The property zone is industrial. The building is divided into the following tenant space by use: 1.Recreation: 23,754 s.f. (Parking: 1 space:250 s.f. =91.27 spaces—includes previous reduction waiver for Cross-fit Tennant) 2. Warehouse: 42,946 s.f.(1 space:1,250 s.f.=34.35 spaces) 3. Office: 20,361 s.f.(4.5 spaces:1,000 s.f.=91.55 spaces) 4.Manufacturing: 15,412 s.f.(1 space:700 s.f.=22.00) Total: 239.17(240) Spaces 1. Mitigation of Stormwater Runoff Rate: On October 7, 1993, the Town Zoning Board of Appeals approved a variance to allow the impervious cover of the consecutive parcels located at 45 Nutmeg Road South and 85 Nutmeg Road south to be increased to 75.3%and 72%respectively. In 2013, 45 and 85 Nutmeg Road South were formally merged into the single parcel: 85 Nutmeg Road South. As a result,we calculated the aggregate impervious coverage of the merged parcel to be 72.7%.Through the design of this project,we prevented any increase in impervious coverage. Through the reduction of parking area, in addition to conversion of some parking spaces to pervious reinforced parking surface, the loading dock improvements can be installed while the impervious coverage percentage can be maintained at 72.7%. In addition, the rate of stormwater runoff will not be adversely affected. Engineers Environmental 2. Demonstration that a reduction in parking spaces can suffice for the existing and Scientists proposed uses: GIS Consultants Following coordination with the owner, we have the following understanding of the Landscape needs of the existing and anticipated future tenants: Architects 1. Existing large warehouse tennant(Occupies 75% of the total building office space Planners and 50%of the total building warehouse space)with a maximum anticipated demand of 70 employees, once per fiscal quarter. The daily demand would be 30-40 surveyors employees. Michele Lipe,AICP Town Planner Town of South Windsor,Connecticut January 16,2018 Page 2 2. Existing wholesale retail warehouse space and office with a maximum demand of up to 10 people. 3. Existing recreation use space(2 tennants)with a maximum demand of approximately 5 people, and will receive anywhere from 10-30 visitors during operating time. 4. The Manufacturing space is currently unleased, therefore, for the purposes of conservative analysis,we will assume all 22 manufacturing spaces are occupied. In summary: Total number of building employees: 70+10+35= 115 persons. Total number of allocated parking spaces by use= 240 spaces—22 occupied manufacturing spaces=218 allocated spaces This leaves a total of 103 parking spaces not in use Conclusion and request for parking waiver: The current site contains 197 parking spaces. Through the installation of the new curb cut and improvements associated with the installation of the recessed loading pit, an additional 14 spaces are proposed to be removed. Therefore, the total number of spaces proposed under this site plan modification equal 183 parking spaces. The proposed 183 parking spaces are 46 spaces over the maximum number of anticipated building employees of 137. As a result,BSC Group, on behalf of the Owner of 85 Nutmeg Road South,LLC,requests a waiver to the minimum number of parking spaces set forth in the South Windsor Zoning Regulations for uses within a building equal to 57 parking spaces. Please find attached the schematic architectural building layout divided by existing tenant space, and(under separate cover)the site plan modification plan set. Should you have any questions regarding this request, the please feel free to contact me at fvacca@bscjzroup.com or by phone at 860-652-8227 ex. 4549. The Regular Meeting will follow the Public Hearing which begins at 7:30 p.m. Someone must be present at the meeting to represent the application. One sign advertising the meeting must be posted on the property for ten (10) consecutive days prior to the meeting and must be clearly visible from a town street. The sign must be posted on Nutmeg Road South by Saturday, January 18, 2018. Signs can be obtained in the Planning Department, Monday through Friday, 8:00 a.m. - 4:30 p.m. If you have any questions regarding this letter, please call 860-644- 2511, Ext 253. Sincerely, Lauren Zarambo Administrative Secretary MEMORANDUM To: Michele Lipe, Director of Plannning From: Jeff Doolittle, P.E., Town Engineer Date: January 23, 2018 Re: App 18-03P 85 Nutmeg South LLC Site Plan Modification I have reviewed the site plan modification for the above application and I have the following comments: 1. The location of the new driveway opening is good, but it is very wide - 0 feet at the street line. This driveway should be narrowed to 35 feet wide or less at the street line. Spot elevations need to be shown for the existing pavement, in the parking lot and street and in the middle of the proposed driveway to determine which way to slope this driveway so surface water in the parking lot stays there and surface water in the street stays there. This driveway may need to be constructed with a slight hump so additional storm water does not drain into or out of the parking lot. 2. There are two existing parking spaces in front of the proposed driveway, at the north end of the center rows of parking spaces, that need to be relocated to clear the approach lanes to this driveway from the parking lot. The pavement should remain as part of the circulation lanes. These 2 parking spaces can be moved to where the existing driveway will be closed. 3. Post 2 "DO NOT ENTER" signs at the north end of the one way driveway, (facing north) that will connect the south parking lot to the north parking lot 4. The loading dock and associated drainage system layout looks good. There should be an overflow outlet from the infiltration system to someplace away from the building, so this system does not back up into the trench drain and flood the loading dock area, if it gets full or clogged. 5. A Street Cut permit will be needed from the Town for the new driveway. Please let me know if you have any questions. Appl #18-03P, 85 Nutmeg Road LLC Site Plan January 23, 2018 Planning Department Report l. Request for a site plan modification to add a loading dock to the rear of the existing building, relocate the northern entrance drive and waiver for parking space requirements at 85 Nutmeg Road, I zone. Maximum impervious coverage allowed is 65%, 72.7% existing through a previous variance granted. . 2. Proposed loading dock will be to the rear of the building adjacent to the rail line, to best accommodate the truck traffic through the site, one of the existing curb cuts is being relocated to the northern end of the site so that the trucks will have the ability to circle the building and back into the loading area with the least amount of moves. A map of the turning radius have been provided. 3. The applicant's narrative illustrates the parking requirements for this building based on the uses is 240 spaces. They have provided 183 spaces and are a requesting a waiver of 57 parking spaces in accordance with Section 6.4.9. This allows the PZC to reduce the number required when demonstrated that: • The increase in stormwater run-off rate shall be held to a minimum by reducing the parking spaces, and/or • The applicant demonstrates through actual experience that a lesser number of parking spaces will suffice, and further that due to the nature of the building or business, future owners/occupants of the building are also unlikely to need to number of parking spaces required by the zoning regulations. 4. The PZC may recall that two of the users in this building have recreational uses and operate hours that are generally outside of normal workday hours. The configuration of the parking areas are changing and we would recommend that signage bee added so that it is clear on site. If this application is approved, signage should beaded for the one way drive connecting the two parking areas. 40* Sf4 C F _ O-P siou V&U14at C U 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 rOSOR-CO TELEPHONE (860) 644-2511 CERTIFIED MAIL 7014 2120 0003 3214 3931 January 25, 2018 Dr. Constantinos Constantinou 94 Union Street Vernon, CT 06066 Dear Dr. Constantinou: Re: Appl. 18-03P, 85 Nutmeg Road South Site Plan Modification We are pleased to advise you that the Planning & Zoning Commission voted on January 23, 2018 to approve with modifications the above referenced application for a site plan modification. In accordance with Section 6.4.9, the Commission has granted a 57 parking space modification to the required number of parking spaces based on the uses presented to be 183 spaces. Any changes in uses with have to update changes in the parking requirements to determine compliance. Response:Noted 10. Engineering comments dated 1123118 must be incorporated into the final plans with the exception of the reference in Item#1 to narrowing the driveway opening(which is to remain 40 feet at the street line and not to be reduced in width). Response: Please see Engineering responses below: Comment 1: The location of the new driveway opening is good, but it is very wide —40 feet at the street line. Response: The Planning and Zoning Committee rejected engineer recommendation to reduce the curb cut to 35 feet at the meeting on 1/23/2018. Therefore, the driveway remains at 40 feet wide at the street line. Spot elevations have been added and the driveway has been adjusted to minimize stormwater entrance to/exit from the site. See Sheet C-1.0. Comment 2: There are two existing parking spaces in front of the proposed driveway, at the north end of the center rows of parking spaces, that need to be relocated to clear the approach lanes to this driveway from the parking lot. The pavement should remain as part of the circulation lanes. These 2 parking spaces can be moved to where the existing driveway will be closed. Response: The two spaces in question have been removed and relocated to the south side of the same line of parking spaces. See sheet C-1.0 Comment 3: Post 2 "DO NOT ENTER"signs at the north end of the one way driveway, (facing north) that will connect the south parking lot to the north parking lot. Response: Signs added on Sheet C-1.0. Comment 4: The loading dock and associated drainage system layout looks good. There should be an overflow outlet from the infiltration system to someplace away from the building, so this system does not back up into the trench drain and flood the loading dock area, if it gets full or clogged. Response: We replaced the solid cover on the drain just before the infiltrators with a grate top to allow overflow of accumulated water. Comment 5: A Street Cut permit will be needed from the Town for the new driveway. Response: Noted.
