight, ten-foot-tall white pines on Mr Bouffard's property at 50 Old Parish Drive to ensure a natural screen to prevent any visual impact to the Old Parish neighborhood. Daniels Electric also planted several white pines on their own property to limit the visual impact to both Old Parish Drive and Fitch Meadow Lane. Daniels Electric is an excellent example when the character of the neighborhood can be maintained and minimal disrupted when both a business and residential neighbors abut each other. Refer to pictures 19, 20 R i 2 Objection To The Special Exception: 13.The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. The neighborhoods do not object to Monroe Tractor coming to South Windsor. We object to the specific location that they selected which abuts several neighborhoods. We object to Monroe Tractors special exception application of inserting a construction and agricultural equipment dealer, repair and rental company which brings with it inherent operations associated with this type of equipment, including noise, fumes and visual impact. These include but are not limited to: backup alarms, loud diesel engines, loading and unloading of tractor equipment, customer trucks, subcontracted trucking services, compressors, air tools, diesel fumes, hydraulic oil fumes, diesel exhaust, welding fumes, high visibility painted equipment and other inherent sales, repair and rental operation services. Monroe Tractors proposed use of taking three specifically designed individual lots and combining them into one property was not the intention of the original designers of the industrial park. As these three lots abut a residential neighborhood the industrial use for these lots was intended for small low impact businesses to be in alignment with their surrounding business neighbors. We can draw a direct correlation to the building located at 40 Sandra Drive for similar types of neighboring businesses as described above. The zoning laws that the South Windsor fore fathers put into place were designed to ensure the appropriate businesses were placed within appropriate locations. To provide protections to existing businesses and surrounding neighborhoods. The proposed Monroe Tractor location on Sandra Drive does not align to the goals set forth with the industrial zone or the special exception. For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. Refer to pictures 2, 3,4, 5, 6,8, 9, 10 Inaccurate Narrative Statement: 13.The land is physically suited to the proposed use. Design Professionals Narrative Statement on Behalf of Monroe Tractor May 1, 2018 Narrative Statement, paragraph four indicates: " Monroe Tractor sells and services new and used agricultural and construction equipment, machinery, vehicles, and parts. This location is expected to primarily serve the construction industry. Construction equipment could include loaders, crawler dozers, excavators, compaction equipment, road building equipment and aggregate equipment. Agricultural equipment could include tractors, harvesters, planting equipment, tillage equipment and hay equipment. Monroe Tractor employs certified,factory- trained technicians and offers in-house equipment service for regularly scheduled maintenance and offers service in the field for service of larger pieces of equipment and for emergency repairs. Three neighbors met on Thursday, May 17, 2018 with Monroe representatives Craig Robbins, Branch Manager and Chuck Miller, General Manager of New England. Mr. Miller indicated that no agricultural equipment will be sold out of the South Windsor, Connecticut location. At the previous Planninig and 3 Zoning Commision hearing on May 8, Mr Robbins also indicated they would be selling, repairing and renting construction equipment and not selling, repairing and renting agricultural equipment. However agricultural equipment is clearly stated on the application submitted by Monroe Tractor to the town Planning and Zoning Commission. This presents an uncertainty of what are Monroe Tractors intentions to be performed out of this proposed location on Sandra Drive. Mr Miller indicated that this is Monroe's current proposed business plan now for CT. However, the business plan can change based upon market conditions. Does that mean that Monroe will start with small construction equipment and then shift to large construction equipment and expand into the sale, repair and renting of agricultural equipment? The proposed equipment yard site of combining 24 Sandra Drive and 14 Sandra Drive could not support large construction or agricultural equipment as the storage yard is less than 3 acres. Will this be a temporary location for Monroe as it has an existing building with two small adjacent lots to meet their immediate needs? When Monroe leaves what type of precedent will have been established for future use of the properties and potential impact on the business neighbors and residential neighbors? If the applicant does not have clear goals and objectives for their business how can the surrounding business neighbors, the surrounding residential neighbors and this Planning and Zoning Commission ensure they will operate as stated in their application. Refer to Picture 1,4, 6, 8, 10 For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. Enforcement of Hours of Operation: 9. The character of the neighborhood will be maintained or minimally disrupted. When meeting with Mr Miller on Thursday May 17 he indicated they could not change the starting hour operations from 7:00 to 7:30. Mr Miller further explained that they have no control over their customers who may show up earlier than 7:00am or 7:30am to drop off or pick up equipment. This would-be trucks with low beds, triaxle dump trucks and other types of large trucks with trailers. Customers would be separating their low beds in the street, dropping trailer ramps, dragging chains across steel trailer decks which would be creating excessive noise that would be reverberating throughout and into the adjacent residential neighborhoods. The construction industry culture is to start early in the morning to get to the job site with the equipment so their employees can be productive. As an example, the abutting businesses at 40 Sandra Drive to the residential neighborhood at Old Parish Drive have control over their employees or have operations that pose no impact with noise. This has led to the types of businesses at 40 Sandra Drive to successfully coexist with the residential neighborhood of Old Parish Drive. In addition, the Daniels Electric business also had direct control over their employees and had an operation that posed no impact with noise to the surrounding business and residential neighbors. This is not the case with Monroe Tractor as they do not have control over the arrival of their customers thereby controlling and enforcing their hours of operation. This will cause excessive noise at early morning hours and have a negative impact on the neighborhoods. This is not in alignment with the type of businesses abutting the residential neighborhood and surrounding industrial zone. For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. 4 Toll Brothers Noise Complaints: Journal Inquirer, May 9, 2018 article "Request To Extend Construction Hours Denied After South Windsor Residents Complain" This is currently a major concern in town regarding noise. Toll Brothers is currently building 45 homes at a construction site on Graham Road in South Windsor. The construction site was being operated in the early and late hours of the day causing the residents to incur quality of life issues. Toll Brothers applied for a variance to have the construction hours extended. The South Windsor Town Council denied the variance and agree with the residents that noise was causing quality of life issues and impacting the character of the neighborhood. Monroe Tractor is proposing to sell, repair and lease construction equipment out of the Sandra Drive location. This will be like an active construction site with the continuous backup beepers, diesel fumes and various inherent construction equipment features associated with the proposed operation. The main difference is that the Toll Brothers construction site on Graham Road is a temporary construction site that will return to a residential neighborhood. The proposed Monroe Tractor site on Sandra Drive will be functioning like a continuous active construction site for years to come. This is not in alignment with the type of businesses abutting the residential neighborhood and surrounding industrial zone. Refer to pictures 4, 5, 10 For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. Protection OF The Historic District: 12. Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated. In the opening remarks opposing the Monroe Tractor special exception application we read off 54 South Windsor residents and one abutting business that opposes the Monroe Tractor special exception application. It is worth noting that there are six properties that reside within the South Windsor Historic District that will be directly and be negatively impacted by the proposed applicant Monroe Tractor. The properties are;44 Oxbow Lane, 30 Oxbow Lane, 27 Oxbow Lane,43 Oxbow Lane, 53 Old Parish Drive and 1668 Main Street. Furthermore,The Historic District was established in 1970 to set a plan of appropriateness and protection of the district. (this predates the creation of the industrial park which was established in 1987) The Historic District Commission publishes the Historic District Handbook, South Windsor Connecticut: In a letter to residents the Historic District Commission states; "Our goal in producing this pamphlet is to engage homeowners in a collaborative effort with the Commission to preserve the unique character of our district. We are indeed fortunate to have a District that has retained its rural atmosphere and gives the sense of stepping back in time to an unhurried past. We rely on each homeowner to join with us in abiding by the procedures and guidelines that are contained in this handbook, in the effort to preserve for future generations what we enjoy today. 5 It further states; "In 1967 forward-looking citizens formed a study group to establish a Historic District in South Windsor, and thereby set-up the mechanisms for us to be responsible custodians of the past." The Town of South Windsor and this Planning and Zoning Commission has the responsibility to protect the character of the Historic District. The mechanism is the zoning laws, including special exceptions which the Commission has established fourteen criteria to use to provide protections to the citizens of the Town of South Windsor. We talk about community which Merriam-Webster defines as "a group of people with a common characteristic or interest living together within a larger society." The larger society is the 54 South Windsor citizens, who share a common interest and maintaining a quality of life that it currently enjoys, in both the residing residential neighborhoods and the abutting business neighborhood. Monroe Tractors special exception application if approved would deteriorate the character of the Historic District and cause irreversible harm to the character of the abutting neighborhoods. This would include negative visual impacts, diesel fumes and excessive noise which are not consistent in protecting the Historic District, the residential neighborhoods and the business neighborhood. For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. Degradation of Residential Property Values: 1. Surrounding property values will be conserved. The attached table lists 48 residents that will be adversely affected by Monroe Tractors proposed location on Sandra Drive. The table marked in blue provides the property market valuation of the corresponding 48 properties, based upon a 70% assessment and further calculated with the Town of South Windsor's mill rate 38.08. The surrounding residential property owners market valuation is $13,253,175.27 and the residents contribute $353,276.64 tax dollars to the Town of South Windsor. The table marked in yellow takes the same information as listed above and calculates a conservative 10%decline in market valuation taking into the consideration the negative financial impact Monroe Tractor would have. This would result in a net reduction of tax revenue of$35,327.66 to the Town of South Windsor. When drawing the correlation of what Monroe Tractor would pay in taxes of$22,926 and taking into consideration of the reduced residential tax revenue, the Town of South Windsor would see a reduction to the towns overall tax revenue of$12,401.66. 6 Construction Equipment and Agricultural Equipment Negative Environmental Impacts: 9. The character of the neighborhood will be maintained or minimally disrupted. 5. No Traffic or other hazards will be created. Monroe Tractor is proposing to sell, service and repair diesel equipment. Diesel equipment requires a warm up period after first being started. This will require excessive idling and will emit diesel fumes which will drift into the abutting businesses and abutting residential neighborhoods. The tractors proposed by Monroe all require back up alarms. Back up alarms can range from 97 to 112 decibels and can be heard from long distances away, even when using an inhibiting structure. The abutting property owners will only be a distance of 75' from the proposed construction/agricultural equipment. The constant beeping from the movement of equipment due to its sale, repair and renting of construction and agricultural equipment will be unbearable for the surrounding businesses and residents and is not consistent with surrounding businesses abutting a residential neighborhood. Trucks and trailers will be lined up and down Sandra drive picking up and dropping off equipment. This will be impeding the operation of Metals Testing Company an existing abutting business. This will create traffic hazards with large trucks and trailers pulling in and backing up down Sandra Drive. For these reasons, we request that the special exception application by Monroe Tractor be denied by the Planning and Zoning Commission. Had the opportunity to meet with Mr Bob Delisle President of Metals Testing Company on Monday May 21"for 15 minutes to review the information pertaining to the zoning and special exception documents. As an abutting business property Mr Delisle also opposes Monroe Tractors special exception application. 7 i i Town of South Windsor Planning and Zoning Meeting May 22 , 2018 Application 18- 15P Monroe Tractor Picture Appendix Picture 1: Equipment stored at Monroe Worcester Location s 4 Picture 2: Yard Maintenance/repairs being done at Monroe Worcester Location - f 1 Rai RT 'Picture 3: Mess of • • • '• at Monroe Worcester Location I v Picture 4: Monroe Adam's Center, NY mess in equipment yard. His detailed research and specific arguments are compelling. Several properties within the Historic District will be impacted by this proposed development, four on Oxbow Lane and two on Main Street. The noise and air pollution would be detrimental to the quality of life of these residents, as well as to those farther afield. The nature of Monroe Tractor's business makes it a poorly suited industrial development in proximity to a residential neighborhood and our local Historic District. I urge the Planning and Zoning Commission to consider carefully the potentially harmful nature of this proposal to the homeowners in the community.
