Introduction 1 The project includes the construction of an approximately±68,400 SF (footprint) Senior Independent Living Facility building, landscaping improvements, parking and garages, retaining walls, a stormwater management system, and utility 1 improvements to support the use. The Project Site is a parcel of land labeled as "Unit 3" within the overall Evergreen Walk development area, off Buckland Road in South Windsor, CT(west of the Old Navy retail store). Tamarac Avenue is proposed 1 to be extended through the site as part of the development, however will terminate prior to reaching the wetland/watercourse corridor crossing. Any future 1 crossing of Tamarac Avenue over the wetlands is not part of this application for site development. This Wetland Assessment Report has been prepared to evaluate the effects of the 1 proposed development on the adjacent inland wetlands and watercourses. The project does include any direct temporary or permanent impacts to inland wetlands or watercourses. Indirect impacts have been avoided to the greatest extent 1 practicable and mitigated through Best Management Practices (BMPs) as well as having employed the states policy of: 1.Avoidance, 2. Minimization of loss, and 3. Compensation/Mitigation. 1 The project proposes construction of the site development activities within the Town of South Windsor's Inland Wetland/Watercourse and Conservation Regulations 1 (October 18, 2000) 80-foot Upland Review Area from wetlands. Specifically, the activities will be no closer than non-encroachment 40-feet buffer to the wetlands, with the exception of the proximity of Tamarac Avenue at its terminus. This location 1 is not within a non-encroachment buffer however is within the Upland Review Area the wetland. 1 2. Site Description & Setting 1 Unit 3 includes approximately ±8-acres of developable land within the overall approximate ±18-acres.This is partly due to wetlands that encompass the project 1 site on 3-sides (South,West and North). 1 1 1 Wetland Assessent Report s hb 1 Figure 1 Site Location-Aerial:Source Bing Maps©2017 Microsoft(not to scale) 1 1 1 1 2.1 Landscape Ecological Setting The project site is located within a relatively heterogenous landscape mosaic 1 composed of a historical agricultural lands, commercial/retail, residential, and a mixture of local and state roads. Habitat types within the landscape include old growth fields, hedgerows, fragmented forested (uplands and wetlands), and 1 developed lands. Vegetation within these habitats include both non-native invasive and native species and include primarily meadow grasses, deciduous hardwoods and 1 shrub layers all within very abrupt edges (i.e. ecotones). The majority of the area surrounding the site is forested wetlands fragmented by agricultural areas. The developed lands and open fields around the project site 1 increase the edge zones, which are favorable habitats for area tolerant(edge or generalist) species. The degree to which habitats are fragmented influences area sensitive (forest interior) species from residing within these habitats. Research ' suggests that most area sensitive species require a minimum of at least 100 hectares (247 acres) of contiguous forested habitat. Based on the fragmented condition of the project site and surrounding landscape, it is unlikely that area sensitive species 1 inhabit the project site or nearby surrounding habitats, however moderate area sensitive species may occur in the landscape, however, not likely within the open fields on-site. Some moderate area sensitive forest bird species include broad- winged hawk, pileated woodpecker, flycatcher, ovenbird, tanagers, vireo, nuthatch, wren, and some warbler varieties (Herkert, 1993). Low area sensitive bird species that have either been observed or have the potential to occur within habitats of the site include some of the typical generalists, cowbird, red-bellied woodpecker, downy woodpecker, blue jay, cardinal, grosbeak, oriole, catbird, grackle, warblers, swallows, 1 chickadee, and robin. 1 2 Wetland Assessent Report hb 1 2.2 Geology and Soils ' The soils were mapped by others from previous delineations and studies. Based on the Generalized Bedrock Geologic Map of Connecticut (CT DEEP, 1990),the site is 1 located within the lapetos (Oceanic) terrane underlain with bedrock consisting of gneiss, schist and quartzite. 1 2.2.1 Upland Soils The upland soils mapped by NRCS over the Unit 3 site includes Elmridge fine sandy 1 loam, 3 to 8 percent slopes, and Haven and Enfield soils, 3 to 8 percent slopes. Elmridge fine sandy loam 1 The Elmridge series consists of very deep, moderately well drained soils formed in loamy over clayey sediments. They are nearly level to moderately steep soils on 1 glacial lacustrine and marine terraces, and on lake plains. The soils formed in loamy and clayey glacial lacustrine and marine deposits. 1 Haven and Enfield soils The Enfield and Haven series consists of very deep,well-drained loamy soils formed 1 in a silty mantle overlying glacial outwash. Enfield soils are nearly level to sloping soils on terraces, outwash plains and water-sorted moraine deposits. Slopes range from 0 to 15 percent, but are generally less than 8 percent. The soils formed in a silty 1 mantle over stratified sandy and gravelly fluvial materials derived from a variety of acidic rocks. 2.2.2 Wetland Soils The wetland soils consist of Saco silt loam, and Scitico, Shaker, and Maybid soils. Saco silt loam Saco soils are nearly level soils on flood plains, along rivers and streams. They are in depressed areas. Slope ranges from 0 to 2 percent. The soils formed in recent silty alluvium derived mostly from granite, gneiss, schist, shale and sandstone. In places ' water is ponded on the surface from late fall through early spring. Permeability is moderate in the silty layers and rapid or very rapid in the underlying sandy materials. These soils flood in the spring and after periods of heavy rainfall. 1 Scitico, Shaker, and Maybid soils The Scitico, Shaker, and Maybid soils consist of very deep, poorly drained soils 1 formed in silty and clayey sediments. They are nearly level to very gently sloping soils-in-low-lying-positions of glaciolacustr-ine—and-mar-ine—ter-races.-Slope-ranges—from 0 to 5 percent and the thickness of the solum ranges from 20 to 45 inches. 1 1 3 Wetland Assessent Report 1 hb Rock fragments are mostly fine gravel and range from 0 to 3 percent by volume ' throughout. 2.2.3 Site Drainage The existing Site is generally comprised of old field habitat with forested wetland communities. Under existing conditions, onsite stormwater runoff flows overland generally in an east-to-west direction towards the onsite wetlands. There is a watercourse located in the northern portion of the site. The northerly portion of the ' site drains in a northerly direction into this watercourse. Ultimately, the flows continue to the onsite wetland system. 3.Wetland Ecological Communities and Assessment Wetland classifications used to identify the type of wetland(s) occurring on the Site 1 are based on guidance from the U.S. Fish and Wildlife Service (USFWS) (Cowardin et.al. 1979). Biophysical elements such as a wetland's landscape position, geology, hydrology, 1 substrate, and vegetation determine the wetland functions and to what capacity they are performed. Due to the differing biophysical characteristics between on-site 1 wetlands, the functions the wetlands provide and the capacity to perform those functions vary. To better understand these differences, a description of the assessed wetland functional values was completed based on the United States Army Corps of 1 Engineers (ACOE) Highway Methodology Workbook(1993) and its supplement workbook. This method requires a description of each of the wetland communities as well as indicating the functions they provide. The thirteen (13)functions and ' values that have been recognized include: Groundwater Recharge/Discharge, . Groundwater Sediment/Shoreline Recharge/Discharge Stabilization Floodflow Alteration (Storage& Wildlife Habitat Desynchronization) Fish and Shellfish 'J' Recreation Habitat /ii` Consumptive&Non- /, Consumptive) Sediment/Toxicant Retention Educational/Scientific i 1 Value Nutrient Removal Uniqueness/Heritage ® Retention/Transformation . Presented below is the table used in this process to graphically depict the functional values. Wetland resource areas on the Site include an approximate 7-acre wetland system located within the southern, western and northern portions of the property. There is an established 40ft non-encroachment buffer offset from the wetland line established by the Connecticut Department of Environmental and Energy Protection (CT DEEP) and depicted on VHB's site development plans. The development does not propose any improvements beyond this 40ft buffer limit. There is a watercourse located in the northern portion of the site. The watercourse will remain unaltered other than a new bridge crossing for the Tamarac Avenue extension. The wetlands on site have been assessed utilizing similar function value criteria by Penelope Sharp and Richard Snarski being presented graphically on a figure entitled, "Developable Area Plan," prepared by Fuss and O'Neill, Inc., dated Aug, 15, 2006 (Figure 2). The Wetlands Quality were evaluated as being one of the following categories: High, Medium, Low-Medium, and Low. Figure 2 below is a snapshot from the Fuss and O'Neill, Inc. plan noted above. Portions of this stream have been piped in the past. The remaining portions of the wetland community including a sloping wetland on the north and south side of Unit 3 and relatively level/flat topography to the west. The cover type within this watercourse community includes some patches of deciduous forested species as well as other areas dominated by shrubs. Thus, the wetland includes Palustrine Deciduously Forested (USFWS Class: PFO) and Palustrine Scrub/Shrub habitat (USFWS Class: PSS).Tree species include red maples (Ater rubrum), cottonwoods (Populus deltoids), oaks (Quercus rubrum and Quercus palustris), and willow(Solix nigra). Shrub species include the invasive multiflora rose (Rosa multiflora), and native gray dogwood (Corpus racemoso), spicebush (Lindera benzoin) and pussy willow(Salix discolor). Species present such as jewelweed (Impatiens capensis), sensitive fern (Onoclea sensibilis), skunk cabbage (Symplocarpus ' foetidus) and others comprise the herbaceous layer. The primary function of these wetlands is the capacity to support wildlife habitat with the diversity of vegetation species providing food, cover and nesting sites. Due ' to the morphology of the wetland and watercourse system, it has a limited capacity to store and desynchronize stormwater flood flows. This is evident from the watercourse and its erosive nature. The only area that would contribute to this function would be the westerly portion of the forested wetland that maintains a relatively flat topography on the landscape with more organic soils that can contribute to floodflow alteration and groundwater discharge/recharge, and capacity for nutrient removal. Fish and shellfish habitat does not exist. Other functions such as uniqueness, threatened or endangered species, and recreation are ' not provided by this wetland community. We concur with the quality of wetlands assessed in Figure 2 for these wetlands. The wetlands on the west side were considered High quality, the two slope wetlands on the north and south are Medium quality and the narrow watercourse also on the north and south were evaluated as being low quality due to the erosive action of stormwater and lack of quality habitat. ' 4. Proposed Activities and Impacts The proposed senior living center and associated infrastructure, retaining walls and parking are proposed to be outside of all wetlands and watercourse boundaries. Resulting in no proposed direct impacts to wetlands or watercourses. The project includes stormwater drainage measures to treat, detain and filter the ' - -- — — stormwater runoff through several-measure—s-and-was-designed-using the 2004 ---- ----- - Connecticut Stormwater Quality Guidelines and the Town of South Windsor 6 Wetland Assessent Report h b 1 stormwater regulations. VHB prepared a detailed Stormwater Management Report 1 that is part of the Inland Wetland Application for this project under a separate cover, dated September 2017. 1 The stormwater management measures include structural and non-structural methods, including subsurface stormwater infiltration system and a planted wet- detention basin. As noted in VHB stormwater report, under proposed conditions, the ' stormwater runoff from the site will be collected and treated by a series of BMP's including 4ft deep sump catch basins and hooded outlets, hydrodynamic separator water quality units, an Extended Detention Shallow Wetland System ("detention basin"), and two (2) subsurface infiltration systems. The proposed stormwater management system has been designed to treat the one inch Water Quality Volume as well as provide for pretreatment prior to discharging stormwater. The soils on the site have a relative poor drainage capacity, thus infiltration is not effective. Based on the significant cut and filling of the site, with the need to fill up 1 to 20-feet in some areas, the subsurface infiltration system will be within select fill that will provide the necessary infiltration to effectively manage the stormwater from that system through the spread of the flow and infiltration through the select fill ' soils that will have a higher capacity for multidirectional flow of the stormwater collected. The stormwater management system has been designed to match peak flow from existing to proposed conditions, as well as reducing the volume from the development. The stormwater detention basin is located at southwesterly portion of the property. ' The detention basin is designed as an engineered stormwater wetland to provide for water quality. The key component of this engineered wetland is to maintain a permanent pool as well as provide specific wetland vegetation. Peak flows are ' proposed to be reduced when compared to existing conditions. The detention basin will consist of"cells" that comprise a low-marsh, high-marsh, slope embankments, and a pre-treatment sediment forebay. The low-marsh area is a serpentine area 1 throughout the basin, and will be 1-2 feet below the high-marsh area.Wetland plants that tolerate intermittent flooding and dry periods are proposed in the low and high-marsh areas. Some benefit of the engineered wetland includes maximizing 1 efficiency at removing both particulate and soluble pollutants, providing aesthetic benefits, providing wildlife habitat, and providing the ability to attenuate peak runoff from stormwater events. ' The construction of the proposed site development activities is proposed within the current old field habitat of the site within the 80-feet Upland Review Area but 1 outside of the 40-feet non-encroachment buffer of the adjacent wetland. The exception is the proximity of Tamarac Avenue at its terminus. This location is not within a non-encroachment buffer however is within the Upland Review Area the poor-quality wetland/watercourse. The stormwater basin will provide additional habitat that currently does not exist on 1 the site and provide numerous native plantings in and on the slopes of the basin. 1 7 Wetland Assessent Report 1 1 vhb This basin will be located upgradient and easterly of the High quality portion of the onsite wetland system. With the diversity of habitat provided by the planted basin including the treated and filtered stormwater, this basin creates a beneficial habitat for local wildlife. It is critical that the proposed basin be constructed and maintained 1 utilizing the proposed soil erosion and sedimentation control measures (i.e., BMPs). Turbidity of stormwater runoff during construction can be a concern without 1 appropriate BMP measures to manage the migration of sediment. Monitoring of all site activities during construction is another critical component due to the nature of the silt loam soils and the fact that the wetlands encompass the site development on Unit 3.The implementation of erosion control blankets, as proposed will assist in managing these soils and assist in more expedient stabilization of the disturbed 1 areas due to construction. Effective installation and necessary ongoing maintenance of the soil erosion and sediment control measures (i.e., silt fence, hay bales, erosion control blanket)will help to minimize and avoid direct and indirect impacts to adjacent wetlands and watercourse. ' 5. Summary The critical factors that can have the greatest potential for adverse impacts to the adjacent wetlands and watercourse on Unit 3 are the construction activities and temporary disturbance of soils in order to construct the facility and associated infrastructure and parking. Effective management and maintenance of BMPs during construction and until areas are stabilized is necessary to avoid the potential for adverse impacts to the wetlands and watercourses. ' Wildlife currently using the site is not expected to be significantly affected. The generalist avian and small mammal species are still expected to utilize the site for foraging, nesting and cover, as well as the adjacent upland and wetlands. The ' structures and impervious areas will decrease the habitat available that is present currently, however the landscaping plans will assist in stabilizing and providing typical habitat on development sites such as the proposal. The slopes of the basin ' will be planted with New England Wetland Plants Erosion Control/Restoration seed mix for detention basins and moist sites at a rate of 35lbs/acre. A maintenance accessway is provided along the top of the basin berm. A consideration for planting ' the side slopes of the basin was evaluated, however by providing a seed mix in this area appears to better mimic current conditions. ' The stormwater management measures have been comprehensively analyzed and evaluated with the need to use select fill material for infiltration of the subsurface systems, the installation of deep sump catch basins(4ft)with hooded outlets, hydrodynamic separator units, and the proposed Extended Detention Basin with a -high-low marsh-habitat-and-pre-treatment for-ebay.—Both volume-and-rate-of-runoff - --are proposed to be reduced from the site to minimize and avoid the potential for Idownstream impacts due to an increase in runoff. ' 8 Wetland Assessent Report '' hb Finally, the activities will be no closer than non-encroachment 40-feet buffer to the wetlands, with the exception of the proximity of Tamarac Avenue at its terminus. This location is not within a non-encroachment buffer however is within the Upland i Review Area the wetland. The project has avoided direct impacts to the wetlands and watercourse and minimizes and avoids indirect impacts through the implementation and maintenance of BMPs during construction and until the areas are stabilized. 6.
