Re: Technical Plan Revision
Water Diversion Permit#DIV-200301877

South Windsor
Dear Mr. Guilmette:
I am in receipt of your January 6, 2017 request for a technical plan revision regarding the above
referenced permit. Your current water diversion permit authorizes a withdrawal from a single
stratified drift(gravel packed)well for golf course irrigation not to exceed 0.231 million gallons of
water per day(mgd). You also withdraw from surface waters (Podunk River) at a rate not to exceed
0.050 mgd. You are requesting that this authorization allow for the activation of a newly constructed
additional stratified drift well to supplement the original well with the combined maximum of both
wells not to exceed the originally authorized limit of 0.231 mgd.In your letter you state that:
• the original well, constructed in 1950, began to fail due to well screen corrosion in June of
2016 and could not produce the required rates to maintain adequate system pressure,
• a replacement well was constructed 20 feet from the original well however, this well
unexpectedly was able to produce only half of the original well's yield,
• the original well is scheduled for rehabilitation however it is estimated that it will safely yield
only half of the required rate,
• ` an environmental assessment performed by your consultant as part of your request revealed
no potential for adverse impact, and
• both wells pumping simultaneously are required to conduct irrigation according to best
management practices.
A review by my staff indicates you are in compliance with your permit's water use reporting
requirements, there is no outstanding balance on your annual permit fees and there have been no
enforcement issues related to this permit.
Your request for technical plan revision is approved. All terms and conditions of the referenced water
diversion permit remain in effect.Be advised that all conditions of the referenced permit remain in
effect for the supplemental well including water metering, meter calibration, record keeping, and
annual reporting.
