Narrative Statement
Schoolhouse Drive
Designed Residence Zone
Zone Change & General Plan
RSK-Kellco,Inc.
: 755 Ellington Road& 760 Pleasant Valley Road
South Windsor, Connecticut
: DPI Project Number 3574
May 9, 2016
RSK-Kellco, Inc., a South Windsor based firm, is proposing to develop the 14 unit Schoolhouse
Drive residential community under the Designed Residence Zone (DRZ) guidelines. The 5.5 acre
parcel is situated on the east side of Ellington Road(Route 30),between Long Hill Road and
Northview Drive in the Rural Residential Zone. This transitional tract borders the A-20 Residential
Zone to the north, the Restricted Commercial Zone to the west, and the Rural Residential Zone to
the east and south. Public sewer and public water services are available in Ellington Road. As per
the regulations, the subject application is for a zone change to the Designed Residence Zone, as
: well as for a General Plan of Development approval. The existing residence at 760 Pleasant Valley
Road, and its large barn structure, will remain on a 1.1 acre lot. The vacant residence at 755
Ellington Road will be razed to accommodate the development. All 14 residences will be designed
to be attractive and in the New England traditional style of architecture. RSK-Kellco has
developed two residential communities along Ellington Road not far from the subject property.
The first was Lakewood, and the second was Podunk Ridge. The applicant and their landscape
architect from Design Professionals,Inc. previously attended a Planning&Zoning Commission
informal meeting, at which time the Commission suggested that the total number of residences
should be reduced from 16 depicted on a conceptual plan, that the separation distance between
homes should be increased from the required minimum, and that the proposed residence closest to
: Ellington Road should be set back farther. These changes have been incorporated into the current
General Plan of Development. The landscape elements along Ellington Road will be similar to that
of Podunk Ridge, including a planted berm, however the closest residence will be 10 feet farther
back from Ellington Road. The development will have a new private street(Schoolhouse Drive),
• which will be 26 feet in width and approximately 500 feet in length. Sidewalks are proposed along
its northerly side, as well as along the parcel's Ellington Road frontage. Sight line for vehicles
exiting the new street are excellent in both directions, and far exceed ConnDOT standards. DPI's
engineers have projected that the development will generate a total of 18 new vehicular trips in the
morning peak hour(5 entering/13 exiting), and 18 new vehicular trips in the evening peak hour(I I
entering/7 exiting). This low volume is expected to have a negligible impact on the surrounding
street network. One purpose of the DRZ regulations is to provide affordable housing. Three of the

:
14 residences will be affordable (20%). The Town of South Windsor has not yet met the minimum
state threshold for affordable units. A bus shelter is proposed at the entrance. The DRZ regulations
require a minimum of 8,400 square feet of developed recreation land, or a minimum of 49,000
square feet of undeveloped recreation land(3500 per unit). The General Plan depicts a recreation
% area with nearly 80,000 square feet of area, primarily along the northerly properly line and the
southwest corner, accessible from Ellington Road and from the new street via two stone dust paths.
This open space abuts house lots to the north, and along the two common property lines with the
Pleasant Valley Schoolhouse museum. Stormwater treatment and attenuation will be by means of a
water quality/detention basin at the southwest corner, i.e.,the low spot on the property. The
property does not have any federal 100 year flood plain, nor does it appear to have any inland
wetlands, however, there is a small brook adjacent to the property's southwest corner. There is a
well established mature vegetative buffer along the perimeter of the parcel, with the exception of
the area of the existing barn and proposed line separating the existing residence from the DRZ
development. The applicant has initiated a dialogue with the South Windsor Historical Society
: with respect to design of the development and to assist them to meet some of their outstanding
needs for programming and parking as it relates to the adjoining museum. The subject parcel has
over 300 feet of street frontage (200 required), a depth of 710 feet, impervious coverage of around
20%, and ample on-site parking in driveways and garages. Each of the single family detached units
will have a garage.
With respect to a zone change,we offer the following: 1) The Plan of Conservation and
% Development indicates this area is for medium density residential uses, which is the same
classification for two DRZ developments recently approved by the PZC on Clark Street; 2) This
development is consistent with zoning; 3) Schoolhouse Drive will meet the need for single family
homes in a common interest owned neighborhood, desired by millennials, including three
affordable units; 4) There is no available undeveloped land in the DRZ zone, save for one
development recently approved on Clark Street; 5) The land is physically suitable for the proposed
DRZ development, with no wetlands, no flood plain, and full utilities; 6) This small development
% is expected to have negligible impact on utility and drainage systems or streets; 7) This small
development will fit in with the general residential character of the neighborhood and its zoning;
8) We believe there will be negligible impacts on the surrounding area, given its low traffic
% generation and mature perimeter vegetation; 9) This development is too small to have an affect on
traffic congestion; 10) The applicant does not expect to have an impact on surrounding property
: values, as has been the case with other DRZ developments in South Windsor; 11) We anticipate
negligible environmental impacts. Stormwater runoff will be attenuated and cleansed; 12)This
development will have a positive impact on the health and general welfare of South Windsor; 13)
We have reached out to the South Windsor Historical Society, and we expect this small
development to be well received by neighbors; and 14) We are resolving to assist in preserving the
historic museum next door, while of necessity we will need to raze the existing old home on the
subject property.

Jeff,
On May 18, 2015 1 conducted a soil survey on the above-referenced property. It was an interesting site with good
soils in some areas and a wet area with silt loam to clayey soils in the center of the site. I did flag a small area
along the property line near Ellington Road but was unable to determine if it was on the site. As a result, until the
flags area located I can not determine if the site is clear of wetlands. However, in my opinion the area in the
center of the field is not a regulated wetland. John lanni

Zone Change/General Plan of Development

•
Ms. Lipe,
• Enclosed are revised plans addressing comments received from your office and others in response
to the subject applications. We are submitting the enclosed plans and this brief letter outlining plan
changes in an effort to provide you and the public with ample time to view plans before next
week's Planning and Zoning Commission hearing for this project. We will follow up later this
week with a more comprehensive response letter.
The enclosed plans have been revised as follows:
• The wetland delineation flagged by John Ianni on May 18, 2015 were surveyed by our
office and added to the enclosed plans. Based on the Class D survey, these flags are located
to the southwest of the subject site. The associated 80' buffer does encompass a portion of
the site including the proposed detention basin and undeveloped open space.
• Sight lines have been added to the plans that shows the visibility provided exceeds the
required 315' minimum required by CT DOT based on field observations by this office on
June 7, 2016.
• A 4' wide concrete walk is now shown along Ellington Road, set back 4' from the edge of
the roadway to provide a grassed snow shelf.
• A 4' wide stone dust walk is now shown through the open space in the northern portion of
the subject site.
• The open space area calculations have been updated to exclude the developed open space
areas within the yard setbacks. These calculations are updated in the Zoning Data Block
and the notes below on the Title Sheet, and the General Plan of Development.
:
•
•
•
• The proposed trees along the northern side of the private road are now shown behind the
proposed 4' wide concrete sidewalk in an effort to eliminate conflicts with underground
: utilities in this area. This will be further refined in the site plan stage.
Regarding the capacity of the Pleasant Valley Pump Station to accommodate sanitary sewer flows
from this proposed project, we have been in contact with C. Fred Shaw, Superintendent of
Pollution Control, and have received today record information about the pump station. Our initial
review indicates that the subject project consisting of 14 units is less than 1%of the volume
contributing to the pump station and it is expected that the subject project will have a negligible
impact on the pump station. We are expecting to receive at the end of this week additional
information and hope to be able to verify this initial assessment.
We trust that the enclosed plans satisfy the comments received to date and look forward to
bringing this project before the Board next week. Please feel free to contact us at 860-291-8755

June 8, 2016
In response to comments received by this office from the Planning and Engineering Departments,
we offer the following supplemental information in addition to the previously submitted Narrative
dated May 9, 2016.
Sight Lines
As stated in the Narrative, "sight lines for vehicles exiting the new street are excellent in both
directions, and far exceed ConnDOT standards."
The required minimum distance noted on the previously submitted plans referred to the Stopping
Sight Distance Figure 7-lA in Chapter 7 Sight Distance of the ConnDOT Highway Design
Transportation Manual revised through February 2013.
We have also analyzed the minimum sight line visibility requirement by referring to Chapter 11
Intersections At-Grade, specifically Figure 11-2C which notes a required minimum sight distance
of 445' for passenger cars entering a two-lane street with a design speed of 40 mph. A copy of this
figure is enclosed. This office verified that the posted speed limit along the portion of Ellington
Road (Route 30) adjacent to the subject site is 40 mph. This office also performed site observations
on June 7, 2016 to verify the provided sight distances of 600' looking left/south from the proposed
driveway toward Pleasant Valley Road and 800' looking right/north from the proposed driveway
toward Ordway Drive as noted on the previously submitted plans revised through June 7, 2016.
For a point of comparison, the same ITE figure indicates that a 600' sight distance is suitable for
roads up to 50 mph.
•
Traffic
As stated in the Narrative, "DPI's engineers have projected that the development will generate a
total of 18 new vehicular trips in the morning peak hour(5 entering/l3 exiting), and 18 new
vehicular trips in the evening peak hour(11 entering/7 exiting). This low volume is expected to
have a negligible impact on the surrounding street network."
• These projected trip estimates are based on the Institute of Transportation Engineers (ITE) Trip
Generation Manual 9a`Edition. This estimate assumes 14 Single Family Detached Houses (ITE
Land Use Code 210) and evaluates both Average and Fitted Curve trip generation estimates and
averages them together. These ITE trip generation estimates are based on over 700 case studies.
The ITE weekday AM and PM peak hour sheets are enclosed for reference, as well as a calculation
sheet outlining how these trip generation estimates were derived.
• For a point of comparison showing how small these estimated trips are in relation to the
surrounding area, ConnDOT's 2013 Average Daily Trip (ADT)map indicates that the surrounding
area sees between 8,400 and 6,800 average daily trips.
• Utilities
As stated in the Narrative, "public sewer and public water services are available in Ellington
• Road."
Our current understanding of the available utilities in the area is based on available record plans
and information, Town GIS mapping, and field observations performed by this office.
Water—The subject site is located with the Metropolitan District(MDC)'s service area. Based on
record information, there is a 12"water main in the far side of Ellington Road. This project
proposes to connect to that main. We have not received any comments indicating any issues with
this approach. The design will be coordinated with the MDC and contingent upon their approval.
Sewer—Based on record information, there is a sanitary sewer main within Ellington Road along
the frontage of the subject site. This project proposes to connect to that main. We have received
comments from the Division of Water Pollution Control indicating that the sewer main near the
subject site discharges to the Pleasant Valley Road Pump Station before continuing to the
treatment plant. The Division of Water Pollution Control has requested confirmation that the
: proposed project will not exceed the capacity of this pump station. We have been in contact with
the Division of Water Pollution Control and have received preliminary information indicating that
the subject project is±l% of the designed capacity of the pump station leading us to believe that
the proposed project will not have a detrimental impact on the pump station. We are expecting
supplemental information from the Division of Water Pollution Control late this week and believe
that this information will allow us to verify this expectation. We are continuing to coordinate with
the Division of Water Pollution Control and will submit additional information as it becomes
available to us.
Gas—Based on record information, natural gas mains do not appear to be available in the vicinity
of the subject site and the project does not currently propose to connect to natural gas at this time.
• eat
:
Electricity and Telecommunications—Based on record information and field observations, there
are utility poles and overhead electric and telecommunication lines in Ellington Road along the
frontage of the subject site. This project proposes connecting to this infrastructure, and proposes
relocating a utility pole to accommodate the proposed private drive. Service is proposed to be
provided by underground electric and telecommunication lines. We have not received any
comments indicating any issues with this approach. The design will be coordinated with all
applicable utility companies and will be contingent upon their approval.
Drainage—Based on record information, there is a 48"RCP culvert bringing a brook under
Ellington Road, running from east to west. An existing catch basin on the near side of Ellington
Road appears to discharge to a manhole associated with this culvert. This project proposes to
collect and treat stormwater runoff with a number of catch basins, manholes, drainage lines, and an
above-ground basin in the southwest corner of the subject site. This basin is proposed to have an
overflow to the culvert manhole. This stormwater management system will be designed to meet or
decrease existing peak discharge rates as required.
We trust that this information, in addition to that previously submitted, is sufficient for review of
the pending application. If any additional information is required, please let us know.

Subject: [Town of South Windsor CT] Bruce Kelly Zone Change
Hello mlipe,

Message:
Michele,
I was on-site May 18, 2015 to conduct a wetland delineation. There is a wet area in the
middle of the agricultural field, however, I was unable to map it as wetlands. I did map
some wetlands along the property line near Ellington Road. I was unable to tell if they
were on or off the property so I flagged the area and I assume the flags were located.
The area in the middle of the field is a seep associated with undulations in the
underlying clay layer. As I stated, this area, although wet, does not meet the criteria
for inclusion as a poorly drained or wetland soils. Thank you for your time. John Ianni

Appl #16-25P, Schoolhouse Road Change RR to DRZ
General Plan
Public Hearing 6-14-16
Planning Department Report
1. Request for a zone change from RR to Designed Residence Zone and a General Plan
of Development for a 5.5 acre parcel to create a 14 unit development, located on the
easterly side of Ellington Road, approx. 130 feet from the Long Hill Road/Ellington
Road intersection. -7a i'kisa"- A v r,01,i I ('o_ ,
2. This site is currently surrounded by single family zoned property to the west, south
and north and Restricted Commercial property directly across Ellington Road. A
zoning map has been provided.
3. This proposal is for 14 single family homes to be part of a common interest
community. Twenty percent of the units, or 3, are proposed to be "affordable units".
The developer is responsible for ensuring the units remain affordable and submit an
Affordability Plan (consistent with other recently approved DRZ's) We would
recommend a 40 year restriction to be consistent with the affordable housing statute.
4. These affordable units would count towards the state's goal of each community 10%
of their housing units as affordable. The town would need approximately 180 more
units to meet that goal.
5. Section 8.3 includes criteria for evaluating a zone change. These criteria include:
a. The goals, objectives, and recommendations of the Plan of Conservation and
Development;
b. The purposes of zoning and of these regulations;
c. Changes that have taken place in the rate and pattern of development and land use
within the Town and adjoining communities;
d. The supply of land available in the present and proposed zone;
e. The physical suitability of the land for the proposed zone;
f. The impact on the capacity of the present and proposed utilities, streets, drainage
systems, and other improvements;
g. The general character and zoning of the neighborhood;
h. Impacts on the surrounding area;
i. Traffic congestion impacts;
j. The impact on surrounding property values;
i
k. The environmental impacts;
1. The health and general welfare of the community;
m. Neighborhood acceptance weighed against community needs; and
n. The protection of historic factors.
The Housing Element of the Town Plan of Conservation includes goals that are relevant
to this application, including:
• Allow flexibility in meeting emerging housing preferences and needs — allow a
multi-family type development as a transition.
• Monitor Housing Affordability - Town could encourage affordable housing and
provides such tools as density bonuses to create affordable units.
6. A zone change is the appropriate time to discuss traffic impacts. The applicant's
traffic statement indicates that the area roadway network is sufficient to
accommodate traffic generated by the proposed development and the site lines at the
new intersections comply with the DOT standards for posted speeds.
7. The purpose of the general plan is to show the planned use and layout of the property
if the zone change is approved, including the general layout of utilities, drainage,
open space/recreation areas. The engineering details would be provided at the site
plan stage. This two-step method provides the opportunity for the Commission to
determine whether the designed residence use is appropriate for this site, and to
make meaningful revisions if appropriate, prior to the applicant spending a
substantial amount of money on full engineering.
8. The general plan shows a cul de sac road that will be privately owned with a four
foot wide sidewalk proposed along Ellington Road as well as one side of the new
roadway, School house Road. The PZC may want to request the sidewalk to be five
foot along Ellington Road, consist with their new policy of wider sidewalks on
collector/arterial roads.
9. The DRZ zone requires 600 sq ft of developed recreation area per unit (8,400 sf) or
3,600 square feet of undeveloped recreation area per unit which equates to 1.2 acres.
The applicant proposes to meet the active recreation requirement with a stone dust
trail through the open area on the outside perimeter of the housing as passive
recreation, exceeding the open space requirements.
10.There is no buffer requirement along all property boundaries; however landscaping
screening and treatments are to be incorp=tento the rear yards of the
development. The applicant has plannedalong Ellington Road frontage.
Street trees and other landscaping treatments are shown throughout the site. Staff
would recommend that some additional landscaping be added within the southern
side yard of the development where currently there is not any landscaping proposed.
2
11.All units are proposed to be single-family units and are required to range in size and
unit type. The affordable units must be dispersed among the other units.
12.There is a small area of regulated wetlands just off of the site to the west and the
proposed detention area would be in the upland review area. IWA/CC approval is not
required for the general plan; but would be required at site plan stage.
13.Public water and sewer are available to the site. The applicant's engineer is working
with Fred Shaw to ensure that there is adequate capacity to support this development.
Trash disposal will be handled through the use of individual containers at curbside.
14.If this zone change is approved, the Commission should state on the record that you
have found the zone change to be consistent with the Town Plan of Conservation and
Development. A Special exception and site plan of development approval would be
required prior to any construction on this site

Dear Mr. DeMallie:
Re: Appl. 16-25P, RSK-Kellco, Inc. Schoolhouse Drive Zone Change and General Plan
We are pleased to advise you that at its June 14, 2016 meeting, the Planning and Zoning
Commission voted to approve with conditions your request for a zone change from Rural
Residential to Designed Residence Zone and General Plan of Development for a 5.5 acre parcel
to create a 14 unit development, on property located on the easterly side of Ellington Road,
approximately 130 feet from the Long Hill Road / Ellington Road intersection, as shown on
plans prepared by Design Professionals, Inc., project# 3574 dated May 9, 2016 as revised. This
approval is subject to the following modifications:
1. This approval is for a Zone Change from Rural Residential to the Designed Residence
Zone for 5.8 acres and a General Plan of Development showing 14 single family units.
Twenty percent(20%) or three(3) of the units must be affordable. The affordable units
must be dedicated by deed restriction in a manner as the Town may require. The developer
shall work with the Town on the Affordability Plan and submit deed restriction
documentation at the time of the special exception/site plan request.
2. The Planning and Zoning Commission finds that the zone change is in conformance with
the Town Plan of Conservation and Development.
3. The affordable units shall be evenly dispersed throughout the development. Generally no
affordable units shall be located adjacent to another affordable unit. Affordable units shall
not be apparent by exterior appearance, and shall comprise a variety of unit types.
4. The Commission notes that this approval is for a General Plan of Development, which does
not address all engineering and site design details. The applicant must submit an
application for a special exception and site plan of development approval, at which time the
Commission will review all specific details of the project, including but not limited to the
following concerns raised during the Zone Change/General Plan application process:
• Storm drainage design at the site plan stage must thoroughly and adequately address
storm water quality and quantity, including both on-site and downstream impacts
• All utilities (including pedestals)must be placed underground.
• Additional landscaping variety must be provided within the rear yard setbacks.
• The sidewalk along Ellington Road shall be five feet. An easement to the town is required in
areas where the sidewalk is shown on private property.
• The sidewalk along Schoolhouse Road shall be constructed on both sides of the internal
roadway.
5. Water Pollution Control Authority is required.
Within ninety days, by October 1, 2016, a zone change map (1" = 40') with an A-2 certification
must be filed, showing all boundary lines and the acreage of the land where the zone change was
granted. The map shall be drawn in accordance with the rules and regulations of the State Board
of Registration for Professionals Engineers and Land Surveyors and shall be stamped and signed
by a Registered Land Surveyor. The zone change map, sheet T1 and sheet C-GP must be
submitted on black and white mylars, with this approval letter thereon, together with three
blueprint copies of the Zone Change. After the mylars have been stamped and signed by the
Commission, they will be returned to you for filing in the Town Clerk's office.
The effective date of the Zone Change is the date the mylar is filed in the Town Clerk's office.
Sincerely,
Gary Bazzano, Chairman
