The construction of this parking area would require the disturbance of 3,225 S.F. of wetlands, and 3,940 S.F. of upland review area. To keep these disturbances to a minimum, the applicant is proposing to construct a block retaining wall 165' in length. 145' of this wall would range in height from 10'tall where it will tie into an existing wall,to 14.5' tall. The remaining portion of wall would range in height from 12' to 2.5' where it would connect at the existing building corner. Guide rails and fencing are proposed along the entire length of this wall. All trees and stumps that are removed will be truck off site for disposal. Topsoil and any other unsuitable soil in the area of disturbance will also be trucked off site. Approximately 1,600 C.Ys. of fill would be brought in to bring the parking area up to the required grades. The parking area will be graded to drain all surface water into existing drainage facilities. The applicant anticipates the start construction this summer and have the project completed in the fall. • Alternative parking along the westerly side of the access drive was studied but determined to be too steep and unsafe as cars would be required to back out into traffic in the access drive. Other parking lot options on the easterly side of the access drive were also studied but would have a greater impact on the wetlands. The proposed option has been determined to be the appropriate layout to address current parking demands while addressing customer safety. Limit of inland wetlands depicted on the site plans were taken from plans entitled: M/S Town Line Associates Evergreen Run Topographic Plan,CG.1.3 Dated: 04/29/05 Revised: 10/05/09 Scale: 1" =40' Prepared by Fuss&O'Neill. No portion of the property lies within a 100' flood zone. . A similar parking area was previously approved by the Town Inland Wetlands Agency/ Conservation Commission July 6,2005 Appl. #05-34P,and the Planning and Zoning Commission on August 16,2005,Appl.#05-34P. Stream stabilization on the property to the north that was part of the July 6,2005 approval was completed to mitigate the proposed 3,500+S.F. of wetland : impact on the previously approved plans, however construction of the parking area was never completed. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: June 7, 2017 Re: Review of the proposed Evergreen Run plan. Plans dated 06/05/17. The project is to create a 14-space parking lot expansion. Proposed regulated activities include filling approximately 3225 sqft of wetland disturbance and 3940 sq ft of disturbance in the upland review area (URA). Site: The site is located in the Podunk River watershed. The 5.75-acre parcel was developed in 2005 into a commercial site. The wetland on the eastern portion of the site is approximately 1/4 acre in size. It would be categorized as a shrub/scrub wetland type with a small area of forested wetland at the southern tip. Hydrology would originate from ground water and surface runoff from the developed parcel to the south.. The wetland drains to the north and enters a watercourse that eventually flows under Buckland Road. This wetland has a moderate overstory of red maple and a herbaceous layer. Major functions of this wetland would be nutrient uptake, sediment capture, groundwater recharge, and some wildlife habitat. The dense vegetation present would make nutrient uptake and potential sediment retention values higher. Diversity of plant species within the wetland is lacking. The wildlife values on the site would be considered low to moderate due to the food and cover production expected, and amount of surrounding development. Impacts: The soils onsite are identified by the Hartford County Soil Survey as Narragansett Stony Silt Loam (NgB) 3-8% slopes,Narragansett Stony Silt Loam (NgC) 8-15% slopes, erosion hazard listed as high with rapid runoff likely. The neighboring property to the north is in a critical position to be impacted by migrating sediments. The parent material for the soils present is the red sandstone visible in the cuts made for Buckland Hills Drive. This fine material remains in suspension far longer than the proposed structures are capable of retaining and will be discharged offsite. Perimeter erosion controls should be supplemented with wood chips along the bask of the silt fence to provide additional filtration of fines. Stormwater from the expansion would currently be directed to the south into the existing system to the detention basin located west of the Evergreen Walk development. OVER--------------------- Mitigation: This project was approved as a part of the original site plan as a modification to the initial wetland approval. As a part of the original 2005 approval, mitigation in the form of stabilizing the watercourse flowing to the east of the subject site was added as an approval condition. This stabilization work was done, installing approximately 100 linear feet of wire gabion baskets along both sides of the watercourse bank. The baskets were filled with stone and act as a revetment, protecting the soil and buffering the water flow along the channel. An inspection of the stabilization measure in June of this year showed a very stable situation with no indication of erosive cutting. TOWN OF SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION DRAFT MINUTES -2- JUNE 21, 2017 PUBLIC HEARING: None NEW BUSINESS: Appl. 17-23P—Evergreen Run, 70 Buckland Road —Determination of Public Hearing- Inland Wetlands Agency/Conservation Commission application for approval of a parking lot expansion, and associated utilities on property located east of Buckland Road and north of the Lowes' access drive. Gateway Development (GDC) zone Mr. Folger gave a synopsis of the request to expand the parking area. The plan was approved in 2005 as a modification to the original site plan which included interconnections between abutting parcels. Wetlands were filled in as mitigation increased and the site plan approval expired before the parking area could be built. This application has a difference in grade from 2 feet increased to 4 feet. The Town Engineer will be submitting comments which will be used to determine feasible and prudent alternatives to provide less disturbance. Commissioners discussed the plan and determined there are direct wetland impacts on the highly visible site which would justify a public hearing. Motion: Set public hearing for Appl. #17-23P at scheduled meeting on 7/5/2017, due to public interest and impact to wetlands/watercourses Was made by: Commissioner Blondin Second by: Commissioner Phillips The motion carried and the vote was unanimous. The proposed wall is over 14 feet high which will make it very difficult and expensive to extend this driveway to the property to the north as required by PZC. Any future driveway extension should be designed at a maximum 10% slope. The height of the wall should be reduced to 10-11 feet by grading the proposed parking lot expansion down at 2-3% to the north from the existing driveway. A catch basin could be installed in the expanded parking lot and piped to the existing CB in Buckland Road to the west, behind the existing building to handle storm water drainage from this parking area. Grading the parking lot down to the north will require a lower wall and less fill. Please let me know if you have any questions. 1 OWN Sf4 C 5 Town O-P Sotz',A ?A 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 rOSO -co TELEPHONE (860) 644-2511 To: James Bernardino June 28, 2017 Design Professionals 21 Jeffrey Dr. South Windsor, CT 06074 From: Jeffrey H. I have reviewed the site plans for the proposed Evergreen Run parking lot expansion with the following initial comments: 1. The plans do not show how construction equipment will access the construction area. The construction narrative is general in nature and does not reflect the construction activities specific to this plan. 2. No stockpile or staging area is shown on the plans. How will excavated and fill material he handled during construction? cc. Town Engineer dd. Inland Wetland/Conservation Commission Director of Planning HIGHLAND SOILS, LLC WETLAND REPORT PARKING LOT EXPANSION EVERGREEN RUN 70 BUCKLAND ROAD SOUTH WINDSOR, CONNECTICUT PREPARED FOR DESIGN PROFESSIONALS, INC BY JOHN P.IANNI PROFESSIONAL SOIL SCIENTIST JULY 5,2017 Highland Soils LLC,P.O.Box 337,Storrs,Connecticut 06268(860) 742-5868*Highlandsoils(@aol. om Page 1 HIGHLAND SOILS, LLC INTRODUCTION Evergreen Run is an existing commercial development located on the east side of Buckland Road in South Windsor, CT. The existing plaza contains two buildings, a parking lot, and other associated improvements. The purpose of the project is to expand the existing parking lot in the northeastern corner of the site. The inland wetland boundaries on the original project were field delineated and located by survey. A previous application approved the existing project and the wetland boundaries were recently marked based on the previous survey. In June of 2017 a site walk was conducted and the previous wetland delineation was confirmed. Based on my field work it is my opinion that the wetland flags as shown on the map are substantially correct. Additionally, the recreation of the flagging based on the survey is also correct. EXISTING CONDITIONS The wetlands are located along the eastern limits of the existing development. There is a tall retaining wall along the western and southern limits of the wetlands. To the east of the wetlands is an existing detention basin. The property to the north of the site is used for residential purposes. An existing defined watercourse flows off-site along the north limits of the site. The outlet from the detention basin combines with the off-site flow and the defined watercourse continues to the north. The watercourse is piped prior to its crossing of Buckland Road. The wetland is wooded with mixed hardwood species. Red maple is the dominant tree species and the shrub layer is well defined in places. Multiflora rose,Red-osier dogwood and Arrowwood are all present in the understory. The ground cover layer is well established and includes Sensitive fern, Cinnamon fern, Solidago sp. and Poison ivy. A stand of Giant reed was noted along the southern limits of the wetland. No open water was noted within the on-site wetlands;however, evidence of surface flow from storm water was noted within the center of the wetlands. Up to 18 inches of older fill material, which was on top of the original wetland soils, was found near the western and southern limits of the wetlands. This fill material was noted at the time the original project was approved. Redoximorphic features within the fill indicate the water table rises into the fill during high ground water periods. The fill Highland Soils LLC,P.O.Box 337,Storrs,Connecticut 06268(860) 742-5868*IghlandsoilsCa)aol.com Page 2 HIGHLAND SOILS, LLC material is thickest near the edges of the wetland and rapidly thins in the middle of the wetland. WETLAND FUNCTIONS The functions and values of the wetlands will be described in a qualitative manner modeled after the method used by the US Army Corps of Engineers. The information is from The Highway Methodology Workbook Supplement. This publication uses a descriptive approach to assessing functional values, versus the CT D.E.P. approach, which uses a quantitative or numerical approach to ranking wetland functions and values. Ground Water Recharge/Discharge - This function considers the potential for a wetland to serve as a ground water recharge and/or discharge area. It refers to the fundamental interaction between wetlands and aquifers, regardless of the size or importance of either. Ground water seepage was noted along the edges of the wetland. This is a ground water discharge wetland. Floodflow Alteration- This function considers the effectiveness of the wetland in reducing flood damage by water retention for prolonged periods following precipitation events and the gradual release of flood waters. It adds to the stability of the wetland ecological system or its buffering characteristics and provides social or economic value relative to erosion and/or flood prone areas. The wetland slopes from south to north, has a very limited watershed and has no opportunities for flood storage. Fish and Shellfish Habitat- This function considers the effectiveness of seasonal or permanent watercourses associated with wetland in question for fish and shellfish habitat. The wetlands are not associated with a watercourse. Sediment/Toxicant/Pathogen Retention - This function reduces or prevents degradation of water quality. It relates to the effectiveness of the wetland as a trap for sediments, toxicants or pathogens in runoff water from surrounding uplands, or upstream eroding wetland areas. Highland Soils LLC,P.O.Box 337,Storrs,Connecticut 06268(860) 742-5868*HighlandsoilsOaol com Page 3 HIGHLAND SOILS, LLC Although the upland watershed feeding this wetland is small to nonexistent and potential sources of Sediment/Toxicant/Pathogens are limited, the wetland has the potential for this function. Nutrient Removal/Retention/Transformation - This function considers the effectiveness of the wetland as a trap for nutrients in runoff water from surrounding uplands or contiguous wetlands, and the ability of the wetlands to process these nutrients into other forms or trophic levels. One aspect of this function is to prevent ill effects of nutrients entering aquifers or surface waters such as ponds, lakes, streams, rivers or estuaries. As with the previous function, the sources of nutrients are limited; however, the wetland has the ability to serve this function. Production Export- This function relates to the effectiveness of the wetland to produce food or usable products for human, or other living organisms. This function is not present in the wetlands. Sediment/Shoreline Stabilization -This function evaluates the effectiveness of a wetland to stabilize stream banks and shorelines against erosion. The wetlands are not associated with a shoreline. This function is not present in the wetlands. Wildlife Habitat- This function considers the effectiveness of the wetland to provide habitat for various types and populations of animals typically associated with wetlands and wetland edge. Both resident and/or migrating species are considered. The wetland is a small isolated habitat island surrounded by a rapidly developing area. Utilization of the wetland by local wildlife does occur. However, based on the methodology this is not a primary function. Recreation—(Consumptive and Non-Consumptive) This value considers the suitability of the wetland and associated watercourses to provide recreational opportunities such as hiking, canoeing, boating, fishing, hunting and other active or passive recreational activities. This function is not present in the wetlands. Highland Soils LLC,P.O.Box 337,Storrs,Connecticut 06268(860) 742-5868*High landsoilsOaol.com Page 4 HIGHLAND SOILS, LLC Educational/Scientific Value-This function considers the suitability of the wetland as an "outdoor classroom"or for scientific research. This function is not present in the wetlands. Uniqueness/Heritage- This value considers the effectiveness of the wetland for special values such as archeological sites, rare and endangered species habitat or uniqueness for its location. This function is not present in the wetlands. Visual Qualities/Aesthetics - This value relates to the visual qualities of the wetlands. The wetlands do provide a contrasting view from the urban surroundings. This is a primary value. Endangeredpecies Habitat—This value considers the suitability of the wetland to support threatened or endangered species. The project is not within an area of concern. In summary, the wetland has limited area and has been isolated from some of its upland habitat by development. The area is an island of habitat that has the potential to perform water quality renovation. This function exists;however, sources of sediment and nutrients have been removed from the wetland by the construction of a storm water management system in the surrounding parking lots. PROPOSED ACTIVITY As proposed,a portion of the wetland is to be eliminated. A retaining wall is proposed to limit grading, in an effort to minimize impacts. The use of a retaining wall is the only option available to minimize wetland impacts. As proposed, the water quality function of the wetlands will be reduced, but not eliminated. All other functions and values will also be reduced due to the loss of wetlands by the proposed fill.
