The Statutes are divided into the Inland Wetlands and Watercourses Act(sections 22a-36 to 22a-45)and the Tidal Wetlands Act(sections 22a- 28 to 22a-35). Inland Wetlands"means land, including submerged land, not regulated pursuant to sections 22a-28 to 22a-35, inclusive, which consists of any of the soil types designated as poorly drained, very poorly drained, alluvial, and floodplain by the National Cooperative Soils Survey, as may be amended from time to time, of the National Resources Conservation Service (NRCS) of the United States Department of Agriculture"section 22a-38(15). Watercourses"means rivers, streams, brooks, waterways, lakes, ponds, marshes, swamps, bogs and all other bodies of water, natural or artificial, vernal or intermittent, public or private which are contained within, flow through or border upon this state or any portion thereof, not regulated pursuant to sections 22a-28 to 22a-35, inclusive. Intermittent watercourses shall be delineated by a defined permanent channel and bank and the occurrence of two or more of the following characteristics: (A) Evidence of scour or deposits of recent alluvium or detritus, (B) the presence of standing or flowing water for a duration longer than a particular storm incident, and(C)the presence of hydrophytic vegetation"section 22a-38(16). Tidal Wetlands are defined as "those areas which border on or lie beneath tidal waters, such as, but not limited to banks, bogs, salt marsh, swamps, meadows, flats,or other low lands subject to tidal action, including those areas now or formerly connected to tidal waters, and whose surface is at or below an elevation of one foot above local extreme high water;and upon which may grow or be capable of growing some, but not necessarily all of the following'(includes plant list)section 22a-29(2). Page 1 of 3 WETLAND SOIL TYPES Wetland soils consist of Walpole sandy loam. The Walpole series consists of very deep, poorly drained sandy soils formed in water-sorted glacial outwash and stratified drift. They are nearly level to gently sloping soils in low-lying positions on terraces and plains. Walpole soils have a water table within 1' of the soil surface much of the year. NON-WETLAND SOILS The non-wetland soils were not examined in detail, except as was necessary to determine the wetland boundary. Non-wetland soils consist of Ninigret and Tisbury soils, and Udorthents-Urban Land Complex. In the Ninigret and Tisbury map unit, two soil series are intermingled in a complex pattern on the landscape that is not practical or necessary to separate. The Ninigret series consists of very deep, moderately well drained soils formed in loamy over sandy and gravelly glacial outwash. They are nearly level to strongly sloping soils on glaciofluvial landforms, typically in slight depressions and broad drainageways. The soil has a seasonal high water table. The Tisbury series consists of very deep, moderately well drained loamy soils formed in silty eolian deposits overlying outwash. They are nearly level and gently sloping soils on outwash plains and terraces, typically in slight depressions and broad drainageways. The soil has a seasonal high water table at a depth of about 18-42". The Udorthents-Urban Land complex contains two miscellaneous land types that are present on the landscape in a complex pattern that is not practical or necessary to separate. Udorthents is used to denote moderately well to excessively-drained earthen material which has been so disturbed by cutting, filling, or grading, that the original soil profile can no longer be discerned. Urban Land is used to denote areas that are primarily buildings, roads, parking lots and landscaping. discerned. The subject parcel is located at 199 Strong Rd in South Windsor and is 2.9 acres is size. There is a 2400 sq. ft. cinderblock building located at the northeast side of the property along Strong Rd. Most of the property is wooded and contains wetlands on the property's southern border. Intended Use This property will be used by The Bike Shop as a bicycle service and sales facility. The hours of operation for The Bike Shop will be Tuesday, Wednesday&Friday 1 Oam-6pm, Thursday 1 Oam- 7pm, and Saturday 1 Oam-5pm. The Bike Shop is closed on Sunday and Monday. Bicycle traffic will be directed west to either Main St, or one of the nearby neighborhoods to the west of the location to avoid heavy motor vehicle traffic. Deliveries will be received through the front of the building through either the main entrance, or the overhead door. Proiect Description The proposed project involves no major construction to the site. Ceiling fans, knee walls, storage racks, and a counter will be installed on the interior. No full-length walls will be installed and storage racks are free standing and do not obstruct foot traffic. A parking area will be installed on the front of the building containing 6 parking spaces. There will be low ornamental gardens lining the entrance to the parking area for clear delineation, which will contain hostas and ornamental grasses capable of withstanding snowfall and snowplow activity. There will also be a cardboard dumpster placed on the buildings western side. A freestanding bike rack and bench seat will be placed in front of the building for customer use. MEMORANDUM To: Michele Lipe, Director of Plannning Jeffrey Folger, Senior Environmental Planner From: Jeff Doolittle, P.E., Town Engineer Date: October 3, 2017 Re: App 17-35P The Bike Shop, 199 Strong Road I have reviewed the site plan for the above application and I have the following comments: 1. The 24 foot wide driveway opening with a paved apron and plantings on the sides is good. However, parking spaces 3, 4, 5 and 6 are not practical where shown as there is not enough room for a car to get in and out of these paces without running over the plantings and/or backing into the road. The building is too close to the road to accommodate all these head in parking spaces. I think there is enough room on the west side of the driveway for 2-3 parking spaces, parallel to the road (depending on one being an accessible space) and the other parking spaces need to be behind the building. Please reconfigure the parking spaces 2. What is the 5 foot strip directly in front of the building? This could be a sidewalk or landscape area and needs to be labeled. 3. The water quality swale needs to be extended behind the building along the wood line to a total length of about 170 -180 feet. 4. Add topsoil and planting notes and/or details for the water quality swale. What will be planted there, grass, wetlands mix or some other vegetation? 5. There needs to be a maintenance plan and schedule for the water quality swale noted on the plans. Please let me know if you have any questions. i Appl #17-35P, Bikes and Boards Public Hearing 10/10/17 Planning Department Report 1. Request for special exception and site plan approval for approval of a 2,400 sf equipment service and sales facility for "The Bike Shop", located at 199 Strong Road, I zone.
