Toll is seeking to build a forty-five (45) lot Open Space Subdivision for single-family housing on the subject properties and to discharge stormwater at L024 Graham Road. The parcel located at R022 Graham Road is owned by The St. Margaret Mary Roman Catholic Church Corporation of South Windsor, Connecticut, and the parcel located at R024 Graham Road is owned by Catholic Cemeteries Association of the Archdiocese of Hartford. Toll is under contract to purchase both properties. The R022 parcel abuts the R024 parcel immediately to the south; both are located east of Graham Road, west of Nevers Road and south of Joseph Lane. R022 Graham Road is vacant land, the majority of which is forested. The R024 parcel is currently being used as farm land, and we understand that this has been the case for several decades. ONE CONSTITUTION PLAZA HARTFORD,CONNECTICUT 06103-1919 860-251-5000 WWW.SHIPMANGOODWIN.COM Ms. Elizabeth Warren, Chair February 8, 2017 Page 2 In accordance with Section 8.1.Q of the South Windsor Inland Wetland/Watercourse and Conservation Regulations, we are requesting your approval of the Conservation Plan for the subdivision. All required components of a Conservation Plan are contained in the site plans and engineering report prepared by Milone & MacBroom that we are submitting. We believe that you and your staff will find that the plan complies with all applicable regulations and sufficiently minimizes any potential impacts. Note that the majority of the existing property has a poorly draining row crop cover, which results in a high amount of stormwater runoff. It is anticipated that the conversion of these areas to lawn and meadow may offset the runoff created by the new roads and homes. In addition, collection and proper routing of stormwater, as discussed below, is expected to improve the existing situation involving uncontrolled overland flow across Graham Road. The proposed development will be designed in accordance with the town's drainage standards to provide zero net increase in runoff for the post-development conditions as well as to meet the Connecticut Department of Energy and Environmental Protection water quality standards for runoff discharging from the site. These drainage standards will be met through the design of a series of Best Management Practices including stormwater detention basins with appropriate water quality measures and pretreatment systems. The proposed drainage system will include a series of grassed swales and typical drain and pipe systems that convey stormwater from the new subdivision lots and roadways to detention/water quality basins. The detention basins are designed to have water quality volume at the bottom of the basin that promotes infiltration of stormwater. This infiltration practice and the other BMPs will treat the stormwater before it drains from the detention basins primarily into the Town-owned drainage systems in both Nevers and Graham Roads. There are no wetlands on the two parcels proposed for subdivision. Confirmation of the lack of wetlands and a description of site soils is provided in the enclosed letter report by John Ianni of Highland Soils, LLC. You will note, however, that the parcel known as L024 Graham Road, which is dedicated open space owned by the Town of South Windsor located on the west side of Graham Road, is also part of this application. Our site plan proposes to discharge stormwater from the western side of the new subdivision onto that parcel. We understand that the Town will be a party to this application anticipating that based on the current drainage patterns, internal road drainage will need to be discharged in that area. The Town is therefore signing the application for the limited purpose of confirming its consent for Toll to install a drainage structure on Town-owned property. Ms. Elizabeth Warren, Chair February 8, 2017 Page 3 There are wetlands on the Town's open space parcel at L024 Graham Road. Based on discussions with Town staff, our team determined that the optimal location for the drainage outfall would be at the bottom of the slope, within the upland review area to the wetlands, so as to avoid erosion impacts. This work will require a minor, temporary disturbance of about 1,800 square feet in the upland review area, which is why we are also requesting a permit to conduct a regulated activity on the L024 parcel. The wetlands will not be altered or adversely impacted due to this installation. Our engineers, working with your staff, will ensure that the outfall will be designed and situated to avoid any long term impacts from the stormwater discharge. The portion of the property on which the regulated activity is proposed is not located within five hundred (500) feet of the boundary of an adjoining municipality. In addition to this letter, we are submitting to you, as required by your regulations: fifteen (15) copies of the Inland Wetlands, Watercourses and Conservation Application, owner authorization letters, Department of Energy and Environmental Protection Activity Reporting form, and soil survey report; three (3) copies of the subdivision and site plans; two (2) copies of the engineering report with drainage computations, list of abutting property owners, and direct abutter notification letter with Certificate of Mailing; and a check in the amount of$2,940.00 for the application fees. We look forward to presenting this application to you at your earliest possible meeting, and we thank you in advance for your consideration. Very Truly Yours, t ALA Joseph P. The subject parcels are located north of Saint Margaret Mary Church in between Graham Road to the west and Nevers Road to the east. The overall property is±46.5 acres and lies within Rural Residential(RR)and A-20 residential zo nes. As part of this application, approximately 20.14 acres will be provided as open space. The subdivision will gain access via two new public roads off Graham Road and Nevers Road. The newly created Field Ridge Lane will extend easterly into the site from Graham Road for approximately 650 feet leading to a new cul-de-sac. Longmeadow Drive will run westerly from Nevers Road and will extend approximately 2,500 feet into the site until intersecting with Field Ridge Lane. Domestic water service will be provided to the proposed homes by an extension of the existing water main in Graham Road. Public sanitary to sewage will be provided g p the new.subdivision by extensions of the sewer mains on Graham Road and Nevers Road. All other utilities such as electric, telephone, cable, and gas service will be provided through extension of existing services adjacent to the project site and shall be located und erground. More detailed design information regarding the proposed utilities can be obtained from the site plans. The stormwater management system for this site has been designed utilizingBest Management f Practices(BMPs)to provide water quality management while attenuating Bement peak flow rates and runoff volumes from the site. The design goal is to prevent increases in the predevelopment runoff rates and i volumes to the nearby wetland areas, watercourses, drainages stems and nei h Y g boring properties. The proposed system will use three on-site detention/water quality basins along with other stormwater control measures before discharging stormwater runoff from the project site. For more detailed information regarding stormwater quantity, refer to Sections 3.0 and 4.0 of this report. Refer to Section i 5.0 for stormwater quality management provided in the proposed design. Design computations and I other relevant information are provided in the Appendix of this report. i i { Y 1 MILONE&MACBROOM ' ' ' • • 2.0 EXISTING SITE CONDITIONS -- - - - --T a ro ect semis oca ed east of Graham Road and west of Nevers Road in the north-central portion of J the town of South Windsor. The site comprises of two distinguished parcels of land with total combined land area of approximately 46.5 acres and bordered by residential homes to the west along Graham Road, residential properties and open fields to the north, vacant wooded areas and a few homes to the east along Nevers Road, and the Saint Margaret Mary Roman Catholic property to the south. The northern and largest parcel is±38.2 acres and consists mostly of open field used for agriculture,an unimproved dirt access road along the northern boundary, and wooded areas along its northern, eastern, and southern perimeters. The largest parcel lies within two zones, approximately 33.8 acres in the RR zone and±4.4 acres in the A-20 zone. The southern parcel has approximately wooded land. An overhead utility corridor is located along it southern boundary. he entire parcel ismostly located in an A-20 zone. There are no wetlands on the two parcels. A well-defined ridge is centrally located on the site, which directs the stormwater runoff to the west toward Graham Road and to the east toward Nevers Road. Runoff on the western portion drains as overland flow to a roadside grassed swale adjacent to Graham Road. The swale also collects runoff from eastern lane of Graham Road and then directs the flow to two town-owned storm drainage systems, which convey runoff across Graham Road and discharge it to the west onto a town-owned property. Stormwater runoff eventually drains to a wetland system and watercourse that flows westerly under an existing 42-inch culvert south of Greenfields Drive and through Willow Brook Golf Course, ultimately discharging to Podunk River. Stormwater runoff that flows on the eastern portion of the site ultimately leaves the property in two directions..-The northeast corner sheet flows off site onto the road gutter along the western lane of Nevers Road, and runoff is eventually collected in a catch basin located approximately 450 feet to the north of the site. Runoff is then discharged to a large wetland system located east of Nevers Road. The remaining and vast majority of the runoff generated on the east side leaves the property through the southern boundary and is eventually collected by the town-owned drainage systems in Nevers Road and Hayes Road. A broad depression located in the southeast corner of the northern property holds some runoff from the open fields before it is released to the south. The entire site is located within the Podunk River watershed, which is part of the Connecticut Main Stem Regional Basin and located within the Connecticut Major Basin. The watershed is identified as Watershed 4004 on the Connecticut Department of Energy& Environmental Protection(CTDEEP)Atlas of Public Water Supply Sources and Drainage Basins. According to the effective Federal Emergency Management Agency(FEMA) Flood Insurance Rate Map(FIRM)for the area, there is no Special Flood Hazard Area (SFHA) extending onto the property. oi'V MILONE&MACBROOM' A Engineering Report — The Estates at South Windsor Page 3 3.0 STORMWATER MANAGEMENT DESIGN The-proposedstormwater_man_agem_ent plan for this site has been developed utilizing Best Management Practices(BMPs)to provide safe conveyance of stormwater runoff while providing no net increases in peak runoff rates and volumes from the project site for the 2-year through the 100-year storm events. A stormwater treatment train is proposed including grassed swales, catch basins with 2-foot-deep sumps, sediment forebays, and retention volume within the proposed stormwater management basins. Three proposed detention/water quality basins were designed to control stormwater runoff in order to prevent increases in the predevelopment rates and volumes from the site. An on-site soil testing program was performed to confirm the feasibility of using infiltration in the design of the proposed stormwater basins. Tests consisted of several test pits and visual field identifications, which were critical to determine the locations where the existing underlying soils would allow for some infiltration. Permeability samples were taken from the test pits, and failing head permeability tests were run on each sample. The soil testing results were consistent with the information obtained from the U.S. Department of Agriculture—Natural Resources Conservation Service(USDA-NRCS)Soil Survey j for Hartford County, which indicates the presence of well-drained Enfield soils. This series is 1 characterized by higher permeability at deeper soil substratum while permeability is moderate in the surface layers. , i Based on the testing results, proposed Detention Basin 200E(east side, south of Longmeadow Drive) and Detention Basin 410(west side adjacent to Graham Road)were designed to infiltrate stormwater runoff utilizing exfiltration rates obtained from the falling head permeability tests. Proposed Detention Basin 200A(east side, north of Longmeadow Drive)was designed with a wet bottom and did not account for any infiltration due to the presence of cobbles and breakable ledge in the area of the basin. !. The exflitration rates used in the hydrologic computations were averaged out and reduced by 50%,thus providing a safety factor of 2,which is recommended by the CTDEEP2004 Stormwater Quality Manual. The test pit logs and the falling head permeability test results are included in the Appendix of this report. The computer program entitled Hydraflow Storm Sewers Extension forAutoMe Civil3Do 2016 by Autodesk, Inc.,Version 10.5,was used for designing the proposed storm drainage collection system. Storm drainage computations performed include pipe capacity calculations, hydraulic grade line, and gutter flow calculations. The overall watershed was divided into subcatchments to determine the drainage area and land coverage to each individual system inlet. These values were used to determine the stormwater runoff rate to each inlet using the rational method. The rainfall intensities for the site were obtained from the National Oceanic and Atmospheric Administration(NOAA)Atlas 14 Precipitation , Frequency Data Server(PFDS). zi The proposed storm drainage system was designed to provide adequate pipe capacity to convey the 10- year storm event. In addition, the storm drainage design analysis includes a complete hydraulic grade line computation, which ensures adequate capacity for the 10-year storm event. A gutter flow analysis $ was performed on the storm drainage systems as well to ensure appropriate spacing and inlet capacity for the 10-year storm event. All storm drainage computations are included in the Appendix of this report. MMONE&MACBROOM ENGINEERING REPORT-THE ESTATES AT SOUTH WINDSOR FEBRUARY 2017 i GRAHAM ROAD AND NEVERS ROAD-SOUTH WINDSOR,CONNECTICUT PAGE 4 The proposed stormwater management system balances the safe conveyance of stormwater runoff-with the attenuation of peak flow rates and volumes while providing stormwater quality measures for the project design. The existing watersheds were then modified and subdivided further to reflect the proposed changes to the site and analyze the hydrology under proposed conditions. The total combined watershed area delineated is approximately 123.6 acres under both existing and proposed conditions. A watershed map for both existing and proposed conditions is included in the Appendix of this report. The following table provides a brief description of the eight analysis points used in this hydrology study: Analysis Description: #- Point: A Northeastern Property Boundary(subwatersheds numbered in the 10s) B1 Southeastern Property Boundary(subwatersheds numbered in the 20s) Existing Drainage Systems in Hayes Road and Nevers Road (subwatersheds B2 numbered in the 20s ..: C Southern Property Boundary (subwatersheds numbered in the 30s) Existing Drainage System in Graham Road—South(subwatersheds numbered in .. The Hydrographs program is a computer model that utilizes the methodologies set forth in the Technical Release No.55(TR-55)manual and Technical Release No.20(TR-20)computer model, originally developed by the NRCS. The Hydrographs computer modeling program is primarily used for conducting hydrology studies such as this. The Hydrographs computer program forecasts the rates of surface water runoff and volume quantities based upon several factors. The input data includes information on land use, hydrologic soil type, vegetation, contributing watershed area, time of concentration, rainfall data, storage volumes, exflltration rates, and the hydraulic capacity of structures. The computer model predicts the amount of runoff as a function of time with the ability to include the attenuation effect due to dams, lakes, large `MILONE&MACBRO0M ENGINEERING REPORT-THE ESTATES AT SOUTH WINDSOR FEBRUARY 2017 GRAHAM ROAD AND NEVERS ROAD-SOUTH WINDSOR,CONNECTICUT PAGE 6 wetlands, floodplains, and stormwater management basins. The input data for rainfalls with statistical recurrence frequencies of 2, 10,25,50,and 100 years were obtained from the new NOAA National Weather Service(NWS)Atlas 14 Volume 10. The corresponding rainfall totals are listed below: 24-Hour NOAA Precipitation Amounts Storm Frequency Rainfall(inches) 2 Year 3.13 10 Year 4.96 25 Year 6.10 50 Year 6.98 100 Year 7.86 The Type III rainfall distribution with a 24-hour duration was used for the analysis in the town of South Windsor,Connecticut. Land use for the site under existing proposed conditions ons was determin ed fro m field survey, town topographic mapping, and aerial photogrammetry. Land use types used in the analysis included woods, grassed or open space, agricultural row crops,fallow,gravel,1/2-acre-lot and 1/3-acre-lot residential properties, and impervious(paved/building)cover. Soil types in the watersheds were determined from the CTDEEP Geographic Information System(GIS)database of the USDA-NRCS soil survey for the Hartford County,Connecticut. For this analysis, the site was determined to contain Hydrologic Soil Groups A, B,and.D,as classified by the NRCS. The different land uses and soil types were used to determine runoff Curve Numbers(CN)for each subwatershed. The time of concentration(Tc)was estimated for each subwatershed using TR-55 methodology, which was computed by summing all the travel times through the watershed as sheet flow, shallow concentrated flow, and channel flow. The existing conditions were modeled with the Hydrographs computer program to predict the surface runoff rates and volumes for the various storm events at each analysis point. A revised model was developed incorporating the proposed site conditions and the flow attenuation capability of the proposed stormwater basins. Stormwater management for the project was achieved by routing the stormwater runoff from the developed areas to the three proposed stormwater management basins. Stormwater flow rates and volumes are mitigated by use of outlet control structures containing a combination.of a primary rectangular weir, low flow orifices, and an overflow concrete weir. All of the proposed basins have been designed to provide a minimum of 1 foot of freeboard during the 100-year storm event. All Hydrographs input computations and model results are included in the Appendix of this report. The results summarized below were obtained from the Hydrographs model outputs: Y "i,MILONE&MACBRO ENGINEERING REPORT-THE ESTATES AT SOUTH WINDSOR FEBRUARY 2017 GRAHAM ROAD AND NEVERS ROAD-SOUTH WINDSOR,CONNECTICUT PAGE 7 Analysis Point A-Northeastern Property Boundary Peak Flow Rates(cfs)* Storm Frequency(years) 2 10 25 50 100 ----2.06----- 4.8-4 _ 6.-0 _-- 14.93.- -_--24.86--_-- ----_-_- - - Ex h I, Proposed Conditions 0.60 2.38 3.77 4.93 6.14 *cfs=cubic feet per second `;j Runoff Volumes(acre-feet) i iI Storm Frequency(years) 2 10 25 50 100 fli! (MMI), conducted a site inspection of a town-owned open space parcel located on Graham Road in South Windsor, Connecticut. The subject parcel was inspected because of the need to install a new stormwater discharge pipe on the parcel (see Figure 1). The new stormwater discharge pipe is required for the construction of a proposed residential subdivision on parcels R022 and R024,which are located across the road. The wetland delineation was completed in support of the Inland Wetlands Application APP.#17-04P and in response to a request by Mr.Jeffrey Folger, Environmental/Conservation Officer, in a letter dated February 17, 2017. Please note that our delineation work focused on the future location of the new stormwater drainage pipe, and our delineation did not include investigations over the entire open space parcel. The proposed discharge pipe will be located on town-owned parcel L024 off Graham Road. The parcel is currently a vacant wooded lot. Figure 1 is a depiction of the study area and shows the wetland boundary delineated in the field. This report is limited to parcel L024 and does not include the proposed subdivision lot. A soil report of the proposed subdivision lot(parcels R022 and R024)was provided in the wetland application and completed by Highland Soils, LLC in September 2015. Inland wetlands and watercourses within the area of the new stormwater discharge pipe were delineated in accordance with the regulations of the Town of South Windsor,Connecticut, and the State of Connecticut Inland Wetlands and Watercourses Act, CGS 22a-36 through 45. Regulated wetland areas consist of any of the soil types designated by the National Cooperative Soils Survey as poorly drained, very poorly drained, alluvial,or floodplain. Regulated watercourses consist of rivers; streams; brooks; waterways; lakes; ponds; marshes; swamps; bogs; and all other bodies of water, natural or artificial, vernal or intermittent, public or private, not regulated pursuant to sections 22a-28 to 22a-35 inclusive(tidal wetlands). Weather conditions were clear, dry,and in general suitable for wetland delineation work. Soils were examined using a spade and Dutch auger. Geospatial data was accessed via the United States Department of Agriculture—Natural Resources Conservation Service (USDA-NRCS)web soil survey mapping. The soil survey mapping is appended. The survey identified the following soil mapping units with associated NRCS number(No.)in the project areas: • Walpole sandy loam, poorly drained (13) • Manchester gravelly sandy loam, excessively drained (37C, 37E) i MILONE&MACBROOW Wetland Delineation R' • • Page 2 2.0 EXISTING SOILS Upland Soil The upland soil at the site is derived from glaciofluvial deposits of stratified sand and gravel. These soils formed in water-sorted gravelly and sandy material derived from a parent material consisting of acidic red sandstone and shale conglomerate. Upland soils were not fully delineated in the field. The Manchester series (37C and 37E) consists of very deep, excessively drained soil formed in sandy and gravelly glacial outwash and stratified drift. They are nearly level to steep soils on outwash plains, terraces, kames, deltas, and eskers. Slope ranges from 0 to 45 percent. Saturated hydraulic conductivity is high or very high in the surface layer and subsoil and very high in the substratum. The taxonomic class is sandy-skeletal, mixed, mesic Typic Udorthents. Use and Vegetation: Most areas are forested or in brushy vegetation. Cleared areas are used for hay, pasture, and silage corn. Small areas, mostly irrigated, are used for tobacco, vegetables, and nursery stock. Many areas are in community development. Common trees are white, red, and black oak;gray birch; aspen; and white and pitch pine. Gravel is commonly excavated from areas of these soils. Wetland Soil The mapped wetland soil found in the project area is the Walpole soil series. The series is typically identified as a regulated hydric soil and was mapped by the NRCS at the site. Based on field inspection, the Walpole soils were identified along the corridor of an intermittent watercourse and relatively flat area in the central portion of the parcel. Wetland flags were used to delineate the area within the vicinity of the proposed discharge line and are depicted on the attached site plan. Again, the wetland boundary was delineated in the area of the proposed site work but was not fully delineated outside of the immediate project area. The Walpole series consists of very deep, poorly drained sandy soils formed in outwash and stratified drift. They are nearly level to gently sloping soils in low-lying positions on terraces and plains. Slope ranges from 0 to 8 percent. Saturated hydraulic conductivity is moderately high or high in the surface layer and subsoil and high or very high in the substratum. The taxonomic class is sandy, mixed, mesic Aeric Endoaquepts. Use and Vegetation: Most areas are wooded. Cleared areas are used for hay and pasture. Drained areas are used for silage corn and hay. The typical vegetation consists of a forested community with canopy trees of red maple,American elm, and/or scattered black gum, swamp white oak, and yellow birch and/or eastern hemlock. The shrub understory consists of spicebush, silky dogwood, and northern arrow-wood with sweet pepperbush. The herb layer consists of cinnamon fern, royal fern, false hellebore, violets, and wood-reed grass with skunk cabbage and sedges. Q MILoNE&MAcftooma Wetland Delineation ReportMARCH 2017 Page 3 3.0 FIELD INVESTIGATIONS The fieldwork confirmed the soil survey mapping with the Walpole series soils identified within the central portion of the parcel. An intermittent watercourse conveys stormwater runoff off site via a reinforced concrete pipe located along the western boundary of the parcel. Wetland Hydroloey The wetland at the site is supplied by various water sources, which include the intermittent watercourse, direct precipitation, and surface runoff from surrounding uplands. Wetland Cover Type The wetland resources present on and adjacent to the project site are described herein using the U.S. Fish and Wildlife Service's(USF&W)wetland classification system described in Classification of Wetlands and Deepwater Habitats of the United States(Cowardin et al., 1979). The predominant wetland type is palustrine forested wetland with an intermittent watercourse that conveys surface flow westerly. Palustrine Forested Wetland Dominant vegetation includes red male skunk cabbag a various, grasses, sedges, sensitive fern, cat briar, multiflora rose, and poplar. A functional evaluation of the wetland based on field observations is summarized in Table 1. The first column lists the functions generally ascribed to wetlands;the second column summarizes the rationale used to determine whether these functions are being performed within the subject wetland and/or watercourse. Folger Environmental Planner/Conservation Officer Town of South Windsor 1540 Sullivan Avenue South Windsor,CT 06074 RE. Saint Margaret Mary Property South Windsor,Connecticut MMI#1873-59 Dear Mr. Folger. We are in receipt of your memorandum addressed to Attorney Joseph Williams of Shipman and Goodwin, dated February 17, 2017,and offer the following responses to your comments: C1. A soil report has been received showing soil types present on the main development site. An additional soil report must be submitted for the Town Owned Open Space site where the stormwater discharge pipe is proposed to be located. This should include both upland and hydric soil types. R1. Attached you will find an Inland Wetlands Delineation report for the wetland and watercourse system located on the town-owned open space property. C2. The soil types listed in the soils report consist of a red sandstone parent material with a significant silty component. This will result in "red water" being generated as a part of the runoff during the construction period which under normal circumstances will take time to settle out of the water column. Additional filtration measures will be needed and maintained during construction to prevent this discharge in to the receiving watercourse. R2. Comment noted. C3. A report on the wetland functions and values should be submitted evaluating the project's potential impacts to wetland function and water quality. R3. The inland wetlands delineation includes a wetland functions and values assessment. C4. There is a concern that stormwater exiting from the outlet of the pipe on the Open Space will erode a channel prior to entering the watercourse to the west. More information is required to Milone&MacSroorn,Inc.,99 Realty Drive,Cheshire,Connecticut 06410 (203)271-1773 Fax(203)272-9733 H-w1A,:m iloneandtnacbroom.corn Connecticut.Maine•Nfassachusetts•New Hampshire•New York•South Carolina • Vermont Mr.Jeffrey H.Folger March 7,2017 Page 2 determine the travel path and the distance where sheet flow overland will concentrate to channel flow. R4. The outlet of the storm drainage system has been relocated further down the slope. The outlet is located at a location where flow will enter the existing channel and drain directly through the downstream culvert. A preformed riprap scour hole has been designed at the outlet of the drainage discharge. The scour hole will reduce the velocity of the stormwater as it exits the system. it is our professional opinion that this system as designed will not result in erosion downstream in the channel. C5. The receiving watercourse must be evaluated to determine the stability of its banks under current conditions and with the addition of the proposed flow. 115. The hydrology report indicates that the downstream channel will actually have less flow under proposed conditions than existing conditions. The reductions in flow range from 54%for a 2-year storm event to 17%for a 100-year storm event. Therefore,it is our professional opinion that the project will have no adverse impact on the stability of the downstream watercourse. C6. Please extend the flow path within trap#7. R6. Comment noted. C7. Perimeter erosion controls must be installed between the proposed eastern berm and Nevers Rd. R7. Comment noted—erosion controls will be added to the plans. Please feel free to contact me should you need any further information. Very truly yours, MILONE & MACBROOM, INC. Daniel J. Joseph Williams Shipman and Goodwin One Constitutional Plaza Hartford, CT 06103-1919 From: Jeff rey H. Folger—Environmental Planner/Conservation Officer Date: March 8,2017 Re: App. #17-04P -Review of the Estates at South Windsor residential subdivision—Revised plans dated 03/03/17. I have reviewed the proposed plan with the following additional comments: I had a chance on Wednesday to examine the stormwater outfall location in the field. The terminus location of the pipe structure is acceptable. The travel path of water from the proposed plunge pool will follow a circuitous path for approximately 50 feet and enter the existing watercourse along an existing, natural leak-off area. I am recommending that the travel path be supplemented with a dense understory shrub planting (bare root) suitable for the area. This would provide the benefit of stabilizing the soil and serve to add another measure to uptake nutrients in the stormwater discharge. cc. Town Engineer; Director of Planning MEMORANDUM To: South Windsor Inland Wetland Agency/Conservation Commission From: Jeffrey Folger, Environmental Planner, Conservation Officer Date: 03-09-17 Review of the proposed Toll Bros. subdivision, plans dated 03/03/17. The project is to create a 45 building lot, single family subdivision on 46.46 acres. Proposed regulated activities include the installation of a stormwater discharge pipe ad outfall within the Upland Review Area. (URA). The proposed disturbance will be approximately 3200 sgft(.07 acres)within the URA. Site: The site is located in the Podunk River watershed. The parcel is comprised of 46+ acres. Currently the site is an agricultural field. A road cuts through the property from Graham Hill Road to Nevers Rd along the northern property boundary. The parcel fronts on both Graham and Nevers Roads. There is a ridge running south to north through the center portion of the site. The topography on this area slopes moderately from east to west. Due to decades of past agricultural use,the topsoil on the higher portions of the parcel has eroded away exposing the reddish subsoil. There are no wetland soils on this property. The proposed open space subdivision would result in 45 residential building lots, and approximately 20.14 acres for open space. The proposed access road connects Graham Road to Nevers Road. An additional parcel is also involved with the application. This is an 11 acre parcel owned by the Town as open space. The land is located between Skyline Drive and Greenfield Drive and parallels Graham Road behind the existing houses fronting on Graham. It forms a shallow ravine that runs south to north to Norma Rd and then runs west, paralleling Greenfield to the Willowbrook Golf Course. The parcel is down slope of the subject parcel and as such will be used to receive stormwater runoff from the proposed development. A 50-foot strip fronts onto Graham opposite the subject parcel. The applicant proposes to install a 24"pipe that will convey stormwater from the proposed detention basin to the watercourse on the open space parcel. There are areas of wetlands on the open space parcel associated with the watercourse that runs through the property onto the golf course property to the west and ultimately flows to the Podunk River. The watercourse would be considered an intermittent watercourse that originates behind the houses in the Skyline Drive/Graham Road area. Three small pipes (12", 15", and 18"respectively) discharge road runoff from Graham to the watercourse. These pipes also collect, via catchbasins, and transport existing surface runoff from the entire western portion of the Toll Bros. site. This section of road has been an area concern due to inadequate drainage and water flowing over Graham due heavey storm events from the farm field. Additional water enters the watercourse from surface runoff from houses on Skyline, Graham, and Greenfield, as well as exfiltrated groundwater. While the watercourse is dry most of the time, neighbors have told me that during storm events the channel can become quite flashy. The banks of the watercourse are relatively stable. The adjacent wetlands would be considered a forested wetland type, dominated by Red maple and cottonwood in the overstory, with spicebush, summersweet and multiflora rose skunk cabbage, and jack in the pulpit in the understory. Major functions would be nutrient and sediment assimilation and trapping, stormwater conveyance, and groundwater exfiltration. Wildlife habitat is present, but limited due to the residential development surrounding the ravine. Stormwater is planned to drain to catchbasins with 2-foot sumps and head toward one of three different wet detention basins located throughout the site. The eastern two basins are designed in tandem with the outermost basin serving as a final "polishing"for water quality. The basin on the western side and the final basin on the east side have the underlying soils suitable for a good infiltration opportunity. The basins will have underdrains installed to minimize mosquito breeding opportunities. Sediment sumps are present at the inlets of each basin. Outlet structures are designs with small orifices to meter accumulated water out slowly. The three basins will be located in open space areas and will be Association owned. Impacts: The soils on the property to be disturbed are listed as Narragansett silt loam and Haven sandy loam. Both of these soils were formed from the Triassic sandstone parent material similar to the material found along the Buckland Road section of South Windsor and Manchester. They have an erosion potential listed as moderate. Several cuts and fills are proposed to accommodate the access road and several of the building lots. I anticipate that runoff will contain fine particulates that can stay I suspension for some time. The erosion control plan shows a good system of interior controls consisting of earthen diversion berms and excavated sediment traps to be installed in front of the perimeter haybale reinforced silt fencing. I have requested that additional filtering structures be placed before the outlets to the detention/infiltration basins. The project is proposed to be constructed in two phases to minimize disturbances. The project will start from Graham Road and proceed east to Nevers.. Portions of the site have been show through soil testing to contain agricultural pesticides. A remediation plan has been developed to sequester the contaminated soil within two earthen berms; one along Graham and one along Nevers Road. Clean topsoil will be placed as a top layer and seeded with a meadow grass mix. Stormwater Management: Stormwater management is proposed to be accomplished through deep sump catchbasins to detention/infiltration basins. The eastern side of the site will be discharged from the basin to the Town drainage system in Nevers Road. The western portion of the site will be discharged from the basin to the Town's open space parcel via a long pipe system to a plunge pool prior to the intermittent watercourse. The soils report indicates that the opportunity for infiltration is very good in the two detention basins located on either side of the site. Outlet structures area designed to discharge water at a very slow rate, and will provide for extended residence time. The water quality volume(WQV) within the basins conforms with the recommended sizing from the CT Stormwater Guidelines. The stormwater model shows a significant reduction in flow rates in the watercourse post development. Open Space: Twenty acres of open space are proposed. An approx. fourteen acre portion will be retained along Nevers Rd. This area can continue to be utilized as an agricultural field depending on the final grading. The Open Space Task Force has recommended that the open space not be owned by the Town..
