Lipe, Director of Planning /'w-C Date: 7/26/2017 Re: Application #17-28P, Schoolhouse Road Special Exception/Site Plan Following are review comments from the Planning Department. Engineering comments will be forthcoming. Please make appropriate revisions and submit seven complete sets to the Planning Department at least 10 days prior to the scheduled meeting (scheduled for August 15). If you have any questions, please call. Planning Department comments 1. The notes under the zoning data block must be corrected to reflect the change in the regulations (Appendix F 3.3.6 and 3.3.11 C —as they are now in the Appendix). Also the affordable units should reflect 3 units required when rounded (2 .8 units cannot be built!) 2. An Affordability plan must be submitted demonstrating the affordability of the units proposed and how the applicant intends to keep the units affordable over time. This plan is subject to review and approval of the Town Attorney. (Note: previous application had hearings held open to get back comments on the plan —so please submit as soon as possible.) 3. RV/boat trailer storage area? Will these be restricted through home owner association documents? 4. A formal house size waiver request should be submitted as part of the application. Note: the affordable units must representative of the houses sizes built. The area of the proposed parking for the adjacent property should be shown as an easement area as we will not be approving the parking expansion with this 'application. There is an existing site plan that was approved for the school house that will have to be modified to accommodate this new parking area. This parking had not been shown on the general plan It would appropriate to talk in concept with the PZC about this idea for their feedback. A couple concerns I have is the aesthetic of a gravel parking area in this (entry to the new development abutting up to a sidewalk) as well as the ability to meet the perimeter parking lot landscape requirements (see Section 6.4.6) so that lights and the parking area are shielded from the roadway and adjacent properties. Fire Marshal comments The installation of a fire hydrant at the intersection of Ellington Road and the new road will be required. Other fire hydrants within the development will be coordinated with the owner and MDC. Because this road design does not meet the Town standards for driveways in a cul-de-sac, we understand the proposed road will be a private road, owned by an association and not maintained by the Town. In addition the sanitary sewers and storm drainage system in this development will be owned by an association and will not be maintained by the Town. There will need to be a bylaws and a maintenance plan in place for a homeowners association to maintain the road, storm drains, detention basin and sanitary sewer. 2. An assessment for connection of the sanitary sewers from this parcel to the Existing Town of South Windsor sewers in Ellington Road may be charged by the South Windsor WPCA. 3. The proposed sidewalk ramps need to be oriented to cross Schoolhouse drive with a crosswalk between the stop bar and Ellington Road. 4. The proposed catch basins 6 and 7 are too close to the driveways for units 11 and 10 respectively. These should be 5-10 feet from the driveway. I suggest CB 7 and 8 be moved uphill toward the cul-de-sac. CB6 can be moved toward Ellington Road. 5. Please check for conflicts between the proposed gravity sanitary sewer/ laterals and water services where they cross. 6. There needs to be at least 10 feet horizontal separating distance between the water services and sanitary sewer laterals. There are numerous places where these are closer together. 7. No foundation drains or basement elevations are shown. Will these units have basements and foundation drains? If so, they need to be shown. 8. No electrical transformers or communications (cable or telephone) boxes should be placed at the end of the cul-de-sac as they get buried and damaged by snow removal operations. It appears a transformer is shown there and it should be relocated. 9. 1 suggest the proposed gravel parking lot on this parcel for the Historical Society be left as a grass area with an easement for the Historical Society to use as overflow parking if needed. 10.Label the Sanitary MH on the Plan view. I h 11.The existing CL CB on the rear property line of# 24 Northview Drive, N/F Steven Lozyniak, needs to be investigated to determine if it discharges on this property. The Town does not have any record of the outlet from this CB. I suggest it be connected to the proposed CB 9 behind unit 2. 12.According to the Inlet Report in the Stormwater Management Report, CB 9, 10 and 11 (all yard drains behind units) will have significant ponding around them during heavy rain storms. This will allow topsoil, yard waste and other debris to wash into these structures and the nearby unit owners will probably not appreciate the ponds in their back yards. Adjustments need to be made to these CB and the grading around them to reduce ponding during heavy rain storms. For example, connecting the CL CB behind #24 Northview Drive will reduce the ponding around CB9. Providing a drainage swale between CB10 and CB11, and then to CB12 will allow storm water to drain to other CB and reduce ponding. Additional CB could also be added near CB 9, 10 or 11. 13.The TF of the outlet structure in the Water Quality Basin is higher than the emergency overflow rip rap spillway. This TF should be lowered to 69.5 or less so it is at or below the emergency overflow spillway. 14.Include a gravel access path (can be covered with 4" topsoil and grass seed) to the water quality basin inlet, forebay, outlet and emergency spillway from a road for maintenance and repair vehicles 15.Add a note to the sidewalk detail to use 4000 psi concrete for sidewalks. 16. WPCA review and approval is needed for this project. Please let me know if you have any questions. l n V,V r' k Q ) 2 Lipe, Michele From: Doolittle,Jeffrey Sent: Wednesday,August 9, 2017 3:58 PM To: Ben Wheeler, 'James Bernardino'; 'RSKSW@aol.com' Cc: Lipe, Michele Subject: Schoolhouse Drive DRZ general drainage State comments Hi, Please include the following 2 comments in the written Engineering comments for the proposed Schoolhouse Drive development. 1. For convenience, the noted comments letters are attached and the following responses coincide with numbered comments. Planning Department Comments(7-26-2017) f 1. The zoning notes were amended as requested. : 2. RSK Kellco is in the process of preparing an affordability Plan. 3. RV/boat trailers will be restricted and will be in the condominium documents. 4. RSK Kellco will be submitting a house size waiver. All improvements to the Historical Society building have been removed and will submitted at a later dated as a separate submission. • Fire Marshal comments : 1. A fire hydrant was added on the southerly side of Schoolhouse Drive at the intersection with Ellington Road Engineer review(8-8-2017) : 1. Acknowledged, will be incorporated in the condominium documents. 2. Acknowledged 3. Ramps moved slightly, crosswalk added. 4. Driveways were narrowed and catch basins were moved. : 5. No conflicts exist,on the Utility Plan, note 5 was added to encase sanitary laterals in concrete when less than P separation. 6. Services adjusted to have 10' minimums. 7. Basement floor elevations were added, existing note 45 on the Plan and Profile sheet calls for footing drains and sump pumps were required 8. Transformer relocated. 9. All improvements and easements for the Historical Society building have been removed and will submitted at a later dated as a separate submission. r . • • : 10. Sanitary manholes were labeled. 11. A new catch basin was added adjacent to the existing drainage structure that is entirely silted in and does not function. An updated storm sewer calculation sheet is attached outlining the : flows to this new catch basin(CB9A)and the modified flows to CB#9. 12. Pursuant to discussions with discussions with Jeff Doolittle, the following was evaluated. a. Inlet capacities were evaluated for type CL grates. Per the attached worksheet the following was found: i. Type CL grates have an inlet capacity of 3.23,4.15 and 6.64 cfs for pond depths of 3,4 and 5 inches respectively. ii. Based on the above, ponding will be less than 4"at CB#9, less than 3"at CB#10 and less than 5"at CB#5. : b. To minimize and assist flow to be conveyed to the ultimate discharge point, minor grading modifications were made around the areas of CB 10 and 1 I per discussions with the Town • Engineer. c. It was determined that minimal ponding will be observed during the peak of the evaluated : events. It is anticipated that when the peak even subsides or de-intensifies,ponding will subside within minutes. 13. The outlet structure was revised, and the T.F.elevation lowered to match the emergency overflow elevation. This required that the orifice be modified from a single 18"to two 12"to : allow for the outlet structure to be constructed using as standard catch basin structure. This modification has no impact on the water quality provide within the basin, and only slight • changes to the peak rates of discharges from the site(still well below the predevelopment conditions). Updated HydroCAD printouts and a flow summary table are attached for record. 14. Two separated gravel paths were added to the plans. 15. A note was added to the detail calling for 4000 psi. 16. Acknowledged 17. Acknowledged that an encroachment permit will be required. 18. We do not feel that a drainage easement is required as there is no flow proposed over the spillway. The spillway is proposed as general engineering practice in consideration of a catastrophic event If any additional information is needed or any additional questions arise, please feel free to contact us at 860-291-8755. : • Sincerely, ames A. mardino Director of Engineering : t I t Memo To: Bruce Keller—RSK Kellco From:Michele R. Lipe, Director of Planning Date:7f2612017 Re: Application#17-28P, Schoolhouse Road Special Exception/Site Plan Following are review comments from the Planning Department Engineering comments will be forthcoming. Please make appropriate revisions and submit seven complete sets to the Planning Department at least 10 days prior to the scheduled meeting (scheduled for August 15). If you have any questions, please call. Plamilog Deprarhow*comments 1. .The notes under the zoning data block must be corrected to reflect the change in the regulations (Appendix F 3.16 and 3.3.11C -as they are now in the Appendix). Also the affordable units shout reflect 3 units required when rounded (2.8 units cannot be built!) 2. An Affordability plan must be submitted demonstrating the affordability of the units proposed and how the applicant intends to keep the units affordable over time. This plan is subject to review and approval of the Town Attorney. (Note:previous application had hearings held open to get back comments-on the plan--so please submit as soon as possible.) 3. RV/boat trailer storage area? Will these be restricted through home owner association documents? 4. A formal house size waiver request should be submitted as part of the application. Note:the affordable units must representative of the houses sizes built. The area of the proposed parking for the adjacent property should be shown as an easement area as we will not be approving the parking expansion with this application. There is an existing site plan that was approved for the school house that will have to be modified to accommodate this new parking area. This parking had not been shown on the general plan It would appropriate to talk in concept with the PZC about this idea for their feedback.A oouple concerns I have is the aesthetic of a gravel parking area in this (entry to the new development abutting up to a sidewalk) as well as the ability to meet the perimeter parking lot landscape requirements (see Section 6.4.6) so-that lights and the parking area are shielded from the roadway and adjacent properties. Fire Marshal comments The installation of a fire hydrant at the intersection of Ellington Road and the new road will be required. Other fire hydrants within the development will be coordinated with the owner and MDC. MEMORANDUM To: Michele Lipe, Director of Plannning - From: Jeff Doolittle, P.E.,Town Engineer 57 Date: August 8,2017 Re: App 17-28P Schoolhouse Drive DRZ Site Plans, 755 Ellington Road I have reviewed the Plan for the above application and I have the following comments: 1. Because this road design does not meet the Town'standards for driveways in a cul-de-sac, we understand the proposed road will be a private road, owned by an association and not maintained by the Town. I suggest.CB 7 and 8 be moved uphill toward the cul-de-sac. C86 can be moved toward Ellington Road. Nil these units have basements and foundation drains? If so,they need to be shown. 8. No electrical transformers or communications (cable or telephone) boxes should be planed at the and of the cul-de-sac as they get buried and damaged by snow removal operations. It appears a transformer is shown there and it should be relocated. 9. 1 suggest the proposed gravel parking lot on this parcel for the Historical Society be left as a grass area with an easement for the Historical Society to use as overflow parking if needed. 10.Label the Sanitary MH on the Plan view. r 11-.The existing CL CB on the rear property line of#24 Northview Drive, N/F Steven Lozyniak, needs to be investigated to determine if it discharges on this property. The Town does not have any record of the outlet from this CB. I suggest 4 be connected to the proposed CB 9 behind unit 2. 12.According to the Inlet Report In the Stormwater Management Report, CB 9, 10 and 11 (all yard drains behind units)will have significant ponding around them during hearty rain storms. This will allow topsoil, yard waste and other debris to wash into these structures and the nearby unit owners will probably not appreciate the ponds in their back yards. Adjustments need to be made to these CB and the grading around them to reduce ponding during heavy rain storms. For example, connecting the CL CB behind#24 Norkhview Drive will reduce the ponding around CBS. Providing a drainage Swale between CB1Q-and CB11, and then to CB12 will allow stone water to drain to other CB and reduce ponding. Additional CB could also be added near CB 9, 10 or 11. 13.The TF of the outlet structure in the Water Quality Basin is higher than the emergency overflow rip rap spillway. This TF should be lowered to 69.5 or less so it is at or below the emergency overflow spillway. 14.Include a gravel access path (can be covered with 4°topsoil and grass seed)to the water quality basin inlet, forebay, outlet and emergency spillway from a road for maintenance and repair vehicles 15.Add a note to the sidewalk detail to use 4000 psi concrete for sidewalks. 16. WPCA review and approval is needed for this project. Please let me know if you have any questions. 2 r i Date rk Page 1 of C Project "CILIC vi.-me 11 C b _ bF C ►N'r f N.. Request for a Special Exception in Accordance with Appendix F and Site Plan of Development for a 14 unit development to be known as `Schoolhouse Drive', on property located on the easterly side of Ellington Road, southerly of Northview Drive (755 Ellington Road and 760 Pleasant Valley Road), Designed Residence Zone 2. The PZC approved the zone change and general plan for this development in June of 2016. Subsequent to that, the DRZ regulation was removed from the current regulations and made an Appendix. 3. Special exception review criteria include: • The proposal is consistent with the goals and objectives of the Plan of Conservation and Development. • The application has met the requirements of the zoning regulations. • The land is physically suited to the proposed use. • Minimal, if any, adverse environmental impacts are created. • No traffic or other hazards will be created. • The impacts on the capacity of the present and proposed utilities, street, drainage systems, sidewalks, and other elements of the infrastructure will be minimal. • There will be minimal or no adverse effects on existing uses in the area. • Surrounding property values will be conserved. • The character of the neighborhood will be maintained or minimally disrupted. • The general welfare of the community will be served. • There is a balance between neighborhood acceptance and community needs. • Historic factors are adequately protected; or due consideration to preservation of historic factors has been demonstrated. • The overall physical appearance of the proposed development is compatible with surrounding development and the Commission's goals for the neighborhood/corridor. • The architectural design is aesthetically pleasing and blends well into the surrounding area. The Commission may impose additional conditions in accordance with these regulations in order to ensure that all applicable criteria enumerated above and/or within a particular use category are satisfied. 4. The proposal for 14 single family homes to be part of a common interest community. Twenty percent of the units, or 3, are proposed to be "affordable units". The developer is responsible for ensuring the units remain affordable and submit an Affordability Plan Staff recommends a 40 year restriction to be consistent with the affordable housing statute. To date, we have not received an Affordability Plan for review and would recommend the hearing be held open to review such plan. 5. Parking spaces required at 2.5 spaces per unit, or 35 spaces. The applicant has provided 35 spaces. The applicant had indicated previously that recreational vehicles will be prohibited by the common interest documents. n rtc *,* ffA^* ' ••'auu 6. The DRZ zone requires 600 sq ft of developed recreation area per unit (8,400 sf) or 3,600 square feet of undeveloped recreation area per unit which equates to 1.2 acres. The applicant proposes to meet the active recreation requirement with a stone dust trail through the open area on the outside perimeter of the housing as passive recreation. 7. There is a small area of regulated wetlands on the property; the applicant did receive IWA/CC approval on July 17 with the recommendation of a $20,000 bond to ensure proper placement and maintenance of erosion and sediment controls and a $10,000 bond for the construction of the stormwater structures. 8. Public water and sewer are available. Water Pollution Control Authority approval is required. Trash disposal will be handled through the use of individual containers curbside and a hold harmless agreement to enter the site for trash pick up is required. 9. This will be a private road, built generally to town standards, with a four foot sidewalk on both sides of the new road, Schoolhouse Drive as required in the general plan. A five foot sidewalk is proposed along a small portion of the Ellington Road frontage. 1O.There is no buffer requirement along all property boundaries; however landscaping screening and treatments are to be incorporated into the rear yards of the development. The applicant has planned a soft berm along Ellington Road frontage. Street t ees and other landscaping treatments are shown throughout the site. 11.A11 unit types will be two and three bedroom units.
