Re: Soil Scientist Report
Proposed Gravel Equipment Storage Area
55 Comeau Way
South Windsor, CT
Dear Ms. Chairperson;
The purpose of this letter is to serve as the Soil Scientist report for the referenced
project. The intent of this project is to expand the existing gravel parking area further to the
north to provide additional parking of equipment. This will document the findings of my
field delineation of wetland soils on the above reference property.
A majority of the eastern one third of the site was developed as an industrial building
in the mid to late 1980s. This building included associated parking lots which are surfaced
with both bituminous paving and gravel. A wetland restoration plan was done in November
of 2014 for an area located off the west end of the paved area. The work associated with that
plan appears to have been done. The currently proposed activities will not alter or affect that
work.
METHODOLOGY
The wetlands were delineated on 6-28-17. The site was ranged for the presence of
wetlands and watercourses. Potential areas were examined with the use of a Dutch Hand
Auger. Several soil samples were taken to observe the subsurface soil and groundwater
conditions in potential areas. Soil indicators observed were used to determine the limits of
wetland soil conditions.
Wetlands and watercourses are defined by the State of Connecticut and Inland
Wetlands and Watercourses Regulations of the Town_ of South Windsor as follows:
"Wetlands" means land, including submerged land not regulated pursuant to section 22a-28
to 22a-35 of the Connecticut General Statutes inclusive, which consists of any of the soil
types designated as poorly drained, very poorly drained, alluvial, and floodplain by National
Cooperative Soils Survey,as may be amended from time to time,by the Natural Resources
Conservation Service of the United States Department of Agriculture (USDA). Such areas
may include filled, graded, or excavated sites which possess an aquic (saturated) soil
moisture regime as defined by the USDA National Cooperative Soil Survey.
"Watercourses" means rivers, streams, brooks, waterways, lakes, ponds, marshes, swamps,
bogs, and all other bodies of water, natural or artificial, vernal or intermittent, public or
private, which are contained within, flow through or border upon the Town or any portion
thereof not regulated pursuant to sections 22a-28 through 22a-35, inclusive, of the
Connecticut General Statutes. Intermittent watercourses shall be delineated by a defined
permanent channel and bank and the occurrence of two or more of the following
characteristics: (a) evidence of scour or deposits of Enfield IWW Regulations-6- 03/21A I
recent alluvium or detritus, (b)the presence of standing or flowing water for a duration
longer than a particular storm incident, and(c)the presence of hydrophytic vegetation.
TOPOGRAPHY
In general, the site has a very gentle topography with most of the slopes being less
than 3%. The topography along the southerly side of the site drops off an apparent fill slope
for approximately four to five feet. Along the west side of the building and adjacent to the
paved area the topography drops about four to five feet into the wetland restoration area. The
slopes are very slight along the north side of the building and consist of an existing gravel
parking lot gently sloping to an existing man made drainage ditch.
SOILS
Wetlands
The wetlands of the site consist of three different types. All types fall in the drainage
class of poorly drained soils. Most of the soils on the site have been previously disturbed.
These disturbed areas are connected to more natural areas which are located north and west
of the existing building and proposed gravel parking area expansion.
The first wetland area is west of the building and pavement and is the manmade
wetland permitted and created as a result of a restoration effort approved in 2014. This area
consist of mostly herbaceous wetlands plants. The result of the effort has created poorly
drained conditions in the bottom of the area.
The second wetland area is located north and west of the proposed gravel expansion
area and consists of a manmade drainage ditch. This ditch appears to have been created prior
- to the original site plan-approval-in 1985 as shown on the approved-plans.-This-ditch has
very little pitch but does convey stormwater in a easterly to westerly direction. The bottom
of the ditch appears to have poorly drained conditions.
The remaining wetlands of the area consist of the Walpole Sandy Loam series. These
areas are primarily locate north of the property on land of the State of Connecticut along the
I-291 corridor and south of the property on adjacent lands. These areas can generally be
characterized as red maple swamps. The attached Web Soil Survey does depict additional
Walpole soils several hundred feet to the west of the proposed activities but these areas were
not explored.
The Walpole Series consists of very deep, poorly drained sandy soils formed in
outwash and stratified drift. They are nearly level to gently sloping soils in low-lying
positions on terraces and plains. Saturated hydraulic conductivity is moderately high or high
in the surface layer and subsoil, and high or very high in the substratum.
Uplands
The upland soils of the site in the study area around the building are all disturbed and
classified as in the Udorthents-Urban land complex. The Web Soil Survey does depict
upland soils on the western two thirds of the property identified in the Ninigret and Tisbury
series. This portion of the property was not explored.
POTENTIAL IMPACTS
No direct impacts to wetland areas are proposed. The potential secondary impacts to
the adjacent wetlands are expected to be minimal. Due to the very minimal slopes, erosion
during construction is very unlikely. The sediment barriers depicted on the site plan will be
adequate to contain and minimize erosion if properly installed and maintained.
A thorough, long term stormwater management plan has been developed for the
activities utilizing the 2004 Connecticut Stormwater Quality Manual as guidance. The post
construction water quality measures proposed include a Water Quality Swale(WQS)
designed to collect all surface water from the proposed gravel parking lot. This WQS will
also collect additional surface water from the existing gravel parking lot and building
providing added benefits. The volume of the swale is designed to be more than twice that of
the required Water Quality Volume. Consequently, long term adverse impacts to the
adjacent wetlands will be mitigated.
Sincerely,

Re: .Drainage Report
Proposed Gravel Equipment Storage Area
55 Comeau Way
South Windsor, CT
Dear Jeff,
The purpose of this letter and attached drainage calculations are to serve as the
drainage report for the referenced project. The intent of this project is to expand the existing
gravel parking area further to the north to provide additional parking of equipment. Surface
runoff from this proposed area will be directed to the north and west to a manmade drainage
ditch. The ditch eventually drains through a leaky berm to the surrounding natural wetlands
of the site.
The currently proposed activities will not alter or affect that
work.
The
slopes are very slight along the north side of the building and consist of an existing gravel
parking lot gently sloping to a man made drainage ditch.
- The long term stormwater management plan has been developed for the activities
utilizing the 2004 Connecticut Stormwater Quality Manual as guidance. The post
construction water quality measures proposed include a Water Quality Swale (WQS)
designed to collect all surface water from the proposed gravel parking lot. This WQS will
also collect additional surface water from the existing gravel parking lot and building
providing added benefits. The volume of the swale is designed to be more than twice that of
the required Water Quality Volume. Consequently, long term adverse impacts to the
adjacent wetlands will be mitigated. The calculations for the sizing of the WQS are attached.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger—Environmental Planner/Conservation Officer
Date: December 14, 2017
Re: Appl. 17-45P—PAR Electric site plan. Plans dated 08/08/17
The project is to construct a parking/storage lot expansion and stormwater an existing
industrial site. Disturbance within the Upland Review Area(URA) is estimated at 31,000
sgft. or 0.71 acres. No direct impact to regulated areas is proposed.
Site: The parcel is located in the Podunk River watershed. The total parcel area is 14.33
acres. Numbered wetland flags are present in the field.
The parcel is roughly an elongated rectangular in shape with very flat topography.
Historically, the eastern portion of the site has been a metals/welding industrial business.
Wetlands on the site comprise 17% of the surface area.
The area proposed to be cleared is a mid-successional forest type that has occurred in a
previously disturbed area.
Regulated areas on the site consist of a forested wetland to the west. This wetland is a
part of a much larger forested wetland complex that exists along the rear of most of the
lots along Burnham Street. A man-made drainage swale occurs along the northern
property boundary from the Comeau Way cul-de-sac west to the proposed expansion
area.
This parcel was the subject of an earlier wetland application to restore a filled wetland.
The restoration was completed in 2015 and was successful. The current proposal does
not impact this area.
Wetland Functions:
Major functions of the wetland would be stormwater flow conveyance, wildlife habitat,
groundwater recharge, flood storage, and nutrient and sediment trapping. The URA in
this area is disturbed and contains potion of the building and parking/storage areas. Non-
developed areas within the URA are currently forested.
Impacts:
Sedimentation:
The upland soils on the site are mapped as Udorthants or Disturbed soils. The wetland
soils are mapped as Walpole Soils. All of these soils have an erosion potential listed as
