: Megan's Doughnuts, LLC has been manufacturing doughnuts for the last 17 years, most
recently at Bissell Commons on Chapel Road. Eric Slocum is the owner, and the business is named
after his daughter. The business produces a variety of fresh hand-made doughnuts, seven days a
week, which are sold at numerous local businesses, including supermarkets and a number of
restaurants. They will be a tenant in a building owned by 233 Sullivan, LLC (Dan Kellner),
consisting of 1,308 square feet. The property owner has been told this building housed the Town's
blacksmith in the 19'h century. Two parking spaces are required, and three are shown, one of which
is in reserve (to be built if needed). Approval has been secured from The Shepard Companies to
park the firm's two delivery vehicles across the street at 200 Sullivan Avenue. Approval has also
been secured from the abutter to the south and west(NEYCO, LLC)to allow vendor trucks to
: utilize their driveway for deliveries, e.g., flour. As this site cannot handle retail sales(lack of
customer parking), no retail doughnut sales to the public will be offered. This will simply be a
production facility.

Re: App 17-34P Megan's Doughnuts 233 Sullivan Avenue
I have reviewed the site plan for the above application and I have the following
comments:
1. An Accessible parking space is only needed for the public and may not be
needed since there will be no retail sales at this site. I suggest the
Accessible parking space be replaced with 2 regular parking spaces for
employees.
2. The dumpster pad detail needs to be revised to show 8"thick concrete,
4000 psi, with reinforcing.
3. The 6" chain link fence around the dumpster needs to have privacy slats
and be maintained to screen the dumpster from street view.
4. In accordance with the Town Site Compliance Checklist, the plan needs to
show all existing and proposed utilities; elevations for the sanitary sewer
lateral and any drainage at the building or structures and where they
connect to the systems in the road; spot grades and/or 1 foot contours
showing the site grades in front of the building doors, in the driveway, at
parking spaces, by the dumpster pad, and in the centerline of the driveway
at the road.
5. WPCA review and approval of this plan is needed.
6. A grease trap and grease management plan are needed.
7. A monitoring sanitary manhole may be needed on the sanitary lateral
between the building and the main in the road. An easement to the Town
will be needed if this is on the property.
Please let me know if you have any questions.

Re: As-built plan for 233 Sullivan Avenue
Dear Mr. Slocum:
Megan's Doughnuts has been operating out of 233 Sullivan Avenue for
several months, without previously obtaining a Certificate of Occupancy

The approval of your minor site plan modification on August 30, 2017,
required you to submit an as-built plan prior to the issuance of the CO. A
review of our files does not find such a drawing has been submitted.
Please submit the required as-built plan by January 5, 2018. Your
immediate cooperation in this matter is appreciated. If you have any
questions, please contact me at (860) 644-2511, ext. 251.
