Re: Application#17-46P, Lady Marion Subdivision/Site Plan
Following are review comments from the Planning and Engineering Department.
Please make appropriate revisions and submit six complete sets to the Planning
Department at least 10 days prior to the scheduled meeting (scheduled for January
9). If you have any questions, please call.
Planning Department
1. Key map should clearly show the driveways for surrounding properties across the
street. Zoning data table should list bulk requirements for the interior lot and how
the requirements are met(e.g. lot width)
2. Tree line should be shown on the plans and trees of significance identified.
Efforts should be made to avoid removing significant trees particularly along the
street frontage. (In particular, the 48 inch oak in the Town's ROW at the southern
part of the property should be avoided/protected.) If trees along the frontages are
being removed, street trees will be required.
3. Shared driveways are required for subdivisions on collector roads. We
recommend the northern two lots have a shared drive and the drive moved
further north so that it does not shine lots directly into the property across the
street.
4. It should be noted that the interior lot is a special exception/site plan request and
the location of the house it required to be built in the location shown on the
approved plans.

MEMORANDUM
To: Michele Lipe, Director of Plannning
From: Jeff Doolittle, P.E., Town Engineer
Date: December 26,2017
Re: App 17-46P Lady Marion Woods Subdivision, 902 Foster St Ext
I have reviewed the plan for the above application and have the following comments:
1. All existing mature trees and the proposed limits of clearing should be shown
on these plans.
2. The proposed driveway for lot 3 goes through an existing large tree that is
within the Town's ROW. The driveway needs to be moved away from the tree
and this tree should be saved and protected during construction.
3. The proposed driveway for Lot 2 is right across the street from the house at
#911. 1 suggest this driveway be shifted north as much as possible so vehicle
lights are not cast directly toward the house at#911.
4. The strip from Lot 2 to the street is very narrow for the driveway and all the
utilities. Electric and cable or telephone for Lot 2 are not shown. This strip
should be wider. All utilities should be at least 3 feet from the property line.
The sewer lateral will be deeper than 4 feet in many places and will need to be
installed in a trench at least 5 feet wide with a trench box. The sewer should
be at least 5-6 feet away from the gas line and any other utilities. Runoff from
the driveway will go onto lots 1 and 3, so rights to drain should be included.
think this strip needs to be wider.
5. The driveway for the rear Lot 2 needs to have a circular or hammer head turn
around by the end near the house large enough for a fire truck to use.
6. Use Processed Aggregate Base for driveways as shown on Town Detail
7. Combine street cuts for utilities for these lots as much as possible. For
example, have 2 water service lines right next to each other so there is one
permanent pavement patch over both.
8. This subdivision should have shared driveways such that there are only 1 or 2
shared driveways cuts at the street for the 3 lots.
9. The proposed driveways need to have paved aprons, at least 20 feet long and
should be entirely paved, especially the long driveway for Lot 2.
10.Show the proposed driveway slopes and elevations of the garages and
elevations at the street in the center of each driveway.
11.Show a foundation drain or sump pump outlet for each house.
12.The back yard of Lot 3 should be shown graded to drain north toward the pipe
under the driveway for lot 2, and onto lot 1. Lot 3 will need rights to drain onto
or under lots 2 and 1, and Lot 2 will likely need rights to drain onto both lots 1
and 3. Show the back yard of Lot 1 graded to drain north toward the water.
13. Show the proposed slopes of the sanitary laterals for each house.
14.WPCA review and approval is required for these lots. An assessment may be
charged.
Please let me know if you have any questions.

Appl 17-46P Lady Marion Resubdivision/Special Exception
1/9/17
1. Request for approval of a Subdivision and Special Exception to create
one interior lot and two conventional lots for property on 4.32 acres,
located on the northerly side of Foster Street Extension, easterly of
Ellington Road, RR zone.
2. The conventional lots are just under. 1 ac. and 2.4 acres. The lots
appear to meet all other zoning requirements.
3. The requirements for the interior lot in the RR zone include 80,000 sf
minimum lot size and 262.5 feet minimum lot width. This lot is 2.4
ac. with a frontage line parallel to the street of 495 feet.
4. The criteria for approval of interior lots include:
a. the subject area's boundary configurations, topography, soils or
other natural resource characteristics;
b. proximity to neighboring properties and dwelling units;
c. restriction of existing views;
d. proposed buffering/screening;
e. potential drainage, traffic & environmental impacts
f. driveway locations, slopes & sight lines
g. utility service capabilities
h. property value impacts; and
i. future land use alternatives.
5. The interior lot will and the lot to the north will share a common
driveway. This is a requirement of the subdivision regulations (B.4.a)
when subdividing on a collector street. The driveway is designed to
be 18 feet wide. The interior lot has been designed with a turnaround
the ability to turn-around to satisfy the fire department's requirement.
6. The property is currently wooded and the applicant has shown the
limits of clearing on the plans. There are several large trees that are
proposed to be preserved in both the town ROW and on,the lots. Site
lines should be reviewed for the proposed driveways and added to the
final plans. In the event there is a site line problem with the
southernmost driveway because of trees in the town's ROW, staff
would recommend that the shared driveway be with that lot rather
than the northern lot.
7. The site will be serviced by public sewers and public water. WPCA
approval is required.
8. There are regulated wetlands on the northerly lot, and the applicant
has received IWA/CC approval on 12/20/17 with the following
condition: Prior to issuance of a building permit a wetlands application shall
be submitted for Lot#1. The existing watercourse must be evaluated for the
presence of obligate vernal pool species
9. We note that a "representative" house footprint is shown. If this
application is approved, when an actual house plan is submitted, it is
especially critical for elements to remain as shown on this application.
The applicant and any purchasers need to understand that any
modifications other than very minor ones would need to return to the
Commission for approval
If this application is approved, the Planning Dept. requests the following
modifications: an approval condition that reflects the need for
additional approval in the event of proposed modification
