Russo &Associates, LLC Land Surveyors &Professional Engineers 1 Shoham Road East Windsor, CT 06088 Ph: (860) 623-0569 Fax: (860) 623-2485 www.jrrusso.com I. INTRODUCTION A. Project Description The Edwin Road LLC is proposing the construction of a 31 space parking lot at 58 Edwin Road in South Windsor, Connecticut. The proposed development will result in the addition of approximately 0.23 acres of new impervious area. Runoff from the parking lot will be directed to a new infiltration basin designed to provide recharge back into the groundwater and mitigate peak runoff. B. Existing Conditions The project site is located on the north side of Edwin Road, east of the facility at 78 Edwin Road. The parcel is currently vacant. A portion of the parcel is cleared and maintained as lawn. The remainder of the parcel is wooded. Runoff from the site currently sheet flows to an existing catch basin located at the common property line with 78 Edwin Road. This catch basin is connected to the existing drainage system at 78 Edwin Road. Based on a review of the USDA Soil Survey of Hartford County the soils at the site are categorized as developed Urban Land. However, it appears that the surrounding area was originally categorized as Sudbury sandy loam (Appendix 1). The USDA Soil Survey defines groups of soils into Hydrologic Soil Groups (HSG) according to their runoff- producing characteristics. Soils are assigned to four groups (A, B, C, and D Groups). In group A, are soils having a high infiltration rate when thoroughly wet and having a low runoff potential. They typically are deep, well drained, and sandy or gravelly. In group D, at the other extreme, are soils having a very slow infiltration rate and thus a high runoff potential. They have a hardpan or clay layer at or near the surface, have a permanent high water table, or are shallow over nearly impervious bedrock or other nearly impervious material. Sudbury sandy loam is classified as HSG B. H. ON-,SITE STO"WATER RUNOFF ANALYSIS A. Methodology Peak runoff flow rates from the project site were determined for pre- and post- development conditions using Applied Microcomputer System's HydroCADTM Stormwater Modeling System. This computer software employs the SCS Technical Release 55 and 20 (TR-55 & TR-20) methodology. The potential stormwater impacts were evaluated for the 2-yr, 10-yr, 25-yr, and 100-yr; 24-hour storm events. Based on the present drainage patterns at the site, the design point chosen for the analyses was the downgradient catch basin at the western property line. 1 B. Pre Development Hydrology The pre-development site was modeled as a single subcatchment that contributes runoff to the design point. The pre-development runoff characteristics for the subcatchment are provided on the HydroCAD data sheets in Appendix 2. A summary of the calculated peak flows for the design storms is provided in the table below. C. Post Development Hydrology The development of the project site will include the addition of approximately 0.23 acres of new impervious parking area and driveway. Runoff from the new parking lot will be directed to sheet flow to north into a proposed infiltration basin that will mitigate runoff and provide groundwater recharge. The infiltration basin will consist of a depression excavated in the existing sandy soils at the site. An overflow from the basin will consist of a 10-inch diameter pipe connected to the existing catch basin (design point). The infiltration basin will have a bottom area of approximately 1,380 square feet, an overall depth of three feet, and storage capacity of approximately 7,140 cubic feet. According to the NRCS information for Sudbury soils, the most limiting layer has a permeability that ranges from approximately 2-6 inches per hour. For design purposes, the most restrictive permeability of 2 inches per hour was multiplied by a clogging factor of 50% to come up with a design permeability rate of 1 inch per hour. The post development site was also modeled as a single subcatchment. The post development runoff characteristics for the subcatchment and infiltration basin are provided on the HydroCAD data sheets in Appendix 2. A summary of the calculated peak flows for the design storms is provided in the table below. As shown in the table, the resulting post-development peak flows are less than the pre-development peak flows for each of the design storms. As a result, it is concluded that the proposed development will not have a negative impact on the downstream properties.
