The purpose of the investigation was to verify the absence or the presence of regulated wetland areas in accordance with the State of Connecticut Statutes. The site is located north and west of Sandra Drive in South Windsor, CT. The site is comprised of three lots totaling+/- 3.55-acres. Lot#6 contains an existing industrial building, maintained lawn, landscaped areas, paved parking areas and drives, and forested upland areas while Lots #14 and #24 are currently undeveloped forested lots (see Figure 1, attached). The soil types were found to be both undisturbed and disturbed. The disturbed soils were noted mainly within the previously developed portions of the subject sites (i.e., Lot #6). The undisturbed soils are derived from glacial outwash (i.e., stratified sand and gravel) deposits. The undisturbed "upland type" soils are comprised of the excessively drained Windsor(36) soil series and the moderately well drained Ninigret(21) soil series. Windsor loamy fine sand (36). This series consists of very deep, excessively drained soils formed in sandy water deposited glacial outwash materials. They are nearly level to strongly sloping soils on glaciofluvial terraces, deltas and outwash plains. The soils formed in thick deposits of sand derived mainly from granite, gneiss and quartzite, but in places containing materials from schist and sandstone. The sand is poorly graded; medium sand is generally l as i wwb. tntae/r snit swrs•randy•sat ftat rN oesnl ysm 0 Nai(on can"rt"**a sopmom 0 crs 3ffWY Mr. Craig Robbins 4, 14, 24 Sandra Drive, South Windsor, CT _T February 5, 2018 imm Page 2 dominant and typically contains little or no gravel. Typically, these soils have a dark brown loamy sand surface layer 7 inches thick. The subsoil from 7 to 28 inches is yellowish brown loamy sand. The substratum from 28 to 60 inches is light yellowish brown sand. Ninigret fine sandy loam (21). This series consists of very deep moderately well drained soils formed in a coarse-loamy mantle underlain by sandy water deposited glacial outwash materials. They are nearly level to gently sloping soils on glaciofluvial landforms, typically in slight depressions and broad drainage ways. The soils formed in loamy over stratified sandy and gravelly outwash derived from a variety of acid rocks. Typically, these soils have a very dark grayish brown fine sandy loam surface layer 8 inches thick. The subsoil from 8 to 26 inches is yellowish brown fine sandy loam with mottles below 16 inches. The substratum from 26 to 60 inches is mottled, pale brown, loose, stratified loamy sand. Any disturbed upland soils were mapped as the Udorthents (308) soil mapping complex. Udorthents (308). This soil mapping unit consists of well drained to moderately well drained soils that have been altered by cutting, filling, or grading. The areas either have had two feet or more of the upper part of the original soil removed or have more than two feet of fill material on top of the original soil. Udorthents or Made Land soils can be found on any soil parent material but are typically fluvial on glacial till plains and outwash plains and stream terraces. JMM carefully reviewed all three lots with the use of a hand-held soil auger and spade, to a minimum depth of 24-inches. It was determined that no poorly or very poorly drained soils (i.e. inland wetland regulated areas) or watercourses were identified on any of the three lots. StreamStats Reports HydroCAD Report Drainage Area Maps Pre-Development Drainage Map Post-Development Drainage Map Introduction Monroe Tractor sells and services agricultural and construction equipment and is proposing to purchase the subject site comprised of three parcels located at 6, 14 & 24 Sandra Drive to develop the two unused wooded parcels at 14 &24 Sandra Drive into an equipment yard to be connected to the parcel at 6 Sandra Drive that currently contains an existing building, parking lot, and associated improvements. For more information, please refer to the enclosed plans. Pre-Development Site Conditions The±3.5-acre subject site currently contains an existing building, parking lot, and associated improvements at 6 Sandra Drive including a stormwater management system that collects stormwater runoff from the parking lot via catch basins and from the roof of the existing building via roof drains and conveys it through pipes to the Town's drainage system in Sandra Drive. The two parcels at 14 & 24 Sandra Drive are wooded and drain uncontrolled from the western boundary to the east to Sandra Drive where stormwater runoff discharges over the existing curb and into the road gutter to be collected by the Town's drainage system in Sandra Drive via two existing catch basins along the frontage of the subject site. The enclosed Federal Emergency Management Agency (FEMA) Flood Rate Insurance Map (FIRM) shows the subject site is outside of any flood zones. The enclosed United States Department of Agriculture(USDA)Natural Resources Conservation Services (NRCS)Hydrologic Soil Group (HSG)Map shows the area of the proposed equipment yard as primarily Group C soils. For more information, please refer to the enclosed Pre-Development Drainage Map. Post-Development Site Conditions The subject project proposes to construct a±1-acre equipment yard on the parcels at 14 & 24 Sandra Drive. The drainage of the equipment yard is proposed to mimic the current drainage pattern of the existing site by sloping from the western boundary to the east toward Sandra Drive. A swale is proposed along the eastern boundary of the site to intercept the stormwater runoff from the equipment yard. A type C-L catch basin within the swale is designed to function as an outlet control structure by elevating the inlet grate above the ground surface of the swale. The elevation of the inlet grate is designed so as to provide the required water quality volume below the inlet grate, while allowing the swale to drain during larger storms including the 100-year storm without overtopping into the equipment yard or street. Once captured by the catch basin, stormwater runoff is proposed to be piped into an existing catch basin in Sandra Drive to be conveyed to the Town's drainage system. For more information, please refer to the enclosed Post-Development Drainage Map. Analysis of Results The pre-development and post-development conditions were analyzed using HydroCAD consistent with National Resource Conservation Service (NRCS) hydrology methods. The pre-development and post-development peak discharge rates are below. 2- ear 10- ear 25- ear 100- ear PRE cfs 0.72 1.71 2.30 3.41 POST(cfs) 1.69 3.04 3.70 4.85 Change (cfs) +0.97 +1.33 +1.40 +1.44 No adverse impacts are expected from the nominal peak discharge flow rate increases. As previously stated, stormwater runoff from the site in both the existing and proposed conditions discharges into the Town's drainage system in Sandra Drive. This drainage system routes to the southern cul-de-sac of Sandra Drive and through an easement on the parcel located at 40 Sandra Drive to a flared end where the stormwater runoff discharges to a wetland finger associated with Bancroft Brook. The flared end discharge is located toward the tail end of the Bancroft Brook drainage area as it is downstream of 89% of the total drainage area(1.52 square miles of the total 1.7 square miles). Bancroft Brook travels ±0.8 miles downstream from Sandra Drive to Stoughton Brook which then travels another±0.8 miles before discharging to the Connecticut River. The junction of Bancroft Brook and Stoughton Brook is located near the approximate hydraulic midpoint of the Stoughton Brook drainage area as it is downstream of 47% of the total drainage area(1.7 square miles of the total 3.6 square miles). It is preferential to allow an increase in peak discharge rates toward the tail end of drainage areas in an effort to move stormwater runoff from these areas through the receiving watercourse quickly and early, before the peak discharge of the overall drainage area. Detaining stormwater in these areas would delay the peak discharge to occur later and more closely in time to the peak discharge of the overall drainage area which would cause the peak discharge rate of the overall drainage area to increase proportionally. For more information, refer to the enclosed record plan and StreamStats reports. Water Quality The proposed swale and outlet control structure are designed to provide the required water quality volume below the inlet great as required by the Connecticut Stormwater Quality Manual. For more information, please refer to the enclosed Water Quality Volume Calculations. Conclusion The proposed stormwater management system as discussed herein and shown on the referenced plans is appropriate for the proposed development on the subject site, is consistent with Town and State requirements, and should not pose significant detrimental impacts to the environment. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups(A, B, C, and D)and three dual classes(A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate(low runoff potential)when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate(high runoff potential)when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group(A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D-are assigned to dual classes.
