The angled parking proposed in front of the subject building is tight. The first space in front of the building closest to the transformer and driveway should be removed as it may interfere with traffic using the driveway. The last space in front of the building to the east is partly in the handicap parking space so it should be removed also. 2. Angled parking works with one-way circulation. What is the proposed traffic circulation pattern in front of the building and how will it be posted? 3. There should be a landscape island at the east end of the double row of parking spaces to the west of the subject building. This will separate the parking spaces from the site driveway. 4. A previously approved application for a different use of the subject building included connecting this building to the sanitary sewer that runs into the site from Sullivan Ave. We do not have any record that this was done. Will the subject building be connected to the sanitary sewer on site? If so a drain layers permit must be completed and the applicable fees paid. 5. Provide some spot elevations and elevation contours for this site. 6. More information is needed on the stormwater structures on site. Are the CBs connected by pipes or are they drywells? If there are pipes show the pipe sizes and invert elevations so it can be determined where the stormwater flows. Where does the stormwater flow and discharge from this site? 7. The CT DEEP requires stormwater treatment for all sites and is also mandating Towns reduce the impervious area on sites. This site does not appear to have any stormwater treatment and has over 85% impervious coverage. This site plan needs to include stormwater treatment and a significant reduction in impervious coverage. Review Comments&Questions 1. Certificate of mailing receipts have not been received. Also, the special exception criteria should be addressed. Answer: Certificate of mailing have now been submitted and the revised plans and supporting documentation will address the special exception criteria. 2. The narrative describing the scope of business has not been received. The zoning data table indicates there will be 10 employees. That seems excessive for 15 cars for sale. What other uses are intended? Answer: Narrative submitted with this memo. Data table has been revised, 5 employees will be at this location and there will be 24 cars displayed for sale. The narrative will describe the use on site. 3. Is this a request for 15 display spaces only? Are vehicles being repaired on site? Will there be any outdoor storage of vehicles waiting to be worked on?If so where will they be screened if left out overnight? Answer: Revised plan shows 24 display spaces.Vehicles will be repaired on site, there will be no on site outdoor storage, vehicles requiring storage for repair will be stored within the building. 4. How will vehicles be brought to the site? Will car carriers be able enter and exit the site. Answer:Vehicles will be driven to the site,no car carriers will be used. 5. Is the applicant relocating from Rte. 5?Currently the applicant does not operate in compliance with the Rte. 5 site (more cars on display than were approved) Answer:The Rte. 5 site will continue to operate. This is explained in more detail in the attached narrative. It appears that trucks'are being stored on the site as well as landscaping processing/sale of firewood is occurring with unscreened outdoor storage in the rear of the site. Because of the current uses now on the site and condition of the site, staff has concerns about creating a retail business and inviting the general public to the site. Answer:The uses on the property are River Valley Lawncare and Broad Band Services. River Valley occupies the space directly behind the Empire Auto Building. River Valley was shown in this same location on the site plan that was approved for New Country Auto in 2011.The building to the far west is occupied by Broad Band Services.Three shed buildings have been removed from the site and River Valley is in the process of relocating their firewood behind the building so that it is not visible from Sullivan Avenue. The site is being cleaned up and will be into a condition that will allow customers to safely visit the business. • Site Plan Comments 1. The display area in front of the building is tight. The western most space along the building should be eliminated as it parts the vehicle in the drive isle. Will there be wheel stops up against the building? How will the cars be orientated? Answer:Western space was eliminated, wheel stops are shown against the building and cars will face Sullivan Avenue. 2. What improvements are being proposed for the facility? It appears that spotlights have been added to the building since the last approval. Please verify that they are dark sky compliant. Also, the applicant should demonstrate that there is sufficient lighting on site for customers to visit the site. Answer: Improvements to the property include reconstruction of the existing catch basins, addition of a water quality basin, removal of some existing paving to meet zoning setback along the front of the building, addition of a landscape island, and construction of a concrete dumpster pad and installation of landscape material. The wall packs on the front and west side of the building are dark sky compliant, the spot lights to the rear are not although they are not visible from the street. 3. Is the building honked J P- to sewers?I am attaching a copy of the most recent easement that was put on file for the monitoring manhole (your plan shows it as proposed) Answer:The sewer is connected to the building and is shown on the site plan entering the building near the southwest comer.Easement documentation has been added to the inspection manhole. 4. The parking area is broken up and in disrepair. Are their plans to repair pavement in the customer areas? How will stormwater be treated before it is discharged in the swale? Page 2 of 4 Re: Answer:The owner of the property will be patching the parking area where needed. The stormwater will be treated with a new water quality basin prior to discharge. 5. Dumpster must be located outside of the side yard and on a concrete pad and screened. Answer: Dumpster has been relocated onto a concrete pad adjacent to the east side of the building.A screening fence will surround the dumpster. 6. What is the disposition of the torn down building debris? Answer: Debris is being removed from the site. 7. WPCA approval will be required with this application. Answer: Owner indicates they have WPCA approval and the sewer is installed to the building. • Engineering Comments 1. The angled parking in the front of the building is tight. The first space in front of the building closest to the transformer and driveway should be removed as it may interfere with traffic using driveway. The last space in front of the building to the east is partly in the handicap parking space so it should be removed also. Answer:The space near the transformer has been removed. The handicap space at the east end is being relocated to the rear of the building as there is no access to the building at this location. 2. Angled parking works with one way circulation. What is the proposed circulation pattern in front of the building and how will it be posted. Answer: The traffic pattern will be one way circulation as indicated on the plan. It will be posted with signage and painted with arrows on the pavement. 3. There should be a landscape island at the east end of the double row of parking spaces west of the building. This will separate the parking spaces from the site driveway. Answer: Island added. C "A pre``vously approved application showed a sewer connection to the building. We have no record that this was done. Will the subject building be connected to the sewer? If so a drain layers permit must be completed and fees paid. er: Owner indicates the sewer is connected and it shown on the site plan. 5. Provide some spot elevations and elevation c o tours for this site. Answer: Spot grades and contours added. 6. More information is needed on the stormwater structures on the site. Are CBs connected by pipes or are they drywells? If there are pipes show the pipe sizes and invert elevations so it can be determined where the flow goes. Page 3 of 4 Re: Answer: Stormwater structure and pipe data added to the plan_ and discharge location is show. 7. The Ct DEEP requires stormwater treatment for all sites and is also mandating Towns to reduce the impervious area on sites. This site does not appear to have any stormwater treatment and has over 85%impervious coverage. The site needs to include stormwater treatment and a significant reduction in impervious coverage. Answer: Stormwater treatment has been added in the form of a water quality basin. The impervious coverage has been reduces. Empire Auto Group 280 Sullivan Ave South Windsor, CT April 7, 2017 Prepared By: s.RUSSO Pp,P. SUR'VEYCARS-ENGNEERS a co I Shoham Rd-East Windsor.CT 06088 2 • s • hti1114h Narrative: Empire Auto Group is proposing to move into an existing auto repair and sales garage at 280 Sullivan Avenue in South Windsor, Connecticut. The town is requesting drainage improvements to bring the existing site into conformance with current stormwater treatment standards. This report demonstrates how this request is being met by the applicant's proposed improvement. The subject parcel is a triangular piece containing 4.4 acres with 86.8% impervious coverage. The parcel is bounded to the north by a railway, to the south by Sullivan Ave (Rt. 194), and to the east by another full-developed commercial parcel (n/f JKLN, LLC). The northwestern portion of the site drains toward the railway and will remain unchanged. The western portion of the site drains to an on-site drainage system consisting of catch basins and 6" pipe at shallow depth. The southwestern portion of the site drains by sheet flow to a vegetated Swale which runs from west to east into the on-site storm drainage system. The storm drainage system is directly connected to the state drainage system in Sullivan Avenue. The applicant intends to divert the flow from the on-site drainage system into a water quality basin. The basin will be excavated in the front lawn area to provide a treatment volume for settling of suspended solids and filtration through the vegetation. The attached Drainage Area Map delineates the contributing area of the drainage system which is 3.47 acres with 80% impervious surface. The Water Quality Volume (WQV) for this area can be computed as follows: WQV= (1") x (.05 + .009[1]) x A/ 12 1 = Impervious Percentage, 80 A=Area in acres, 3.47 WQV = (1") x (.05 + .009[80]) x 3.47/12 = 0.223 ac-ft (9,699 c.f.) The proposed basin has a permanent pool volume below the outlet of 5,699 c.f. (see attached HydroCAD calculation). Therefore the proposed stormwater basin will treat 59%of the WQV. For redevelopment sites, the CT DEEP recommends treatment of at least 50% of the WQV. Therefore the proposed improvements are in compliance with current stormwater treatment standards. 2016-134 Empire Auto South Windsor Rainfall not specified Prepared by{enter your company name here} Printed 4/7/2017 HydroCAD® 10.00-16 s/n 05524 ©2015 HydroCAD Software Solutions LLC Summary for Pond 1 P: (new Pond) [43] Hint: Has no inflow(Outflow=Zero) Volume Invert Avail.Storage Storage Description #1 74.50' 5,699 cf Custom Stage Data (Prismatic) Listed below(Recalc) Elevation Surf.Area Inc.Store Cum.Store (feet) (sq-ft) (cubic-feet) (cubic-feet) 74.50 739 0 0 75.00 1,064 451 451 76.00 1,759 1,412 1,862 77.00 3,165 2,462 4,324 77.40 3,708 1,375 5,699 00000 Y p22526 , , f 280 SULLIVAN AVENUE, LLC Area=193,210t s.f. _ or 4.43f Ac. q O Bit. o N/F ' N.Y., N.H & H.R.R. ^mod x f!P PO /' f Bit. - \ A- REA= S. 47 AC. as Bit. Empire Auto Group 280 Sullivan Ave South Windsor, CT April 7, 2017 Revised April 14, 2017 Prepared By: co xk RUSSO SURVEYORS 1 Shoham Rd East Windsor,CTOeG8& co Q ° -0 + ` A N 88d6E•N6'FQ816AcR4 Narrative: Empire Auto Group is proposing to move into an existing auto repair and sales garage at 280 Sullivan Avenue in South Windsor, Connecticut. The town is requesting drainage retrofit to improve stormwater treatment. The 2004 CT Stormwater Quality Manual acknowledges that retrofitting existing stormwater systems to current design standards is not always possible due to site specific factors (see section 10.3). This site is fully developed and offers limited space for a properly sized water quality basin. This report evaluates the effectiveness of the applicant's proposed retrofit efforts. The Water Quality Volume (WQV) for this area can be computed as follows: WQV = (I ) x (.05 + .009[I]) xA/ 12 1 = Impervious Percentage, 80 A = Area in acres, 3.47 WQV = (1") x (.05 + .009[80]) x 3.47 /12 = 0.223 ac-ft (9,699 c.f.) 2 The proposed basin has a permanent pool volume below the outlet of 5,699 c.f. (see attached HydroCAD calculation). A 24" high stone berm is proposed to divide the storm water basin and minimize short circuiting from inlet to outlet. A higher berm above the inlet elevation is not feasible due to the available basin width. This berm reduces the storage capacity by: V = 50' long x 2' high x 3' avg. width x (1 — 0.3 porosity) = 210 c.f. This leaves a net storage capacity of 5,699 — 210 = 5,489 s.f. or 57% of the WQV. This represents an improvement to the existing stormwater system, well in excess of the proportion of site changes proposed for this property which affect about 5% of the site. 3 Appl #17-01P, Empire Auto Group Auto Sales PH 4-18-17 Planning Department Report 1.
