Resubmission of the site plan a 30,055 sf manufacturing facility for the production of donuts on property located at Commerce Way, I zone.. Proposed impervious coverage is 56.5%; 65% allowed. Proposed building height is 22 feet; 40 feet allowed. The site size is 3.1 acres; minimum lot size allowed is 20,000 sf. Frontage is 367 along Commerce Way and 355 feet along Sullivan Ave; minimum allowed is 100 feet. Front yard setback is 104 feet on Commerce Way and 74 feet on Sullivan Avenue, 35 feet allowed. 2. The proposed access for this site is from Commerce Way. 3. The parking requirement for this facility based on the manufacturing use is 50 spaces. The applicant is providing 50 built parking spaces, 10 truck spaces, totaling 70 spaces. 4. There is no outdoor storage proposed; however there are 10 truck spaces shown on the northern corner of the site. 5. There is a one loading dock shown on the westerly side of the building and 10 overhead doors shown on the northern end of the building. The landscape plan depicts evergreens to be planted on the eastern portion of the site of break up the long wall. They have also modified the landscaping plan to provide berming along Commerce Way and landscaping treatment to screen the loading area. There is a significant amount of landscaping, in particular foundation plantings, along the Sullivan Ave frontage to dress up the office area. The applicant has also proposed street trees (maples) along Sullivan Ave. and Commerce Way. 6. The applicant has indicated that the trucks to be loaded will be stored in the building at night and leave early in the morning. 7. The original site plan showed site lighting to include parking lot and building lighting. The parking lot lights are on 25-foot poles, with full cutoff fixtures. We would request that the applicant resubmit a lighting plan. There are also bollard lights on the walkway along the front of the building. 8. The applicant is proposing a free standing monument sign as well s a sign on the building. The monument sign will have ground lighting. 9. There are no regulated wetlands on the property. The applicant has received conservation approval from the IWA/CC on 10/20/04 with a bond in the amount of$5,000 to ensure compliance with the erosion and sediment control measures and a bond in the amount of$3,000 to ensure the establishment of the detention basin and infiltrator. 10.There is public water and sewer available. Water Pollution Control Authority approval is required for the changes tot he plan. 11.There is a dumpster area proposed in the westerly side of the building. The building should shield the location. If this application is approved, the planning department requests no additional approval conditions except those already noted. MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer rEB 4 2005 Date: 2/3/05 OUTI I RE: App , Massconn Distributors Site Plan- Revised have reviewed the Revised Site Plans for a Massconn Distributors at 12 & 30 Commerce Way (dated 1/25/05)and I have the following comments: 1. I did not see many utilities from the road to the building. Show proposed connections (locations and elevations)for sanitary sewer, water, gas, etc. 2. Install a monitoring manhole on the sanitary lateral in the roadside ROW. 3. A grease interceptor or other approved AGRU system is required. A general permit will be required from the Connecticut DEP for the grease interceptor. 4. Show the bollards around the building on the Topographic Plan and Landscape Plan. 5. The top of the berm on the west side of the drive/parking area is only about 1.5 feet above the road on the south end but about 3 feet high on the north end. The south end should be raised to the same height as the north end(3 feet above the road). 6. The Town would like to use this driveway to access the manhole and inlet to the storm drainage pipe that runs down the north side of this property. These structures are not accessible from the property to the north because the slopes on this property are too steep. Provide a gravel access path from the north east comer of the drive/parking area down to the storm drainage manhole and inlet structure and an access easement to the Town of South Windsor. 7. Include the storm drainage schedule and any revised drainage calculations 8. Check the parking space count as I did not see any reserve parking spaces. 9. Shift some trees on the landscaping plan so they are not over the stone drainage or other utilities. 10. The building construction and proposed grading on the east side of the building will make it difficult to save existing trees and shrubs in this location. 11. WPCA review and approval of this revised site plan may be required. Please call me(x 245)if you have any questions. All erosion and sedimentation control measures are to be in place prior to earth moving operations in each area and maintained/cleaned out during construction. Call Jeffrey Folger, Zoning/Wetlands Enforcement Officer for inspection when measures are in place, prior to commencement of site work or if any problems/concerns arise during construction. 2. All topsoil stockpile areas to be protected (ringed with haybales or equal). 3. During construction of the road/driveway a crushed stone tracking pad is to be installed and maintained to minimize tracking of dirt/gravel on to Commerce Way Calcium chloride or water is to be used for dust control as required. Public Works 1. Three complete sets of approved/revised plans to be provided to Town prior to start of construction. .They will be stamped by the Planning Department along with plans developer needs. Only approved plans are to be used on the job site. 17. A street excavation permit must be obtained from the Engineering Department for the driveway cut. 18. Extra care must be taken when compacting around structures such as catch basins and manholes. These spots often become problem areas in the future due to settling, therefore, the town staff/inspectors will be requesting additional compaction tests in these areas. 19. Inspection of gravel access roads required prior to placement of topsoil. 20. Sanitary lateral locations should be tied down to existing structures and shown on the progress as-builts. 21. During construction of individual sanitary sewer laterals, the contractor shall prepare an as-built sketch on standard form provided by the Engineering Department. This form should be submitted to the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department suggests that the contractor also show locations of foundation drains and water laterals on this form. Planning Department 1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes required, contact the Planning Dept. Additional landscaping installed on one part of a site will not preclude planting all of the remaining items shown on the landscaping plan. 2. All bonds must be posted prior to the mylar going on file. 4. A$5,000.00 erosion and sedimentation bond must be posted prior to the start of earth moving. 5. Drainage easement in favor of The Town of South Windsor must be submitted prior to the issuance of a building permit. SNET/NU 1. Contact utilities for coordination of utilities connection. Fire Marshal 1. Blasting(if required)to be coordinated with the Fire Marshal. Police Services 1. If the developer occupies or owns the building after construction emergency numbers must be provided to Police Services. 2.
