South Windsor ERATI "DSSY MAY 16, 2016 CONSERVATION COMMISSIONION The site is a 8.75-acre parcel on the east side of Clark Street in South Windsor. The property is an open field that has been used for agriculture. The proposal is to construct twenty-two single-family detached residences served by a 1000 foot long road. Open space is proposed between Clark Street and the developed area. Storm water from the proposed road will be collected in catch basins and carried in storm drainage pipes. These pipes have been sized to adequately carry the water. See STORM SEWER DESIGN, page B-1, AND WATERSHED PLAN, page B-2. Storm water from the proposed road will drain to a water quality basin. This basin is designed to treat the Water Quality Volume of 8160 cubic feet. See Water Quality Volume calculation, page A-2. Storm water entering the basin from the flared end will enter a sediment forebay where coarse sediment particles will settle out. Water leaving the forebay will flow through an elongated flow path to a lower wet area planted with wetland plantings. The volume of the entire basin is 14,950 cubic feet. Storm water will leave the basin through an outlet structure consisting of a catch basin and a stone trench. The stone trench consists of a perforated pipe surrounded by stone and wrapped in filter fabric. Water enters the top of the stone and is filtered through the fabric and stone to the pipe which is connected to the outlet structure. For larger storms storm water will leave the basin through an orifice in the outlet structure. For storms larger than the 100-year storm, the water level will rise up and exit through a grate in the top of the outlet structure See basin calculations, page C-1. Storm water will be piped from the outlet structure to a storm manhole in Clark Street. The detention basin is designed so that there will be no increase in the peak flow from the property. See PEAK FLOW OFF OF THE PROPERTY CALCULATION, page A-3. WATER QUALITY VOLUME CALCULATION The water quality volume (WQV) is the amount of stormwater runoff from any given site that should be captured and treated in order to remove a majority of stormwater pollutants on an average annual basis. See 2004 Connecticut Stormwater Quality Manual, page 7-4. The following is the water quality volume for the area draining to the water quality basin. WQV = (1")(R)(A) / 12 Where: WQV = water quality volume (ac-ft) R = volumetric runoff coefficient = 0.05 + 0.009(I) 1 = percent impervious site coverage A = site area in acres R = 0.05 + 0.009(I) = 0.05 + 0.009(27) = 0.29 WQV = (1")(R)(A) / 12 _ (1")(0.29)(7.64) / 12 = 0.19 acre-ft = 8160 cu. ft. Box 191 Manchester, CT 06040 Re: Notice to Adjoining Municipalities Dear Mr. Camposeo: In accordance with Connecticut General Statutes concerning notification to municipalities regarding Inland Wetlands Agency/Conservation Commission applications that could affect the abutting town, we hereby notify you of the application submitted by Robert Mannarino, Mannarino Builders, Inc., 400 Chapel Road, Unit 3-17, South Windsor, CT 06074. The application is for stormwater controls within the upland review area associated with a high density development known as Clark Estates II on Clark Street in South Windsor. Located at R001 Clark Street, easterly of Clark St, and northerly of Chapel Rd. Design Residential (DRZ) Zone. This application is tentatively scheduled to be heard by the Inland Wetlands Agency/ Conservation Commission on June 1, 2016 at 7:00 p.m. in the Madden Room of the Town Hall. If you have any questions, please feel free to contact the Planning Department at 644-2511, ext. 229. Very truly yours, UW1 . -&I - Jeffrey H. Folger Sr. Environmental Planner 1 -MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: May 25, 2016 Re: App. #16-28P—Clark Estates II Designed Residence Site Plan- Plans dated 05/20/16. The project is to build a 22-unit residential development, road, and stormwater structures on 8.75 acres. Projected disturbance within the Upland Review Area(URA) is 4680 sqft. Site: The site is located in the Waples Brook watershed. The parcel is a former agricultural field with mixture of mid successional hardwood forest and old field along the eastern and southern field boundaries. The wetland on the site occurs in the northeast portion of the site. A watercourse (Waples Brook) flows along the eastern property boundary just off site. This wetland is a natural drainage way that collects runoff and groundwater from residential properties to the south. The wetland would be categorized as a palustrian watercourse with a forested wetland type in the flood plain dominated by Red Maple in the overstory, spicebush/summer sweet in the shrub layer and skunk cabbage and royal fern on the ground. Main functions of this wetland would be groundwater surcharge, stormwater conveyance, flood storage, and wildlife habitat. Impacts: Clearing and excavation within the URA is proposed to accommodate the proposed detention basin. The basin will discharge into the storm system in the street. No direct impacts to the wetland area on the parcel are anticipated. 9 The soils on the developed portion of the site are listed primarily as Enfield and Agawam 3 to 8% slopes by the NRCS Soil Survey. These soils have erosion potentials listed as low to medium. The site is proposed to have surface fill imported to the site to raise the houses on the eastern portion of the development. Perimeter erosion controls are proposed and a temporary raised outlet structure will be installed within the basin to serve as a temporary sediment storage area during construction. Both practices are appropriate to address erosion concerns during construction Stormwater quantity and quality are proposed to be addressed by utilizing a wet detention basin with a permanent underdrain to provide residence time for runoff yet drain down to minimize mosquito breeding areas. The basin is designed to exceed the recommended water quality volume. Y _° ^- "'> Tr ' it WILSON M.ALFORD,JR,P.E.aL.S.
