Sincerely, 5 Gary Bazzano, Chairman Planning&Zoning Commission GB/llz cc: Town Engineer Chief Building Official t CONSTRUCTION February 8, 2017 Ms. Michele Lipe Town Planner South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 RE: 13 John Fitch Blvd—proposed use Michele- I am writing on behalf of the International Brotherhood of Electrical Worker, Local Union#42(IBEW#42),who are currently under contract to purchase 13 John Fitch Boulevard, in South Windsor. IBEW#42 currently has over 1000 members and performs all utility construction,traffic, railroad commercial work and tree trimming. IBEW is also used as a mobilization site for storm restoration.Their jurisdiction includes Connecticut and Western Massachusetts(Berkshire, Franklin, Hampden and Hampshire counties). It is their intent to renovate the existing building at 13 John Fitch Boulevard into their union headquarters and training facility. The training sessions occur on average twice a month,typically on Saturdays.Attached is a schematic floor plan showing a preliminary layout of the building. IBEW's primary concern is whether they will be allowed to install poles on the property to practice climbing. These poles will vary in height from thirty to fifty feet,with a couple poles at seventy-five feet and will cover an area approximately 200 feet by 300 feet;to be located at the rear of the property. For perspective, roadside telephone poles are forty to fifty feet in height. I also have attached a photo of the pole configuration at their current headquarters in Manchester,CT. We would like confirmation from the Town of South Windsor that IBEW's intended use for 13 John Fitch Boulevard is an accepted use for this parcel. Thank you in advance for the time and effort put into this matter. IBEW is looking forward to moving their operations to South Windsor and being a part of this neighborhood and community.
