RECONSTRUCTION OF AVERY STREET— PHASE 2
SOUTH WINDSOR, CONNECTICUT
Proiect Narrative
This project consists of the reconstruction and realignment of approximately 2,700 feet of Avery
Street from the intersection with Orchard Hill Drive to Gray Road and will continue from a
previously funded project to the north known as "Avery Street—Phase 1". This project is being
funded under the state's newly enacted Local Transportation Capital Improvement Program
(LOTCIP).
The proposed improvements include full-depth reconstruction of the pavement structure to a
uniform width of 28 feet, the installation of a new enclosed drainage system with a
hydrodynamic separator to address runoff and storm water quality issues, and the replacement
of deteriorating sidewalks and the addition of new sidewalk to provide additional pedestrian
safety and connect residential areas along Avery Street.
A four foot wide portland cement concrete sidewalk will be constructed along the west side of
Avery Street and also a portion along the east side between Raymond Road and Kelly Road to
replace an existing bituminous concrete sidewalk which is in poor condition. A ten foot extension
of an existing 3'x 6' box culvert located on Avery Street 200 feet north of Orchard Hill Drive is
required in order to install the sidewalk along the west side of the road.
Wetland Activity
The activity on this project is associated with the extension of the existing box culvert and
construction of a new wingwall in the existing un-named intermittent watercourse on the west
side of the roadway. The existing wingwall will be removed in order to construct the new
concrete sidewalk. The existing streambed will be disturbed during the construction of the new
wingwall and culvert extension. It will be restored to its original state upon final grading of the
work area. Other activity proposed in the wetlands and upland review area include the formation
of grass swales behind the proposed sidewalk and placement of riprap to protect the
embankment along the edge of the wingwall and ends of the grass swales.
Total regulated area disturbance (within 80-foot upland review area) = 0.275 ac. (12,000,s.f.)
Note: this includes the area of roadway reconstruction.
Area of wetland and watercourse disturbance = 0.011 ac. (480 s.f.)
Lineal feet of proposed stream alteration = 35 I.f.
Feasible and Prudent Alternatives
1. Re-direct the proposed sidewalk in front of the existing wingwall. It was
determined that there is not enough room between the existing wingwall and the edge of
the new roadway to construct the sidewalk. Keeping the existing wingwall in its current
location would require placement of metal beam guardrail as well. Placing a new
wingwall further from the edge of the roadway provides a safer environment for the
1-114t redestr,an by separating he S:devalc from the roadway and eliminates t?aend fnr
metal beam guardrail.
2. Consider placing the proposed sidewalk on the east side of the road. It was
determined that placing the sidewalk on the east side of the road would require
extensive grading due to the existing topography. Futhermore, placement of the
proposed sidewalk on the west side of the roadway allows connectivity to the existing
sidewalk systems that exist on the west side of Avery Street to the north as well as
connecting to the sidewalk systems that exist on Orchard Hill Drive, Glenwood Road,
and Gray Road. All of these sidewalk systems connect to the Timothy Edwards Middle
School and Orchard Hill School complex to the west.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer
Date: July 18, 2016
Re: Appl. # 16-34W Town of South Windsor. Wetlands Report and Review of proposed the Avery Street
culvert replacement project.
The project is to replace an existing culvert under Avery Street and extend the culvert an extra ten feet to
the west. Estimated direct disturbance within the watercourse is 480 sgft. Estimated disturbance within
the URA is 12,000 sqft.
Site: The site is located in the Avery Brook watershed.
The wetland would be classified as a forested wetland type associated with an intermittent watercourse.
The major hydrology source to this wetland appears to be surface water runoff from the residential
neighborhood and a pocket of open space to the west. The watercourse channel is approximately two feet
wide. The channel bottom is comprised of coarse and fine sands with some areas of gravel. The channel
has been dry expect for periods of rain fall events.
Functions: Major functions of this wetland area would be stormwater conveyance. Wildlife values
would be considered as low to moderate due to the site's relative isolation to contiguous, quality habitat.
The current channel has been diverted to the north due to sediment accumulation in the stream.
Impacts: Planned erosion controls (silt fence, stone check dams and a cofferdam for de-watering) should ,
be adequate to contain disturbed sediments onsite. Proposed disturbances should be short term only.
Clearing of vegetation should not have a significant impact on the limited habitat value. Proposed seeding
of the disturbed areas will stabilize the disturbed areas which will quickly naturalize with early
successional vegetation.
