Subject: Horse paddock
79 Pierce Road,South Windsor,CT 06074
Ms. Hanko:
This letter is a follow up to the site investigation performed on May 8,2017 in regards to the above subject
property owned by you. A request for a horse paddock to be located approximately 150 feet from the well was
proposed to the Planning and Zoning office. After careful research and evaluation,it was determined that the
proposal is in compliance with the CT Public Health Code.
A copy of your well completion report was available on file and it was noted that the yield rate is 5 gallons per
minute(gpm). According the CT Public Health Code Sec. 19-13-B51d(a)(2):
Wells with a required withdrawal rate of under ten gallons per minute....No such well shall be located within
seventy-five feet of a system for disposal or sewage or other source of pollution.
It was observed at the time of the investigation that your well cap is not code compliant. According to CT PHC 19-
13-851(j(a):
Every well in which the drawdown is ten feet or more shall be fitted with an adequate air vent.... The vent shall
be shielded and screened in such manner as to permit the entrance of air but keep out foreign matter.
I have enclosed some examples of the code complying caps for your convenience. Please contact a certified well
driller should you have further questions.
I am also enclosing a,publication concerning well distances and the CT Public Health Code. We recommend that
you test your water regularly to ensure the safety and potability of your drinking water.
Should you have any further questions, please do not hesitate to contact me by phone or email.--

Hi Jeff-
Below is the narrative explaining the intent of the activity:
Two horses will be kept on the premises for pleasure use. The barn is a 3 stall shed row barn with total
dimension of 12 feet by 36 feet (3 12x12 stalls). The barn is from The Barn Yard in Ellington. I've
attempted to draw out the barn and paddock to scale in the attached. The paddock will be approximately
100 feet by 50 feet.
Do you need any further information than that?
Thanks!
Christine
Hi Christine.
The map looks good. I'll need a narrative from you explaining the intent of the
activity. How many horses, size and location any structures, paddocks, pastures,
etc. Drawing a layout within the rectangle to scale will be very helpful. You will
be able to use this info to complete the attached form to submit to the Zoning
Enforcement Officer as well.
Please contact me if you have any further questions.

Hi Pam-
Feed, grain and hay for immediate use will be stored in one of the extra stalls in the barn in secured
containers. Any additional extra hay will be stored in a Kloter farm shed that is currently on the property
alongside the driveway.
Animal excrements will be removed from stalls and paddock multiple times a day and piled away from
barn/wetlands/neighbors. On a regular basis excrements will be removed from the property. We have
several contacts that will truck the manure out and off the property.
Let me know if you need any additional information.
Thanks!
Christine

Good morning,
I have looked at the application you submitted, as well as the GIS map you sent to Jeff Folger. Jeff
has taken a plan from your street file and located your structures based on the GIS map you
provided.
The narrative you emailed to Jeff needs more information. We are looking for information on
provisions for the storage of feed, grain, hay and the management of animal excrements.
If you can get me that information, that would be great! Contact me if you have any questions.

Good Afternoon,
I am writing this as a quick note concerning the above subject property. I performed a site visit on Monday,
May 8, 2017 at 3:30pm. I can confirm that they need to replace their well cap, and I found the record for their
drilled well. Currently they have submitted the plan with the paddock 150 feet away, and based on their
withdrawal rate, that will be within the required distance from the well according to state regulations.
I will be submitting a formal letter tomorrow concerning this property and my findings, but I thought I'd touch
base.
