The applicants narrative indicates that his business deals only with other licensed dealers. His customers buy directly from them either at their facility, '�f on line or by phone or through the auctions. They will not sell cars retail from this site. They are proposing to use on e of the existing buildings on site for minor repairs of vehicles. a Lndtj 3. This use is being proposed under Section 6.1.2. . This section relates to permitted uses in the industrial zone and state . any other industrial uses except those specifically regulated as Special Exception uses under section 6.1.3, when authorized by the Commission. In determining the appropriateness of the use, the Commission shall consider the criteria listed under section 6.1.3. Criteria include: ♦ The goals and objectives of the Plan of Development are met; ♦ Adverse traffic impacts are not created; ♦ Negative impacts on property values are not created; ♦ The land is physically suited for its proposed use; ♦ Adverse environmental impacts are not created; ♦ There is a balance between neighborhood acceptance and community need; ♦ Present and proposed utilities, streets, drainage system, and other improvements have adequate capacity to accommodate the proposed use ♦ Historic factors are adequately protected; and ♦ The overall physical appearance of the development is compatible with surrounding development and the Commission's goals for the neighborhood. 4. The site has historically been used as a trucking facility. The site, as it exists today, is-ey paved (for all practical purposes) and a fence surrounds the property. e applicant is not proposing any changes to the existing site. 5. There are no regulated wetlands on the site nor V2 acre of disturbance, therefore no wetlands permit is required. 6. There is public water and public sewer currently serving the site. WPCA approval will not be required, however Fred Shaw, Sup't of Pollution Control will require the floor drains in the building to be inspectedprior to occupancy. 7. We have suggested to the applicant that they consider adding some landscaping along the front of the site. Any new signage will require a building permit. Prior to commencement of any site work, a meeting must be held with Town Staff. 2. No building permit will be issued until the final mylars have been filed in the Town Clerk's office. 3. A landscape bond in the amount of $2,000.00 is required and must be submitted prior to filing of mylars. 4. All bonds must in one of the forms described in the enclosed Bond Policy. 5. An as-built plan is required prior to issuance of a Certificate of Occupancy per Section 8.1.11 of the Zoning Regulations. 6. All plans used in the field by the developer must bear the stamp and authorized signature of the Town of South Windsor. 7. This approval does not constitute approval of the sanitary sewer, which can only be granted by the Water Pollution Control Authority. 8. If a State Traffic Commission certificate is required, no building permits will be issued until the certificate has been issued (per CGS §14-311). 9. The building street number must be included on the final plan. 10. Pavement markings must be maintained in good condition throughout the site drives and parking areas. 11. All free standing signs and/or building signs require the issuance of a sign permit before they are erected. Black and white transparent mylars of Sheet #1 with the above modifications, together with three blueprint copies of the entire set of plans (including landscaping) must be submitted to this Commission within 30 days to be stamped and signed. The letters of approval of this Commission must be reproduced on the mylars. After the mylars have been signed by the Commission,they will be returned to you for filing in the Office of the Town Clerk. After filing these plans, a copy of the receipt must be submitted to the Planning Department.
