Re: Blighted property at 319 Oak Street
Dear Mr. Larsen:
I have received several complaints regarding the condition of the
property at 319 Oak Street over the past few months. I have gone by the
house numerous times, and there has been a large amount of debris
stored in the driveway. Please be aware that improperly stored debris
meets the definition of blight in Section 3(a) of the Town of South Windsor's
Anti-Blight Ordinance, a copy of which has been included for your review.
In addition, Section 3(d) of the ordinance considers a property that
creates a substantial and unreasonable interference with the reasonable
and lawful use and enjoyment of other properties within the
neighborhood, as documented by neighborhood complaints to be
blighted. Section 4 of the Anti-Blight Ordinance finds it to be a public
nuisance for any person owning any premises in South Windsor to
maintain such premises as blighted property.
There is also a storage container parked on the driveway. That type of
container is not allowed in a residential zone under the Town's Zoning
Regulations.
Please remove the debris by March 10, 2017 to avoid enforcement action
and potential daily penalties of one hundred ($100) dollars under the Anti-
Blight Ordinance.
Please remove the storage container by March 10, 2017 to avoid
additional enforcement action through the Zoning Regulations.
You have the right to appeal the blight action to a Hearing Officer within
fifteen (15) days after service of this notice on you, in accordance with
the Anti-Blight Ordinance of the Town of South Windsor. Call me at (860)
644-2511, ext. 251 if you have any questions regarding either the blight or
zoning concerns. Thank you for your attention to these concerns.
