RE: Modification to Permit, appl. #05-34P
Evergreen Run Parking lot expansion
70 Buckland Road
South Windsor, CT 06074
Assessor's Map#27 Lot#11
• Dear Commission,
One behalf of the Applicant,Northeast Retail, property managers for the owners, 95 CT LLC &
225 CPN LLC, we are pleased to submit the attached Application for a Modification to a
previously approved Site Plan that would allow for the construction of a paved 14 space parking
area. The construction of this parking area would require the disturbance of 3,225 S.F. of
wetlands, and 3,940 S.F. of upland review area.
To keep these disturbances to a minimum, the applicant is proposing to construct a block retaining
wall 165' in length. 145' of this wall would range in height from 10'tall where it will tie into an
existing wall, to 14.5' tall. The remaining portion of wall would range in height from 12' to 2.5'
where it would connect at the existing building corner. Guide rails and fencing are proposed
along the entire length of this wall. All trees and stumps that are removed will be truck off site for
disposal. Topsoil and any other unsuitable soil in the area of disturbance will also be trucked off
site.
• Approximately 1,600 C.Ys. of fill would be brought in to bring the parking area up to the required
grades. The parking area will be graded to drain all surface water into existing drainage facilities.
The applicant anticipates the start construction this summer and have the project completed in the
fall.
Alternative parking along the westerly side of the access drive was studied but determined to be
too steep and unsafe as cars would be required to back out into traffic in the access drive. Other
parking lot options on the easterly side of the access drive were also studied but would have a
greater impact on the wetlands. The proposed option has been determined to be the appropriate
layout to address current parking demands while addressing customer safety.
Limit of inland wetlands depicted on the site plans were taken from plans entitled: M/S Town
Line Associates Evergreen Run Topographic Plan, CG.1.3 Dated: 04/29/05 Revised: 10/05/09
Scale: 1" =40' Prepared by Fuss& O'Neill. No portion of the property lies within a 100' flood
zone.
A similar parking area was previously approved by the Town Inland Wetlands Agency/
Conservation Commission July 6, 2005 Appl. #05-34P, and the Planning and Zoning Commission
on August 16, 2005, Appl. #05-34P. Stream stabilization on the property to the north that was part
of the July 6, 2005 approval was completed to mitigate the proposed 3,500+ S.F. of wetland
impact on the previously approved plans, however construction of the parking area was never
• completed.
We ask that you please review the enclosed application and supporting documentation and contact
me should you have any questions or comments.
• Sincerely,
James A. Bernardino, P.E

Date: June 26, 2017
Re: App 17-23P Parking Lot Expansion, 70 Buckland Rd
I have reviewed the Plan for the above application and I have the following
comments:
1. The proposed wall is over 14 feet high which will make it very difficult and
expensive to extend this driveway to the property to the north as required
by PZC. Any future driveway extension should be designed at a
maximum 10% slope. The height of the wall should be reduced to 10-11
feet by grading the proposed parking lot expansion down at 2-3%to the
north from the existing driveway. A catch basin could be installed in the
expanded parking lot and piped to the existing CB in Buckland Road to the
west, behind the existing building to handle storm water drainage from this
parking area. Grading the parking lot down to the north.will require a
lower wall and less fill.
Please let me know if you have any questions.

Dear Ms. Lipe;
Northeast Retail, property managers for the owners, 95 CT LLC &225 CPN LLC, is in receipt of
the Memorandum to you from Jeff Doolittle, PE, Town Engineer, dated June 26, 2016 (attached
hereto for reference. On their behalf, we offer the following in response.
The Applicant has explored the option of lowering the retaining wall and pitching the proposed
parking area to the north and collecting and conveying the storm water generated from this area
westward behind the existing building with a connection to the catch basin within Buckland Road.
This option results in an increase in impervious area(0.10 acres) draining towards the Buckland
Road drainage system. With this consideration, the capacity of that portion of the Buckland Road
drainage system in which the noted connection would affect was evaluated to assure its capacity to
accept additional flows.
• Attached you will find and exhibit and calculation delineating the areas flowing to the Buckland
Road drainage systems in question as well as calculated flows to for the 10-year storm event. The
Buckland Road drainage system is comprised of 15"concrete pipes which accepts flow from the
roadway from a highpoint just south of the site to a low point in Buckland Road several hundreds
of feet to the north of the site where it combines with a 36"culvert and discharges to a wetland
system.
A shown of the attached drainage exhibit and calculations, the existing 15"pipe has a limiting flow
capacity within its last segment of the system which has a slope of 1.44%. This slope yields a
flowing full capacity of 8.02 cfs. Based upon the existing contributing area to this point(3.06
acres), the existing flow To this point is 10.65 cfs which exceeds the existing drainage systems
capacity by—33%. If the proposed parking area(0.10 acres)was to be added to this system, the
:
limning capacity(8.02 cfs) of the Buckland road drainage systems would be exasperated to 48%
above it capacity.
To avoid this impact, the proposal is to construct the parking area to allow for surface discharge
and collection to the existing drainage system onsite. As part of the properties Connection and Use
Agreement(attached hereto)with Evergreen Walk(west of subject property), the property can
discharge up to 12.5 cfs to its drainage system. The site is currently connected to said system and
currently discharges 2.10 acres or 10.23 cfs of flow. The proposed parking expansion will add
0.10 acres to this discharge raising the peak rate to 10.72 cfs, which falls within the allowed
: drainage considerations of the Site and Evergreen Walk.
In consideration of the cross-access driveway with a maximum 10% slope, we have prepared an
exhibit(attached)that demonstrates that a driveway with said slope can be constructed while still
providing reasonable building envelopes on the adjacent parcel. The exhibit considers the
originally proposed grading scenario and not a reduced wall height which would require a drainage
connection to the Buckland Road system which has been determined to be of insufficient capacity.
• We ask that you please review the enclosed application and supporting documentation and contact
me should you have any questions or comments.

MEMORANDUM
To: Michele Lipe, Director of Plannning
From: Jeff Doolittle, P.E., Town Engineer '\Ny?
Date: June 26, 2017
Re: App 17-23P Parking Lot Expansion, 70 Buckland Rd
have reviewed the Plan for the above application and I have the following
comments:
1. The proposed wall is over 14 feet high which will make it very difficult and
expensive to extend this driveway to the property to the north as required
by PZC. Any future driveway extension should be designed at a
maximum 10% slope. The height of the wall should be reduced to 10-11
feet by grading the proposed parking lot expansion down at 2-3% to the
north from the existing driveway. A catch basin could be installed in the
expanded parking lot and piped to the existing CB in Buckland Road to the
west, behind the existing building to handle storm water drainage from this
parking area. Grading the parking lot down to the north will require a
lower wall and less fill.
Please let me know if you have any questions.
