The applicant owns the subject±4 acre parcel located at 95 John Fitch Boulevard(US Route 5), the site of the former : South Windsor Ten Pin Bowl, which was built in the 1950s and partially demolished in 2011 after the roof collapsed from heavy snow. The subject project proposes to enhance the subject parcel by removing the unattractive former building foundation and a portion of the existing pavement and constructing for Hartford Truck Equipment a new±16,500 square feet(sf) corporate headquarters building containing f7,000 sf of office/sales/showroom space and a±9,500 sf garage, along with associated site features and improvements such as landscaping, lighting, utilities and a stormwater drainage management system that includes treating stormwater runoff prior to discharging from the site. • Hartford Truck Equipment is a South Windsor-based, family-owned and-operated truck upfitter and equipment distributor currently operating at the adjacent 67 McGuire Road. The business is the final assembly point for many types of commercial vehicles and upfits trucks and other vehicles with truck beds, liftable truck beds, and truck bodies, and accessories such as snow plows, salters, and sanders. They currently employ 10 people and anticipate increasing the number of employees to 13 within the first year of occupancy. The new headquarters building will have capacity to employ up to 27. The site currently has two curb cuts along John Fitch Boulevard(US Route 5): a full movement driveway at the northeastern corner of the site; and a right-in/right-out access driveway at the southeastern corner of the site. The two existing access points are proposed to be maintained as shown on the enclosed plans. There is a travel easement on the subject parcel at the northern curb cut that is the primary access for vehicles accessing the existing Hartford Truck Equipment location and several other businesses to the north of the subject parcel, including McCarthy Concrete Company. This access and easement help reduce the amount of commercial traffic (customers, deliveries, etc.) on McGuire Road, King Street, and the surrounding residential area to the west. The northern curb cut is also proposed to be the primary access for customers and large C • • • material delivery trucks for the proposed project. The existing southern access to Route 5 is necessary for larger vehicles to safely navigate through the site and re-enter Route 5. Fuss& O'Neill of Manchester, Connecticut has prepared the enclosed Traffic Impact Study and concluded that the proposed project and access drives will not have a significant impact on area traffic operations. A preliminary proposed site plan has been shared with the Connecticut Department of Transportation for initial comments and a formal package will be submitted shortly. • The parcel in the existing condition is 89% covered by impervious material such as the former building foundation slab and parking lot pavement. The project proposes to significantly reduce the amount of impervious area on site from the existing 89% down to 65%by removing a significant portion of the existing pavement at the rear/west of the site, and through the addition of landscaped areas in the front/eastern portion of the site near the proposed building and in the proposed parking areas. This decrease in impervious area will result in a decrease in the amount of stormwater runoff leaving the site, and in addition a hydrodynamic stormwater quality unit is proposed to treat the decreased stormwater discharge by removing at least 80% of the total suspended solids (TSS). • The existing mature vegetation along the rear/western property boundary abutting adjacent residentially zoned land is proposed to be augmented with additional coniferous landscaping as required in an effort to provide a visual buffer. The balance of the site is also proposed to be enhanced with landscaping, including shade trees within the parking area and foundation plantings. The rear/western storage area is proposed to be separated from the front/eastern customer and public area by an 8' tall chainlink fence with privacy slats, as well as a row of arborvitaes. For security purposes, the remainder of the storage yard at the rear/west of the site will be surrounded by a 6' tall chainlink fence. The site is proposed to be lit with LED, full-cutoff, dark sky-compliant luminaires mounted on poles and the building, as shown on the enclosed plans. Utility connections for electric, telecommunications, gas, and water are being coordinated with the respective utility companies. Sewer is not available in the vicinity and the enclosed plans include a proposed septic system, a preliminary plan of which has been submitted to the Health Department for initial comments. Trash and recycling bins are proposed in the rear/western portion of the site, behind the 8' tall chainlink fence with privacy slats and the row of arborvitaes. The proposed building has been designed by Orlando Annulli & Sons, Inc., of Manchester, Connecticut. The enclosed colored building elevation depicts the proposed attractive dual tone metal panel building with colored splitface block entrance and generous amounts of glazing along the frontage for the showroom/office/sales space. The southern half of the roof is proposed to be fitted with solar panels. The rear/western fagade of the building is proposed to have a large roll up door for vehicle access, and the northern and southern facades are proposed to have single pedestrian doors for employee and small parcel delivery access. • w • We are excited to present this project, to keep a successful and growing company in Town, and to be a part of an opportunity to beautify a neglected and prominent eyesore along Route 5. We trust that the above and enclosed information is sufficient for the project to be evaluated, and look forward to working with the Commission and Town staff as this project moves forward. • Sincerely, DESIGN PROFESSIONALS, INC. • i ' • 6 ' By: Mir De allie • President • eater TOWN OF SOUTH WINDSOR CHECKLIST REQUIRED INFORMATION SITE PLANS APPLICANT AA C G U i yA fJ SSaL t/ 5 UC PROJECT NAME " Tf(Z-0 f-(LlS C•IL Q U P iV N'T This checklist must be signed by plan preparer(P.E./L.S.) declaring that all required information is provided. John Fitch Boulevard(Route 5) is a state road maintained by the Connecticut Department of Transportation (ConnDOT). The subject site is the location of the former South Windsor Ten Pin Bowl that was demolished in 2011 after the roof collapsed from heavy snow. The site currently contains the foundation slab of the former building, pavement, and associated site improvements. Hartford Truck Equipment is proposing to remove the existing building foundation slab and portions of the existing pavement to construct a new±16,500 sf building containing ±7,000 sf of office/sales/showroom space and a±9,500 sf garage, along with associated site improvements including landscaping, lighting, utilities, and stormwater management. The proposed project will significantly reduce the amount of impervious area on site from±89% existing to ±65%proposed and will improve the quality of the stormwater leaving the site. For more information, please refer to the plans entitled"Proposed Site Plan for Hartford Truck Equipment, 95 John Fitch Boulevard(Route 5), South Windsor, CT"prepared by Design Professionals, Inc., dated August 31, 2016, or the latest revision. Pre-Development Site Conditions The subject site currently contains a building foundation pad, pavement, and associated site improvements. The site is ±89% impervious and is relatively flat with two primary drainage areas. The front/eastern portion of the site between the existing building foundation slab and the street drains uncontrolled to the street and is collected in catch basins within the street and enters the DOT drainage system. The majority of the site drains to a catch basin in the rear/southwest of the site that drains via an underground pipe to the DOT drainage system in the street. The enclosed Federal Emergency Management Agency(FEMA)Floor Rate Insurance Map (FIRM) shows the subject site outside of any flood zones. The enclosed United States Department of Agriculture (USDA) Natural Resources Conservation Services (NRCS) Hydrologic Soil Group (HSG)Map shows the subject site as Urban Land with Group D soils. Though the NRCS HSG map indicates Group D soils which have very slow infiltration rates, two percolation tests were performed and witnessed by the South Windsor Health Department which indicated percolation rates of less than one minute per inch as noted on the enclosed Site Investigation for a Subsurface Sewage Disposal System. For more information, please refer to the enclosed Pre-Development Drainage Map. Post-Development Site Conditions The subject project proposes to significantly reduce the amount of impervious area on site from the existing±89%to±65% by removing a significant portion of the existing pavement at the rear/west of the site, and through the addition of landscaped areas in the front/eastern portion of the site near the proposed building and in the proposed parking areas. Stormwater runoff from the subject site is proposed to be captured in several deep-sump, hooded catch basins and routed via several new underground drainage pipes to a stormwater quality unit prior to discharging to the DOT drainage system in Route 5. The existing single grate Type C-L catch basin at the rear/southwest of the site is proposed to be removed and replaced with a Type I double grate Type C-L catch basin. For more information, please refer to the enclosed Post-Development Drainage Map. Analysis of Results The subject site in the proposed condition 1) will have significantly less impervious area than the existing condition, 2) will generate less stormwater runoff, 3)preserves existing drainage patterns, and 4) will result in a reduction in the quantity and rate of stormwater leaving the subject site and entering the DOT drainage system in John Fitch Boulevard (Route 5). Water Ouality All new catch basins are proposed to have deep sumps and be equipped with hoods in an effort to contain sediment and floatables. An estimated TSS removal efficiency of 25% is expected for these structures. The proposed water quality unit is sized consistent with manufacturer recommendations to provide TSS removal of at least 80% for the water quality flows calculated in the enclosed Water Quality Flow Calculations. Conclusion The proposed stormwater management system as discussed herein and shown on the referenced plans is appropriate for the proposed development on the subject site, is consistent with Town and State requirements, and should not pose significant detrimental impacts to the environment. Due to the significant decrease in impervious area proposed by the project, the rate and volume of stormwater leaving the site will be reduced. a it t1oodinsurance is available in this community, c the National Flood Insurance Program at(800)638-6020. ,r MAP SCALE 1' - 500' 250 0 500 100 F LL—W PANEL CMF FIRM r= FLOOD INSURANCE RATE MAP r-, HARTF'ORD COUNTY, CONNECTICUT (ALL JURISDICTIONS) f-r-r PANEL 386 OF 675 (SEE MAP INDEX FOR FIRM PANEL LAYOUT) " CONTAIN& .....,, OOraaNtlTY NUMBER PAfVEI. 8UFp1I lOIrfNVA,XytlA TONI,rY OgpbM CIIbd f ' FA9T rrMrIFCPa.TONN OF 010re7 91N F 1 d /yam lAnk.ro U..r:Tar 11UP ft-Mb s-hewn NW..N 1114 Y.—d SITE . -1 d. rr.... I-.— w.w w.ed e.uwd.n Inwrmcn.pPd.t, ror W. -we',net r•--r MAP NUMBER r=- *SEPTEMBER 09003CO386F EFFECTIVE DATE: L 26,2008 _ Fedcml Emergency Mxnngeinent Agency This id an official copy of a portion of the above referenced flood map. fi extracted using F-Mrr On-Una. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups(A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate(low runoff potential)when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained orwell drained soils that have moderately fine texture to moderately coarse texture. These soils have a moderate rate of water transmission. Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission. Group D. Soils having a very slow infiltration rate(high runoff potential)when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission. If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes. Rating Options Aggregation Method. The proposed site location is shown on the site location map,Figure No.I of Appendix B.A total of 69 new parking spaces will be provided on site for the proposed relocation. The development is expected to be completed in 2017. ' Fuss &O'Neill has been retained to study the impact of the proposed relocation on traffic conditions on the adjacent roadway network. This report has been prepared to document the findings of the study ' and is being submitted to the Town of South Windsor in support of the development's land use applications. This report will also be submitted to the Connecticut Department of Transportation (CTDOT) for an Encroachment Permit. 2 Existing Condition ' 2.1 Site of Development ' The existing site is a vacant 4.11 acre site which was formerly the location of the Ten Pin bowling alley. The site is located on Route 5 Uohn Fitch Boulevard) and site access is provided via two site driveways connecting directly to Route 5.To the north, the parcel is bounded by the existing Hartford Truck ' Equipment site. The existing Hartford Truck Equipment property is accessed via the northern driveway of the proposed site through an access easement from Route 5,as well as from McGuire Road to the north. The proposed site is bounded by privately owned resident and agricultural property to the south and west and Route 5 to the east. 2.2 Adjacent Roadway Network ' The adjacent roadway network consists of the following roadways: ' • Route 5 Uohn Fitch Boulevard) • Burnham Street • Route 30 (Ellington Road) ' • Interstate 291 ' Route 5 runs primarily north/south from its origin in New Haven, Connecticut in the south and continues north past the site into Massachusetts before terminating in Vermont. Route 5 Uohn Fitch Boulevard) carries two lanes of travel northbound and three lanes of travel southbound along the site frontage. It is classified by CTDOT as an urban principal arterial road. The posted speed limit is 45 ' 00 \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 1 FUSS&O'NEILL ' miles per hour in the vicinity of the site. The land use surrounding Route 5 ohn Fitch Boulevard is p tY g Q ) primarily commercial and retail with a railroad running parallel to the roadway to the east. Burnham Street located in East Hartford runs primarily east/west from its intersection with King Street ' in the west for approximately 1.5 miles where it continues on as Burnham Street West. Burnham Street carries one lane of travel in both the eastbound and westbound direction. It is classified by CTDOT as an urban minor arterial road and the posted speed limit is 25 miles per hour. The land use surrounding ' Burnham Street is primarily residential along with commercial and recreational. A railroad runs perpendicular to the roadway in the north/south direction. ' Route 30 (Ellington Road) runs primarily northeast/southwest from Route 5 in the west and continues northeast for approximately 6 miles where it terminates at Route 83 (Tolland Turnpike) in Manchester, Connecticut. Route 30 carries one lane of travel in both directions. It is classified by CTDOT as an urban principal arterial road, and the posted speed limit is 40 miles per hour. The land use surrounding Route 30 is primarily commercial and residential with some agricultural land uses. ' Interstate 291 runs primarily east/west to the north of the proposed Hartford Truck Equipment site and connects two major Connecticut roadways;Interstate 84 to the east and Interstate 91 to the west. The Interstate 291 Exit 4 Interchange with Route 5 is located just north of the site. 2.3 Study Area Intersections The following study area intersections were reviewed: ' • Route 5 (John Fitch Boulevard) at existing north site driveway • Route 5 Uohn Fitch Boulevard) at existing south site driveway ' The unsignalized intersection of Route 5 at the proposed Hartford Truck Equipment site north driveway provides approaches from the north and south on Route 5,and an approach from the west at the Hartford Equipment site north driveway. The Route 5 approach from the north provides two through lanes as well as a third lane from the Interstate 291 East off ramp which merges into Route 5 south of the site. The north site driveway approach from the west provides a single combined left/right turn lane. The Route 5 approach from the south provides two through lanes and a 125 foot dedicated ' left turn lane which is used for both U-turns and entrance into the Hartford Truck Equipment site main driveway. ' The unsignalized intersection of Route 5 at the south site driveway provides an approach from the north on Route 5 and an approach from the west exiting the site. Route 5 is a separated highway and as such does not provide an approach to this intersection from the south. The Route 5 approach from the north provides three through lanes, the outermost of which merges into the center lane south of the site. The south site driveway from the west provides single right turn out and right turn in only lanes. The south site driveway is currently barricaded off and does not provide access to the vacant site. 00 \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 2 FUSS&O'NEILL 2.4 Traffic Volumes, Speeds and Counts ' The greatest potential for traffic impact on the roadway network by the proposed Hartford Truck Equipment relocation will occur during the morning and afternoon peak hours, the periods when commuter and business related trips are at their highest levels. In order to determine the traffic impact of the proposed development on adjacent street traffic, representatives of Fuss&O'Neill conducted morning and afternoon peak hour manual turning movement counts on August 23,2016 and August 30, ' 2016 at the Route 5 Qohn Fitch Boulevard)/Hartford Truck Equipment north site driveway intersection. The traffic count data collected indicates that the morning peak hour of traffic for the development and adjacent road network is 7:00 a.m. to 8:00 a.m. The afternoon peak hour of the adjacent road network occurs from 4:30pm to 5:30pm however the development's afternoon peak hour occurs from 3:00 p.m. to 4:00 p.m.Thus,the 7:00 a.m. to 8:00 a.m. and 3:00 p.m. to 4:00 p.m.peak hours were analyzed for impacts. The existing traffic volumes for these peak hours are shown in Figure No. 2 of Appendix B. 3 Background Traffic Conditions 3.1 Growth Rate Upon consultation with the Connecticut Department of Transportation (CTDOT),the 2016 existing traffic volumes were projected to the 2017 design year using a 0.75 percent per year peak hour growth factor to account for normal traffic growth in the study area. 3.2 Other Developments Fuss &O'Neill contacted the Office of the State Traffic Administration (OSTA), the Town of South Windsor and the Town of East Hartford Planning offices to identify any other pending or approved developments having site related traffic in the study area.No such developments have been reported in the area although a development of a CT Studio along Chapel Road between Route 5 (John Fitch Boulevard) and Route 30 (Ellington Road)in South Windsor was approved in 2010.The future of the project remains undetermined at the time of this study and was therefore not included in our analysis. 3.3 Planned Roadway Improvement Projects tFuss&O'Neill contacted the Connecticut Department of Transportation and the Town of South Windsor Engineering office to determine if any roadway improvements are planned in the area of the ' proposed development. No such improvement projects were identified. 10D1 \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 3 1 FUSS&O'NEILL 4 Proposed Conditions 4. 1 Development Hartford Truck Equipment proposes to relocate its business operations on Route 5 Uohn Fitch Boulevard)in South Windsor from its existing location to the adjacent property to the south as shown ' on the site location map,Figure No.l of Appendix B.The project will involve the construction of a new building with approximately 16,500 square feet of gross floor area.A total of 69 new parking spaces will be provided on site for the new Hartford Truck Equipment site location. The business currently employs 11 people with the potential to grow to as many as 26 employees in the new building. The development is expected to be completed in 2017. 4.2 Site Access and Circulation Primary site access will be provided via one full access driveway on Route 5 Qohn Fitch Boulevard) located in the northeast corner of the site which will provide access to parking located to the south, east and west of the building via an internal parking drive aisles and roadways. ' Site access will also be provided via one right in,right out driveway on Route 5 Qohn Fitch Boulevard) located in the southern corner of the site which will provide access to parking located to the south, east and west of the building via an internal roadway surrounding the building. This southern site driveway is important to business and traffic operations, as the site circulation has been laid out to accommodate truck traffic entering the site via the northern site driveway and exiting the site via the southern driveway. An Autoturn analysis was conducted for the largest vehicle size expected to access this site (WB-67) and confirmed that trucks will be able to safely enter the northern site driveway, circulate around the site, and exit via the southern driveway. ' 4.3 Trip Generation The expected site generated traffic data was calculated using existing empirical data from turning movement counts conducted at the existing location of the main site driveway, projected to the year 2017 and distributed evenly to the proposed southern site driveway. These current trip generation ' volumes were then multiplied by the proportion of current employees (11) to the number of expected employees (26) as a result of the business relocation to obtain the traffic volume generated as a result of the business relocation. The 16,500 square feet proposed site is expected to generate a total of 23 new vehicle trips (19 entering,4 exiting) during the morning peak hour, and a total of 22 new vehicle trips (10 entering, 12 exiting) during the afternoon peak hour.A summary of the peak hour trip generation information for the proposed relocation is provided in Table 1 of Appendix A. In addition, the proximity of the current CT transit bus stop directly along the site frontage provides ' potential for employees to commute to work via public transit. However,it is expected that this proximity to transit will not have a significant impact on vehicle trips to and from the site. 0D" \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 4 FUSS&O'NEILL 4.4 Trip Distribution ' The distribution of traffic entering and exiting the proposed site was applied to the road network based on the existing regional traffic distributions and the layout of the adjacent roadway network. During the ' peak hours, the following arrival distributions of traffic are anticipated: • 50 percent from Route 5 (John Fitch Boulevard) to the north • 50 percent from Route 5 (John Fitch Boulevard) to the south A regional arrival/departure distribution for the new site generated traffic traveling to and from the project site is shown in Figure No. 4 of Appendix B. 4.5 Combined Volumes The site generated traffic volumes and existing redistributed site traffic volumes are shown in Figures Nos. 5 and 5A of Appendix B respectively. These volumes were then added to the background volumes to yield the year 2017 peak hour Combined traffic volumes shown in Figure No. 6 of Appendix B. ' 5 Analyses 5.1 Crash Analysis Crash data was gathered from the University of Connecticut Crash Data Repository for the following intersections: • Route 5 Qohn Fitch Boulevard) and Route 291 eastbound exit 4 off ramp ' • Route 5 Qohn Fitch Boulevard) and Hartford Truck Equipment site north driveway • Route 5 (John Fitch Boulevard) and Hartford Truck Equipment site south driveway The records were gathered for the most recent 3 years of available data,2012 through 2014.A summary of the crash data per intersection is provided in Table 2 of Appendix A.A detailed tabulation of the crash data has been provided in Appendix F. The intersection of Route 5 and the Route 291 eastbound exit 4 off ramp experienced an average of approximately 2 crashes per year. During the three year span the intersection experienced 4 rear-end crashes, 1 fixed object crash, 1 backing crash and 1 sideswipe-same direction crash. The intersection of Route 5 and Hartford Truck Equipment north site driveway experienced an average of less than 1 crash per year.During the three year span the intersection experienced 1 sideswipe-same direction crash and 1 rear-end crash. The intersection of Route 5 and Hartford Truck Equipment south site driveway experienced an average of less than 1 crash per year.During the three year span the intersection experienced 1 sideswipe-same direction crash. ' 001 \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TTS_MSM_20160664(Final).docx 5 FUSS&O'NEILL Crash data was also gathered for a section of roadway extending 750 feet south of the south site driveway and no crashes were reported. The majority of the crashes reported at the intersections were rear-end type crashes, consistent with what is typically experienced at unsignalized intersections. No ' abnormal crash patterns or frequencies were identified. 5.2 Intersection Sight Distance Analysis Intersection sight distances were measured at the proposed site driveway locations in accordance with criteria set forth in the 2003 CTDOT Highway De ign Manual. Sight distance is measured from a point 15 feet back from the edge of traveled way at a height of 3.5 feet, the standard height of a driver's eye. In accordance with criteria set forth in the 2003 CTDOT Highway Design Manual and for the design ' speed of 50 miles per hour, 590 feet of intersection sight distance is required for a passenger car,750 feet for a single-unit truck and 900 feet for a tractor/semitrailer turning left from a driveway approach to a four-lane roadway. Sight distance of greater than 1,000 feet is provided looking to the right(south) and to the left (north) from the north site access driveway providing safe egress from the site for all types of vehicles. For the design speed of 50 miles per hour, 555 feet of intersection sight distance is required for a passenger car, 700 feet for a single-unit truck and 850 feet for a tractor/semitrailer turning right from a driveway approach to a two-lane roadway. Sight distance of greater than 1,000 feet is provided from the south site access driveway(right turn out) providing safe egress from the site for all types of vehicles. ' 5.3 Intersection Capacity Analysis Capacity analyses for unsignalized intersections were conducted using Synchro Professional Software, ' version 9.0. In discussing intersection capacity analyses results, the terms level of service (LOS)is used to describe ' the operating condition of the road or intersection. LOS is a measure of the delay experienced by stopped vehicles at an intersection.LOS is rated on a scale from A to F,with A describing a condition of very low delay (less than 10 seconds per vehicle), and F describing a condition where delays will exceed 50 seconds per vehicle. Delay is described as a measure of driver discomfort, frustration, fuel consumption, and lost travel time. Therefore, intersections with longer delay times are less acceptable to most drivers. LOS is generally used to describe the operation (based on delay time) of unsignalized intersections. This definition for LOS,as well as the methodology for conducting unsignalized intersection capacity analyses,is taken from the"2000 Highway Capacity Manual"published by the Transportation Research Board. ' 00t \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 6 FUSS&OWEILL ' Usingthe above referenced methodologies, the morning and afternoon peak g p a hour capacity analyses were ' conducted at the following unsignalized intersections: • Route 5 Qohn Fitch Boulevard) and Hartford Truck Equipment site north driveway ' • Route 5 Qohn Fitch Boulevard) and Hartford Truck Equipment site south driveway Table No. 3 of AppendixA presents a summary of the levels of service at the signalized intersections, for both background and combined conditions traffic volume. Copies of the analysis worksheets can be found in Appendices C and D, for the morning and afternoon peak hours respectively. The determination of the traffic impact from the proposed development is made through a comparison of the Background Condition LOS (without the proposed development)versus the Combined Condition LOS (with the proposed development). At the unsignalized intersection of Route 5 and the Hartford Truck Equipment north site driveway, the Route 5 northbound left turn movement operates at LOS B in both the background and combined conditions during the morning and afternoon peak hours. The eastbound approach exiting the site operates at LOS D in the background condition and LOS E in the combined condition during the morning peak hour. The eastbound approach operates at LOS C in the background and LOS D in the combined condition during the afternoon peak hour. The LOS for both Route 5 approaches to this intersection will remain unchanged from the background to the combined condition. At the unsignalized intersection of Route 5 and the Hartford Truck Equipment south site driveway, the eastbound approach operates at LOS B in the combined condition during the morning and afternoon peak hours. 5.4 Queue Analysis ' Background and Combined Condition 95th percentile (design) queue lengths were reviewed at each intersection in the study area. The 95th percentile (design)vehicle queue lengths represent the maximum queue lengths that can be expected at each of the critical approach lanes of the study area intersections. The queue lengths are provided in the Synchro capacity analysis worksheets, which are located in Appendix C and D. Tables 4 and S of AppendixA, provide a summary of the queue lengths for the critical lanes at each intersection. At the intersection of Route 5 and the Hartford Truck Equipment north site driveway minor queuing averaging one vehicle length or less is experienced on the eastbound approach during the morning and afternoon, background and combined peak hours.Adequate available storage exists to accommodate the queues. The queues for these movements experience no significant increase between the background 1 and the combined conditions for the intersection. At the intersection of Route 5 and the Hartford Truck Equipment south site driveway, minor queuing ' averaging one vehicle length or less is experienced on the eastbound right turn lane during the morning and afternoon combined peak hour. Adequate available storage exists to accommodate the queues. ' T00 \\private\dfs\ProjectData\P2016\0664\A10\Deliverables\Report\TIS_MSM_20160664(Final).docx 7 FUSS&O'NEILL 6 Conclusions & Recommendations The purpose of preparing a Traffic Impact Study is to identify the impact of the proposed development's site generated traffic. The study efforts have indicated that the proposed business ' relocation and expansion will generate 23 new trips (19 entering and 4 exiting)in the morning peak hour, and 22 new trips (10 entering and 12 exiting)in the afternoon peak hour. ' The relocation of Hartford Truck Equipment is proposed to be completed in the year 2017. The proposed north site driveway is to remain in the same location as the existing access driveway for the current Hartford Truck Equipment site.A second site driveway,to the south of the existing site access driveway,is proposed to be reopened along the site frontage to accommodate two-way,right in,right out traffic, with an appropriate turn radius into and out of the site driveway in order to accommodate larger vehicles. Capacity analysis revealed that the Route 5 approaches to the intersections of the Hartford Truck Equipment site will not experience a change in LOS with the addition of the trips generated by the proposed relocation and the expected growth rate for the area for the morning and afternoon peak hours. ' The addition of the trips generated by the proposed relocation and expansion will also result in no significant change in existing queues at the intersection approach lanes on the state and local roadway network. Queue lengths for critical approach movements at all study intersections will not experience significant increases, and are accommodated within the existing available storage provided. A review of crash data provided by the University of Connecticut Crash Data Repository indicated that ' there were no abnormal crash frequencies and crash patterns in the study area given the volume of traffic and presence of traffic signals in the study area. The location of the site driveways on Route 5 will provide adequate intersection sight distance for safe egress looking right (south) towards the Route 5 and Burnham Street intersection as well as looking left (north) towards the Route 5 and Route 30 (Ellington Road). Based on the results of this study, the following recommendations should be implemented to facilitate safe and efficient movement of traffic within the study area: • Install a"Right Turn Only"restriction on the southern site driveway approach and construct an island along with adequate right turn in,right turn out radii into and out of the site driveway to facilitate safe traffic movements. • Provide entrance access from both the open northern existing site driveway and the southern closed existing site driveway. Also provide adequate site circulation via an internal roadway along the perimeter of the site that will provide adequate turn radii for larger trucks entering the site via the northern driveway and exiting the site via the southern driveway. Based on the results of the foregoing analysis,it is the professional opinion of Fuss& O'Neill,Inc. that the proposed business relocation and expansion, along with the recommendations outlined above, will 1 not have a significant impact to traffic operations within the study area. Planning Comments.email September 26 2016 and phone call September 29 2016 1. Lot coverage should be added to the zoning data table : Lot coverage is added to the zoning data table. 2. It appears that the buffer on the southerly portion of the lot is being met by existing vegetation specifically a thin row of deciduous trees. Upon a recent site visit, it is difficult to tell if the trees are even on this property. Have they been located in the field?I will be : recommending that supplemental planting be added to the buffer in the fifty foot buffer area. Supplemental plantings are added to the southern portion of the buffer area. • 3. Clarify the intent of the display area. Additional language is added the display area note on Sheet C-SP1 Site Plan. 4. Add easement and existing easement table to Site Plan. The existing easement and an easement table are added to Sheet C-SP1 Site Plan. : Engineerins Comments, memorandum September 26 2016 I. Label the sidewalk ramps on the Site Plan. The sidewalk ramp on the southern side of the building is labeled as such. A sidewalk ramp is not proposed along the sidewalk on the eastern side of the building at the main entrance. In the middle of the adjacent parking row, where the accessible parking spaces are located, the pavement and sidewalk are proposed to be flush with each other. The sidewalk maintains a gentle slope away from the middle of the parking row toward each end, while the pavement is pitched slightly steeper to provide a transitional curb reveal along the length until a full 6"reveal is exposed at each end.Additional detail is : added to Sheet C-GD 1 Grading and Drainage Plan. 2. Show the roof leaders on the Grading&Drainage plan. Gutters and roof leaders are not proposed. The building has a pitched roof with a peak running east to west.Half of the rooftop runoff will shed to the north and half to the south. Stone aprons are proposed along the northern and southern sides of the building as shown on Sheet C-LS 1 Landscape Plan in an effort to mitigate the energy of the falling water and protect the surrounding lawn area from washing out. 3. State whether there are or are not interior floor drains. A floor drain is proposed within the garage area. The enclosed C-UTI Utility Plan shows the proposed floor drain discharging to a holding tank. The proposed holding tank does not have a discharge point and will require routine pumping. • 4. Show an electrical connection for a generator on the Pump Station detail. • Notes are added to Sheet C-UT2 Septic Plan on the pump station detail and the plan that states"Provide emergency generator connection at control panel". S. It is recommended that the curb be shown placed on the binder course in the Curb detail. The Bituminous Concrete Lip Curb detail on Sheet C-D 1 Detail Sheet is updated to place the curb on the binder course. 6. Show the depth of curb and the thickness of the processed aggregate base on the Monolithic Sidewalk and Curb detail. The Monolithic Concrete Walk and Curb detail on Sheet C-D1 Detail Sheet is updated to show the depth of curb and the thickness of the processed aggregate base. 7. Show filter fabric between the stone and the sand on the Storm Sewer Trench detail. The Storm Sewer Trench detail on Sheet C-D 1 Detail Sheet is updated to show filter fabric between the stone and the sand. : 8. Show wire mesh on the Concrete Traffic Island detail. The Concrete Traffic Island detail on Sheet C-D1 Detail Sheet is updated to show wire mesh. • 9. Provide catch basin details. Standard DOT catch basin details are added to Sheet C-D3 Detail Sheet. 10. Provide before and after development drainage flow calculations for 2 to 100 year storm events. A HydroCAD Report is enclosed and the pre-development and post-development drainage flow rates from that report are outlined below: 2 year 10 year 25 year 100 year Pre-development cfs 10.74 16.93 20.20 25.87 Post-development cfs 5.60 11.23 14.43 20.17 11. Calculate the required bypass flow for the stormwater quality unit. ; The proposed stormwater quality unit is rated to provide at least 80%TSS removal up to 3.11 cfs with a peak treatment flow rate of 8 cfs.The stormwater quality unit is proposed to be offline. There is a manhole upstream of the stormwater quality unit that includes a diversion weir set at an elevation such that a maximum flow rate of 7.85 cfs is directed toward the water quality before overtopping the weir and discharging toward the DOT drainage system in John Fitch Boulevard. 12. Move the northern Linden tree on the island in the parking lot north of the proposed building as it is too close to the proposed septic system. The proposed septic system is modified per Health Department comments. The proposed landscaping shown on the enclosed plans is adjusted to accommodate the septic system. : : 13. In the Traffic Impact Study, provide the before and after development levels of service for the Route S through lanes. The Route 5 through lanes passing by the site are uncontrolled and"free flow"in each : direction therefore the analysis does not rate these movements with a level of service. : Given that traffic does not stop in the through lanes, the level of service is"A"with no delay for the Route 5 northbound and southbound through lanes passing by the site at all times. There is no change to this level of service pre and post development. The Route 5 northbound left turn movement into the north site driveway is a critical movement and is therefore rated with a levels of service. The NB left turn operates at LOS B in both the AM and PM peak hour existing conditions and will continue to do so in the build condition. 14. A permit will likely be needed from ConnDOT for the new storm water drainage : connection to the storm water system in Route S and for the modified driveways. Acknowledged, all work with the DOT right of way will be coordinated and permitted with the DOT. Inland Wetland Agency Comments September 21 2016 1. Sped luminaire color temperature to be 3,000 kelvin. : Note 6 is added to the Lighting Plan Notes on Sheet C-LTI Lighting Plan specifying that the luminaire color temperature shall be 3,000 kelvin. Architectural&Desim Review Committee Comments September 15 2016 1. Move row of arborvitaes to eastern side offence. . The row of arborvitaes is moved to the eastern side of the fence. We trust the above and enclosed information satisfactorily addresses the comments received to date and look forward to presenting this project to the Commission on October,4,2016.Please feel free to contact us at 860-291-8755 with any questions or if anything else is needed.
