The intent of this project is to expand the existing gravel parking area further to the north to provide additional parking of equipment. Surface runoff from this proposed area will be directed to the north and west to a manmade drainage ditch. The ditch eventually drains through a leaky berm to the surrounding natural wetlands of the site. A majority of the eastern one third of the site was developed as an industrial building in the mid to late 1980s. This building included associated parking lots which are surfaced with both bituminous paving and gravel. A wetland restoration plan was done in November of 2014 for an area located off the west end of the paved area. The work associated with that plan appears to have been done. The currently proposed activities will not alter or affect that work. In general, the site has a very gentle topography with most of the slopes being less than 3%. The topography along the southerly side of the site drops off an apparent fill slope for approximately four to five feet. Along the west side of the building and adjacent to the paved area the topography drops about four to five feet into the wetland restoration area. The slopes are very slight along the north side of the building and consist of an existing gravel parking lot gently sloping to a man made drainage ditch. The long term stormwater management plan has been developed for the activities utilizing the 2004 Connecticut Stormwater Quality Manual as guidance. The post construction water quality measures proposed include a Water Quality Swale (WQS) designed to collect all surface water from the proposed gravel parking lot. This WQS will also collect additional surface water from the existing gravel parking lot and building providing added benefits. The volume of the swale is designed to be more than twice that of the required Water Quality Volume. Consequently, long term adverse impacts to the adjacent wetlands will be mitigated. The calculations for the sizing of the WQS are attached. Sincerely, /A- Mark W. Friend, P.E. Assistant Director of Public Works/ Town Engineer South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Re: Revised Drainage Report Proposed Gravel Equipment Storage Area 55 Comeau Way South Windsor, CT Dear Jeff, The purpose of this letter and attached drainage calculations are to serve as the revised drainage report for the referenced project. It has been revised to reflect the South Windsor requirement that a gravel surface be treated as an impervious surface. The slopes are very slight along the north side of the building and consist of an existing gravel parking lot gently sloping to a manmade drainage ditch. The volume of the swale is designed to be slightly more than the required Water Quality Volume. Consequently, longterm adverse impacts to the adjacent wetlands will be mitigated. The calculations for the sizing of the WQS are as follows: Water Quality Volume Directed to Water Ouality Swale WQV= (1") (R)(A) Where R=0.05 +0.009(I) 12 I=%Impervious Surface Total Drainage Area= 1.5 AC Impervious Area= 1.27 AC I = 1.27 AC =84.7% 1.50 AC R=0.05 +0.009(84.7) = 0.81 WQV=(l")(0.81)(1.5) =0.101 AC-FT=4,400 CF 12 MAx Z Water Ouality Swale Cross Section Cross Sectional Area=(3') (1.5')+ (4') (1.5') =27.0 SF Proposed Volume of Water Quality Swale= (27.0 SF) (450 LF)=_4,725 CF 4,725 CF>4,400 CF therefore the Water Quality Swale has adequate volume. The calculations demonstrate the original swale is sized to handle the water quality volume assuming the gravel surface will create the same runoff volume as a surface paved with bituminous pavement. Hopefully this addresses the needed changes. If you have any question please feel free to call. mmrnainni, Sincerely, ,`k;:'`'1N• l'C/+Gy Mark W. Friend, P.E.
