Sincerely, Andre Charbonneau 125 Edwin Road South Windsor, CT 06074 528-7551 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: June 23, 2005 Re: Appl. 05-41P - Review of the proposed Charbonneau Lot#4 plan at Sandra Drive. Plans dated 06/09/05 The project is to create an industrial building on one lot within an existing industrial subdivision. Stormwater is proposed to be discharged into the street pipe system, which will empty into a small wetland area south of the property. No wetlands or URA are present on the subject property. Site: The site is located in the Bancroft Brook watershed. The site is comprised of a lot totaling 1.14 acres. Currently the site is mixed hardwood forest with both mature and pole-sized trees on the site. The understory is sparse. Detention was not planned for the subdivision and is not planned on the site, due to the location on the watershed. Impacts: The soils listed on the site are Ninigret Fine Sandy Loam(NnA) 0 to 3% slope. This soil has an erosion potential listed as low. Perimeter erosion controls appear to be adequate to contain sediments from construction activities. Stormwater quality management in the long term is proposed to be handled by installing a "stormceptor"gross particle separator J.R. Russo &Associates on behalf of the Andre Charbonneau& Sons. The plans have been modified to address your comments dated June 23, 2005. 'In particular, the following revisions have been made: 1. The Site Plan(sheet 2 of 6)has been revised to show existing test pit locations and a proposed subsurface infiltration system for the roof runoff. The infiltration system is comprised of seven(7) Stormtech SC-740 chambers with sufficient capacity for a '/z"of roof runoff. 2. Detail Sheet(5 of 6)has been revised to show 4' sumps in the proposed catch basins. A typical infiltration unit detail and the test pit information have also been added to the sheet. Please note that the proposed Stormceptor stormwater treatment unit does oil and floatables. Thus, a separate oil/trap hood on the catch basins would be an unnecessary expense and one is not proposed. I hope that this letter and the revised plans address all of your comments satisfactorily. If there are any questions, or you require further information, please call our office at(860) 623-0569. Sincerely, Timothy A. Coon, P.E. J.R.
