Dear Sir:
Re: Clearcutting violation at 200 Hemlock Avenue.
By this letter you are whereby ordered to cease any further tree removal, provide a ecologic evaluation of
the watercourse and re-plant vegetation to provide shade and soil stabilization.
You are so ordered based on the following facts:
1. The Inland Wetlands Agency/Conservation Commission has the authority and the responsibility to regulate
inland wetlands and watercourses in the Town of South Windsor under sections 22a-36 through 22a-45 of
the Connecticut General Statutes (CGS)and the South Windsor Inland Wetland, Watercourses, and
Conservation Regulations.
2. On March 22,2018 it was brought to my attention that all trees and vegetation had been removed from the
southern bank of the watercourse along the full length of your property(see attached pictures). The current
condition provides an unstable condition that will allow soil from the bank to enter into the watercourse,
increasing the sediment load along the wetland system. The removal of the existing shade trees will result in
elevated water temperatures. This situation is reasonably likely to cause a degradation in the function of the
wetland and impact wetland dependent plant and animal species.
This notice of violation is issued in accordance with Section 22a-44, CGS and Section XV of the South Windsor
Inland Wetlands, Watercourses, and Conservation Regulations. I am requiring you to cease any further
vegetation clearing. Install erosion controls along top of the stream hank and provide a vegetation
restoration plan to this office, and restore/replace the vegetation along the top of the streamhank:
A show cause hearing will be held at the Inland Wetland/Conservation Commission meeting of April 18, 2018
to provide you an opportunity to show why this order must not remain in effect.

Dear Sir:
Re: Clearcutting violation at 200 Hemlock Avenue.
The South Windsor Inland Wetland and Conservation Commission held a showcause hearing at its April 18,
2018 meeting on the above referenced cease and restore order. They have determined that the order be upheld.
Furthermore, the Commission requires that erosion control measures be installed along the embankment.to
prevent sediment from entering the adjacent watercourse by May 2, 2018. Additionally, an environmental
evaluation and restoration plan for the area in question. These requirements are based on the fact that:

Dear Srinivas:
Re: Clearcutting violation at 200 Hemlock Avenue.
Thank you for meeting with me on Friday, May 4th on site.
To re-cap our discussion,there are several action items that we have agreed upon that you will accomplish on
the site.
1. Clean out the watercourse channel of accumulated trash and woody debris to minimize any future
channel diversion.
2. Plant four 4-5 foot high Cedar or White Spruce trees along the first 30 feet of the stream bank
3. Plant two 2.5 inch caliper Pin oak or Linden trees in the next 20 feet of stream bank.
4. Plant twelve Red Osier Dogwood, or Arrowwood Viburnum, or Highbush Blueberries along the next 60
feet of streambank behind the building(2-gallon pots).
5. Plant two 2.5 inch caliper Sweet gum trees along the final 30 feet of stream bank west of the building.
6. Plant a wildflower seed mix along the slope between the eastern streambank and the rain garden.
